1. Introduction: Government of India has launched various schemes for the welfare of the

public like Jan Dhan Yojana, Mudra, Beti Bachao Beti Padhao, Swachh Bharat, Pradhan

Mantri Fasal Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, Atal Pension Yojana,

Sukanya Samriddhi Yojana, Digital India, Skill India, Make in India, Digital Payment

Promotion, Ayushman Bharat, Ujjala, Ujwala and other schemes. Apart from this, Govt.

is also taking up various measures for improving the delivery mechanisms in each sector.

This needs to be moulded into proper multi-media messages so that all such

achievements and transformations can be communicated effectively. The aim of the

campaign is to create awareness about the schemes launched, welfare and progressive

measures taken by the Government in transforming the Nation, and also to elicit the

common citizen to become active participants in this process. BOC invites EoI for

“Engagement of agencies for Multimedia Campaign on Government’s schemes” to

produce the multimedia creatives.

2. Objective: The agencies engaged by BOC will be required to produce multimedia

creatives as per requirement of the campaigns.

3. Period of engagement: The agency shall be engaged for the above mentioned work till

31st March, 2019.

4. Venue and deadline for submission of application:

5. Scope of Work:

The activities required to be carried out by agencies would include production of creative

content suitable for the following media:

• Development of logo & tagline

• TVCs

• Print creatives along with adaptation for websites/ social media

• Radio creatives

• Theme Song- Video & Audio

• Nukkad Natak- Execution in identified locations; training of resource personnel of

Bureau of Outreach & Communication

• Engaging various on-field staff. Viz. Asha Workers, Preraks, volunteers etc-

development of branding & publicity material

• Creative for Hoardings, standees, Exhibition panels, display boards etc of different

sizes

• Mobile vans- GPS enabled multi-media vans (interactive) for remote areas

• Flashmobs, music concerts (folk/ classical/ rock)

• Photography – Building a photo bank for use in government creatives for BOC

• Booklets, Brochures, Flyers, Books, Coffee Table Book, e-books

The main tasks of the selected agency would be as follows:

i) The Agency would be required to develop themes slogan, logo, multi-media

messages recommended to be incorporated in mass media creatives

ii) Agencies will submit the scripts/story board/ draft design of the creatives for approval

by BOC.

iii) The Agency will be required to produce creatives in Hindi/English with their

language rendition in Tamil, Telugu, Kannada, Malayalam, Marathi, Punjabi, Urdu,

Odiya, Assamese, Gujarati, Bengali. The proof reading & final vetting of the

language renditions would be the sole responsibility of the Agency.

iv) The Agency will be required to deliver the creatives at short notice and delivery schedule

fixed by BOC would be final.

The release of all advertisements to all the media and production of posters, leaflets etc. will

be through BOC only.

Target Audience: The target audience will be the common citizens of India of all age groups, covering

rural as well as urban people living all over the country, in order to create awareness about the

Government’s welfare programmes, schemes, initiatives ensuring active participation in the process.

6. Instruction to Applicants: The Expression of Interest is to be submitted in the manner

prescribed below and all information along with necessary documentary evidence must

be submitted in hard copy as well as in soft copy.

7. Format in which expression of interest has to be submitted:

The EoI Response must contain the following documents to satisfy the pre-qualification criteria

Note: The agency should also provide complete contact details such as name and

address of the agency, name of the authorized signatory, mobile number, landline

number, email id on the letter head.

The documents must be submitted in sealed envelope. EoI No, Name of Agency, contact

details must be superscribed

8. Evaluation Criteria and Method of Evaluation: Agencies fulfilling all the eligibility

criteria as above will be shortlisted for RFP stage. RFP will be circulated with them for

which BOC may initially call a pre bid meeting with the shortlisted agencies. RFP will be

following a two bid system.

9. Condition under which EOI is issued: The EOI is not an offer and is issued with no

commitment. BOC reserves the right to withdraw EOI and or vary any part thereof at any

stage. BOC further reserves the right to disqualify any bidder, should it be necessary at

any stage.

10. Opening of EoI:

12.00 noon 10th December, 2018

11. RFP will be circulated among the shortlisted agencies and once intimated, shortlisted

agencies are supposed to submit their RFP and technical presentation in short time.
