Knockdown Center New York 2014
Security and Major Incident Management Plan
This is the security, major incident, business and media management plan (MIMP) for The Knockdown Center. Citadel Security and The Knockdown Center have a moral and legal obligation to assess the foreseeable risks associated with hosting events, and of a major incident, and put in place plans to mitigate the impact of loss on employees, the company and anyone who may be affected by the companys activities. It also has an obligation to the business stakeholders to minimize the potential financial losses following a major incident. The MIMP has been written to give guidance to directors, managers and staff.
A major incident usually requires staff to think and act quickly under pressure, in confusing circumstances, and often without complete information on what has happened or might happen. The plan is designed to relieve some of the stress by equipping managers with a template for immediate action that is familiar to them and thus quick to implement.

1.1. Security Plan
Security Guard Personnel to guest ratio will be 1 to 75.
Fire Safety
No fewer than nine (9) fireguards total at all times while the public is in the building, with one fireguard at each interior stair to the cellar.
The entire building has fire-extinguishing sprinklers. All doors are considered Class One Fire Exits.
Supervisors
Supervisor to Guard ratio will be at least 1 to 6
Uniforms
On appropriate events where attendance is less than 500, Guards may be dressed in suits with a Citadel lapel pin. At all other events Guards will be
wearing identical Green and White polo shirts with Citadels logo embroidered on the left chest. Guards working outside of the property will also wear high viz vests.
Communication
Two-way radios of type Motorola RDU4100 10 channel 12.5Mhz or better will be used to ensure security staff have the ability to quickly coordinate efforts when required. One for every supervisor or manager, one for each guard posted at a point of egress, one for any guard posted at gates exiting the property, and in any case, not fewer than 2 per 3 guards. Security will
utilize channel 3. Supervisors and managers radios will be programmed for All Call functionality, trumping existing traffic and addressing all radio channels at once.
Guard Posts
See the attached appendices detailing guard postings for a variety of different capacity events.
After Event Exits
Twenty-five minutes prior to the conclusion of any event, guards holding the ticketed event perimeter will be reposted at the Flushing gate. After the conclusion of any event, the building will maintain convivial ambiance for a period of 45 minutes, or until 75% of attendees have departed. Attendees

of more than 600 will never be pushed out and off of the property at the conclusion of an event.
Guards posted at the flushing gate will be charged with helping attendees abide by pedestrian laws at cross walks, and maintaining traffic flow.
At the Flushing Gate, for events with more than 1800 attendees we will seek sidewalk-stanchioning permits to stanchion the Flushing Ave sidewalk curb. In addition we will provide porta-potties at the Flushing Ave Gate in the event attendees wish to use the restroom at that location.
Restroom Sweeps
Security will sweep the restrooms every 30 minutes.
Entry Policy
See the attached appendix stating Knockdown Centers entry policy. This policy contains a list of prohibited items. Any event with attendance greater than 800 will require personal item bag checks (note no larger bags are allowed.) In addition, at Citadels discretion, pat downs or wanding may be performed as an additional public safety measure. Note that we will refuse entry to any intoxicated guests. If any illegal contraband is found, the proper authorities will be notified. If any legal, but not permitted, items are found we will offer a check service.
Capacities
In no case can security allow more members of the public into the building than the DOB certified capacity. Security staff should maintain a click count of bodies entering and exiting the building. In addition, for ticketed shows, venue will communicate with security staff and frequently compare click counts to the live ticket scanning data available through the ticketing software.
1.2. Prevention of Illegal Alcohol Sales and Consumption
Age verification
Any guest visiting Knockdown Center must have their age verified prior to being permitted to purchase alcohol.
A security guard or guards will always be positioned near the entrance to verify guest ages.

guards will issue and apply an event-unique wristband to guests who present the appropriate legal government issued identification displaying their name, birth date, and photograph and which states they are 21 years old, or older. The wristband must always be applied to the right wrist (any other wristbands provided by the venue for any other purpose will always be applied to the left wrist.)
o If an event is 21+, all attendees must present government issued identification displaying their name, birth date, and photograph, and which verifies the guest is 21 years old or older.
2x IDVisor M310 Age Verification Customer Relationship Management hand held identification scanners will be provided by Knockdown Center for the purposes of further verifying the voracity of guest identification.
Service staff, when wristbands are in use, will be notified of a zero tolerance venue rule regarding serving alcoholic beverages to guests who are not wearing a wristband. In addition, Service staff will be instructed to regard wristbands as a fallible system, and that they service staff - are the final defense against an illegal alcohol sale, and they should card any guest appearing under the age of 30, and generally disregard the wristband if they have any suspicion relative to any individual attempting to purchase alcohol.
An appropriate number of guards assigned to rove through the building will be specifically tasked with observing guests who are consuming alcohol in order to prevent illegal consumption.
2.2 Major Incident: definition
A major incident is any emergency that normally involves a threat to public health and safety and which requires the implementation
Major fires Major power, lighting or structural failure Large scale food poisoning An incoming threat or warning of a bomb alert Gas leak An outbreak of an infectious disease such as meningitis Accident leading to a Local Authority Enforcement

property Loss of a venue or part of a venue, or the offices Closure of a show, loss of venue or part of a venue, or

