INTRODUCTION
An analysis of the results in accordance with the gender, age and occupational category
of Europeans, as well as by group of countries (euro area/non-euro area), reveals a
number of trends. Overall:
- The European Parliament conjures up a more positive image among young
people than among older people, who are more likely to have a negative image
of the EP and to want its role to be reduced;
- Men are better informed than women about the European institutions and the
way in which the European Parliament works. Women are more likely to want the
EP to give priority to tackling poverty and social exclusion;
- The differences between occupational categories are more pronounced:
managers stand out by their better knowledge and are more likely to have a
positive image of the EP, while house persons and unemployed people are less
well-informed and more critical;
- In the euro area1, respondents are more knowledgeable about the way in which
the EP works, while feeling less well-informed than non-euro area respondents;
the latter are both less likely to have a negative image of the EP and more likely
to want it to play a less important role. The single currency is far more likely to
be seen as a marker of identity by euro area respondents than by non-euro area
respondents.
In detail:
Information on the European Parliament
- A majority of those aged 25 or over are likely to remember having seen, read or
heard something about the EP in the media, compared with a large minority of
15-24 year-olds (49% versus 50%). In all age categories, two-thirds or more of
respondents feel that they are ill-informed about the EP’s activities.
- Men (62%), managers (68%) and self-employed people (65%) are more likely than
women (54%), house persons (48% versus 51%) and unemployed people (50%) to
have seen, read or heard something recently about the EP. In the last three
categories, an above average proportion of respondents feel that they are ill-
informed about the EP’s activities (women, 72%; unemployed people, 74%; house
persons, 77%), but a majority of respondents share this view in all categories;
1 At the time of the survey, the euro area consisted of 18 countries, as Lithuania had not yet adopted the
single currency (Lithuania entered the euro area on 1 January 2015).
3
- There are few “media recall” differences between euro area countries (58%, +10)
and non-euro area countries (57%, +12), but the scores have increased significantly
in both groups of countries. Euro area respondents (70%) are slightly more likely
than non-euro area respondents (62%) to feel ill-informed about the EP’s activities.
The European Parliament’s image and role
- In all categories, a majority of respondents have a neutral image of the EP, and
want the EP to play a less important role. This neutral image is widespread
among women (46%), young people (48% of 15-24 year-olds), manual workers
(48%) and students (48%). Positive perceptions of the EP outweigh negative
perceptions among those aged under 55, more strikingly among young people (33%
“positive versus 13%) than among those aged 40-54 (31% versus 25%), while those
aged 55 or over are evenly divided (28% versus 28%). Almost three out of ten
Europeans aged 40 or over want the EP to play a less important role than at present
(29%);
- The EP is most likely to conjure up a positive image among managers (37% versus
22%), though they are also the most likely to want the EP to play a less important
role (30%). Conversely, unemployed people (29% “negative” versus 26%) and
retired people (28% versus 27%) are more likely to have a negative than a positive
image. Non-euro area respondents are slightly more likely to have a positive image
of the EP (33% versus 29% in the euro area), whereas euro-area respondents are
more likely to want the EP to play a more important role (49% versus 45% outside
the euro area).
Knowledge of the European Parliament
- In all categories, a majority of respondents are aware that MEPs sit in the EP
according to their political affinities. Men (53%) are more likely than women
(44%) to give the right answer to this question, as are euro area respondents (51%)
compared with non-euro area respondents (43%). Levels of knowledge vary only
slightly by age (from 47% to 49%), but differ slightly more by occupation (from
45% of house persons to 54% of managers). White-collar workers are the most
likely to give the wrong answer, “according to their nationality” (41%);
- A majority of respondents in all categories are also aware that European laws
have to be agreed jointly by the EP and the Member States, with particularly
high levels of awareness among men (62%), 40-54 year-olds (63%) and managers
(66%). The “DK” rate is particularly high among women (28%) and house persons
(36%);
- Respondents in all categories are very divided on how the decision-making
process works within the EP: the answer “according to the interests of the
Member States from which the MEPs come” is the predominant opinion among
women (38% versus 37%), young people (41% versus 38%), white-collar workers
(42% versus 41%) and non-euro area respondents (40% versus 38%); the answer
“according to the political affinities of the MEPs” is predominant in all the other
categories, except for students, and manual workers, who are evenly divided.
4
European identity and the sense of belonging to the EU
- The values of democracy and freedom and the euro represent the European
identity for large proportions of Europeans. Men and women, different age
categories and most occupational categories rank democracy and freedom ahead of
the euro, with scores ranging from 60% among managers to 45% among 25-39
year-olds and self-employed people. House persons stand out by placing the euro at
the top of their list (45% versus 38% for democracy and freedom), while
unemployed people are evenly divided (39%);
- The single currency is the main marker of identity in the euro area (50%
versus 49% for democracy and freedom). This item was mentioned less frequently
by non-euro area respondents (22% versus 43%);
- In all categories without exception, membership of the EU is seen as a good
thing, most notably among men (56%), young people (60%), managers (67%),
students (67%) and euro area respondents (55%). There are significant differences
between occupational categories, with the lowest scores for “a good thing” being
recorded among unemployed people (44%) and house persons (46%).
The voice of European citizens
- The impression that “my voice counts in (OUR COUNTRY)” is shared by a
majority of respondents in all categories: men and women, different age categories
and most occupational categories (in particular managers, 71%), euro area and non-
euro area respondents. This impression is the least widespread among house
persons (47% versus 49% who disagree) and unemployed people (48% versus
47%);
- On the other hand, in most categories, respondents consider that their voice does
not count in the EU: this view is particularly widespread among those aged 40 or
over (54%), women (54%), house persons (61%), unemployed people (58%), and
euro area respondents (55%). Managers are the only exception; a majority of them
say that their voice counts in the EU (52%).
Political priorities and values
- The EP should give priority to tackling poverty and social exclusion: that is the
opinion of more than half the respondents in most categories, in particular the most
socially vulnerable categories - women (59%), house persons (64%) and
unemployed people (61%) - and euro area respondents (56%). Men (50%),
managers (45%), self-employed people (48%) and non-euro respondents (52%) are
slightly less likely to mention this item;
- Solidarity, between Member States and between the EU and poor countries in
the world, is a value which the EP should defend. In most categories,
respondents prioritise solidarity between Member States, more frequently
mentioned by men (33%), 40-54 year-olds (32%), self-employed people and
managers (both 36%). Women (26% for solidarity between Member States, 22%
for solidarity with poor countries), young people (22%, 22%), house persons (25%,
22%) and students (25%, 23%) are the most divided.
5
Euro area respondents are more alert than non-euro area respondents to the values of
solidarity, both between EU Member States (32% versus 24% outside the euro area)
and between the EU and poor countries (23% versus 19%).
