Dear Sir:

After years of seemingly subtle maneuvering .by PGkE officialsin the establishment of an atomic reactor plant at Bodega Bay, theissues are clear enough now to provoke considerable outcry of protest by responsible public opinion all over the Bay Area.

As a local citizen I feel views of Sonoma County residents in-

regard to the anticipated reactor plant have not been adequatelyexpressed or heard by appropriate officials, especially in the lightof all developments todate. Thie week a significant and representa-tive number of informed and concerned citizens appeared before theBoard of Supervisors to requent a public hearing to review in the -light of the most recent alarming developments the premature authori-tative action it took in 1960 when it granted a use-permit vague interms for establishing a " steam generating" plant at Bodega byPG&E, It is never too late to reverse non-representational officialdecisions and actions in spite of the apparent finality of the veryrecent decision of the Public Utilities Commission in San Francisco,Our Supreme Court is a 8 pod example of the flexibility our governmentprovides when it freely reverses earlier rulings'in the light of newinsights, facts and developments.

If local residents are to ibe expected to live in intimate proxinity to a plant which places theirlives and welf are in permanent jeopardy, their voices must be heardin this regard and their wishes scrupulously respected in accordance '

with the democratic principles of our governmant which place the ex-pressed wishes of the citizen primary in importance and properly rele-gater to all elected and appoint ed officiels the role of servants of ,

the people, instruments of the will of the people.

In addition, only as recently as December 14, 1962, has informa-tion been divulged by the University of California in its report re-vealing full implications of the proximity of the FG&E atomic power ,

plant adjacent to the '320-acre site purchased by the University fora major marine biological laboratory there. The report deals with the -" unpredictable degree of ecologi' cal instability resulting from theactivities of PG&E," while in 1960 a University of California report Idesoribed the Bodega property as "a unique class-A site for a marinefacility." Clearly, there .is avoidable conflict here in policies jwhich will best serve public interest.

The Atomic Energy Commis s' ion an an arm 'of our government' deeplyinvolved in this transaction.through its capacity to arrange forwhich capacity invests it with far-reaching powers of control andfinancini grants and assistance in the development of atomic energy,influenc e, and through its responsibility to safegard the welfareof the. citizen from the dangers of radiation in the development ofetomic ener6y, is,therefore, hereby reque sted to hold public. hearin6sin Sonoma County in order that local citizens may have the oppor-tunity to communicate their concerns, misgivings, evidence of. conflictof policies serving the public. interest and o' pinions of preferredcourse of action.

Anything less will be a gross miscarriage of ' justice and a breach-

of democratic principles. . The chain of democracy in our country is| no stronSer then its weakest link.1
