Jenuwine According to the director of foreign export promotion in the U.S. Department of Agricul- ture, farm exports are "of vital interest" to the entire economy of the United States. William Scholtz, director of the Export Promotion Division of the Foreign Agricultural Ser- vice (FAS), said that agricultur- al exports represent 40 percent of total U.S. -farm. commodi- ties, and that Michigan ranks third among all states in this ex- port production. However, he added that inflation and foreign trade barriers hinder the full success of agricultural export- ing. Scholtz was one of several agricultural representatives at the International Trade and Ex- port Conference held Sept. 16 in Detroit. The conference, sponsored by U.S. Sen. Donald Riegle, was held to ac- quaint small and medium-sized businesses with opportunities in the exporting industry. During his presentation on world food markets, Scholtz stated that an FAS program, the Trade Opportunity Referral System, has pushed U.S. agri- cultural export sales to $100 million by bringing Ameri~an exporters and foreign importers together. In addition, FAS publications listing exporters and commodities have helped generate exposure and agricul- tural contacts abroad. According to Scholtz, Michi- gan agricultural exporters ac- tively participate in FAS pro- grams. On Sept. 23, five Michi- gan exporters will join. 23 other U~S. agricultural exports in seeking trade contacts at an ex- port show in Lagos, Nigeria. Michigan is also an active member of the Mid-American International Agricultural Trade Council (MIATCO), a coopera- tive comprised of 12 midwest- ern states working as a regional unit in foreign trade. Trade representatives and officers from the FAS are work- ing to avoid international com- modity agreements that at- tempt to fix prices and allocate markets, but Scholtz said that he is not opposed to counter- measures against countries which discriminate against U.S. agricultural products. The selection of a compatible market, aware- ness of shipping and payment terms, and knowledge of avail- able assistance, are crucial mat- ters in agricultural exporting. Market and commodity sta- tistics provided by the FAS have greatly assisted ~MEE in its marketing of grain and beans for Michigan farmers, Powell said. Marketing assistance provid- ed at the level of federal agen- cies is also being supplemented by legislative movements to assist agricultural exporting. Recent legislation now allows cooperative banks to finance their own export sales, a matter once controlled exclusively by traditional financial institutions. Powell believes that legislation of this kind is a good first step toward bringing export control closer to individual agricultural producers. The 1981 farm bill, now being debated in the U.S. Senate, proposes that a revolving fund be established to finance agri- cultural exports and suggests that foreign governments be discouraged from adopting policies detrimental to U.S. trade. foreign export promotion in theU.S. Department of Agricul-ture, farm exports are "of vitalinterest" to the entire economyof the United States.

William Scholtz, director ofthe Export Promotion Divisionof the Foreign Agricultural Ser-vice (FAS), said that agricultur-al exports represent 40 percentof total U.S. -farm. commodi-ties, and that Michigan ranksthird among all states in this ex-port production. However, headded that inflation and foreigntrade barriers hinder the fullsuccess of agricultural export-ing.

Scholtz was one of severalagricultural representatives atthe International Trade and Ex-port Conference held Sept. 16in Detroit. The conference,sponsored by U.S. Sen.Donald Riegle, was held to ac-quaint small and medium-sizedbusinesses with opportunities inthe exporting industry.

We Must Not Retreat!

John says that "higher in-terest rates, painful as they are, will notbreak the republic or the financial markets.Higher inflation rates most assuredly will.High interest rates simply cannot lastforever, since it is these same rates whichwill attract the savings and investmentneeded to put our people, factories andfarms back to work on a profitable basis."

He also reminds us that now is an ex-cellent time to see what adjustments we

. can make to higher""priced credit (likehigher-priced everything else) and findways to use less of it. If enough users say"no," the rates will come down.

We're at the crossroads in the fightagainst our worst enemy - inflation. We'vebeen there many times in the past andhave not had the courage and political will

. to stick to our guns. We must not retreatthis time. If we do, farmers, and everyoneelse, will lose.

When Farm Bureau members developpolicy for their organization, the processresults in more than just a slate of positionstatements to be filed on a shelf. Once apolicy has been adopted, whether it in-volves a local, state or national issue - it isa commitment, and it remains our commit-ment until that policy changes.

Our organization came out in strongsupport of President Reagan's economicrecovery program because his plan was inline with policy adopted by voting dele-gates at the American Farm Bureau Feder-ation annual meeting last January. Sincethat time, Farm Bureau members, at thegrassroots level, have illustrated their com-mitment to that policy and have had a tre-mendously effective impact on the tax andspending victories in Congress.

