OFFICEhe Port of Houston Authorityhas opened a field office inCaracas, Venezuela, to aug-ment PHA marketing efforts in

South America.The opening of the new office

was announced at gatherings held inHouston and Caracas. The office of-ficially opened Nov. 1.

"We look forward to expandingour trade with South America," NedHolmes, chairman of the Port ofHouston Commission, said during aHouston news conference to an-nounce the opening. "We believethat the office will greatly enhance

our ability to market our port in thatvery important market. We’re hop-ing to expand on the North-Southtrade axis between Houston andSouth America."CARACAS EVENTS In Caracas, the PortAuthority hosted a luncheon and re-ception at the Caracas Hilton Inter-national to announce the opening.About 70 representatives of the ship-ping community, government andmedia attended. The Port Authorityalso hosted an informal evening re-ception at the office. Houston-basedPHA representatives attending theCaracas opening were Holmes, Com-missioners Michael Solar and C.C.Smitherman, Executive DirectorJames Pugh and General Sales Man-ager Donald Allee.

Arturo Gamez, a native of Vene-zuela with extensive experience in

the shipping industry, will be incharge of the South American office.Gamez is the Port Authority’s newSouth America regional salesmanager.NATURAL GATEWAY "Houston, be-cause of its location and intermodalconnections, is a natural gateway forcargo originating in South America,"Gamez said. "From Houston, cargocan be landbridged to the U.S. WestCoast and Canada. A carrier can savetime and money by using Houstonas an entrance instead of the PanamaCanal."

TRADE OPPORTUNITIES Venezuela isone of the port’s top five tradingpartners, moving 2.7 million tons ofcargo through Houston in 1987.South American trade with the Portof Houston totaled 6.6 million tonsin 1987. Of this, 3.5 million tonswere imports to Houston, while 3.1million tons were exports. SouthAmerica sends a variety of com-modities to Houston, including steel,petroleum products and derivativesand agricultural products. Com-modities moving from Houston to

South America include a number ofraw materials and grain.

events commemorating the organiza-tion’s 40th anniversary.

Secretary General Joao ClementeBaena Soares was accompanied byOAS ambassadors representing theUnited States, Bolivia, Colombia, theDominican Republic, Ecuador, E1Salvador, Paraguay, Saint Lucia andCosta Rica.

The international delegation at-tended the Houston InternationalBusiness Expo, which saluted the

The OAS, based in Washington,D.C., was established in April 1948 inBogota, Colombia. The organization’spurpose is to promote solidarity andpeace among its member countriesand to foster economic, social andcultural development.

The OAS membership consists ofthe United States, Mexico and about30 other countries in CentralAmerica, South America and theCaribbean. []

he annual Houston International Seamen’s CenterGala was held recently, raising an estimated$19,000 for this "home away from home" for sea-men at the Port of Houston. About 160 people at-

tended the gala, now in its fifth year.During the evening, three people were honored for

their support of the center. Harris County Judge Jon Lind-

say was recognized for his contributions to the center, theport and the Houston maritime community. ClarenceDupre, a Houston banker and past president and treasurerfor the center’s board of directors, was honored for hisservice and support. Also recognized for his hard workwas Bill Washburn, a longtime volunteer at the center.

The evening’s events also included a silent auction. Har-ris County Justice of the Peace Steve Phelps was auc-tioneer, assisted by Jack Rodriguez, aide to Harris CountyCommissioner Jim Fonteno. Lufthansa donated a trip toHamburg for the auction. The Houston Fire Departmentdonated a children’s trip aboard a fire truck to theHouston Fire Museum, as well as hot dogs, ice cream andhonorary fire chief certificates for the trip.CENTER OFFERINGS The Houston International Seamen’sCenter was built more than 15 years ago at the Port ofHouston Authority’s Turning Basin Terminal. The centerfeatures public telephones, a refreshment counter, televi-sion, pool table, gift shop, swimming pool and othersports amenities for use by visiting seamen. Chaplains areon hand to counsel the center’s visitors, and volunteersorganize trips, tours and social events.

Each year, some 50,000 seamen visit the center, whichis funded primarily through private contributions. []

Turning Basin projects include shedrepairs, wharf work and rail repairs

Three new projects will soon beunder way at the Port of HoustonAuthority’s Turning Basin Termi-nal, and three other projects havebeen completed.

L. Arnold Construction Co. hasreceived a contract to replace thetransit shed roof at ManchesterWharf 2 at the Turning Basin Ter-minal. The shed’s 30-year-old roofwill be replaced with a galvanizedcorrugated metal roof. Downspoutswithin and outside the shed alsowill be replaced. The work willcost an estimated $198,000.

