India e-gov Context - Why Shared Platforms?

• Federal Govt – multiple standalone e-gov

projects at National + Provincial + Local Govt

– spawning of infrastructure and other project

components at all levels

– “reinventing the wheel”, little re-use

• Long ICT procurement process

– management of technology acquisition, maintenance

and replacement at individual project level

– attention shifts from re-engg and change management

• Significant unutilized resources because

– tendency to over-provision for the future

– software development and rollout takes time while

hardware goes obsolete

SMEs/niche players in solution implementation

• Depts can involve SMEs/niche players/domain

specialists in implementation

– May have larger stake in project success

– Necessary experience in specific domains in smaller

towns

– Ordinarily, may find entry barriers stringent

• Examples of such engagements could be at the

level of implementation in local bodies --

Municipalities and Village level institutions

Evolution of Platforms

• Leverage existing service providers

• Leverage existing e-infrastructure components–

Data Centres, Servers, Storage

– Move from virtualisation to a full – fledged private

cloud controlled by Govt

• IT Depts to proactively offer Platform services to

other Ministries / Depts

– Establishment of “National Information Utilities”

• Shared ownership between public and private sector

• Combine private sector flexibility with Govt control

• Entities working on sustainable models within the

Govt’s trusted space
