4 5The arrival of a stationary cold front over northern France during the last days of October 2015 entails a period of negative temperatures causing the progres-sive freezing of upper soil layers. This cold episode is

immediately followed by the arrival of an oceanic disturbance triggering heavy rainfall notably over the whole of the Île de France region. The Seine River and its tributaries, Marne and Yonne, receive strong volumes of run-off water that the frozen soils cannot absorb. River flows increase continuously during the first two weeks of November. The Seine and Marne rivers rise at a daily rate of 50 cm and then one meter. The weather forecasters confirm a trend towards a worsening for the week of 16 to 22 November 2015. The phenomenon observed is a major flood exceeding the levels of the one back in 1910. The counties located upstream of Paris are already confronted with the initial consequences of the flood.

At Paris-Austerlitz the 8.13 m level is exceeded during the week-end of 21 and 22 November 2015.

Major operators and large companies have mobilized their staff and go on with the implementation of measures to safe-guard their installations.

The distribution of electricity is interrupted for nearly 1.5 mil-lion persons because a part of the network has been exposed to the consequences of the flood and preventive power ou-tages or dismantling of sensitive equipment have been ope-rated by the ERDF distribution company.

Regarding the public transportation network, 140 kilometres of subway lines are out of use out of 250 kilometres. A large num-ber of stations have been closed down.

Several trunk roads are inaccessible. Most of the bridges are submerged or closed to traffic because of the weakening of their structures due to the strength of the stream. The only way to pass from one bank to the other in Paris is the ring road.

In order to respond to this situation which has already strongly mobilized national resources, France calls for international as-sistance under cover of the European Civil Protection Mecha-nism.

6 7In order to organize in a concrete way the preparation of the main operators of the Île de France region to the risk of a major flood which presents, every year, a 1/100 occurrence probability, and because of the recent floods that took place

in the Balkans and in London, such events being serious war-nings, the Police Prefect has decided, following the initiative of the Paris Defence and Safety Zone, to organize a large-scale inter-department drill with the support of the zone, national and European resources over that specific theme. EU Sequana 2015 exercise will unfold over the whole of the Paris region and will encompass the two weeks comprised between 16 No-vember 2015 and 27 November 2015, concentrating the field exercises in Île de France over the week-end of 21 and 22 No-vember 2015. These demonstrations of capabilities will occur in an urban and periurban environment, owing to the coope-ration of public services and high level private companies that are already partners of the organization.

The management of such an event will require the commit-ment of the whole of experts in their respective fields over each work area. The realism of the operations will stimulate skill strengthening and experience sharing.

France proposes to the European Union a wide scale crisis management exercise over a dense and diversified urban environment. The objective of the General Secretariat of the Paris Defence and Safety Zone at the Police Prefecture is to prepare such an event within the frame of the coordination of European resources through the European Civil Protection Mechanism (ECPM).

8 9The Police Prefecture adopts a global view in the ma-nagement of a global crisis. “EU Sequana 2015” should illustrate that approach. The mobilization of a large nu-mber of partners will help grasping the scope of a crisis

that would indeed affect public services and most of the regio-nal and/or national social and economic operators.

MAJOR OBJECTIVES

• Test the consistency of the operational procedures and the bottom-up feedback towards public authorities;

• Test the complementarity of national capacities and Euro-pean reinforcements;

• Test the interoperability of human and technical resources through the deployment of various experts (Nautical, un-derwater, bridge laying, pollution fighting, cynotechnical teams, technological risks, logistics support, energy, lighting, cleaning, and high capacity pumping) and the complemen-tarity of European reinforcements.

Since the launching of EU Sequana 2015 exercise, more than 60 partners belonging as well to the public as to the private sector have expressed their will to take part in the exercise.

SPECIFIC OBJECTIVES OF THE PARTNERSIN THE MANAGEMENT OF THE CRISIS

• Form part of the global management of the event and un-derstand the coordination of the various actors;

• Test the response capability of the staff in charge of the security of properties and persons for each public and private partner;

• Test the operational procedures and the bottom-up feedback for the public authorities and improve it within a European frame;

• Take advantage of that exercise to test the activity conti-nuity plans (PCA) of companies;

• Develop a risk and crisis culture in the Île de France region.
