2OO9 was a fascinating year for the Odorheiu SecuiescCommunity Foundation (OSCF), presenting chal lenges andopportunit ies, simultaneously enabling and forcing amazinggrowth and change. The Foundation entered the year convincedthat i t is during t imes of cr isis when a community shows i ts truestrenelths;that, although t imes would be chal lenging, there wasmuch the Foundation could do as a convener of resources. Asyou wil l see and read in the fol lowing pages, our community didindeed show its strength. Outstanding community responseenabled our biggest Urban Renovation (Kalaka) to date andmore than 1,100 individuals joined us as donors. With thesupport of these individuals, our Sponsors Club members, andinternational donors, our grantmaking grew sl ightly over 2OOBand, important to the grantmaking process, we engaged morethan 50 youth in designing and del ivering community programs

through our Developing Leaders program.

We would l ike to thank the famil ies, businesses, inst i tut ionalpartners, individuals and grant appl icants who assisted ourgrowth in 2OO9, helping determine the Foundation as anorganization with the community, of the community, and for thecommunity. As we bui ld into ?OLO we look forward to continuingour work developing phi lanthropy, serving this community, andfurther engaging you in our important mission as we al l work

The 2o/o for Odorhei campaign entered its 3rd year and continuedto grow. As in prior years, OSCF coordinated signif icant in-kinddonations from local media for re-granting to local NGOs whocould demonstrate transparency and successful local programs.Through these media grants ( including highl ight art icles, radiot ime and a ful lcatalogue in the newspaper), NGOs could presenttheir mission and service to the entire community as they sought2o/otax re-direct ions from individuals. Though the community asa whole lost jobs, the number of working adults part icipating inthe 2o/o tax redirection rose f rom 4O to 54o/o (nearly quadruple thenumber who gave before OSCF began coordinating thecampaign and nearly tr iple the national average).

TechSoupis the world's premiere NGO working to strengthen of civi l societythrough technology. As a TechSoup Romania partner, OSCFmanages the application and review process for NGOs who areseeking donations of Microsoft software. More than 1OO NGOsregistered in 2009 and OSCF was able to faci l i tate more than$300,000 (fair market value) in donations of software toquali f ied partners. Beyond improving access to legal software,OSCF is interested in supporting NGOs to better use technology.To that end OSCF pi loted the world's f i rst lT Mentor partnershipbetween Cisco Networking Academy members and NGOs inRomania. Today, NGOs can sign up for free lT audits andconsultancy and wil l have access to onl ine forums specif ical lydesigned to meet their needs beginning in 2010. This wil l beachieved through a partnership with both Cisco and Microsoft.Through this partnership, more than $60,000 in technologygrants was made in Odorheiu Secuiesc ( including $40,000 toupgrade the software at the local business college). ThroughTechSoup, OSCF also faci l i tated a partnership with CiscoNetworking Academy and the local business col lege to offer theNet Acad program in Hungarian for the f irst t ime in Romania,while translat ing the curr iculum into Hungarian for wider usagein the region.

KalakaThe goals of the Urban Kalaka program are to build a better

Odorhei for all of us and to involve every citizen in this process - -

from site selection through joining as volunteers. After

renovating 5 playgrounds with 12O volunteers in 2008, OSCF

chose to work on more complex projects in 2009' One of the

"targets" identified was a sports field in Tabor nei$hborhood.

The 600 square meter space, surrounded by a 3 meter fence,

was bui l t in the 1970s and is one of the few places where people

can play soccer or basketball without paying an entrance fee.

Before renovation the two basketball hoops attached to the

fence were destroyed, the asphalt was cracked and bumpy, and

the fence had holes big enough to drive a truck through besides

looking l ike i t might fal l on someone. There were no soccer

goals, no r ims, no backboards, and no table tennis tables - - in

short, not much to playwith.

Renovatingthe space required a new layer of asphalt, a new and

higher fence (to keep the basketballs and footballs out of the

street), new equipment (soccer $oals, basketball backboards

and r ims, a table-tennis table), paint and landscapin$. The most

expensive part, the asphalt, was paid for in part by the local

government, in part by a sponsorship from Viaduct, a local

construction company and in part by OSCF. City Hall also

provided landscaping and the table tennis tables. Matrica, a

localsteelf irm, in a wonderful display of corporate volunteerism,

donated 4 ful l t ime welding volunteers for a month to renovate

the fence frame and bui ld the posts for footbal l goals and the

backboards. Finishing touches, such as repair ing and adding to

the chain l ink fence, paint ing the poles and the l ines, were

completed with the help of more than 150 volunteers over four

days.

