2.1Welcome

Welcome to Richland County’s Development Service Center Web Portal, 

eTRAKiT.  Through eTrakiT users have the ability to view some public records 

from the Development Service Center without logging in.  Registered users who 

create an account will have the ability to pay fees, apply for building permits, 

apply for Land Development permits, schedule inspections, and view their 

associated permit record in detail.

The web site address for eTRAKiT is http://etrakit.rcgov.us/eTRAKiT3/.You may also 

access eTRAKiT through Richland County’s Development Service Center’s homepage at 

www.rcdevelopmentservices.com and click on the quick link “Click to Login” button.

To register to use this feature and obtain a password, please contact 

Development Services at 803‐576‐1335. 

 

  

 

4.2 HowtoCreateaSecurePassword

The first time you select your company name and enter your password, you will be asked to create a secure password that you will use each time you log into eTrakit.

4.3 PermitDashboard

4.3.1 MyOpenPermitApplicationsApplications that are not completed and submitted will show up in this section.  You can 

choose to complete or delete the application. 

 

 

4.3.2 MyActivePermitsThis section allows you to review the status of submitted project applications and 

project summaries.  To review this information, click the Permit Number in the far left 

column.  To pay a fee select the FEES DUE link.  This option is only available for permits 

that have been APPROVED.

4.3.3 MyActiveInspectionsThis section allows you to schedule, cancel, and review the status of inspections on 

previously issued permits. 

 

4.4 ProjectsDashboard

4.4.1 MyOpenProjectApplicationsProject applications that are not completed and submitted will show up in this section.

4.4.2 MyActiveProjectsThis section allows you to review the status of submitted project applications and 

the project summaries.  To review this information, click the Project Number in the 

far left column.  You can also upload additional documents in response to a request 

for addition information by selecting the paperclip link. 

 

 

5.0 PermitApplicationsPermit applications include all building department permits, Stormwater Pollution Prevention 

Plan (SWPPP), and floodplain verifications.

Select your user name under the Contractor/Applicant drop down and enter 

your password.  Then click LOGIN.

If your user name is not listed, please contact us at 803‐576‐1335 to register. 

 

Note that only licensed contractors can utilize the online permit system.  South Carolina state 

law requires homeowners to appear in person to pull a building permit. 

5.3 PermitDeclarationsPlease read the Permit Declaration, click the radial button next to I AGREE and then click CONTINUE.

5.4.1 PermitTypeInformationSelect the permit type; enter the project description and the job value (labor 

and materials) 

 

5.4.2 AdditionalInformationEach permit type may have different required Additional Information.  Below is 

an example of the required information for COMMERCIAL NEW 

CONSTRUCTION.

      The following is the Additional Information required for RESIDENTIAL ROOFING. 

 

 

5.4.3 LocationSelect the search criteria for the location: Address or Tax Map Number (TMS).  

Enter part or all of the Address or TMS and click SEARCH.  Then select the 

correct address for the permit.

5.4.4 AttachmentsLocate the appropriate forms by clicking Select.  Find the file you want to 

upload, select the file.  Then type in a file description.   

Click UPLOAD.   

Then click NEXT STEP.

5.4.6 ContactInformationEnter or confirm the Contractor, Owner and Applicant Contact Information, 

then click NEXT STEP. 

 

5.4.7 ReviewandSubmit

This area allows you to review the application, make changes or corrections, pay 

a permit review fee (if necessary) and submit the permit application. 

To make corrections to a section, select the EDIT button adjacent to the section 

header.  Complete changes and select NEXT STEP.

5.4.8 PlanReviewFeePayment

A plan review fee is required for the following permit types: 

    Residential New Construction 

Residential New Accessory Structure 

Residential Alterations 

Residential Addition and Add/Alt 

Residential Modular 

Commercial Modular 

Commercial New Construction 

Commercial Alteration 

Commercial Addition & Add/Alt 

If you are applying for one of these permits types, the system will require 

payment of the plan review fee prior to the application being submitted for 

review.  Select the payment type: CREDIT CARD, ECHECK, or TRUST ACCOUNT. 

Please note: There is a 3% convenience fee for credit card payments and a 

$2.50 convenience fee for eCheck payment.

Enter the required information for either the credit card,  

eCheck payment, or trust account. 

For information on the Trust Account, contact the Building Department at 803‐

Once the payment has processed, a payment summary screen will be 

generated.  This summary may be printed for your records by selecting the 

PRINT SUMMARY link.

