EU-Observatories
The EU-Observatory…
Helps to set a common framework to understand
concepts related to the EED
Supports Member States (MS) in tailoring energy policy
schemes considering their respective national context.
Represents an additional forum to existing ones (e.g. CA
EED) where MS can informally exchange knowledge
and opinions about issues regarding the transposition of
the Article 7.
2 EU-Observatories so far
17 June 2015, Brussels | 16 March 2016, The Hague
Around 50 participants
delegates from a wide variety of EU Member States
representatives from Norway and EU level stakeholders
such as EURELECTRIC, CAN Europe, eu.bac ESCO, ECF,
EFIEES, Eurogas and Stefan Scheuer Consulting, eceee,
the Coalition for Energy Savings
Role of ESCOs
In some Member States the EEO has delivered
innovation in business models and a flourishing
ESCO market
Putting obligation on distributors positively influenced the
growth of ESCO markets (e.g. IT) whereas putting the
obligation on energy suppliers did not have the same
effect (e.g. FR)
Policy mixes under Article 7
In theory, what combinations of
instruments will be most effective?
In practice, which combinations are
being used in Article 7 submissions?
How do these compare?

General feedback
Yes
No
I don't know
Have the EU-observatories helped to improve implementation of Article 7?
"Information exchange is crucial."
"Good MS sharing of ideas and actions to implement, manage and monitor."
"We already have an established method for Article 7, which is not influenced by the observatory."
"These workshops coming a bit late."
Feedback - Denmark
“The meetings were useful, but not directly useful for
the implementation of Article 7. We achieved new
information on the different countries with EEOs which
was useful for internal analysis.”
Feedback - France
„ENSPOL allowed us to learn about other existing schemes, look at similarities and differences and identify goodpractices“
„The meetings and observatories are a chance to meet withnational and European stakeholders to create a network of„article 7 experts“ and establish relationships withcounterparts in other MS that face the same difficulties andtry to answer the same questions.“
„Following these meetings, we are now in close cooperationwith the UK and Italy (for a start), with which we areorganising confcall/actual meeting to discuss in depthspecific rules and feedbacks (i.e.: fuel poverty alleviation in the UK).“