We were elated with those victoriesbecause it meant, at long last, recognitionof the crucial problem of inflation and will-ingness to take steps to solve it. We did notexpect any overnight miracles; we knew itwould be a long, slow, sometimes painful,trip back down the road toward economicwell-being for our nation. But it was a start- and we had a part in making it happen.

The president's plan is like a four-leggedstool, calling for spending cuts, tax cuts,less government regulation and a stablemonetary policy. He's involved now infighting for the stable monetary policy andit appears as though this is where he willreceive the strongest resistance.

Our policy on this "leg" of the stool isclear: "To control inflation will require asustained long-term monetary policy ap-proach which brings the nation's supply ofmoney and credit into line with the supplyneeded to support real productive and ec-onomic growth."

We did not make that commitment inour policy to deal with inflation with thequalification that we'd support it only until

it became uncomfortable for' us. And it isuncomfortable now' for farmers with highinterest rates and low commodity prices ..

When I travel around the state, I havefarmers ask me: what is Farm Bure_au doingabout high interest rates. I have had othersask that Farm Bureau join in a rally to pro-test high interest rates and call for theresignation. of the Federal Reserve Boardchairman.

I tell them that interest rates WILL comedown when inflation - and inflation expec~ .tations - come down and we can't afford todesert the ship now before the new spend-ing and tax measures have even taken ef-fect!

And, I remind them that governmentborrowing really is the cause of high in-terest rates. We must recognize that com-petition, has' the same influence on theprice of money - called interest rates - thatit has ~n any other commodity. When gov-ernment is competing to borrow to financedeficit government spending, then intere$trates go up. Cutting government spending,a part of the president's economic recoveryplan, is one solution.

The other alternative is to allow theprinting presses to roll out more money -the basic action taken for the past 40 years.That can only lead to more inflation. Thisoption, currently, is intolerable to theFederal Reserve Board, so we have highinterest rates.

When people call for a reduction of in-terest rates by some simple .action, they aretreating the symptom rather than the dis-ease. The disease in our society is inflation.The remedies are sound fiscal policy,stable monetary policy and wise use ofregulation. These remedies are not likesome of the miracle drugs of medicine;they take months and years to take hold of- and cure - the disease. We must givethem time to work.

"Ithink there's a time when ex-panding any more would bedetrimental to our business,when we would not be able togive our customers the in-dividual attention and servicethey want and, by rights,should have. When you keepexpanding, you have to gethelp other '- than family andsometimes those people don'thave the same amot"nt of feel-ing. for the fruit or the concernfor the customers.

How Much Should We Grow?Like many farm families, the

Koans are faced with the deci-sion of how much their busi-ness should grow. There's am-bivalence and a degree of con-troversy involved in this deci-sion.

Both Karen and Jim agreethat it's important to retain thepersonal relationship they havewith their customers.

"Before the Industrial Revo-lution, everyone had a tradeand they dealt directly from theraw product to the people,"said Jim. "The blacksmith, thecobbler, the seamstress, thecabinet maker ... they tookpride in their work and they gotdirect feedback. from theircustomers on whether theirproduct pleased them. That'swhere I am in my business. Imake my own product and sellit directly to the people. I putout the best quality I can and Iget a lot of feedback and recog-nition for that."

Karen agrees. "It reallymeans something when cus-

-tamers patronize your place ofbusiness and know that if theywant to say something goodabout our product, or if theyhave some complaints, theycan talk right to the man whoraised the product - the manwho pampered it until it got totheir table. He left teaching and went towork for his dad full-time for ayear and a half. Then came theday when his dad inquired,"What would you think aboutgoing into partnership?"

"I've been waiting for you tosay that for 35 years," wasJim's response.

appear that Jim Koan ofGenesee County is a youngman who, early in life, sketch-ed a perfect blueprint for his lifeand then the "Great Architectin the Sky" followed its specifi-cations:

A master's degree for an ex-citing, fulfilling career; a lovely,sensitive, supportive wife; twobeautiful, healthy daughters; acharming, even though unfinish-ed, home with gold bathroomfixtures; a partnership with hisfather in a successful orchardbusiness.

Even though Jim has allthose things today, they didn'thappen according to specifica-tions he'd drafted; in fact, beinga farmer was not in his originalblueprint for life.