To inaugurate the field, OSCF hosted more than 12O kids and

adults for a streetball competition. The total cost of the project

was approximately 10,000 euros and was covered by small and

large donations from several companies and hundreds of

people.

The other major Kalaka work involved startingithe first steps in

the renovation of David Ferenc Square, and its abandoned

fountain. Short ly after the fountain was completed in the

1980's, the City realized the 1,5 m deep pool was both

dangerous and losing a lot of water. So, for decades, this dead

fountain has remained dry and an eyesore in the community.

OSCF aimed to involve people l iving in community and in the

neighborhood in part icular, in deciding what should replace the

fountain. After an initial round of surveys regarding general

themes (fountains, greenspace, etc.) conducted with the flat

associations, Urban Desi$n completed 5 drawings for the space

based on the survey results. More than 700 families

participated in the first round of votin$ on the drawings, and

2a6Lfamil ies or individuals voted in the second round. In the

end, 2096 of voted for a new fountain in the square.

The results of the vote were handed over to city officials, who

publicly committed to renovating the space as soon as the city

has enough funds. In the meantime, OSCF is working on

addit ional funding sources for part of the work, and is looking

forward to engaging volunteers in the process where possible

once construction begi ns.

Fundraising:A little bit goes a long way: The development of philanthropy as atoolthrough which individuals can begin investing in, and takingresponsibility for, this community factors heavily in OSCF'sgoals. In 2O09, with the f inancial cr isls taking a tol l on localbusinesses, the Foundation began working on individual givingmechanlsms which could educate donors through engagingthem in the process of phi lanthropy while demonstrat ing theimpact of their giving in the community in immediatelyrecognizable ways. Through programs developed in 2009,OSCF took great strides towards these goals, building acommunity of nearly L,2OO donors with whom we have begunworking on al l levels, from seeking input on priori t ies and thetypes of workwe do to engaging many asvolunteers.

To begin, the Foundation launched i ts f i rst annual Gala whichbrought together 7O new and old friends in celebration of theFoundation's first year. A wine tasting, dinner, an auction anddancingwere hosted at local hotel Gonduzo. Afantastic auctionof wine, art and travel (all donated by the Board and Foundationfriends) raised more than $3,500 to support of the YouthLeadership Program (more on page 8).

The next project to reach the public was the Community PartnerCampaign, a cause related marketing campaign l inking thelocal phone book, small business who offered donations, andconsumers. Through this project, the phone book subscriptionteam offered sponsorship opportunities to local stores whocould in return benefit from the Community Partner brand ontheir shop, a logo next to their name in the phone book andpart icipation in LocalShop Day. ln al l , 19 businesses joined andthe funds were put back into the sport area Kalaka.

As the Kalaka approached the Foundation partnered with local

supermarkets on the 'A little goes a long way' donation boxcampaign. Over the next several weeks, thousands of RON3,000 RON ($1,OOO) were raised in 5, 10 and 50 cent donations.This amount was then matched by local donor Louis Berei, anAmerican of local descentwho retired here in 2OO2.

To support the growing Urban Kalaka program, OSCF launchedemployee giving in the second half of 2009. Armed with theslogan '1 lei for a better Odorhei,' staff began speaking withbusinesses and their employees around the community. By theend of the year, 12 partner businesses and more than 200employees had joined at an average of 4 lei (1 euro) per month.At the end of the year, OSCF polled members about the types ofKalaka they would like to see this year. The winners were greenspaces and playgrounds and the Foundation will create acommittee to help in site selection and development. As a wayof saying thanks, the Foundation held a Cookie Kalaka at yearend where children of members made traditional gingerbreadcookies with dough and ovens donated by a local bakery andsuper market.

