EThekwini focuses on Township renewal to drive transformation N OTABLE progress has been made in townships which fall under the jurisdiction of eThekwi- ni. This includes bringing services closer to the people while focusing on infra- structural development and job creation. On the City’s agenda is the need to address the spatial planning aspects within eThekwini by bridging the gap between the income groups and how they relate to economic uses, which traces back to race-based planning driven by the former apartheid regime. This pattern however is starting to be mitigated by improved connectivity which leads to better economic prospects. The establishment of a number of retail centres in townships has gone a long way in improving trip efficiencies for commuters and bringing retail, finance and service industries closer to the people. We take a closer look at some of the developments: KWAMASHU Two projects were recently completed, namely the KwaMashu Station Traders Market and the Phoenix, Inanda, Ntuzuma and KwaMashu (PINK) Furniture Incubator. The KwaMashu Station Traders Market facility provides an improved trading environment to boost the informal trading sector in the community. The PINK Furniture Incubator, situated at Crossroads, the intersection of Malandela Road and Curnick Ndlovu Highway formerly known as KwaMashu Highway, is an innovative idea to promote small businesses. Small businesses can rent one of 20 incubators to operate from a factory. The City invested R35 million in the project. A number of road upgrades have also taken place. A further connection is currently underway, extending the road under Curnick Ndlovu Highway to Phoenix Industrial Park. The City has committed R24 million towards this project. Another major development for the area was the construction of the Bridge City Mall. The R740 million, two-level shopping centre covers around 40 000 square metres. Health has also been prioritised in the area by the provincial Department of Health. The KwaMashu Community Health Centre Clinic was opened recently to service the needs of the Caption community. This work will be aided by the Dr Pixley ka Isaka Seme Memorial Hospital. Construction of the brand new R2.7 billion, 500 bed hospital is scheduled for completion in 2019. Further development is planned for KwaMashu including the Crossroads project at the intersection of Malandela Road and Curnick Ndlovu Highway which will see a new taxi rank and new informal and formal trading facilities built. Construction of GO!Durban, eThekwini Municipality’s R22 billion integrated rapid public transport network is well underway with the development of the C3 from Bridge City, in KwaMashu, to Pinetown Central Business District, moving ahead. Legacy projects include the R90 million upgrade of the Princess Magogo Stadium for the 2010 FIFA World Cup. CLERMONT AND KWADABEKA Numerous projects are taking place in Clermont and KwaDabeka. This includes the upgrade of Zazi Street, which is in the CBD of Clermont and KwaDabeka townships which includes the paving of sidewalks, changing of electricity connection from overhead to underground and new street lights. This was a catalytic investment by the City to attract private sector investment to the area. Another significant investment made by the City was the upgrade of the Clermont Taxi Rank which cost R8 million. The shopping centre in the area was closed down but the recent investment of public infrastructure has seen the centre reopen and provide a supermarket, furniture shop and butchery for residents. The Municipality has also designed trading kiosks in order to support local economic development. Different spheres of government have participated in developing infrastructure within Clermont. This includes the development of the training facility for the 2010 World Cup. The Sugar Ray Xulu Stadium was built as a World Cup legacy project and included complementary infrastructure such as the upgrade of the stadium access road and the Clermont swimming pool respectively. The Zazi Krause link road is being planned and will connect the Clermont Town Centre with the broader Sugar Ray Xulu Stadium Precinct. The Municipality’s interventions have brought impetus for reinvestment by the private sector. The Municipality is also in the process of purchasing the KwaDabeka Business Hive. Once this process has been finalised, the City will upgrade the facility which will benefit over 30 local entrepreneurs. MPUMALANGA NEW TOWN CENTRE Hammarsdale Mall was completed in 2013 at a cost of R200 million. Almost 500 local labourers and sub- contractors were employed with 300 locals employed in the mall. The MR 385/ Kunene Road Intersection Safety Improvement was also completed in 2013 at a cost of R1 million. Phase one of the Mpumalanga Tourism Heritage Centre was completed with funding support of R5 million from the Department of National Tourism. Phase two of the project contains a proposed arts centre. There are plans to build the Sizakala Centre and Welfare Office. The land acquisition has been completed for the joint development of the Thusong Centre, a new library, science centre and a youth centre at a cost of R96 million. Funding is still being sourced. The feasibility study and business plan of the Mpumalanga Business Hive, at a cost of R25 million, has been completed. Housing is another priority in the area. Six hundred Townships are a vital component to any City, which is why a concerted effort has been made by eThekwini Municipality to upscale development and accelerate service delivery in all underdeveloped areas. middle income bondable units in a mix of free- standing homes and low rise rental apartments are still to be packaged. EThekwini is in consultation with relevant stakeholders regarding the project. There are also plans to build a Town Centre Park, the Mpumalanga Waste Recycling Beneficiation Centre, Mpumalanga Life Science Centre and upgrades to the Mpumalanga Sport Stadium precinct. The Mpumalanga Skills Training Programme saw the 150 applicants being trained in construction related skills in 2012. Plans are underway for phase two of the training programme. UMLAZI Umlazi is the largest township in KwaZulu-Natal. Identified development nodes include: Greater V-Node: V Section, Ezimbuzini and Mega City, KwaMnyandu Node, W-Node (eMaweleni) and J-Node (J-Section Umlazi station). Development that has taken place in KwaMnyandu include the upgrade of King Zwelithini Stadium, construction of retail shopping centres such as Mega City and Philani Valley Mall, construction of pedestrian link bridge, Mangosuthu University of Technology Traders facilities, construction of a walk-way pavement and a cycling lane. The shopping centres have been a catalyst for further investment in the area, especially in KwaMnyandu, because the public will also benefit from an upgraded train station together with an intermodal transport hub that will allow shoppers easy access between rail and taxis. V-Node projects include the completion of the Ezimbuzini Traders Facilities. The CCTV Camera Installation in the node is underway while the Sibusiso Mdakane Road upgrade is due to start. To ensure that services and economic opportunities are brought closer to communities, the Municipality has partnered with the private sector to ensure the contruction of several facilities in townships, including retail centres.
