It is the recommendation of the administration and the Finance and Asset Management Committee that the Board of Regents approve the use of alternative public works utilizing the General Contractor/Construction Manager (GC/CM) method of contracting and that the President or his designee be delegated authority to award the preconstruction GC/CM contract to the selected contractor for the New Burke Museum project. BACKGROUND The Burke Museum (Burke) was founded by the Young Naturalists’ Society in 1882 on the University of Washington’s downtown campus as the first Washington State museum. In 1899, the state legislature designated the museum as the “Washington State Museum.” Later the museum was named in honor of Judge Thomas Burke as the Burke Museum of Natural History and Culture.

The Burke is managed by the University of Washington with staff and faculty as University employees. The University of Washington serves as the fiscal agent for the Burke’s capital budget request to the state of Washington. The existing Burke Museum, constructed in 1962, is a two-story brick building with 68,916 gross square feet (GSF) of space. The existing building limits the museum’s ability to meet its research, public outreach, and education missions, and poses a threat to the 15 million objects in the Burke’s collections, which the museum cares for on behalf of the people of Washington State. A predesign study completed in June 2010 concluded that a renovation of the existing building was the most feasible solution, given the anticipated capital funding constraints at that time. Following receipt of design funding in August 2012, a thorough review of the predesign assumptions was undertaken prior to commencing design. This review determined that, rather than renovating the existing building, the optimum solution will be to construct a new building nearby the existing museum. Renovating the current building does not provide sufficient space for collections storage, and limits the museum’s ability to develop an exhibit experience that immerses the visitor in the collections and research activities of the Burke. Replacing the existing building will also significantly reduce complications and costs associated with a renovation. New construction allows continued operation of the museum during construction, avoids the need to move the collections twice, and maintains full access to the collections for ongoing research and education. A new building will more effectively accommodate the museum’s program, and will enhance connections to the community and neighborhood. PROJECT DESCRIPTION The new building will celebrate the museum’s goals to foster understanding and inspire wonder about the Northwest and our place in the world. It will emphasize the power of object-based learning to inspire curiosity, generate new knowledge, foster understanding of the role that collections play in our shared natural and cultural heritage, and highlight the connection between people and the environment in every aspect of the museum, from research, exhibits, and programming to the museum’s building, grounds, and business practices. The project is expected to result in an architecturally noteworthy facility that: 1) enables the Burke to simultaneously protect and share collections that constitute

the natural and cultural heritage of the people of Washington State; 2) facilitates meaningful visitor engagement with Burke Museum research and collections; and 3) creates a valued public amenity that connects the community to both the mission and campus of the University of Washington. The project will also address issues of long-term flexibility in the design of galleries and public spaces, and will implement sustainable design practices to achieve a facility that functions efficiently and can be maintained with limited resources. Leadership in Energy and Environmental Design (LEED) Platinum is an aspirational certification goal. Accessibility will be integrated into the new facility to provide ADA compliance. The New Burke Museum is to be a three-story building of approximately 110,000 GSF with a partially exposed basement along 15th Avenue NE. The area west of the existing Burke Museum along 15th Ave NE and between NE 43rd and NE 45th is the site being studied for the New Burke Museum. This site will support the New Burke Museum, future development of a new University building to the east, and the potential for a future structured parking facility for the campus. CONSTRUCTION CONTRACTING STRATEGY
The Capital Projects Office (CPO) recommends the use of the alternative public works contracting procedure, General Contractor/Construction Manager (GC/CM), authorized by RCW 39.10 for construction of this project. The use of a GC/CM during design has been absolutely critical to the success of many of our recent projects.
During the design phase, the GC/CM provides detailed construction scheduling, input into design constructability issues, coordination of construction documents, determination of construction logistics and needed lay-down areas, detailed cost estimates and investigation of existing as-built conditions. During dynamic pricing markets, the GC/CM cost estimating has been proven to be significantly more accurate than independent estimators.
The intent is to have the GC/CM selected and under contract for preconstruction services during the design development phase. With the selection of the GC/CM, we are seeking to improve the delivery of the project through development of the project budget, examination of existing conditions, and assistance in developing contracting strategies for early procurement of equipment and subcontractor

involvement during the design phase. With a GC/CM, we will be able to take advantage of the project size to attract qualified subcontractors, improve project and schedule performance and see competitive bidding for equipment and labor. We anticipate being able to reduce project costs, improve the product quality and achieve better design and construction coordination.
We anticipate that the GC/CM will recommend the use of the Mechanical Contractor and Electrical Contractor/Construction Manager alternative subcontractor selection process. This process has been used successfully on other University projects, such as Discovery Hall at UW Bothell and Lander, Maple and Terry Halls at Seattle. This process will enhance the collaborative design and construction process, expanding on the benefits of using the alternative public works process.
CPO would commence the GC/CM selection process in September 2014, with the expectation of entering into a preconstruction services agreement with the highest scoring firm. Funding for the preconstruction services agreement is included in the $6.0 million design budget, which is composed of $3.5 million in State funding and $2.5 million in donor funding. The GC/CM construction contract will not be awarded prior to the Board of Regent approval of the total project budget, which is anticipated to occur in June 2015. We anticipate reporting on the selection of the GC/CM in January 2015.
BUDGET AND FUNDING PLAN
The New Burke Museum project budget is $75 million. The state appropriated $300,000 for predesign funding in 2009, and $3.5 million for design funding in the 2012 Supplemental Capital Budget. The Burke is requesting $46.2 million state funds in the 2015-17 legislative session for construction.
To date $6.7 million in private funds have been raised towards the fundraising goal of $25 million for the design and construction of the New Burke Museum.
The Burke seeks to raise an additional $20 million in a combination of non-state public dollars (federal/county/city funds) and private donations for exhibit procurement, moving costs, an endowment reserve, and fund raising expenses.

The total capital project funding is anticipated as follows:
State Funding 2009 - 2011 $300,000 State Funding 2012 $3,500,000 Donor Funding (Secured) $6,700,000 State Funding 2015 - 2017 (to be requested) $46,200,000 Donor Funding (Anticipated) $18,300,000 $75,000,000 The administration will request Regent approval on the total project budget and the funding plan in summer 2015 at the completion of the legislative session. SCHEDULE The construction schedule is dependent upon the project financing. It is a goal to have the existing Burke Museum open during the construction phase - and during the occupancy period for the New Burke Museum - as the exhibit installations are completed and as the collection is moved into the New Burke Museum. Once the move is complete, the existing Burke Museum will be demolished, and the remaining site area (a future building site) will be paved as a temporary parking lot with site landscaping.
