Throughout her inaugural speech and her budget speech earlier, one could not miss her well-known antics as she dealt with opposition parties, throwing her sarcasm and sense of humour around. She sent the whole gallery and legislature into raptures when she said in Afrikaans: Ek praat Afrikaans, want ek het mos met die skip gekom”. She was referring to her as being the offspring of both whites and Bushmen. Lucas was formerly an MEC for Environment and Nature Conservation and she is a deputy chairperson of the ANC Women’s League in the province. She is better known as the worst howler and noise maker in the legislature, so much so that one could have mistaken her for an empty tin, only to learn when in serious talk and on a one-on- one basis that she is indeed a tigress of note. To illustrate the above, in contrast to the rapture that filled the gallery and the chamber, there was an eerie silence when she gave the opposition parties, particular- ly Cope, a dressing down pointing to the gallery where Karel Boshoff, president of the Orania-beweging, sat, saying she missed him and his party’s Freedom Front Plus constructive criticism and opposition. SINCE the new administra-tion came to power after thepreviousnational andprovin-cial elections, the NorthernCape has become a provinceof suspense and speculations.

Rumour mongering has en-veloped the province eversince that unfortunate inci-dent where Premier HazelJenkins suffered a strokewhile delivering the State ofthe Province Address lastyear.

While Boeboe van Wyk wasdelivering his budget speechas speaker of the NorthernCape Provincial Legislature,his lips gave nothing away ofhis impending resignationthe following day.

Even when he concluded bysaying that the legislature re-mained committed to the con-stitutional mandate of law-

making, oversight and publicparticipation, the speakerdropped not a single hint thathe was headed to Namaqua toserve as mayor in the Nama-khoi Municipality.

It was a shock to everyonewhen the ANC announcedduring an emergency pressbriefing that Van Wyk hadbeen released to be closer tohis family and would there-fore be replaced by Gail Park-er, the spokesperson for theruling party.

Van Wyk said that he washonoured to have fulfilled hisdream of serving the party atall levels and that he wouldcontinue to assist the ANC tostabilise it by serving the peo-ple.

“I’ll definitely miss theNorthern Cape Legislature asthere was never a dull mo-ment while I was here,” headded.

“Wherever Comrade Boe-boewasdeployedhe left indel-ible footprints of honesty, in-tegrity, visionary leadership,forthrightness and hardwork. He possesses a wealthof governance experiencewhichwe thinkwill add valuein our efforts to strengthenthe Namakhoi Municipality.The Provincial ExecutiveCommittee has faith in his ca-pabilities and we wish him allthe best,” said Zamani Saul,the provincial secretary ofthe ANC.

Parker, the new speaker ofthe Northern Cape Legisla-ture, shyly said that it hadbeen unbelievable when shehad heard the news.

“It is an honour for me asI don’t thinks everyone getsan opportunity like this. Itclearly shows that the ANCtrusts me more than I imag-ined,” she concluded.

“THE Department of Rural Develop-ment and Reform has vowed to see toNARYSEC grow from strength tostrength.’’

These were the words of the minis-ter of the Department of Rural Devel-opment and Land Reform, Gugile Nk-winti, when he addressed members ofthe national rural youth service corpsin Kimberley last week.

He said this after a magnificent gra-duation display and military paradeby members of NARYSEC at 3 SouthAfrican Infantry Battalion.

The minister explained that NAR-YSEC was a component of rural devel-opment that trained youth in variousskills to create employment opportu-nities and helped them to create con-ditions for self employment.

“A student cannot be successful un-less he or she is disciplined. Hence wehave brought you to this military fa-cility to learn about discipline and itsimportance,” said the minister.

Nkwinti urged the 1 042 graduatesfrom around the country to becomeagents of change in their respectivesocieties on their return.

“This may seem like an ordinaryevent, but you must be aware that youhave joined a prestigious institution.What you do with these skills is up toyou,” said Nkwinti while congratula-ting the participants.

NARYSEC was established in 2010with the aim and main goal of recruit-ing and developing rural youth to per-form community service in their own

communities.The specific objectives of NAR-

YSEC are to recruit unemployedyouth in rural areas through furthereducation and training programmeslinked to the identified developmentalcommunity projects in rural areas.

The youth gets training in multi-disciplinary skills through civic edu-cation and therefore increases thenumber of rural communities receiv-ing support in their self-developmentthrough theComprehensiveRuralDe-velopment Programme (CRDP).

NARYSEC is rural wards-focused,as such, it recruits youth from ruralwards, including youth with disabili-ties with assistance from local munic-ipalities.

The vision is also to decrease thelevel of unemployment in rural areas,to increase literacy skills in rural are-as, disposable income for youth in ru-ral areas as a result of employmentand entrepreneurial opportunities.

To be considered for enrolment intoNARYSEC, a youth must meet the fol-lowing criteria: Must be in the 18 to35 age group, must have completedgr. 10, gr. 11 or gr. 12, must be livingin a rural area as well as be committedto staying in the programme for 48months.

“During this intake we had to re-lease five of the students due to a lackof discipline. One of the conditions forthe girls is to ensure that they do notfall pregnant during this period. Theboys are the ones who mostly cannotaccept discipline,” Nkwinti said.

Tshwane from Rustenburg, said thatdiscipline was one of the most impor-tant tools that he had been taught.

“I also believe that leadership skillsare going to benefit us when we getback to our communities. We’ll beable to help our communities to makeSouth Africa better,” he added.

“I have learnt a lot. I am going tomake a change in my community,more especially the youth. I havelearnt a lot here during the four-month period,” said another gradu-ate,KabeloMoepe fromtheFreeState.

Nkwinti elaborated that the pro-gramme was not a job creation or a po-litically motivated one. He clarifiedthat the initiative by government wasto build up young people for their fu-ture.

“NARYSEC is here to stay. Al-though we are currently using themilitary premises, we are in the proc-ess of identifying dedicated facilitiesand structures where we’ll have ourown personnel,” added Nkwinti.

The minister proudly said they hadin the past lost some of their studentsto the private sector. He, however,said that they couldnot rely on thepri-vate sector alone as it was too small.

Parents, relatives and friends at-tended the parade and other attendeesincluded the mayor of the MadibengMunicipality and the Dr KennethKaunda District Municipality inNorth-West. MEC Norman Shushuwas also part of the dignitaries.

A total of 925 members of theNorthern Cape participated in this in-take.