5.4.9 ViewPermitSummaryOnce the plan review fee is paid, if applicable, and the application is submitted, 

a summary page will generate.  The tabs are selectable to review the permit 

application information.  The permit will now appear on your dashboard under 

My Active Permits.

5.5 PermitReviewProcessOnce the application is submitted, it will be reviewed administratively for completeness.  Once 

deemed administratively complete the application will be approved if no plan review is 

required.  All other will be forwarded for plan review.   

5.5.1 ReviewingCommentsIf additional information is necessary, either administratively or for the plan 

review, the status of the Permit will change to DISAPPROVED.  

 

To review the comments, click the permit number for the disapproved permit.

5.5.2 ProvidingAdditionalInformation

      In order to provide additional information, select the paperclip link. 

 

Select the file that contains the response information from your computer, 

provide a brief description (Response to 1/24/14 Comments), and click UPLOAD.

5.5.3 ApprovedApplication–FeePayment

You will be notified of the approval of your permit by email.  Log in to your 

eTRAKiT account to pay the required permit fee. 

Once the permit application has been reviewed and approved, any permit fee 

due will become a link and will need to be paid before the permit can be issued.   

The permit must be approved in order for the fee to be paid. 

Select the PERMIT No. for the permit to be paid.

Select the Fees tab and select Pay All. 

Confirm the permit you are about to pay and select the PROCEED TO CHECKOUT

Select the payment type. 

 

Enter the required information for the trust account, credit card, or eCheck payment. 

Select PROCESS PAYMENT. 

For information on the Trust Account, please contact the Building Department at 803‐

576‐2140.

Your dashboard will be updated to reflect no fee is due and County staff will be 

notified of the fee payment.  Staff will then update the status of the permit to 

Issued, construction can begin, and inspections can be scheduled on this permit.

5.6 PermitInspections

5.6.1 SchedulingaPermitInspection

Once the status of the permit has been changed to Issued, an inspection can be 

scheduled.  To schedule an inspection, select the SCHEDULE link 

 

 

Complete the required information, including the contact information and the requested 

inspection date.  Once you click SUBMIT your inspection is scheduled.

5.6.2 CancelingaPermitInspectionTo cancel an inspection, select the X under the Cancel column for the inspection 

you wish to cancel.

Communication Towers, Co‐location Comm Towers, Linear Utilities, Land Development, 

Major and Minor Subdivisions, Map Amendments, Multifamily Residential, PDD 

Amendment, Site Additions, Special Exception, Text Amendment, and Variance.

6.4.8 FeePaymentThe system will require payment, if required, prior to the application being 

submitted for review.  Select either Credit Card or eCheck as the payment type. 

Trust accounts are currently not accepted for project submittals.

6.5 ProjectReviewProcessWhen the application is uploaded, it will be screened for administrative completeness.  

Once deemed administratively complete, the project will enter the County’s review 

process.  If the submittal is not complete, the application will be disapproved and the 

applicant will be notified that additional information is required to meet the County’s 

submittal requirements.   

6.5.1 ReviewingCommentsIf additional information is necessary the status of the Project will change to 

Disapproved.

Then select the Reviews tab.  The comments can be viewed by selecting the 

More Info link.  The comments will also be summarized in a letter that will be 

emailed to the applicant.   

 

6.5.2 ProvidingAdditionalInformationIn order to provide a complete response to the comments, select the paperclip 

link.   

 

Select the file that contains the response information from your computer, 

provide a brief description (Response to 1/24/14 Comments), and click UPLOAD.  

Multiple files can be uploaded.  For a timely review, please ensure the entire 

response is uploaded at one time.

6.6 ApprovedProjectsOnce all necessary information has been submitted to the County, and all 

reviews have been completed, the project will be approved.  An email will be 

sent out to notify you of the updated status.  The stamped plans can be viewed 

by selecting the Project No. link and then selecting the appropriate attachment.

7.1.4.7 ViewPermitSummaryOnce the plan review fee is paid, if applicable, and the 

application is submitted, a summary page will generate.  The 

tabs are selectable to review the permit application 

information.  The permit will now appear on your dashboard 

under My Active Permits. 

  

7.1.4.8 PermitReviewProcessOnce the application is submitted, it will be reviewed 

administratively for completeness.  Once the application is 

deemed complete, reviewed, and approved, you can schedule 

an inspection for the site.

7.2 SchedulingaProjectInspection

Once the permit record is created and approved select the SCHEDULE link to schedule an 

inspection. 

 

 

Complete the required information, including the contact information and the requested
