    Throughout the planning process, ongoing efforts have been made to integrate CapitalCrossroads and the business community in general with The Tomorrow Plan. GeneMeyer of the Greater Des Moines Partnership has been working closely with the planningteam to ensure the two efforts are coordinated and furthering the regional vision. ChairAngela Connolly has requested that he be added as a member of The Tomorrow PlanSteering Committee.

The MPO staff notes the transportation reauthorization bill, MovingAhead for Progress in the 21

    stCentury, may result in a reduction of available STP funds for FFY

    2014-2015. In the event that reductions are required, the excess funds in FFY 2015 for the

    Southeast Connector would be available to be reduced, as needed.

    RECOMMENDATION:

    BACKGROUND:

    At the request of the MPO chair, MPO staff has reviewed calendar year 2013 meeting datesoriginally approved in May 2012 to identify any potential conflicts. Upon review, MPO staff hasidentified two potential issues with the calendar approved in May 2012:

    J uly MPO Policy Committee Meeting: The meeting is scheduled for July 25,2013. This date falls during RAGBRAI.

    ISSUE: MPO Planning Area Boundary Amendment

    REPORT: Report on proposed amendments to the MPOs Planning Area Boundary.

    BACKGROUND:

    The MPO reviews its Planning Area Boundary (PAB) when updating the long-range transportationplan as well as when updating the Urban Area Boundary (UAB). The MPO approved a new UABin August 2012. The MPOs current PAB was approved in December 2007 during Horizon Year2035 Metropolitan Transportation Plans development.

    At a minimum, the PAB must include the UAB. At a maximum, the PAB can be no larger than theMetropolitan Statistical Area. In practice, the MPOs PAB incorporates all land that is anticipated tobe urbanized in the next twenty years as well the boundaries of all member cities. The boundaryalso follows US Census geography, where possible, for data collection purposes.

    Due to annexations by several member cities since the last update to the PAB, there are some

    instances in which the municipal boundaries of member cities extend outside the MPOs PAB. Amap of these areas is included on the following page.

    Any changes to the PAB must be approved by the Central Iowa Regional Transportation PlanningAlliance (CIRTPA). This item will appear on the CIRTPAs September 13, 2012, meeting agendaas an informational item and come back for approval at the November 8, 2012, CIRTPA meeting.

    Please submit any proposed amendments for the PAB to MPO staff no later than 4:30 p.m. onFriday, September 21, 2012. The MPO staff anticipates a vote on an updated PAB to take place inDecember 2012 to allow time for further refinement by the MPO and for discussion with theCIRTPA.

    ISSUE: US 65/Iowa 5 Interstate Designation Update

    REPORT: Report on efforts to redesignate the US 65/Iowa 5 corridor to an interstate.

    BACKGROUND:

    The MPO, on behalf of the Purple Heart Highway Coalition, requested the Iowa Department ofTransportation (DOT) to consider designating the US 65/Iowa 5 corridor (i.e., the Purple HeartHighway) as an interstate. The Iowa DOT released a draft report analyzing the feasibility ofinterstate designation in J une 2012. A final version of the study was provided to the MPO inAugust 2012.

    The final Interstate System Designation Summary Report is provided as a supplemental item tothis agenda packet.

    On August 8, 2012, representatives from the MPO, the Des Moines International Airport, thePurple Heart Highway Coalition, and the Greater Des Moines Partnership met with the Iowa DOT,

    including Director Paul Trombino, to discuss the study and to identify steps to move forward.Director Trombino noted three primary issues to address before moving forward, includingdetermining impacts to local farmers; analyzing any potential impacts to permitting of heavyvehicles; and, determining the proper decision making authority with the Iowa DOT and the Iowa

    Transportation Commission.

    The MPO staff and Iowa DOT staff are working to identify and begin discussions with propertyowners that may be affected by the interstate designation. Stakeholders present at the August 8,2012, meeting will reconvene in early October to further discuss the issue.

    ISSUE: The Tomorrow Plan Update

    REPORT: Update on activities related to The Tomorrow Plan.

