This report shows the main results of the engineering reports carried out by Elengy in the framework of GAINN4MOS Action. In particular, this executive summary includes the conclusions of the basic and the detailed engineering report for the adaptation of jetties and LNG transfer facilities in Nantes-Saint Nazaire, for loading of bunker vessels

01 Introduction

The company of Elengy works in the development and operation of the Montoir-de-Bretagne methane terminals on the Atlantic coast, Fos Tonkin and Fos Cavaou on the Mediterranean coast.

An LNG terminal is an installation for regasifying liquefied natural gas (LNG) transported by sea by shippers from production areas.

1. LNG is transferred from the LNG vessel to the LNG terminal

2. LNG is received in the tank

3. LNG is transferred from the tank to the regasifier

4. The outdoor temperature makes a small portion of LNG evaporate

5. The evaporations are transformed into LNG by cooling the recondensor

6. The gas is converted from liquid to gas

7. Finally, it is counted, odorized and emitted on the natural gas network

8. It can also be transported by tanker trucks to manufacturers not connected to the grid

9. Safety device related to site equipment. During maintenance periods, the evaporation gases can no longer be recovered and are burned by the torch. It is preferable to burn methane instead of releasing it into the atmosphere (less contribution to the greenhouse effect)

Functions:

A conventional terminal has four functions:

• Receiving LNG tankers and unloading or recharging their cargo.

• Storing LNG in cryogenic tanks (-160ºC).

• Regasifying LNG according to network needs.

• Returning gas to the national transmission system.

02 General Description Of The Project

The purposes of the jetty adaptations in Fos Cavaou is to adapt the berthing, mooring and loading facility at the Fos Cavaou LNG terminals in order to load LNG bunker vessels with a range of 5,000 - 7,500m3.

The main achievings are following presented:

• Install 4 new set of mooring hooks.

• Modify the operating envelope of the loading arms adding new angle sensors.

• Increase the availability of the loading service by replacing a check valve by a actuated one and by adding a new arm or buy a spare one.

• Study the accesability to the vessel.

• Adapt the DCS to the new service.

The scope of the mentioned project is the adaptation of the existing quay to allow LNG recharging of small LNG vessels in Fos Cavaou LNG terminal.

After a feasibility and a basic engineering study, the project is intented to be followed by a detailed engineering and the works.

2.3 General Description of the Installation

In the feasibility study, two options were studied for LNG loading operations:

Use of the existing LNG/BOG arms and buy a spare arm. This option was selected to be developed in the basic engineering study.

• Add a new dedicated small scale LNG/BOG arm.

The marine study (mooring) was done to determine if the existing mooring hooks could be used for the bunker vessels. The result is that two new set of hooks are needed to moor the breast lines of that vessels, whereas two existing hooks need to be modified.

The basic engineering study showed that the best solution to modified M10 and M5 hooks was to build new hooks (M9b and M5b) near the exising ones as showed below.

Moreover, due to possible clash between the mooring ropes and existing fenders, hooks n°M6b and M10b need to be heighten.

03 Engineering Calculations 3.1 Piping Systems

The main modification to be developed in the piping system is to increase the availability of the loading service, a replacement of a check valve by an actuated one.

In addition to the aforementioned modification, the by-pass diameter also has to be modified.

All aforementioned modification are showed in the following figure:

3.2 Electricity

Electrical and instrumentations works under the referenced study consisted in :

• Cabling the new hooks equipment up to the existing electrical junction box. Replace an existing junction box and add a new one (see drawing n°4, 5, 6).

• Adding new sensors to the existing LNG/BOG arms (see drawing n°7).

• Connecting the new equipment to the plant DCS.

• Making program modifications in the DCS (declaring the new inputs and outputs, modifying the logic, and so forth).

3.3 Civil Engineering

The following figures describe the main civil works developed in Fos Cavaou:

Creation of four sets of mooring hooks. Two sets located in the south side of the jetty and the other two located in the north side as shown in the image.

3.4 Safety

The existing F&G system implemented in Fos Cavaou does not require any modification.

However, emergency shut down system will be modified to take into account new sequences.

3.5 Environmental Impact

The project has no impact on the environmental aspect because it will use the same infrastructures as for loading and unloading LNG vessels (no BOG flaring into normal conditions). The boil off gas (BOG) generated during a loading operation is collected via the main BOG header of the plant. It is processed inside the main plant (compressed, recondensed and mixed with the LNG stream which is gasified and sent out on the national grid).

Moving the existing firefighting pipeline was needed due to a clash between mooring rope on one hook. The mentioned pipeline is showed in the following figure:
