Myanmar is an agro-based country. Thegovernment is thus placing emphasis ondevelopment of the agriculture sector. Mostrecently, Myanmar was hit hard by the severecyclone which caused extensive damage tofarmland in some regions of Ayeyawady,Yangon and Bago Divisions. Now, thegovernment, the people and the Tatmadaw areengaged in the reconstruction of storm-hitregions with the contributions of well-wishers.

Departments, companies and associationsare making donations of power tillers, riceseeds and fertilizers to farmers in storm-hitregions so that they can timely start theagricultural work. For timely resumption ofthe agricultural work donated power-tillers arebeing delivered to the storm-hit regions speedily.

In the storm-hit Labutta Township, theMyanma Agriculture Service has madearrangements to provide farmers with rice seedsand fertilizers while the AgriculturalDevelopment Bank has made arrangements todisburse loans to them. The farmers, on theirpart, are to make land preparations as soon aspossible with the help of the AgriculturalMechanization Department, making better useof the power tillers.

The collective ploughing for the 2008monsoon paddy season was held inChaungphya Village, storm-devastatedDedaye Township, Ayeyawady Division on 27May. As the township is targeting to grow over100,000 acres of monsoon paddy efforts are tobe made for meeting the target with the use ofthe power tillers instead of cattle and farmequipment.

With the assistance of the governmentand well-wishers farmers are to make relentlessefforts for exceeding the cultivation target ofmain crops. Only then, will the living standardof people improve.

NAY PYI TAW, 30 May—SSA (Ywetsit)’sinsurgent group on 28 May evening set fire to a sawmill and a trawler-G, seized nine saw mill workers,hit and slashed to death eight of them and captured thechairman of Narhsai Village Peace and DevelopmentCouncil in Maukmai Township, Shan State (South).

At 5 pm on 28 May, the 25-member group ofSSA (Ywetsit) arrived at U Myint Oo’s saw mill inMaukmai Township and set fire to the mill and thetrawler-G. They seized nine workers including AungNaing, who were then hit and slashed to death in a

gorge, about a furlong from the saw mill. After theinsurgents, thinking the workers were all dead, hadleft, worker Than Zaw fled the scene and hitched aride on a bike to Maukmai Hospital. EU rejects US claims ofviolating WTO rules

BRUSSELS, 30 May—TheEuropean Commission onWednesday rejected USclaims that the EuropeanUnion (EU) broke WorldTrade Organization(WTO) rules on infor-mation technology pro-ducts. Earlier Wednesday,the US Government filed acase to the WTO, allegingthe EU violated WTO’sInformation TechnologyAgreement (ITA) bylevying tariffs on computerscreens and other infor-mation technology pro-ducts. “The US claim thatthe Customs classificationapplied by the EU tocertain technological

goods is not justified underthe ITA is unfounded,”the EU’s executive armsaid in a statement.

The dispute centres onwhich products are coveredunder the ITA, signed in1996 to eliminate tariffson a range of high-techgoods to boost trade.

For example, the EUargued that the ITA givesduty-free treatment tocomputer monitors, not tomonitors for consumerelectronics such as TV orDVD players. As newtechnologies emerge,problem arises when LCDcomputer monitors areequipped with a Digital

Visual Interface to allowuse with consumerelectronics.

“Where changes intechnology have given aproduct multiple functions—for example, a digitalphoto camera that alsorecords large amounts ofhigh-quality video — thenthese products in manycases are objectivelydifferent products fallingoutside of the originalproduct categories coveredby the ITA,” thecommission said.

Philippines seizes hugedrugs shipment

MANILA, 30 May—Philippine police have seizedmore than 700 kilos of high-grade metham-phetamines worth nearly 100 million US dollars inwhat is believed to be the country’s biggest everdrugs haul, officials said on Wednesday.

Errol Pan, regional police chief, said the drugs werediscovered on Tuesday after two boxes, eachcontaining about 10 kilos of methamphetamines,were found floating on a river near Subic, a portnorth of Manila. The boxes were traced to a companyrenting warehouses in the Subic area.

A van inside one of the warehouses yielded 66similar boxes filled with methamphetamines. Anotherwarehouse was found to contain 88 kilos of the drug.

KUALA LUMPUR , 30May — Malaysia, Sing-apore and Indonesia havestarted implementing theco-operative mechanism toprotect the Straits ofMalacca and Singapore,local newspapers reportedon Wednesday.

The implementation ofthe Cooperative Mecha-nism for the Straits ofMalacca and Singaporewas officially announcedhere at a forum on Tuesday,Nanyang Siang Pau said.

The implementation

would strengthen the rolesof the three littoral statesof the Straits insafeguarding one of themost important shippinglanes in the world, Malay-sian Transport MinisterOng Tee Keat said whenhe officiated the forum onthe mechanism.

The mechanism is saidto be an initiative underthe United NationsConvention on the Law ofthe Sea (UNCLOS) whichwas adopted 26 years agowith an aim to promote

voluntary cooperationbetween the littoral statesand users of the Straits inenhancing safety ofnavigation and environ-mental protection of theStraits.

Portugal calls for EU actionagainst high oil prices

LISBON, 30 May—Portugal urged the EuropeanUnion on Tuesday to take action against record-highoil prices, warning of the “worrying impact on economicgrowth.” The Economy Ministry said in a statementthat Economy Minister Manuel Pinho had written tothe European Commission’s Vice President, GuntherVerheugen, and Slovenian Prime Minister AndrejVizjack to find measures to curb high oil prices.

“In the short term, we need to identify possibleresponses,” Pinho said in the statement.