"I always hated farming,"says Jim. "My dad had to scratchfor everything he accomplishedand he was so busy proving tothe world that he could be ..asuccessful businessman, eventhough he didn't have an edu-cation, that he had no time tocommunicate with me, no timeto teach me the business. Icouldn't wait to leave home."

He did leave home, right af-ter school, and worked his waythrough college. It was duringhis senior year that he metKaren, his future wife. Eventhough she was a "city slicker"and his roots were firmly im-planted in farm soil, they had apositive impact on each other'slives almost from the begin-ning. Jim told Karen hewouldn't marry her unless shewent to college, and Karenconvinced Jim that he shouldmend the relationship with hisfather.

Karen and Jim began spend-ing weekends on the farm,located outside Lennon, help-

In most cases, when theelevator sells the grain, theelevator will then buy futures toprotect itself against upwardprice movements. The elevatorthen sells the future contractwhen the farmer prices thegrain.

But this hedge may not fullyprotect the elevator againstadverse changes in the basis(the basis is the difference be-tween cash prices and anyfutures contract price) . With increased competitionfrom Ohio, the grain dealers inMichigan adopted the use ofprice later agreements in theearly. 1970s. The use of pricelater agreements in Michiganhas increased in subsequentyears.

Dealers Act of 1976, a pricelater agreement means "a writ-ten agreement by.which a graindealer takes title to farm pro-duce for a sale price which isnot fixed at the: time of deliv-ery," In other words, it is amarketing method that permttsa farmer to separate his deliv-ery and pricing decision.

Price later agreements cameinto existence in the 1950sunder the terminology of de-layed pricing. It was first usedby The Andersons in Ohiowhen their grain facilities weresmall and the. use of delayedpricing improved their elevatorefficiency.

To date it is. estimated thatprice later agreements are usedin about 20 states, with greatestuse in Ohio, Illinois and In-diana. In Ohio, the largest userof delayed pricing, this market-ing method is used for less than25 percent of the total graincrop.

Agriculture to Play Big Role inState's Economic Redevelopment

On Sept. 17 Gov. WilliamMilliken delivered a rare addressto a joint session of the newlyconvened fall legislative session.His address outlined his econo-mic redevelopment and prop-erty tax cut plans. The 29-pageformal speech contained dozensof recommendations to helpsolve Michigan's economic cri-sis.

Just prior to the joint session,an executive order was issuedto further cut the present year'sexpenditures by another $125.9million. All departments, alongwith K-12 school aid and col-leges throughout the state in-cluding community colleges,will be affected. The cut is re-quired by the constitution inorder to achieve the requiredbalanced budget.

Some of Milliken's key pro-posals include:Agriculture - Milliken said thatone of the greatest boosts toMichigan's economy wouldcome from agriculture. Agricul-ture has grown at least 10 per-cent per year since 1970 andcontributes more than $16billion to the economy. Foreignexports of ag products increas-ed more than 50 percent in thelast year alone. The total isnearly $750 million. Five goalsfor the, coming year are:

- Establishing a soybean pro-cessing plant. increasing porkproduction, re-establishing thepoultry (broiler) industry, es-tablishing a regional beef pro-cessing plant. increasing hardcheese production, and devel-oping and promoting the re-newable energy industry as itrelates to agriculture. (Progressis already being made on thepossible aevelopment of a soy-bean and beef processing plantas well as increasing the use of

agricultural products for ener-gy.)

- Accelerated' agriculture re-search through Michigan StateUniversity. This will include atimetable for construction ofthe proposed Plant and SoilScience Building as well as in-creased support for veterinarymedicine, biological researchfor animal disease and researchon agricultural production prob-lems.

-Strengthening MSU's Co-operative . Extension Servicewhich plays a vital role iFltransferring research findingsinto actual use on Michiganfarms.

- Regulatory and tax relief foragriculture. In other portions ofthe message, the governormade i.t very czlear that manyregulations and rules need tobe studied and eliminated inmany cases.

- Expanded international tradefor agriculture. The 50 percentincrease in agriculture exportsis dramatic when compared tothe national increase of 27 per-cent. Michigan exported a por-tion of nearly all of the 50 ormore crops grown in Michigan.Property Tax Relief - Thegovernor said that studies haveshown that Michigan has oneof the most equitable tax struc-tures in the nation. This isprimarily due to our tax rebatesystem which has returnedmore than $460 million toMichigan property taxpayers.including far,mers, this year(farmers also have P.A. 116).He said, however, that otherrelief measures should betaken. These include:

-A 10 percent cut this yearin both summer and winterproperty taxes, including taxesfor bond retirements. The tax

cut in 1~82 would be 15 per-cent and 20 percent in 1983.

