On November 1, 2013 the President signed an Executive Order (13653) that directs federal agencies to take a series of steps to make it easier for American communities to strengthen their resilience to extreme weather and prepare for other impacts of climate change.

E.O. 13653 establishes a Task Force made up of governors, mayors, county officials, and tribal leaders that will advise the Council and recommend ways for the federal government to facilitate increased resilience to climate impacts at the state, local, and tribal levels, along with recommendations for useful tools and information.

ACTION AREAS E.O. 13653 identifies four primary action areas to enhance climate preparedness and resilience.
COUNCIL E.O. 13653 establishes a Council of over 30 agencies. The council will work with federal, state, and local agencies and other partners to do the following:
The Federal Government has an important role to play in supporting community-based preparedness and resilience efforts by establishing policies and prioritizing investments that promote preparedness, protecting critical infrastructure and public resources, supporting science and research needed to prepare for climate impacts, and ensuring that Federal operations and facilities continue to protect and serve citizens in a changing climate.—fact sheet: executive order on climate preparedness
Remove barriers to investments in resilience, reform policies and programs that increase vulnerability, and encourage climate-resilient investments at state and local levels.
Identify, develop, and integrate data and tools on climate preparedness, and establish a web-based climate change portal on data.gov.
Inventory and assess plans to make lands and waters more resilient, and promote the dual goals of climate resilience and carbon sequestration.
Integrate climate change considerations into agency operations, and identify impacts on agency missions and programs.
