Ethiopia’s Programme of Adaptation to Climate Change (EPACC) (Experience from Ethiopia)

• Main process followed in the preparation of EPACC

1. How did the initiative started:

o Climate induced pressure is the main factor for the preparation of EPACC Agriculture is the mainstay of the economy (>40% of the GDP).

Infrastructure is climate sensitive [Dams (irrigation and hydropower), roads, bridges, settlements, telecommunication, etc.).

Community level vulnerability is high.

Adaptation capacity is very low.

2. NAP document preparation:

• A team of experts drawn from National Regional States, piot distriects and key Sectoral Ministries prepared (11 Regional and City Administration Units & 8 Key sectoral Agencies).

• Based on the Regional and Sectoral agencies Adaptation plans, draft National Adaptation Plan prepared.

• National Consultation for the review of the draft NAP conducted in 2010.

– Participants: sectoral federal government agencies, Regional governments, research organizations, institutions of higher education, religious institutions, national non-governmental organizations and the private sector.

Experience from Ethiopia

• Process followed after consultation process:

–The same consultation at regional , Zonal, district and local kebele level

– In the process each on of them develop respective adaptation programmes.

–Both bottom-up and top-down iterative process to continuously improve national and sub-national Adaptation Plans.

3. Action learning/adaptation learning projects:

– Several action learning projects prepared and implemented (UNDP, UNEP, etc):

– Purpose of the adaptation learning projects

• Test technologies (both adaptation and mitigation) for scale up.

clean tec., ecosystem rehab, bio-fuel prod, income generation, etc.,

• Advice policy direction (E.g the Ethiopian Climate Resilient Green Economy Strategy, the Growth and Transformation Plans)

• Feed the lesson to NAP/RAP: to the improvement of the national adaptation plan

Experience from Ethiopia

• The process helped analyze current and future climate change scenarios.

• Current climate issues identified and future scenarios foreseen.

– 20 issues/problems related to climate change identified.

What is happening?

What is going to happen (e.g: We expect climate refugees from surrounding neighboring countres)

– Their countering orgnaizations/bodies identified

– Immediate actions to be taken to tackle the problems identified.

• Integrate climate change adaptation into national/sub-national or sectoral plans

National level integration/ Mainstreaming:

• Regional and Sectoral Adaptation plans prepared

• The Ethiopian Climate Resilient Green Economy (CRGE) Strategy :

• Agriculture sector Resilience strategy is prepared

• Energy and irrigation sector resilience strategy is underway.

• Lessons learnt for NAP initiation. • Commitment at policy and decision making level as a

critical factor for NAP initiation and implementation.

• Improvement of community awareness as important factor to towards Climate Change action;

• CC issues/problem identification from grass root level to policy level and vice-versa.

• Action learning as important intervention for technolgoy selection, scale up and for refined CC policy design.