- Residential and agriculturalproperty taxes would be eligiblefor the cut and there would beno ceiling. Renters would alsoreceive an increased benefitfrom the present 17 percent upto 20 percent.

-Local units of governmentwould be reimbursed for 65-percent of the tax reductions.This means that local unitswould also be required to cutproperty taxes for local uses.

-Senior citizens and low in-come families and the handi-capped would receive addition-al propert~ tax relief. House-holds with less than $5,000 irl-come would have a total ex-emption.

-Truth in taxa~ion - thecounty, township, city, village ..school districts, intermediatedistricts, community colleges,and all types of local units,would be required to reducetheir tax rates each year sothere is no increase' in revenuefrom inflation-caused assess-ment increases (equalized valu-ation) . The local governingboard would be required to

. hold a public hearing to explainits need for additional revenueif it wishes to use the additionaltaxes that result from increasedassessments in part or in full.The majority of the boardmembers would have to ap-prove any action after thepublic hearing. In this manner,the responsibility for increasedlocal spending would besquarely upon local electedpeople. The fact is that everydollar of property tax goes forlocal use, either township,school, county, etc.

-Promotion of better under-standing of h,ow the tax process

works especially the assess-ment process, such as the in-dividual's right to appeal andthat the Legislature should ex-plore ways in which we candevelop understanding of thetax assessment process andcollection.Single Business Tax - Millikenmade numerous recommenda-tions modifying this tax as it af-fects small business. It wasenacted in 1975 and replacedeight previous business taxes.A study has shown howeverthat out of 145,000 businessesrequired to file a return, morethan 70,000 had no tax to pay.Of those who paid a tax, 81percent paid less than $5,000.

Agriculture, through effortsof ,Farm Bureau, was exemptfrom the tax about a year ortwo after it was enacted.

Many small businesses willbe helped if the governor'srecommendations are follow-ed. For example, the presentexemption would ,be raisedfrom $40,000 to $60,000 andthe cost of workers' co"mpensa-tion and unemployment insur-ance would be removed fromthe tax base. This would be a$42 million saving alone.

Other provisions would bemade to encourage new busi-nesses and new capital invest-ment in Michigan.

Worker's Compensation -The governor said that thesingle most critical problem af-fecting Michigan is workers'compensation and that it "does

more to discourage the crea-tion of new jobs than any otherissue. "

He pointed out, however,that a workers' compensationreform bill was passed last yearbut does not take effect" untilJan. 1. However, more re-forms must be made and hehas directed the Department ofLabor to insist on vigorous en-forcement of toe rehabilitationrequirements of the 'currentlaw.

Other reforms suggested in"'cluded coordination of work-ers' cO}llpensation with em-ployer-paid pension plans andthat the computation of theaverage weekly wage be limit-ed only to the actual wagespaid, fringe benefits would notbe included, and a more strin-gent standard for provingdisability was suggested. Em-'ployees with a minor injuryoften are drawing benefitsmore than three years after theinjury has occurred.

He suggested changes in theMichigan Insurance Code as itapplies to the rate making pro-cess and also a better system toinform employers of their rightsto appeal ratings and classifica-tion decisions. The pork producers'rented abarbecue machine to cook theirporkburgers over charcoal.About 8 feet wide and 16 feetlong and made of stainlesssteel, it had an endless chainwhich carried the porkburgersin baskets. It took five minutesto make a revolution and eachtime the burgers were dippedinto a barbecue sauce. Cookingtime was about 30 minutes.

Originally, the pork produc-ers planned to have a "porkchop tent" similar to the suc-cessful project !lndertaken byIndiana producers at their statefair that would have includedpork chops and ribs in additionto the porkburgers ..

"At the Indiana State Fair,that IS the place to eat," saidFredrick. "This year, they serv-ed 200 pounds over 20 tons ofpork during the 10-day event."

That's what the Michiganproducers had in mind untilthey were informed they wouldbe limited to promoting onecommodity product. Next yearthey hope they can go withtheir original plan.

