Subject: Payment of Non-recurring grant-in-aid to Mizoram University, Aizawl forcompletion of construction of 100 seated ST girls' hostel at Tanhril, MizoramUniversity in University Campus during the year 2014-15.

Sir,I am directed to refer to Mizoram University, Aizawl's letter No.A/74/I2-ENGG/09 dated

loth February, 2014 and convey the sanction of the President of India for releasing non-recurringgrant-in-aid of Rs.l,95,OO,736/- (Rupees One Crore Ninety Five Lakh Seven Hundred ThirtySix only) towards 2nd instalment for completing of construction of 100 seated ST Girls hostel atTanhril, Mizoram University in University Campus sarictioned during the year 2012-13 during thecurrent financial year 2014-15 and to release the same to tbe Mizoram University, Aizawl forimplementing proposal for construction of hostels under the Centrally Sponsored Scheme ofHostels for ST Girls and Boys subject to the following terms and conditions:-

2. The GIA is for creation of Capital Assets. The details of grant-in-aid and location of hostelsetc. is given at Annexure-l

3. The Audited statement of accounts together with the Utilization Certificate shall besubmitted within 12 months of the closure of the financial year 2014-15 by the MizoramUniversity, Aizwal. The utilization Certificate should also disclose whether the specified,quantified and qualitative targets that should have been reached againstthe amount utilized, werein fact reached, and if not, the reasons therefore.

4. The University will not obtain grant for the same purpose from any other Ministry orDepartment of Govt. of India or State Govt.

5. The University will not divert grant in aid and entrust the execution ofthe project for whichgrant in aid is sanctioned to another Institution. No funds out of this grant should be utilized forany new scheme for which prior approval of Govt. has not been obtained. In the event of thegrantee failing to comply with the conditions, it shall be.liable to refund to the President of Indiathe whole or a part amount of the grant with interest at ten per cent per annum thereon. '

6. The University will furnish to this Ministry annual progress report (performance-cum­achievement report) on the project indicating both physical and financial achievement related tothe approved project.

7. The accounts of the Institute shall be audited by the Comptroller and Auditor General ofIndia under Section 14 of the Comptroller ~nd Auditor General of India (Duties, Powers andConditions of Service) Act, 1971, whenever the Institute is called upon to do so.

K. TJie Oniversity will agree to make reservations for SCs/STs/OBCs and the Disabled in the

posts of services under its control for the implementation of project sanctioned to it. On the linesindicated by the Govt. of India.

9. The University shall maintain and present their annual account-for expenditure (Capital andRevenue) in the standard fonnats fonnulated by Mlo Finance.

10. The University shall be required to maintain subsidiary accounts of the Govl. grant andfurnish to the Accounts Officer a set of audited statement of accounts. These audited statements of

accounts shall be required to be furnished after utilization of the grants-in-aid or whenever calledfor.

11. The accounts of the Institute shall be open to inspection by the Ministry of Tribal Affairsand audit, both by the CAG of India under the provision of CAG(DPC) Act 1971 and internal auditby the Principal Accounts Office of the Ministry, whenever the grantee is called upon to do so.

12. The assets acquired wholly or substantially out of Govt. grant shall not be disposed offwithout prior sanction of the President, encumbered or used for purpose other than those for whichgrant has been sanctioned. The University is required to maintain a Register of such assets andsend an annual statement to this Ministry at the end of the financial year.

13. The Utilization Certificate shall disclose separately the actual expenditure incurred and theloans and Advances given to suppliers of stores and assets, to construction agencies, which do notconstitute expenditure at that stage. These shall be treated as unutilized grants but allowed to becarried forward. While regulating the grants for the subsequent year, the amounts carried forwardshall be taken into account.

14. If the Govt. is not satisfied with the progress of the project or considers that the conditionsof sanction are being violated. It reserves the right to terminate the grant-in-aid to the Universityfrom future grant or any other financial assistance from the Govt.

15. It is further certified that grant-in-aid to the grantee is sanctioned in a~cordance withpattern of financial assistance approved and is in conformity with the rules and Principals of theScheme as approved by the Ministry of Finance.

16. The grant-in-aid is further subject to the conditions laid down in General Financial Rules asamended fro,n time to time.

17. The land for the hostel will be provided by the Mizoram University,.Aizwal free of c.ost,ontheir own and the cost of land will not be included in the estimated cost of construction of the •hostel.

•18. The relevant cost of construction may be as per the approved rates of CPWD/State PWD.

19. The maintenance of hostel building shall be the responsibility of the University.

20. The Drawing & Disbursing Officer of this Ministry is authorized to draw an amount ofRs.l,95,OO,736/- (Rupees One Crore Ninety Five Lakh Seven Hundred Thirty Six only) fordisbursement to the grantee institution through electronic mode of transfer directly in theirAccount No.10763500499, in State Bank of India, Aizwal, Main Branch, and IFSC' CodeSBIN0001539 .

21. The expenditure is debitable to Demand No. 97 -Ministry of Tribal Affairs, Major Head2225, Welfare of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities,02- Welfare of Scheduled Tribes (Sub Major Head), 796- Tribal Area Sub Plan (Minor Head), 11­Umbrella Scheme for Education of ST Children, ]] .00.35-Grants for creation of capital assets(Plan expenditure) and shall be met from Plan Budget for the year 20 14-15.

22. The sanction is issued with the concurrenc.e of Integrated Finance Division vide their Dy.No.2628/JS&FAI2014, dated 6.06.2014.

23. Certified thatthis sanction has been notedat Sl.No.l~in the register of grant.
