• Global energy demand – and CO2 emissions - is predicted to increase by 60% over the next 30 years

• Until 2030 the EU energy dependency could rise from 50% to 70%, mostly from regions threatened by insecurity

• High and volatile prices for oil and gas will stay

• According to the Kyoto Protocol, EU has to reduce its GHG emissions from 1990 until 2008/2012 by 8 %

• In Europe alone, energy infrastructure investments of around 1 trillion Euros will be needed over the next 20 years

• Indicative share of electricity produced from RES in total electricity consumption 22.1% (EU-15) and 21% (EU-25), respectively, by 2010

• Quantified national targets for consumption of electricity from renewable sources of energy

• National support schemes plus, if necessary, a harmonised support system

• Simplification of national administrative procedures for authorisation

• Guaranteed access to transmission and distribution of electricity from renewable energy sources

• Addressing harmonised GHG emission permit rules, relevant activities and emissions, national allocation plans, monitoring and reporting rules etc.

• Starting with 11,500 installations, CO2 emissions only

• Additional accountability of JI/CDM credits within the ETS

• 3 trading periods with limited transferability of allowances: 2005-2007, 2008-2012 (coincides with Kyoto period), 2013-? (possibly based on a revised ETS Directive)

Establishing a scheme for a greenhouse gas emission allowance trading within the Community:

• Directive 2003/30/EC on biofuels : Member States shall ensure by end of 2005 a 2% and by end 2010 a 5.75%

• Directive 2003/96/EC on taxation of energy productsand electricity : Article 16 allows Member States to apply exemption or reduced rate of taxation on “biofuels and other products produced from biomass”

• Directive 98/70 as amended by Directive 2003/17/EC contains the environmental fuel quality specifications for petrol and diesel fuels in the Community with a novel focus on biofuel blending (ongoing revision)

Conclusions

The European Commission is supporting RES use with a variety of legislative initiatives, action plans, and its

programmes for project funding and financing

Renewable Energy Sources (RES) are expected to make a substantial contribution to a future

sustainable energy system in Europe

For the foreseeable future it appears that there are no significant problems of biomass availability

Exploitation of RES and Bioenergy’s full potential primarily depends on policy rather than on technology development.