Fredrick said that the re-sponse to the pork producerspromotion was especially goodat the fair's "senior citizen day."

"They're probably moreaware of the few dollars theyhave to spend. A lot of themhave been very leery of pork.Some still worry about trichi-nosis. Many said they enjoyedham, bacon and pork chops -but never ate pork. They didn'thesitate to say that! Those peo-ple would try it, buy one andcome back to take a coupleporkburgers home. It openedup something new for them,"he said.

Fredrick said the new prod-uct will help solve a problem forproducers.

"The meat industry. says tous, 'we can sell your ham, wecan sell your loins, your baconand ribs, but front shouldersare a problem.' People whomake ground pork use thefront shoulders. By using thewhole animal, possibly it willgive us more money for ourpig." -

Ifthe bill passes and is signed bythe governor, the product thestores sell will have to be atleast 75 percent lean," he said.. The legislationwould require that only freshpork be used, with no morethan 25 percent fat and wouldprohibit the addition of variousother parts of the animal.There are no federal standardsfor ground pork.

The Setzlers open their oper-ation for tours from Januarythrough Easter and manyschools take advantage of thislearning experience. A slidepresentation and a coloringstory book on "The Chickenand the Incredible, Edible Egg"are a part of the tours.

"We work constantly to givea positive picture to the chil-dren who tour our facilities onhow well our chickens arecared for," Jean said. "Really,the chickens today are betteroff than they were when westarted in 1962. For 'one thing,we've learned how to feedthem so they don't have somuch fat. We were losingchickens when we first startedbecause' they had too much fataround their hearts."

The Setzlers are a strong,Christian family and Ralph canfind some good coming fromthe movement.

"I'm sure the good Lordgave animals to us with the in-tent that we respect their rightsand I think that's kind of writteninto the scriptures as He told usto take good care of them,"Ralph said. "Therefore, it be-comes a definition of what isgood animal care, good animalhusbandry. It's good for us tobe challenged because it makesus ask some questions of our-selves.

"The animal rights move-ment is a bandwagon thatsome people who want to beata drum can get onto today. I'mnot worried about what theycan do that will keep me fromproducing meat or eggs. I thinkprobably, in the long run, it'sgoing to make us more awareof what we're doing and howand why we're doing it - andwe're going to produce moreand better meat and eggs forpeople to eat than ever be-fore."

Each cage houses five hens,contains fresh "feed at all times,fresh water and a disposal sys-tem. Under maximum summerventilation, there is a completeair exchange in the buildingevery minute. Six cubic feet ofair per minute passes over eachhen.

The Setzler's operation ishighly automated. The eggmoves from the chicken onto aconveyor belt which takes it tobe washed, candled andweighed, then placed in a car-ton - all without being touchedby human hands. They markettheir eggs within a 50-mileradius of their farm.

Animal Rights MovementAmong the ChallengesThe egg business has be-

come a highly specialized in-dustry and according to Ralph,keeping up with the technologyis sometimes kind of baffling.

"Keeping up with technolo-gy, but not keeping up so fastthat we can't afford it, andrecognizing where ,the line be-tween them lies, is a chal-lenge," he said.

"Decisions on whether wecan afford some of the' newthings or whether we can't;where we should go, for exam-ple, in the area of packaging;whether we should make achange not knowing whether itwill work - these are some ofthe decisions that are hard tomake."

Jean was the second woman to be recognizedas a Farmer of the Week since the program was,initiated six years and eight months ago.

Jean has always been active-ly involved in the Setzler's farmoperation; in fact, it was her$500 "nest-egg" that made thedown payment on the 120-acrefarm they purchased sOQnafterthey were married. Their farmhas grown to 290 acres andtheir family to six sons. Of thesix sons, ages 13 to 29, two arein partnership with Ralph andJean, and three work part-timeon the farm operation.

"Since 1951, eggs have rep-resented a part of the incomeof our farm," Jean explains."That year we started with 200baby chicks. In 1953 our flockwas expanded to 700 layinghens and in 1962 our first com-mercial laying house was builtto hold 4,000 laying hens.Those hens were allowed torun at large on a slated floor.

"In 1964, we added a wingto hold 6,000 laying hens incages, and in 1969 we remod-eled our first building making ita cage house holding 6,000hens. In 1976 we again madeplans for what we call egg-

Who are the farmers whohave earned the privilege of be-ing named Farmer of theWeek?

