According to the OP of the region, the regional economies are reliant on SMEs that represent a wide variety of blue and green sectors, with a prominent role for maritime sectors, tourism, forest economy and food production. Also, The potential of cooperative networks between the area’s knowledge-intensive services and researchintensive industries, the availability of businesses investing in and promoting clean, energy efficient technologies, and the untapped resource of tertiary education graduates are exemplary assets shared by the SBP regions that may be better deployed for the prosperity of blue and green economy sectors. At the same time, the South Baltic regions show considerable disparities in socioeconomic characteristics, exemplified by urban-rural and west-east divides in the economic attainment of the SME sector, innovation capacity, demographic, migration and labour market trends or mobility patterns that need to be addressed by cross-border joint actions. And these issues are at the core of the strategic intervention of the programme.

The region has the following relevant strengths, according to the OP, cleantech, vehicle cluster, renewable energy, ICT, creative industries, rural industries food research and production , marine and maritime sector, materials science, process and chemical industry. Bioenergy and renewables are also important.

Specific objectives of the programme -Increase the number of researchers active cross border/ internationally, cooperating with the industry and working in ÖKS (Öresund-Kattegat-Skagerrak) areas of strength -Increase the applied research and innovation oriented activity in the ÖKS (Öresund-Kattegat-Skagerrak) area -Increase the share of renewable energy use (in relation to total energy consumption) -Reduced energy consumption in the public sector -Improve the accessibility to and through the ÖKS (Öresund-Kattegat-Skagerrak) area -Reduce the transport time with environmentally friendly forms of transport for people and goods to the nearest TEN-T node -Increase the environmentally friendly transport in selected corridors, including the core TEN-T network as well as around urban areas -Promoting an increased employment in self-employed businesses, micro enterprises and start-ups -Increase the number of cross border commuters -Increased number of cooperations for the development of new technologies, new control instruments and methods to promote an increased production of renewable energy

From the OP, the priority areas of the region are sustainable energy and environmental technology, digital services, forestry, wood, marine environment, food service industries. Energy and environmental technology are strong growth areas in the programme, due to the large supply of hydroelectric, forest and wind power. There are also relevant clusters in the area, on bioenergy and wind power. Within the region there is also a position in the international market for future wood construction technology and climate friendly construction, as well as marine environment expertise. There is a strong food culture in the programme area and through cooperation industries can be strengthened and regional food production is benefited. Tourism also has good prospects for development and contributes to increased competitiveness and employment.