The Community Card, a cause related marketing fundraiserbegan in partnership with local supermarket chain Merkur andSzuper. Based on the suegestion of the chain's manager, andfounding Board member, Boros Gsaba, the Foundationdeveloped a card that would reward shoppers with 1% discountsplus special promotions every time they shop while matchingthe Lo/o with a donation to the Foundation. Unlike mostfundraisers, the Community Card is a net gain to the community- glving money back to shoppers as they simultaneously enterinto phllanthropy as a donor. With volunteer help, OSCF signedup more than 9O0 families in the last quarter of the year and theprofits were used to support the 'Free, Playful, Fun' grant justbefore the holidays. The program has since added Romarta andBagolyvar and the Foundation is in negotiation with several otherbusinesses to expand this opportunity through which individualscan give while they shop.

ln-Kind Donations: The work of OSCF was also supported by anincredible amount of in-kind support. Most notably, the localnewspaper and radio continued their support of the 2o/o lorOdorhei campaign (more on page 4) and several businessesmade significant contributions to the Urban Kalaka program.Additionally, the book Odorhei County Mosaic was printed byEDS Romania (page 9) and went on sale just before the holidaysto support local projects. Our thanks to these and all our in-kinddonors whose donations of maierials and services support ourwork!

International support continued to help the Foundation grow andevolve. Major institutional support came from the CharlesStewart Mott Foundation and the United States Department ofState Democracy Small Grants Gommission (see DevelopingLeaders, page 8). Individual Fred Robey, longtime supporter ofRomanian and regional in i t iat ives, made a s igni f icantcontribution towards the Foundation's efforts to build youthprogramming.

Youth Programs:The "Develop ing Leaders" program a imed to increase

understanding amongst youth and NGO leaders about the

benefi ts of volunteer programs that encourage youth leadership.

Over the course of the pro ject we brought togetherrepresentatives of 12 NGOs and more than 2O youth for a seriesof trainings focused on how they could col laborate in a manner

that was rewarding, mutual ly beneficial and focused on bui lding

our community. NGOs worked with each other and trainers on

human resource management tools, recruitment techniques and

best practices in volunteering. Youth then talked about the

benef i ts o f vo lunteer ing, v isua l iz ing our communi ty and

developi ng project ideas.

In the f inal stage, both sides came together to narrow down the

60 youth ideas into 3 workable projects which were led by teamsof youth in partnership with NGOs and supported by an

addit ional 60 volunteers. The projects, Fi lm Glub, ExtremeSports Day and Arts for Hospital ized Children had hundreds of

benef ic iar ies over the ensuing months and the youth

demonstrated amazing abi l i t ies to create solut ions andprograms which support their interests, meet local needs and

help local NGOs del ivertheir programming more effect ively.Developing Leaders laid a good foundation from which OSCFjoined the international YouthBank movement. YouthBankengages youngsters in the entire phi lanthropic process - fromfundraising, to priori ty sett ing to grant distr ibution in thecommunity. Beginning in November, L2 youth began to raisefunds through Christmas Card sales, weekly events at localcoffee shops, one huge Night Out with auctions and raff les, andthrough providing marketing to local shops. Their ideas paid

off and with matching support of local business Amigo andIntercost and BRD Bank, they wil l have more than 10,OOO RONto re-grant in 2010 to youth driven projects for the community.What youth had to say:The program taught us that we are al l di f ferent, with manyideas, and we have to give t ime for l istening to each other, andgently to negotiate ideas. Social Marketing:In order to better understand, and thus best serve thecommunity, OSCF led several social marketing campaigns todetermine how the community perceives itself and to draw outcommon themes the community considers important. The firstprogram, MemoryStudio, began in December2O0Swhen OSCFconverted a van into a mobile movie studio and invited citizensin to tell stories about the community. Through that process,more than 100 interviews were taken, of which one ran eachweek on YouTube and the OSCF website. The videos werewatched by more than 19,000 viewers through the year andmany comments were left in the forum - both appreciative andsuggestive. Matching these stories, OSCF launched a photocompetit ion in the late summer chal lenging photographers tosubmit photos they believed best represented the region. Morethan 560 photos were submitted from 78 photographers andthe community was invited in to share i ts opinion. Over theensuing two weeks 18,000 votes were cast as the communitychose the f inal ists, l ike the Memory Studio stories, focusing onthe changing culture, mental i ty and the environment. OSCFthen brought the two projects together in 'Odorhei CountyMosaic' which was then published with the help of EDSRomania. The book has been well received by the communityand the profits from its sales have begun to be reinvestedthrough the Good ldea grant fund into projects whichcompliment the themes drawn out through the entire process.In 2010, OSCF looks forward to developing and delivering morei ntensive comm un ity research processes.