According to Luke Schafer,FBIG's community relationscoordinator, "They are a di-verse lot. We have honoreddairymen, cash crop produc-ers, hog farmers, fruit growers,livestock farmers, potato gr.ow-ers and many other types ofproducers.

"They've been as young as21 and as old as 70-or more.They have included unmarriedfarm people, as well as farmerswith as many as 13 children.Some Farmer of the Weekaward recipients farm as few as100 acres, others as many as3,000 acres," Schafer said.

"But they all have one thingin common - they are peopleinvolved in their community,people willing to participate inways that benefit others in theirarea. They are people whodemonstrate that the Michiganfarmer can run a quality farm-ing operation and still devotetime to community and agricul-tural organizations," he said.

"The meat industry in thiscountry, with the help of theseagencies, has built a well-de-served reputation based onquality and honesty," he said.

"Our meat is inspected andgraded for quality, content andhigh sanitary standards. Oneeffective way consumers can beassured of high quality and the'real thing' is to ask forAmerican produced beef -even better, ask for Michiganproduced beef.

Kangaroo and horse meat,labeled "boneless beef' andshipped into the United Statesfrom Australia was "a fraud onAmerican consumers and un-fair competition against domes-tic beef producers," says Lo-well Eisenmann, LenaweeCounty beef producer andMFB board member.

Eisenmann referred to therecent discovery and impound-ing of Australian beef in,whichkangaroo meat had been sub-stituted. The presence of horsemeat in boneless beef ship-ments from the state of Victoriawas also confirmed.

"It's particularly unfortunatebecause it hurts an industry thatis already suffering and is tryingto improve 'its position by en-couraging the consumption ofhigh quality, nutritional beef,"

Rough Roads'Ahead forState Travelers

The MFB board, meeting in -Lansing Sept. 2 and 3, wastold that Michigan is "on thebrink of disaster" as far as itstransportation system is con-cerned.

Earle Rodgers, engineer di-rector of the County Roads As-sociation, called the current sit-uation "deplorable'" and saidthe outlook for improvementwas bleak.

The' county road systemareas are the first to feel thecrunch of inflation and budgetpressures, he said.

"In th~ county road commis-sion area, we're seeing it first inthe' Upper Peninsula counties,whicn have obtained somepublicity by closing down theiroperations almost completely.It's also being felt in the northcentral part of Michigan and Iexpect that the same -situationswill be confronting transporta-

, tion agencies in lower Michigannext year," Rodg~rs said.

"What happened last yearwas that gasoline and weighttaxes declined by 6 percent.This year, they're going todecline ' 10 percent. In themeantime, the costs have beenincre_asingand they're going toincrease in the future regardlessof whether the inflation leveldeclines. Our revenues, on theother hand, are going to con-tinue to decrease.

dream of the late Arne G. Ket-tunen, who was Michigan 4-HClub director for 31 years andfounder of the Michigan 4-HFoundation.

"Kett," as he was knownthroughout the state and na-tional youth leadership circles,began his first 4-H work inHoughton County in 1917 af-ter graduating from MichiganAgricultural College. In 1925he came to East Lansing to be-come the state leader of the4-H club program and held thisposition until his retirement inJuly 1956.

On Kettunen's retirement,the Michigan 4-H Foundationannounced it would name itsproposed leader training center"Camp Kett" in his honor.

Back in 1960 , Farm BureauWomen and Farm BureauYoung People sold 50,000 "Iam a Camp Kett Booster" but-tons to help finance the build-ing of that leadership trainingfacility now known as KettunenCenter.

Standing in the circle drive ofKettunen Center, bathed in thegolden, lazy sun of an Indiansummer afternoon, it is possi-ble to imagine this same set-ting, the building and the trees,in every 'season: leaf-strewnwalkways beneath the fiery reddomes of autumn trees, thewarm brick of the main lodgeand the dormitory buildingsmantled with snow.

You sense that the tranquili-ty you feel here is not lost withthe change of seasons, but re-news itself in the ever-changingsetting of Kettunen Center.There is a sense, too, that forthe persons who will openthemselves to the natural beau-ty which surrounds them, a dis-covery is awaiting. For some, itwill be the discovery of.self; forothers, the joy of service.

When I visited KettunenCenter, I met someone who.had made both of these discov-eries and had kept tnem as atreasure to be shared with thethousands of persons who visitthere each year.

