Dear Sirs and Mesdames:In behalf of the Bacolod Adventist Elementary School Board, I am writing this letter to your august body in compliance to NOC EXECOM 205-107 which states:REQUEST TO BAES SCHOOL BOARD EXPLANATION TO NOC EXECUTIVE COMMITTEE FOR MRS. JR ORQUESTAVOTED, To approve the request of NOC Executive Committee to BAES School Board to explain in writing why Mrs. Jerelyn Orquesta was not included in the Teachers line up approved & to be recommended by Bacolod Adventist Elementary School for the school year 2015-2016.

On May 20, 2015, we wrote to Pastor Tomado questioning NOC EXEC. ACTION # 2015-49 dated March 10, 2015 which was presented only during that May 20, 2015 School Board meeting by Mrs. Jerelyn Orquesta which states:VOTED: To approve the leave requests of Pr. & Mrs. Ebenezer A. Orquesta:Official leaveJune 28, 2015 to July 15, 2015(Travel and attendance in the GC Meetings)Annual Vacation LeaveJuly 16, 2015 to August 12, 2015Leave without payAugust 13, 2015 to September 10, 2015Back to WorkSeptember 11, 2015

We questioned the action on the following points:1. Who submitted such item for inclusion in the EXECOM agenda since upon review of the minutes of our school board meetings, there was no such recommendation from our end;

2. This inquiry was initiated because we feel that the inclusive dates of such leave were too long considering that Mrs. Jerelyn Orquesta is the school principal and the dates mentioned are during the first months of the school year wherein stabilization of the school operations is vital;

3. We also want to point out that as in #1, there was no recommendation from the school board because there was no formal/written application for such leave submitted to the school board.

On that same day, May 20, 2015, Mrs. Orquesta submitted during the middle of the School Board meeting, her hand-written resignation letter on the GROUNDS OF HEALTH when asked about:1. Her failure to have the courtesy to notify and request for approval from the School Board of her plans to be absent from school during the critical first three months of the school year (enrollment, first school year of K-12 new system adaption, childrens adjustments, parents adjustments, 1st long examination of the children, not to mention the need to correct the multitude of policy violations that have not been addressed during her five years as Principal BIR, SSS and PhilHealth compliance, school operating manual, etc)

2. Her failure to apply for a leave of absence from our school months prior to the applied leave as mandated by law and as is administratively common sense practice.

Attached is a copy of the said resignation letter.

Taking into consideration thus that she will be out of the country for the critical first three months of the new school year, and for her written reason of health, the School Board deemed it in the best interest of our school children, that:

VOTED, that Mrs. JR Orquestas resignation be accepted. Further, that she be excluded in the faculty line-up.
