Introduction Maribyrnong City Council is seeking an expression of interest from an Early Years Management Service to take up a lease opportunity for the Braybrook Early Learning Centre located within the Braybrook Community Hub at 107 – 109 Churchill Avenue, Braybrook.

The available spaces include three fit for purpose early education and care rooms (licensed capacity at 23, 35 and 25) plus an office space, planning room, kitchen, lobby and corresponding outside play areas with the purpose of providing three and four year old kindergarten programs and any other early years activities that would be seen to benefit the local community. The provider will also need to provide space for two Department of Education and Training funded Supported Playgroups.

This space will be available for lease from January 2020.

Location The Braybrook Community Hub is located at 107 – 109 Churchill Avenue, Braybrook and is adjacent to Skinner Reserve, Braybrook Park and opposite Churchill Avenue shops.

The Braybrook Community Hub is a $12 million development and commenced operations in March 2015. The Hub comprises of a library, community centre and spaces, community health centre, maternal and child health centre, early year centre, sport pavilion, men’s shed and a community garden.

The Hub is owned and operated by Maribyrnong City Council with services delivered in partnership with Cohealth and the Braybrook Men’s Shed and has an average of 160,000 visitors annually.

Premises for Lease The Braybrook Early Learning Centre provides: funded four year old sessional kindergarten and three year old activity groups, supported playgroup and early years programs through a not for profit provider who also sub-lets the spaces for other early years programs.

The service operates early years programs in three licenced rooms operating at 33, 22 and 22 places, currently providing two funded four year old kindergarten groups (55 places) and a three year old activity group (22 place), plus supported playgroups. The new provider would be expected to maintain these groups and with a view to increase early year’s services to this site, through innovative programming, and through assessing of the needs of the local community.

The Children’s Centre is all on street level and access is via the main door then through the foyer to the right of the building. Apart from consumables, computers and photocopiers, all other furniture, fixtures and fitting are included in the premises. The Children’s Centre comprises of the following spaces:

Kindergarten Room 1 (76.8 m²)

This space provides 23.63 licensed capacity and includes access to storage, a shared toilet and handwashing area.

Kindergarten Room 1 Outdoor Space (248.50 m²)

Kindergarten Room 2 (116.7 m²)

This space provides 35.91 licensed capacity and includes access to storage, a shared toilet and handwashing area and kitchen.

Kindergarten Room 3 (83.5 m²)

This space provides 25.69 licensed capacity and includes access to storage, a shared toiled and handwashing area and kitchen.

Kindergarten Room 2 & 3 Outdoor Space (585.50 m²)

Waiting Area (73.4 m²)

This area includes an alcove with a seating area, large table, a low bench and space for other seating.

With dual access from kindergarten rooms 2 and 3.

Shared Areas The lease also covers the additional use of the Braybrook Hub’s staff kitchen and toilets which are shared between all tenants as well as access to the foyer.

Parking There is ample parking available on site and in close proximity to the hub.

Council’s Objectives In identifying a suitable provider, Council’s objectives are to:

• Identify experienced organisations which can foster an innovative model of early childhood education and care within an integrated service delivery;

• Partner with an organisation able to promote equitable access to quality services that support individual and community wellbeing, now and into the future;

• Support the existing service to transition to the new entity, with minimal disruption to the service and community

• Support a revenue stream to Council and/or add value to hub services for the duration of the lease; and

• Manage and control risk in the operation of the services.

Lease Agreement The draft lease agreement is attached on Appendix A of this EOI document. The lease term being offered is five years and it is expected that a rent will apply to this agreement. Organisations interested in applying for this lease opportunity must submit their specific rental offer within the EOI schedule. Council’s aim with regards to rental is to achieve a balance between obtaining a revenue stream for and allows the successful organisation to continue to provide high quality programs and early years services to the community.

Outgoings applicable to the site are referenced in clauses 6 and 7 of the draft lease agreement attached as Appendix A.

Outgoings related to utility charges over 2017 – 2018 financial year have totalled $5,264.82 which includes water, electricity, hygiene services, security and pest control.

Expression of Interest Response Respondents to this Expression of Interest (EOI) are required to address the following criteria.

Criteria for Assessment of Proposals

Maribyrnong City Council will assess EOI responses having regard to, not in order of importance:

1. Service Delivery (30% weighting) a. Details of applicant’s proposal for the site, including ability to maintain and /or

expand existing services to meet community needs. b. Details of applicant’s plan and past experience in transitioning into being a new

operator for an existing service. 2. Human Resources and Quality Management (20% weighting)

a. Relevant capacity and experience of applicant in operating a service within the early childhood education area and where applicable demonstrate other community benefits the service will provide.

3. Commercial (25% weighting) a. Rental offer; b. Financial viability; and c. Copy of relevant insurances.

4. Economic and Social Contribution (25% weighting) a. Demonstrated evidence of commitment or willingness to commit to economic,

community and social benefits to the City of Maribyrnong community.

Process This lease triggers the requirements of section 190 of the Local Government Act 1989 which means that prior to entering into a lease, Council must hold a section 223 public notice period for a minimum of 28 days. The final decision to enter into a lease or not is to be made by Council at a monthly Council meeting.

EOI responses will be accessed by a Council Evaluation Panel (Panel). The steps Council is required to undertake during this EOI process are:

8. Council approval of agreed provider. If any submissions are received during the public notice period, submitters have a right to be heard by Council. A second Council report will be presented to Council to make a decision as to whether or not to enter into a lease with the shortlisted applicant (taking into consideration submissions from the public).