Faye Anderson is the confer-ence coordinator at KettunenCenter, though she doesn'tmake much of the title and saysthat she "just helps the confer-ence leaders with their arrange-ments." Her. face is soft, ex-pressive and the quick songlikevoice is paced into the rhythmsof business for me, a visitorfrom the outside.

I listen as she begins to speakof 4-H workshops, the youngpeople who visit here, the 4-Hleaders, the center itself ... andbeneath the talk of conferencesand workshops, I hear a subtlechange. The voice slows andsoftens and a personal dreamof her own youth and youngpeople speaks to me withoutwords.

There is something cherish-ed in her voice and I am sud-denly embarrassed to havelearned something so private,so personal.

From what I can gather fromother articles on the subject,people who exhibit creativetendencies such as musicians,artistsand writers,excel in theuse of the rightside. Account-ants, engineers and mathema-ticians are adept at using theleftside of the brain.

No doubt you are wonderingwhat this has to do with farm-ing and me. I suspect that agood farmer needs to use bothbrain functions. It'strue that thedaily routine requires littlecre-ativity.But the unexpected canstrike at any time and that'swhen the farmer, with that ex-traadded dimension, that rightbrain capacity, can solve thethorniest problems.

When we firstbegan to har-vest pinto beans lastyear, thevines tangled on everything.For several days Ken and hisdad experimented with differ-ent set-ups to solve the prob-lem. That process, staring atthat pile of nuts, .beltsand steelrods in an attempt to visualizethe path and behavior of thewiley pinto bean vine, had tobe a creative function. It wasnecessary to conceive thestructure of a nonexistant. ap-paratus and then construct it.

The abilityto adapt commonfarming practices to one's ownsoil conditions and the lay ofthe land isa creative pursuit. Agood farmer allows his creativeintuitionto enter into decisionsabout tillagepractices,rotationsand timing.'My husband's intuition was

Milliken: 'Time is Short.Unemployment Compensa-tion - The governor ,was verystrong in his insistence that fur-ther reforms be made in the un-employment compensation, asit is used in Michigan, includingrequiring a "waiting week" todelay the beginning of benefitsafter a person is laid off andalso to require that to be eligiblefor unemployment compensa-tion a person should work 20weeks instead of the present '18-week requirement.Transportation - The gover-nor pointed out that the Michi-gan freeway system is nearlycomplete and that we are con-sidered to have one of the besttransportation networks in theGreat Lakes Region includingair, rail, shipping and high-ways. Agriculture and industryare highly dependent upon agood transportation system.

However, he also indicatedthat the waterways and portfacilities could be used to betteradvantage by the use of the St.Lawrence Seaway.

He did not, however, com-ment on the fact that the high-way system is deterioratingvery rapidly and that legislationhas been introduced to adjustthe gas and weight taxes tomaintain roads and avoid clos-ing down many road commis-sions.Water - His formal messagedevoted considerable space towater and its importance toMichigan and that many indus-tries must have a great deal ofwater. Other PACs in MichiganCurrently there are over 200 political action com-

mittees registered at the state level. These PACshave been formed by various interest groups suchas doctors, plumbers, bankers, Chambers of Com-merce, food dealers and realtors. These PACs raisemoney from contributions by their members to helpelect public officials who will be friendly toward theirpositions on key issues. It is important that agricul-ture be competitive in electing "Friends of Agricul-ture" and AgriPac is making significant progress inthis direction on behalf of Farm Bureau.

Recognition ProgramAgriPac has set a fundraising goal of $35,000 for

the 1982 elections. To help reach this goal, a rec-ognition program has been established.

The program provides that a member contribu-ting between $10 and $49 during the calendar yearwill be designated as an "AgriPac Supporter" andwill receive a recognition card.

A member contributing between $50 and $99will be designated an "AgriPac Booster" and will re-ceive a lapel pin.

A member contributing between $100 and $199will be known as an "AgriPac Diplomat" and will re-ceive a jeweled lapel pin, special reserved seatingand recognition at the AgriPac Breakfast at theMFB annual meeting, and quarterly newsletters onpolitical events.

A member contributing ,$200 or more will be de-signated as an "AgriPac Ambassador" and will re-ceive a distinctive jeweled lapel pin, special re-served seating at the AgriPac Breakfast with digni-taries, special recognition at the AgriPac Breakfast,and a quarterly newsletter on political events.

No AgriPac contributions will be used to fund thisrecognition program.

