I. ECUADOR'S PARTICIPATION IN THE PROGRAMMES OF REGIONAL CO-OPERATION

Ecuador's participation in ALFA III - Latin America Academic Co-operation In the context of the first Call for Proposals, 4 eligible Higher Education Institutions (HEIs) from Ecuador participate in 4 of the 14 approved projects of ALFA III. The total amount of the European Commission contribution to those 4 projects is of EUR 9 million.

In the second Call for proposals, 19 eligible HEIs from Ecuador participate in 8 of the 19 approved projects of ALFA III. The total amount of the European Commission contribution to the 8 projects is of EUR 14.5 million.

In the third Call for Proposals, 8 eligible HEIs from Ecuador participate in 10 of the 19 approved projects of ALFA III. One of these institutions (Escuela Superior Politécnica Litoral) is currently coordinating one project. The total amount of the European Commission contribution to the 10 projects is of EUR 13.5 million.

Ecuador's participation in ERASMUS MUNDUS The first Erasmus Mundus - External Cooperation Window (EMECW) Call for Proposals dedicated to the Latin American region was launched in December 2008. From 2009 to 2012, 6 HEIs from Ecuador took part in the programme involving 49 mobility operations to 4 EU countries (6 Doctorates, 16 masters, 1 Post-Doctorate, 3 academic staff and 23 undergraduates).

In December 2011, a Call for Proposals for the Erasmus Mundus II Action 2 — Strand 1 — Partnerships with Latin America was published. This Call for Proposals led to 3 new projects involving 13 Ecuadorian HEIs and 63 mobility operations.

In December 2012 a new Call for Proposals for the Erasmus Mundus II Action 2 — Strand 1 — Partnerships with Latin America was published. The call will be open until April 2013.

Ecuador's participation in EUROsociAL II Ecuador takes part in the following thematic activities implemented by the Programme:

• Capacity building to the Ombudsman in attention to incarcerated persons

• Labour reintegration of condemned persons • Institutional co-ordination in prevention of juvenile violence • Consolidation of national policies which promote and articulate

regional development • Reinforcement of policies of retention in secondary obligatory schools • Equity in availability and rational use of medicines • Monitoring of equity in access to health services • Reinforcement of institutional and social co-operation in fight against

corruption • Support to the reform of the fiscal system • Improvement of the articulation between planning and budget and

introduction of the evaluation of public policies • Promotion of a voluntary accomplishment of fiscal obligations and

fiscal education • Reinforcement of institutions in charge of

social protection • Strategies for labour integration of

beneficiaries of Conditional Cash Transfer programs and development of solidarity economy

• National Professional Qualification Systems

Ecuador's participation in AL-INVEST The AL-INVEST IV project "Institutional Co-ordination for the Internationalisation of SMEs from the Andean Community" is implemented by a consortium of business organisations led by the Chamber of Commerce, Services and Tourism of Santa Cruz (CAINCO). In Ecuador, 6 organisations are implementing Phase IV of Al-INVEST:

• Chamber of Industry of Cuenca; • National Chamber of Manufacturers of Bodyworks; • CORMIPYME; • Ecuadorian Federation of Exporters; • Ministry of Industry and Competitiveness; • PROIMBABURA.

Ecuador's participation in ÜRB-AL In its second phase, the URB-AL programme creates and develops thirteen thematic networks co-ordinated by a single local authority. All local actors that wished to co­operate on a given theme could participate to the corresponding network, which served as focal point and forum for discussion. Joint

projects were then designed and implemented within the networks. To date, and within the framework of URB-AL I and II, 188 joint projects have been selected, 56 of which counted with the involvement of an Ecuadorian partner (30 % of the projects). Ecuador was also represented by 5 external members in URB-AL I and II joint projects.

There are 4 local authorities involved in the current third phase of URB-AL, which represents approximately 3% of the total number.

Ecuador's participation in EUROCLIMA The EUROCLIMA focal point in Ecuador is the Ministry of Environment — Sub secretariat of Climate Change.

Ecuador's participation in EUROSOLAR The EURO-SOLAR's beneficiary in Ecuador is the Ministry of External Relations, which delegated the implementation to the Ministry of Electricity and , Renewable Energy. A.

In Ecuador, 91 kits to produce renewable energy are being тиг installed in the rural communities with no connection to the electricity grid. The 91 kits consist of photovoltaic panels that provide electricity to support the development of basic services in the areas of education, health, information technologies, as well as to foster productive activities.

The total EU contribution to the programme's activities in Ecuador is EUR 3.800.000.

Ecuador's participation in RALCEA The RALCEA focal point in Ecuador is the National Water Secretariat (SENAGUA). The University of Cuenca (UCUENCA) has been selected to be member of the RALCEA network.

Ecuador's participation in FLEGT SOUTH AMERICA The Project in Ecuador has initiated dialogues with the public, private and civil society sector to raise awareness about FLEGT.

Ecuador's participation in @LIS Like all of the Latin American countries, Ecuador has one partner in the RedCLARA (ALICE II), which is CEDIA - Consorcio Ecuatoriano para el Desarollo de Internet Avanzado; and one in the Network of Regulators, which is CONATEL, the Consejo Nacional de Telecomunicaciones.