In this event key staff members will the will be notified via Radio Control and/or Site Manager.
If time allows, it is the Co-Directors ultimate decision to evacuate the structure, with the agreement and support of the First Response Team:
2.2 First Response Team: Major Incident

This team must be available 24hrs. Either Michael Merck or Tyler Myers must be on site whenever the public is present, and when on site, will be performing the
duties of the Site Manager. If not on location at the time of the incident they must be available via phone.

3.1Major Incident Response Procedure / Action Steps
Step1:
Immediate Action
Site Manager to initiate relevant emergency procedures for identified threat.
Consider whether or not this constitutes a Major Incident and if so, begin to
implement steps outlined below.
Implement immediate measures to control the incident via the First Response Team and contact any First Response Team members, not on location, via Radio Control (who will send group notification text and radio call)
Ensure emergency services have been tasked as appropriate. Contact appropriate city agencies and local authorities
Incident Assessment and Communication Ensure incident is contained to avoid an escalation Liaise with the emergency services Agree and implement a plan of action and recovery strategy

Appoint a staff member to begin a log sheet noting the key decisions made and why they were made using the Decision Sheet log at Appendix Two.
Once action plan is implemented, begin to account for staff via department staff heads and contractor health & safety supervisors.
Decide on press and public communication Consider financial and legal affects on business Initiate call for external advisory services if required (Consultant, Lawyer etc.)
4.1 Communication Procedure
Step 1: Primary Notification
Contact Tyler Myers, Michael Merck, David Sklar or David Yorio on Ch: 01 or via Radio Control to report type of incident and location of incident, and wait for direction. Step 2: Secondary Notification
If additional support is needed, contact radio control with description of incident, and who should be contacted (security, vendors, additional production support, etc). Radio control will notify appropriate parties (DO NOT CALL 911).
Step 3: Action
Isolated Incident: If incident is isolated, maintain your location if safe, and wait for Knockdown or Citadel staff to arrive.
Immediate Area Evac: If incident warrants an evacuation of the immediate area, maintain your location if safe and assist security as needed.
Structure or Site Evac: If incident warrants a full evacuation, dictated by Tyler or David alert security in your immediate area and then report to your evacuation post.
Step 4: Follow Up
Report your location and status to radio control. Wait for additional notifications via Radio Control. Be prepared to use your mobile device as a backup form of communication.
Step 5: Stay Calm
Radio Control/Command center will give continued updates via radio or back up cell phone. DO NOT continue to contact the command center unless you are witness to an incident that is escalating.
If Radio Control announces evacuation
Step 1: Immediately leave structure through the nearest fire door.
Step 2: If safe, retrieve your assigned evacuation kit (if assigned).

Step 3: Report to pre-determined evacuation post, and report your location and status to radio control
Step 4: Begin evacuation procedures, and report back to radio control with any
further incidents.
Step 5: Radio Control/Command Center will give continued updates via radio or
back up cell phone. DO NOT continue to contact the command center unless you are witness to an incident that is escalating.

Handing over control of the site to Emergency Services In case of a major incident where the control of the site may have to be
temporarily handed over to the authorities the Site Manager will ensure that this handover takes place.
The Site Manager will liaise with the Emergency Services until control of the site is returned to Knockdown Management.
Evaluation and reporting
A debrief meeting to evaluate the incident handling and response should be held as soon as possible after the event. An Incident Report must be filed with the appropriate authorities.
Follow Up Action
Prepare a brief summary of what has occurred. In liaison with Borough Hall and the 104th Precinct draft a holding statement
to the press and be prepared to distribute if the situation demands. Keep only necessary staff on site. If it is likely that the incident will continue
for a protracted period consider rotating staff on shift basis.
5.0 Weather Monitoring Procedure
Production Staff will monitor weather from the onsite Production Office. Production staff will be in communication with CompuWeather and their team of
meteorologists. They will be monitoring severe weather as proclaimed by the National Weather Service and via radar.
6.1Terrorist / Bomb Threats
Any direct threats made to the venue, event site, performers, and/or public will be relayed immediately to 911 and local precinct/authorities
Radio control, venue management and production will monitor calls. Staff members that receive calls are instructed to take notes and listen for the following information: - Exact Message Communicated - Location of Bomb (if indicated) - Time of planned detonation (if indicated) - Description of bomb or item in which it is concealed (if indicated) - Why or Reason (if indicated) - Who (if indicated) - Caller Description (Male, Female, Adult, Child, Speech intoxicated,
irrational, speech impediments, rambling) - Background Noise during call (traffic, planes, typing, children, additional
voices, music)

