Event Center

New Year, What's next....by Washington County Project Manager, Geoffrey Kavulya        

 Welcome to 2019! The project team has made major strides in early work. Early work includes, but is not limited to, earthwork and excavation, fine grading, utility installations, curbing, and walkway installations. On the building superstructure front, we have received sub-bids for critical path scopes of work; for example: structural steel, mass timber (structural, panels and glulams), and cast-in-place concrete among others. The proposals were based on 95% structural drawings dated 10/31/2018, and addendum 1 dated 12/04/2018. Moreover, the project team has carried out a detailed analysis for completeness and price leveling, and invited the most qualified and responsive sub-bidders for further interviews.  Selections have been made based on several factors, such as complete and competitive cost package, relevant certifications, and a thorough understanding of the construction documents (drawings and specs), logistics, safety etc., to maximize efficiency and constructability. In the next couple of months, the project team will be ramping up to onboard the non-critical path subs. On the permitting front, review by the jurisdiction having authority is progressing well. The project team has evaluated key elements of the guaranteed maximum price (GMP) and schedule of values for accuracy and consistency. We are tracking to wrap up GMP negotiations by mid-January, 2019, and soon after tee it up for Board of Commissioners’ approval. We are tracking to hit substantial completion by spring of 2020.

Project News:

 It’s an exciting new year at the Washington County Fairgrounds! Last month the project team reflected on how far this project has come in the last 30 years, and all the stakeholders involved in its growth. It’s truly humbling to be able to carry on the torch! Design is currently within its final permitting process and the collaboration between Washington County, the City of Hillsboro, and LRS Architects and their consultants seems unwavering. The design team has also done a great job thus far incorporating value input from Swinerton and potential subcontractors into the project design. The project team is hoping for our building permit by the end of January. Over the next couple months, the Swinerton team has the task of getting over twenty subcontractors under contract and involved in procurement and planning. Interest in the project was almost overwhelming, and we are excited to bring on high quality subcontractors based here in the Pacific Northwest. The Swinerton team and subcontractors will also be detailing out the project’s 3D model. This model ensures the “fit and finish” and geometric interactions between the building systems! In the field, Coffman Excavation will continue with utility infrastructure on the site and digging footings at the end of the month. R2M2 has begun detailing and will be delivering concrete reinforcement for project foundations starting in February. Critical subcontractors and trade partners will continue to be interviewed and awarded various scopes of work. Their early input and support will be crucial to a good start! Their first activities will be providing utility and fire safety infrastructure to the building footprint as the building foundations get under way. As foundations progress, LRS will continue to support the construction team by review of the building structural, mechanical, electrical, fire and life safety, telecom, and finishes to ensure that the construction team stays true to architectural intent.  As the year draws to a close, I would like to extend our deepest gratitudeto our project team, for their contributions in getting the project on asolid footing. Great strides have been made since the groundbreakingceremony held in September. Quite frankly, well done is better than wellsaid, and the project team continues to demonstrate that with theirinordinate dedication towards meeting challenging, yet critical projectdeadlines. The project team has put in concerted effort, above andbeyond the call of duty, and this has truly helped to ensure that we meetour benchmarks in a timely fashion. As we look back with nostalgia at ourachievements and successes in 2018, we should not forget the challengesthat lie ahead, and therefore let us plan on continuing the momentum in2019. Remember, it is okay to take a breather for the holidays. As weprepare to unwind, relax and celebrate, it is important to pause for amoment and reflect on the year that has passed and the lessons learnedmoving forward.  Moreover, on behalf of the project team, I would also like to thank theCounty leadership, our partners at City of Hillsboro and WashingtonCounty Visitors Association, and all other stakeholders for theirsustained and purposeful support to keep the project on a forwardtrajectory.  I want to wish you and everybody close to you a joyous festive seasonand a prosperous New Year. Consultant Spotlight: Coffman Excavation

 Clint Whitaker is a Site Superintendent with Coffman Excavation.  He has 25years’ experience in the construction industry including all facets of utilities,grading, paving and excavation.  Clint has learned these trades first-hand as alaborer, operator, foreman and eventually as a superintendent.  His passionfor this trade is evident on many projects for private developers, generalcontractors, as well as city and state agencies ranging in contract valueupwards of $15 million. Two of Clint’s greater joys of working in the HeavyCivil Industry is the ability to work on varying projects and training the nextgeneration of workers. When Clint is not working, he enjoys to go hunting,fishing and motorcycle riding with his son.