Contributions are deductible in accordance withIRS regulations.

The othe~change approved by AgriPac involvesthe process of selecting candidates for endorsementas "Friends of Agriculture."

County Farm Bureaus will be asked to appointcandidate evaluation committees. The committeeswill consist of not more than five Farm Bureaumembers and will' be chaired by a county boardmember. The committees will be asked to evaluateincumbent candidates who are seeking re-electionand forward that evaluation to AgriPac. In addition,the committees will be asked to evaluate and pro-vide information and challengers or new candi-dates.

This information will be used by AgriPac as partof the process of selecting "Friends of Agriculture"for the 1982 election. The deadline for submittingthese evaluations to AgriPac is July 1, 1982.

IntroductionWith less than 3 percent of our country's popula-

tion now directly involved in farming, it's more im-portant than ever before that farmers become in-volved in our political system. In many closely con-tested elections, an effectively organized farm votecan be the deciding factor. Farmers have a tremen-dous opportunity to affect the outcome of politicalcampaigns and ensure the election of candidateswho know and understand agriculture.

The political action program of Michigan FarmBureau is operated by a Political Action Committeeknown as AgriPac. As AgriPac prepares for the1982 elections, it will be operating with twomodifications from previous years. One change re-quested by voting delegates at last year's MFB an-nual meeting will make it easier for members tocontribute to AgriPac. The other change will pro-vide greater opportunity for county Farm Bureausto provide input and information to AgriPac regard-ing candidate endorsements.

Background InformationFarm Bureau members for many years had been

served by the Farm Bureau Political Education Pro-gram. Although the program proved to be effec-

- tive, changes in state and federal election campaignlaws in the mid-1970s allowed Farm Bureau to be-come more politically active.

Delegates to the 1977 MFB annual meetingadopted a policy to develop a political action pro-gram, which would include the formation of Agri-Pac. The program included analysis of voting rec-ords and legislative efforts of elected officials and'designation as "Friends of Agriculture" for those in-cumbents who had established a satisfactory recordof supporting MFB policy. In 1978, the first yearthat AgriPac endorsed and supp~rted candidates,73 individuals were designated as "Friends of Agri-culture." Of these 73 candidates, 66 were elected.This gave AgriPac a 90 percent winning average forits first election campaign.

In 1980, one of the elections that AgriPac con-centrated on was for the Michigan State UniversityBoard of Trustees. MSU was the only land grant in-stitution in the nation with no trustees from the agri-cultural sector. With two yacancies to be filled,AgriPac supported two persons familiar with agri-culture: Tom Reed (R-Dewitt), assistant manager ofthe Michigan Live Stock Exchange; and Bill Byrum(D-Onondaga), an Ingham County farmer. USDA Task Force Makes Recommendations for Early Warning SystemA U.S. Department of Agri-

culture task force has recom-mended an "early warning sys-tem" to detect grain elevatorsthat may be developing finan-cial problems, and has recom-mended measurers to safe-guard the interests of farmersand the government in poten-tial elevator bankruptcies.

The task force report calls fora joint federal-state study groupto establish minimum net worth

standards for commercial ele-vators, improved audit proce-dures and increased coordina-tion of government grain eleva-tor licensing requirements.

The report has been submit-ted to an ,executive committeeheaded by Ray Lett, executiveassistant to Secretary of Agri-culture John R. Block. The ex-ecutive committee now will as-sess th.e recommendations andforward them to Block.

Lett said the recommenda-tions - published in a 60-pagereport - will serve 'as the start-ing point for further actio'1,both administrative and legisla-tive, in dealing with the bank-ruptcy problems.

"It is essential to the orderlymarketing of agriculture prod-ucts for farmers to have asound grain warehouse systemthey can depend on.

"To have such a system, we

suggest requiring warehouse-men to file an annual certifiedfinancial statement prepared byan independent certified publicaccountant. This statementshould serve to assure farmers,financial institutions and USDAof the financial soundness ofthe elevator," Lett said.

"The possibility of grain ele-vator bankruptcies continues tocreate uncertainty for U.S.farmers and impedes the ad-

ministration's push towardgreater reliance on open, freemarkets to provide farmers' in-comes," he said.

"Our recommendations fo-cus on ways to detect earlythose grain elevators withpossible financial problems andto alert farmers when USDAaction is initiated. Our recom-mendations deal less with whatcould be done after an elevatordoes go bankrupt," Lett said.
