Mr. Redoble is a Certified Ethical Hacker and Computer Hacking Forensic Investigator, and a Certified Lead Auditor of ISO 27001

(Information Security Management System.) He has over 16 years of local and international experience in advisory services related to

cyber security. His extensive expertise includes vulnerability assessment, penetration testing, cyber warfare, cyber terrorism,

enterprise security risk assessment and financial fraud investigation.

Formerly a Senior Consultant of the Homeland Security Department of Indra Sistemas, Spain. He has also conducted Computer and

Hacking Forensic Investigation trainings to the Cyber Crime Division of the NBI and to the Anti Cybercrime Group of the Philippine

National Police.

He is an honoree of the 2013 ISC2 Asia Pacific Information Security Leadership Achievement (ISLA) Award and an awardee and a

member of the National Advisory Council of the PNP Anti-Cybercrime Group for his contributions in combating cyber crime. He

graduated with a Bachelor of Science in Electrical Engineering from CIT University Cebu City and a holder of an MA degree in

Information Security Management from UPSAM- ASIMILEC in Madrid, Spain.

Mr. Lorenzo is an investigator with a track record of success in addressing financial fraud, business security issues and Corporate

Crimes. He specializes in Security and Fraud Management.

Currently he works as an Executive Officer at the CyberCrime Division of the National Bureau of Investigation (NBI), where he also

started his career as a Senior. He then worked as the Head for Corporate Security at American Express Philippines and Investigator

with the US Secret Service Special.

Atty. Tan has been a lawyer for 22 years. His practice has ranged from being involved in several non-government organizations

providing legal assistance to the basic sectors, engaging in private practice, being employed as in-house counsel of several

corporations, and serving in his present post as Assistant Vice President for the Investigation Department of the Philippine Deposit

Insurance Corporation (PDIC), a government instrumentality attached to the Department of Finance.

It is his ten-year association with PDIC that has exposed Manny to various fraud, irregularities and anomalies committed in banks. His

department has been responsible for the filing of criminal complaints against former bank directors, officers, employees or agents

found to have been responsible for the perpetration of schemes that siphoned off bank funds or violated banking laws enacted for the

protection of the banking industry’s stakeholders.

Having obtained his Political Science (A.B. Poli. Sci.) degree from the University of the Philippines, and his Law (LL.B.) degree from

the Ateneo de Manila University, Manny describes himself as a “marooned eagle,” ever struggling to take flight against the resources

and clout of unscrupulous bankers to safeguard the interests of the depositing public – pun intended.

Atty. Racela started working as Bank Examiner in the then Department of Commercial Banks II, Supervision and Examination Sector

in February 1996. In 1998, he transferred to the Office of the General Counsel and Legal Services where he was able to hone his

legal skills in conducting researches in the proper interpretation of banking laws, rules and regulations as well as drafting opinions for

the BSP General Counsel’s signature. He was also tasked in drafting bills that are of interest to the Bank and provide legal support to

BSP Officials tasked to lobby with the sponsoring legislators.

He join the newly created Anti-Money Laundering Council Secretariat in 2002. In 2005, he became the first staff of the AMLC

Secretariat to be part of the Evaluation Team (as Financial Regulation Expert) of the Asia Pacific Group on Money Laundering

(APGML).

As Head of the AMLSG, he coordinates with AMLC to address the deficiencies in the BSP’s AML framework as noted by the Mutual

evaluators in 2008. And majority, if not all of these noted deficiencies, were addressed by the Updated AML Rules and Regulations

(UARR) that is subject of this Seminar. In addition to policy developments, his Group has been actively pursuing a strong compliance

culture among the Universal Banks, Commercial Banks, Thrift Banks and even Rural Banks through on-site examination and off-site

supervision.

He finished B.S. Commerce, majoring in Accounting at De La Salle University. Took Bachelor of Laws from San Beda College of Law-

Mendiola. And Master of Laws (as BSP Scholar) Georgetown University Law Center- Washington, D.C., USA

Atty. Abad joined the Anti-Money Laundering Council Secretariat in 2006, as Deputy Director and Head of the Legal Services Group.

At present, she is the Executive Director of the AMLC Secretariat, a position she assumed in March 2013. Atty. Abad has

represented the Philippines in a number of international conferences including the United Nations, and is a resource person in

different fora, including Congressional hearings on the amendments of the Anti-Money Laundering Act, enactment of Terrorist

Financing Prevention & Suppression Act, and other laws.

She obtained her BS Mathematics degree from Ateneo de Manila University in 1988. After working shortly in an insurance company,

she went to the University of Santo Tomas, Faculty of Civil Law where she obtained her Bachelor of Laws degree in 1995.