As an integrated team of land use planners, landscape architects,and civil engineers, DOWL prides itself in creating thoughtful plansand designs for places where people can work, live, shop, play andshare exceptional experiences. We are honored to have beenselected by LRS Architects and Washington County to help lead theland use permitting and civil engineering for the event centerproject, a project that embodies the spirit of civic and communityengagement that inspires us plan, design and build great spaces. The development and growth of DOWL’s presence in the Portlandmarket in many ways runs parallel with the progress of the eventcenter project. DOWL opened its Portland office with 18 initialstaff 2015. At approximately the same time, the City and Countycommenced early planning and permitting efforts for the projectand DOWL was engaged under the LRS team to lead Citypermitting efforts. Three years later, DOWL has expanded toinclude over 50 employees in the local market—after its recentmerger with the firm OBEC— and the event center project is nowunder construction. We are extremely excited to see the projectreach this critical milestone and are thrilled to have had theopportunity contribute its development.

Vision of Events to Comeby Washington County Project Manager, Geoffrey Kavulya        and Rob Massar, Consultant

In 2008, a diverse group of stakeholders, known as the FairgroundsRevitalization Task Force, developed a grand master plan for theredevelopment of the Washington County Fairgrounds. The cornerstoneof their vision; an Event Center that would showcase WashingtonCounty and attract a broad array of events including consumer andpublic shows, conventions, conferences, banquets, trade shows, businessmeetings, sporting events, and other regional and local events. Now theirvision is about to be realized, as we begin the construction of theWashington County Events Center.  The Center will include anExposition Hall, as well as a conference center with operable walls toallow convenient usage of up to 40,000 and 10,600 contiguous squarefeet of space in each room respectively.

The Event Center will also include a pre-function and support space, galleries, commercial kitchen, and concessions. As ameeting place for major conventions and trade shows in an urban environment, the facility’s design is pedestrianfriendly, with thoroughfares that thoughtfully connect to the existing fabric of the city as well. Additionally, the designtakes advantage of existing contextual features like view to Mt. Hood to enrich the event goer experience.  Moreover, anattractive and inviting Plaza will surround the east and south sides of the Center, reorienting the front door of the EventCenter and Fairgrounds to the light rail station to the south. The design leverages materiality to integrate the newfacility into its urban context and Pacific North West feel through use of Cross Laminated Timber (CLT).

Taking advantage of the beautiful weather throughoutOctober, earthwork has being successfully progressing!Coffman Excavation has placed the native soil andimported aggregates to bring the majority of the site tonearly final elevations. The project design team has beenworking diligently to complete construction documents.LRS Architects anticipates submitting the designdocuments for review to the City of Hillsboro this month.As the project design team works completing designdocuments, the construction team will begin on structuraldetailing and procurement of structural materials.

Nathan is born and raised here in the Northwest! As a two-sport,All-State athlete out of Sheridan, Oregon, Nathan’s competitivestreak is evident in his work ethic. Nathan started working in theindustry as a concrete laborer seven days after graduating highschool. No time to waste! Some of his more notable projects as aSuperintendent include the IKEA at Cascade Station, SpiritMountain Casino, the Education Centers at the joint-base Lewis-McCord, and the restaurants at the ilani Casino Resort. Nathan just recently completed a multi-story buildout indowntown Portland for one of Swinerton’s tech clients. With ourclients very happy, the IT Regional Director for this tech firm wasespecially pleased. “Nathan and his team has made our move inalmost worry-free. Of the offices that we opened recently, thiswas the first to have fiber capacity, internet, and server supportwithin the first weekend.” Nathan brings a range of experience into the project. His trackrecord of successfully delivering projects across different sectorssuch as environmental, multi-family housing, public works, andentertainment make him the right person for the job. Nathan isexcited to deliver this milestone project to Washington County,the City of Hillsboro, and all their stakeholders.

 With the stakeholders having laid shovels to dirt a few weeks ago, inthe first concrete step to make Washington County Event Center areality, work has begun in earnest. Thanks to hard work of allparticipants, this project is forging ahead at an admirable pace and hasits sights set to Spring 2020 completion. Swinerton Builders in concert with their trade partner Coffman arebusy at work on planning and pre-construction activities that will laythe groundwork for the actual construction. To get us to this point, many folks have been busy behind the scenesdeveloping the basis of design, toward the realization of an EventCenter with a true “sense of arrival” in the heart of Hillsboro.Moreover, led by the project delivery team, agencies continue to workon other pieces of the puzzle pertinent to delivery of an Event Center inalignment with community expectations as well as envisioned by keystakeholders. It’s exhilarating to watch the progress made each day as countdown tokey milestones such as beam signing and topping out begins.