    BACKGROUND:

    Included on the following page is The Tomorrow Plan Updates August edition.

    General UpdateAt the August 2, 2012, Choose Tomorrow outreach event, four potential future scenarios for thefuture of Greater Des Moines were presented. These include:

    Business as usual;

    Business as usual smaller lots;

    Future land use plans; and,

    Regional systems.

    Feedback at that event suggested that, moving forward, the team should focus on the future landuse plans and the regional systems scenarios. MPO staff will be meeting with technical staff fromeach community to further refine scenarios.

    Regional Analysis of ImpedementsAs part of planning process for The Tomorrow Plan, the U.S. Department of Housing and UrbanDevelopment (HUD) is requiring the development of a Regional Analysis of Impediments (AI) toassess fair housing issues in the metro area. The Regional AI has a broad scope thatencompasses issues of race, color, national origin, sex, religion, familial status, and disability. Inaddition to developing the Regional AI, HUD requires that the findings be utilized by the SteeringCommittee to inform the recommendations ofThe Tomorrow Plan.

    The MPO staff worked with the City of Des Moines and City of West Des Moines to develop a

    strategy for the completion of the Regional AI. As part of their in-kind contribution to TheTomorrow Plan, the City of Des Moines has contracted with Iowa State University to assist in thedevelopment of the Regional AI. During August 2012, Iowa State University conducted a surveyof housing providers, performed interviews and focus groups, and analyzed data.

    A working group consisting of MPO staff, City of Des Moines staff, City of West Des Moines staff,and Iowa State University staff met on August 27, 2012, to review preliminary results from asurvey and from interviews conducted by Iowa State University. The working group plans to havea draft Regional AI for review by mid-September and a final product by the end of the month.

    STEERING COMMITTEE UPDATE | AUGUST 2012 MEETING

    DISCUSSION WITH HUD. As part of the August 2012 Steering Committee meeting, the group had thechance to meet with Shelley Poticha, the Director for the Department of Housing and Urban Developments(HUD) Office of Sustainable Housing and Communities. Ms. Poticha discussed the progress of The TomorrowPlan as well as future steps. She also noted that several federal partnerships are in the process of joining theInteragency Partnership for Sustainable Communities, which already includes the Department ofTransportation and the Environmental Protection Agency. Agencies that soon will be part of the Partnershipinclude the Department of Agriculture and the Federal Emergency Management Agency, among others.

    CHOOSE TOMORROW.The Tomorrow Planhosted its first future fair Choose Tomorrow at

    the World Food Prize Hallof Laureates on Thursday,August 2nd. This highlyinteractive open housefeatured AmbassadorKenneth Quinn with theWorld Food Prize andShelley Poticha, HUDsDirector for the Office ofSustainable Housing andCommunities. The results

    of Design My DSM (ouronline tool aimed atlearning more aboutpeoples choices for thefuture) and futurescenarios for regional growth were presented at the event. Additionally, around 20 community groupsparticipated in Choose Tomorrow, discussing and illustrating how the various elements already impactpeoples daily lives. Sponsors for the event included the World Food Prize, the Community Foundation ofGreater Des Moines, and Barry and Michele Griswell.

    WHATS NEXT. The planning team has analyzed feedback collected at the ChooseTomorrow event. This information has been posted to The Tomorrow Plan website. It is

    important to remember that the four growth scenarios presented at various meetingswere for informational purposes to help explain the impacts of a range of growth patterns. The planning teamnow will begin to develop a preferred final scenario by considering the potential outcomes learned in the fourgrowth scenarios and through consultation with each community in the region. The Tomorrow Plan ultimatelywill be a toolbox of planning practices that communities can choose to implement to help achieve thispreferred growth scenario.

    Throughout the remainder of this planning process, the team will continue to work withthe public, the Partners Committee, the Technical Committee, the Steering Committee,and focus groups. To date, focus groups focused on waste, housing, food, development

    arts and culture and air quality and alternative fuels have been developed