The Port Authority recentlybegan seeking bids for the re-habilitation of railroad tracks be-hind Wharves 10-17 at the TurningBasin Terminal. The project willcost an estimated $1.6 million andis part of an extensive track reha-bilitation program at the terminal.Plans call for the replacement oftrackage and 16 rail switches, aswell as new pavement, drainageand subgrade work.

Bids also were being sought forrepairs to Wharf 12. Earlier this

Plans are under way to installriprap -- concrete blocks orboulders used to prevent ero-sion -- at the Bulk Materials Han-dling Plant.

The Port Authority recentlystarted seeking bids for the con-struction of approximately 2,550feet of riprap along the channelshoreline at the plant. The workwill cost an estimated $254,000.

Inaddition, Anchor Fence Co. fin-ished installing new perimeterfencing at the Port of Houston In-dustrial Park-West at a cost of$28,400.

Propeller Club slatespast president reception

The Port of Houston PropellerClub will host a cocktail receptionand buffet Jan. 19 to honor pastand present Port of Houston Com-missioners and Propeller Clubpresidents.

The event will start at 6 p.m. atBrady’s Landing Restaurant. State,county and city officials will be onhand for the festivities.

The cocktail reception and buffetwill be held in conjunction withthe Port of Houston’s 75th anniver-sary as a deep-water port. The Portof Houston Propeller Club willmark another milestone -- its 50thanniversary -- in 1990.

CrossAm appoints BiehlGulf and East Coast agent

CrossAm Line of Antwerp,Belgium, has named Biehl and Co.Inc. of Houston as general agentfor the U.S. Gulf and East Coast.

CrossAm, an independent lineoperated by Conti-Lines, carriescontainers and breakbulk and proj-ect cargo from Houston and otherU.S. ports to the Mediterranean,Pakistan, India, Bangladesh and SriLanka. The carrier offers monthlysailings.

mote a port that is 1,400 miles away.The trio is the staff of the Port of

The newlyopened Eastern Regional Office wasoperated by the Houston Port andTraffic Bureau, the navigation dis-trict’s sales and promotional arm.

"Proclaiming to the whole UnitedStates that the Port of Houston wasaggressively bidding for world trade,the Eastern Office of the Port Bureauopened in New York City on May 1,1949," wrote William Richards, thenthe district’s new eastern representa-tive. Richards described the office’smission in an article for the HoustonPort Book, the forerunner of the Portof Houston Magazine. He called thenew office the "springboard for cap-turing foreign trade in WesternEurope."

careers working in the transportationindustry. Butler joined the PortAuthority about a year and a half agoand previously worked in sales andmarketing management for a U.S.steamship line. Wojewnik has beenwith the Port Authority for more than11 years and also has steamship agen-cy and railroad experience. Kennedy,having worked at the Eastern SalesOffice for 18 years, has also becomean expert. In addition to her admin-istrative duties, she handles customerrequests for rate and service informa-tion when Butler and Wojewnik areon the road.

Butler and Wojewnik travel six to

nine days a month, meeting withshipowners, ocean carriers, agents,shippers, consignees, freight for-warders and customs brokers. Theyalso work closely with support indus-tries such as stevedores, motor car-riers and railroads.

"All of these entities are importantto us," Butler says. "They can in-dividually or collectively influencethe deployment of vessels andcargoes which generate activity inHouston."STAYING IN TOUCH Keeping up withdevelopments at PHA facilities andwithin the Houston shipping com-munity is "an absolute priority,"Butler says. He and Wojewnik main-tain daily contact with the Houstonoffice by telephone and receiveregular reports on the port’s opera-tional, financial and policy matters, aswell as market trends.

"In addition, we travel to Houstonregularly to meet with managementand see each facility in operation,"Butler adds. "We get an additionalperspective from customers in theNortheast who have activity or repre-sentation in Houston."SOLID REPUTATION Marketing the Portof Houston’s facilities in New York isessentially the same as selling them inHouston, Butler says. The only dif-ference is that not as many shippingclients in the Northeast have visitedthe port. Nevertheless, Butler adds,the Port of Houston has a solid repu-tation.

"The general impression ourcustomers in the Northeast have isthat we are a progressive and growingport that deals effectively with indus-try changes," he says. "They see thatwe have the plans and the funds tobuild and improve the facilities theyneed to further develop the marketsthey access through Houston." []

HURRICANE GILBERT CAUSES SHOALING IN INTRACOASTALHurricane Gilbert caused an esti-

mated $4.5 million in shoaling tochannels along the lower and centralTexas Gulf Coast, according to a U.S.Army Corps of Engineers spokesman.