The Vision For A New Event CenterBy Steve Mileham, Managing Principal LRS Architects 

The idea of a new event center on the Washington Countyfairgrounds has been around for over 50 years.  Variousideas and proposals have been floated for a new buildingthat could entertain large events, programs andconferences.  In 2007 the City and County formed a 16-member joint task force representing both public andprivate interests to identify the vision for the FairComplex.  Members included the Mayor, CountyCommissioners, the Fair Board and variousrepresentatives from the local business community.  LRSArchitects worked with the Committee to identifyobjectives and create a consensus master plan thataddressed the various interests and needs of thecommunity.  The Event Center was highlighted as a newfacility that should be built as part of the first phase. In 2016 LRS Architects, along with our design partner BSPArchitects from Tennessee and a team of highly respectedconsultants, were honored to be selected to design thenew Event Center.  LRS Architects is a 120 personarchitectural firm in Portland with experience on a widerange of projects including fairgrounds and event centers. We have successfully designed other civic projects inHillsboro including the Hillsboro Civic Center, theIntermodal Transit Facility, and the Public WorksOperations Facility. In early meetings with a large group of City, County, F.A.C.and private stakeholders, we revisited the master plan andconfirmed the location and orientation of the EventCenter, to be located near and oriented towards the lightrail station.  We designed and presented a number of siteand floor plan options and reached consensus on a planthat is the foundation of the current design, with a largeExpo Hall, Conference and Meeting rooms, and a spaciousLobby opening to a plaza area, with parking to the northand south.

The inspiration for the Vision of the Event Center isfounded in a series of unique contextual relationships.  Thebuilding is designed to be an integral part of thefairgrounds while also welcoming the public coming forspecific events. It is rooted in the strong agriculturalheritage of the area, is influenced by the high-techindustries nearby, and it represents the diverse culture ofthe community. The building features a long angled “butterfly” roof thatextends upwards to welcome visitors from both the northand the south.  The aviation-inspired winged roof form isinspired by the site location next to the Hillsboro airport.  Italso mirrors the angled profile of the coastal range to thewest.  The rich timber heritage of the area is reflected inthe abundant use of wood and cross-laminated timberthroughout the project.  And distinctive colored “planks”that pay homage to the original wood road planks thatformed the first road from Portland to Hillsboro in the1800’s will highlight the Plaza. Jonathan Swift once noted, “Vision is the art of seeing whatis invisible to others.”  We are grateful to be an integralpart of an incredible project team working with the Countyand City as stewards of the Vision for a new, dynamicEvent Center for Washington County that will serve theneeds and enrich the community for generations.

Dreaming Big Dreamsby Washington County Board Chair Andy Duyck

It’s no secret that I’ve long dreamed of a comprehensive strategy tofully utilize this important piece of public land—known as theWashington County Fair Complex—to the very best of our ability. Therecent groundbreaking for the long-awaited Event Center is amilestone which will change the course of how we interact with thislegacy property and bring many new and exciting opportunities to ourcommunity. The evolving story of this almost-100 acre plot of ground is intertwinedwith the long, rich history of our early pioneers who settled in theTualatin Valley, raised their families, tended their farms and held thefirst-ever Washington County Fair, way back in October of 1854. Overthe generations, forward-thinking leaders of the day purchased anddeveloped a series of parcels of public land that would each serve as theCounty fairgrounds for a time.                                                                                                                Continued on page 2

From the site of the first fair in what is now Forest Grove, to a tract of land near Hillsboro’s Shute Park, to its currentlocation along NE 34th Avenue and Cornell Road, the Washington County Fair has evolved into one of the most popularand highly respected fairs in the region. Even so, way back in the late 1960’s, Fair Board leaders first dreamed of adding alarge “expo center” as part of their future plans. It’s been quite a journey since then, including the work and recommendations of the Fairgrounds Revitalization TaskForce in 2007 and 2008, as well as input from the Fairgrounds Advisory Committee, Fair Board, Washington CountyVisitors Association, City of Hillsboro and many other stakeholders over the years. Finally, we’re in a position to realizethe vision brought forward from the last generation to enrich the lives of those living in Washington County today, as wellas provide opportunities for those who will come after us. It is has been my pleasure and my honor to have played a part in bringing this dream to reality and I look forward towatching the Washington County Event Center take shape over the coming months.