7.1Transportation Evacuation Plan
All public will be instructed to use the closest emergency exit and proceed to evacuation assembly areas. Citadel Security and Fire Marshals will assist with the evacuation process and directing pedestrian traffic. (See Appendix One)
Parking Lots Drivers are not allowed to wait in their car and will be
instructed to move from parking spaces. Traffic Management will assist keeping public safe in parking lots.
8.0 Action Following an Incident Where the Venue Cannot Function
All actions remain as above so far as it is practical to do so. However it may not be possible to remain at the venue. The circumstances where a venue can be completely lost are as follows:
The damage is so extensive that complete evacuation is required The threat of damage is so great that complete evacuation is
required Downwind hazard to local population requiring complete evacuation Airborne hazard such as a chemical leak
In such circumstances the first priority in conjunction with the Local Precinct and emergency services is the safe evacuation of all personnel. The first response team will then relocate to a Location #2 or Location #3 pending extent of incident.
9.1Site Manager Equipment
The following will be kept in the Site Managers office for use in an emergency. One kit will also be distributed to the following locations: Production Office, Box Office, Flushing gates:

Appendix Five Format for Press Holding Statement

The Knockdown Center would like to reassure everyone that it is taking all necessary action with the NYPD and local authorities to take control of the situation. We are working with the emergency services who are on site/on their way to the site.
Public safety and the safety of our guests, exhibitors and our own employees is the highest priority for Insomniac. Stringent standards of risk assessment and planning for any kind of incident are applied in the run up to every event.
It is routine procedure for the Knockdown Center to suspend an event in the instance of any threat to public safety. David Sklar is assessing the options in liaison with his Management Team and Borough Presidents office, as well as the appropriate authorities with the aim of restarting the event as soon as possible.

Appendix Six City Agency Support
The following are potential steps external agencies while onsite: Command Center City Agencies will implement a temporary command center off site to assist in streamlining communications. First Response Team Members will interface with key city agency heads within the command center, as well as Production Coordinator (NAME).
Cordons and Control Points
In the event of a major incident with implications for public safety it is likely that the NYPD / FDNY will cordon off the incident. Depending on the severity and scale the cordons would be as follows:
Inner Cordon. Provides immediate security to the rescue zone and potential crime
scene
Outer Cordon. Seals off an extensive controlled area surrounding the rescue
zone. All access and exit points will be controlled and those seeking access vetted.
Traffic Cordon. Deployed at or beyond the outer cordon preventing vehicular
access to the area surrounding the scene.
Marshaling Area. This is a large area to which resources such as rescue teams
can be directed prior to deployment.
Triage Area. This is a large area to which casualties can receive immediate medical attention before being dispatched to local hospitals for additional treatment.

Prohibited Items and Security
For the safety and enjoyment of everyone at an event, anyone entering the Center is subject to a
reasonable search. This includes, but is not limited to bags, purses, coats and hats. Guests are
prohibited from bringing the following items into Knockdown Center:
food, except for certain medical conditions
illegal drugs
glass, plastic or metal containers
video or audio recorders
professional quality camera equipment
backpacks
coolers
umbrellas
knives
firearms or weapons of any kind
firecrackers
strollers or baby seats
folding chairs
noise makers or horns
streamers
balloons
signs (excluding WWE wrestling events)
beach balls
parcels
packages or any items the contents of which is not displayed
The venue management reserves the right to restrict any other items that could pose a safety
hazard or restrict the enjoyment of another guest. Any prohibited items may be returned to a
vehicle or disposed of properly. Management also reserves the right to inspect personal
belongings of a suspicious nature.
Smoking
All indoor areas are Smoke Free. Smoking is only allowed in designated outdoor areas and when
permitted by law.
Lost and Found
All found items are immediately taken to the Venue Office.. If you lose an item during an event,
please see our event staff for assistance. If you realize you have lost an item after you leave the
property, please call 347.915.5615 and ask to speak with someone in our lost and found. The lost
and found is open M-F, from 8:00am until 6:00pm.
Guest Conduct
Guests who appear intoxicated, are using offensive language, throwing objects, standing on
furniture or any other behavior deemed by Knockdown Center as disruptive or dangerous in
nature, are subject to ejection.
Age Verification
You must be 21 years of age or older to purchase Alcoholic Beverages. You must have a
valid Government issued identification with a picture, birth date, and issuing authority clearly
displayed. Knockdown Center will use every tool available to verify the legitimacy of that
identification, including (but not limited to) hologram verification and electronic barcode/mag
stripe information verification. We reserve the right to refuse service to anyone, at our sole
discretion.
Re-Entry Policy
Re-entry is not permitted.