Immediately after taking the Bar Exams, she worked at the Court of Appeals as a Confidential Attorney. Two years later, she joined

the Office of the Solicitor General where she honed her litigation skills as she prosecuted and defended diverse cases for the

Government before the Supreme Court, the Court of Appeals, the Sandiganbayan, and the Regional Trial Courts. The cases

involved, among others, recovery of ill-gotten wealth, expropriation, forfeiture of assets, constitutionality of laws, and criminal cases

against heinous crimes.

Mr. Laggui is a consultant for IT, Audit, and Risk Management departments with his infosec professional services. These include but

not limited to: source-code audits and compliance testing based on Common Criteria (ISO/IEC 15408) evaluation or OWASP testing

requirements; Internet penetration testing; auditing specific firewalls, wireless LAN access points, network servers and business

applications; ISMS (ISO/IEC 27001) development or audits; computer-related crime forensics; network- and host-based intrusion

detection analysis; diagnosing and solving network performance issues; recovery of destroyed data; and related training services.

He helps in properly designing and implementing network security components; and introduces processes on how to manage

Information Technology risks. This will translate in businesses having reliable, efficient, and manageable networks.

Mr. Ramos is the former Lead Consultant on IT Security and Computer Forensics under the Technology Performance and

Governance (TPG) group of Diaz Murillo Dalupan and Company, CPAs and a former Senior IT Security Consultant of KPMG

Philippines. Prior to his appointment with DMD, he was the CIO of Tao Corporation and was credited for designing the corporate-wide

inter island Unified Data and Telephony Communications System. He is credited with 10 years of business exposure in developing

secure communication infrastructure, IT audit, IT security, and IT risk management as well as more than 15 years of police

investigative work in cybercrimes and computer forensic.

Among his expertise other than digital investigation are white collar crimes and financial fraud focused on bank transactions. He was

involved in various vulnerability assessment and penetration testing engagements for clients at the banking, telecommunications,

hospital and government sectors.

At present he is the only Filipino member of the Communications Fraud and Control Association of America and the National Cyber

Forensics Training Alliance. He graduated from numerous basic and advance computer forensic studies and online crime

investigation in various training events held from 1999 to 2003 provided to the different law enforcement agencies to include the

NCTP, NYPD, NCMEC, HTCIA and other private trainings held in the United States and Canada. He is a graduate of Intermediate

Forensic Course, Network Intrusion Analysis, Electronic Warfare Techniques and Combating External Network.

Atty. Funa was appointed as Deputy Insurance Commissioner by President Benigno S. Aquino III on June 2013. He briefly served the

government in various capacities during the Ramos administration; becoming, at age 28, the youngest presidential appointee of

President Fidel V. Ramos.

He was formerly the Managing Partner of the Funa Balayan Fortes Galandines Villagonzalo & Jimenea Law Offices based in Ortigas

Center, Pasig City. He is presently a Professor of Law at the De La Salle University College of Law. He was the National Director for

Bar Discipline of the Integrated Bar of the Philippines.

He obtained his Bachelor of Laws degree at the San Beda College of Law. He finished his pre-law at De La Salle University in Manila

and his high school at San Beda. He took his elementary studies at the Jesuit-run St. Francis Xavier School in Manhattan, New York

City, United States where he was recognized by the archdiocese of New York City for his academic excellence in science and

mathematics.

He was a Commissioner in the Commission on Bar Discipline of the Integrated Bar of the Philippines, serving from 2002 to 2011. On

June 2007, he was named and awarded as the ‘Most Outstanding Commissioner’ by the Integrated Bar of the Philippines. He is a

member of the Philippine Bar Association and the International Law Society of the Philippines. He is also an author of several law

books. He is an active advocate of constitutionalism, having initiated and won a number of landmark constitutional cases before the

Philippine Supreme Court.

Atty. Aquino is the Director of the Enforcement and Investor Protection Department (EIPD) of the Securities and Exchange

Commission. The EIPD is responsible for the conduct of investigation, motupropio or upon complaint or referral, violations of various

laws and their implementing rules and regulations. The department also initiates the issuance of Cease and Desist Order (CDO)

including Revocation Order and the filing of criminal complaints as may be warranted.

Additionally, it provides investor assistance, develops and undertakes programs to promote investor protection. Likewise, EIPD

conducts daily market surveillance for possible violations of the anti-manipulative, anti-fraudulent, and anti-deceptive provisions of the

Securities Regulation Code (SRC), as well as, enforces the provisions on insider trading to ensure a fair, transparent, efficient and

orderly market.

Prior to EIPD, he was the Director of Market Regulation Department (MRD) and Investor Protection and Surveillance Department

(EIPD). He earned his Bachelor of Laws from the University of the East and MBA from the Philippine School of Business

Administration. He is also a Career Executive Officer. He used to be the over-all coordinator of the PhilSEC Institute Foundation, Inc.,

which is the training arm of the Commission.

Atty. Aquino co-authored the following books: (1) Essentials of Investments in the Philippine Capital Market; (2) The Art of Public

Speaking; and (3) Business Communication for College Students.