Slovenia currently holds the rotating EU presidency. The minister urged greater efforts to create a single

Calderon unveils Nat’lplan to boost eco growth

MEXICO CITY, 30 May—Mexican President FelipeCalderon announced a national plan on Tuesday toboost the country’s economic growth to 5 per cent by2012.

The National Program of Funding to Development2008-2012 is expected to stimulate investment andboost economic growth in Mexico by raising publicincome, strengthening public finances and improvingfinance systems, said Calderon.

The program, announced by the president during ameeting with his Cabinet ministers, entrepreneurs andunion leaders, will also seek to strengthen the role ofbanks in development projects.

Low economic growth in Mexico, about 3.2 per centin 2007, is largely due to insufficient growth in totalproductivity and assets, said Calderon.

The president said the programme is expected toincrease annual investment in Mexico from 21.7 percent in 2006 to more than 25 per cent by 2012.

cooperation treaty BRUSSELS, 30 May—Belgium, the Netherlands and

Luxembourg have reached an agreement on a newBenelux treaty to replace the existing one in 2010,Dutch paper Financiele Dagblad reported on Tuesday.

The new treaty, which will “modernize andstrengthen” the existing partnership, will be signed bythe government leaders of the three countries at aceremony in The Hague on June 17, Dutch ForeignMinister Maxime Verhagen said in Brussels onMonday, following talks with his Belgian andLuxembourg counterparts.

The treaty establishing the Benelux Economic Unionwas signed in 1958 and came into force in 1960. Aimedat promoting the free movement of workers, capital,services and goods in the region, the treaty expires in2010. News Release No. 91. An ASEAN-UN International Pledging Conference participated by the UN Agencies, International Organizations and donor countries was held on 25

May 2008 in Yangon to assist the victims in the areas affected by Cyclone Nargis which hit Myanmar on 2 and 3 May 2008 causing extensive loss of lives

and property. The Conference decided to establish the Tripartite Core Group (TCG) comprising three representatives each from the Government of the Union

of Myanmar, the ASEAN and the United Nations Organization. The TCG will assist the rehabilitation programmes for the victims of Cyclone Nargis and

coordinate among the Government of the Union of Myanmar, the ASEAN and the United Nations Organization.

Aftergiving guidance, the SeniorGeneral inspected the reliefcamp near Dedaye Bridgeand comforted the stormvictims.

In his guidance, the

Senior General said that thegovernment alone would notbe able to build a new nation;that in the process, theconcept that the new nationcould be built only when thegovernment, the people andthe Tatmadaw workedtogether was the nation’spolicy; that since theassumption of State duties,the Tatmadaw had beenbuilding the nation incollaboration with thegovernment and the peoplein accordance with thatpolicy; that up to that day,the nation had braved andsurmounted various formsof crises and difficulties

through the might of thethree forces; that measureswere being taken throughcollaboration of the threeforces to reconstruct thenation in the aftermath ofthe natural disaster; and thatmore steps would continueto be taken in line with theconcept to build the nationin future, so it was sure thatsuccess would be achievedin the long run like at present.The guidance is worthy ofserious consideration. It isthe Head of State that hasunderstood well the natureof the people. So, his visionand concepts well deserverecognition and admiration.

They are indeed invaluablework guidelines for us.

In the afternoon on 20May, the Senior General leftYangon by specialTatmadaw aircraft andarrived at Pathein inAyeyawady Division at12.35 pm. Accompanied byCommander Brig-GenKyaw Swe, the SeniorGeneral proceeded byhelicopter and arrived atLabutta at 3.50 pm. Heinspected Yadana Diparelief camp in Yadana Dipasports grounds andcomforted the victims.

He also encouraged thedoctors and health staff of

the medical team, doctorsand nurses of the clinic, andthe Thai medical team.Next, he proceeded toLabutta People’s Hospitaland consoled the victimsreceiving medical treatmentin the outpatient departmentand male ward.

At Bayintnaung hall,Minister Maj-Gen Tin Htut,who was closelysupervising the under-takings for rehabilitatingLabutta region, gave anaccount of work progress.The Senior General gaveguidance on attending tothe needs in the relief andrehabilitation works in

accordance with therequirements of the regionconcerned.

In the evening, theSenior General leftLabutta by car forMyaungmya. In fact, itwas not convenient for himto proceed by helicopter.So, out of desire to meetall the victims, he made alot of effort to get to theregion by car. Upon arrivalat Myaungmya, he wentto relief camp No. 4 atMyanmamya BasicEducation High School-4and cordially greeted andcomforted the victims.

The images of the Senior General,who continued the trip even in the untoward hoursand shared joys and sorrows with local people, willalways be on the mind of the local people. On the morning of 21 May, Senior GeneralThan Shwe left Pathein by Tatmadaw helicopter andarrived at Mawlamyinegyun in Ayeyawady Divisionat 9.30 pm. Minister Col Thein Nyunt reported onprogress of relief and rehabilitation tasks inMawlamyinegyun, and requirements. The SeniorGeneral gave guidance in response to the report, andinspected the condition of the town by car. At thetownship people’s hospital, he comforted the victimsreceiving treatment.

The Senior General arrived at Bogale in PyaponDistrict at 11.20 am. At the control office, MinisterBrig-Gen Thein Aung reported on progress of reliefand rehabilitation undertakings in the town. TheSenior General gave guidance on stepping up thetasks after laying down programmes in accordance

Next, he cordially greeted and comforted thevictims at the relief camp in No. 1 BEHS, and inspectedthe clinic. He observed the rehabilitation andreconstruction works, and measures for resumptionof fisheries and saltern enterprise by car. In theafternoon, the Senior General helicoptered to Pathein.Then, he left Pathein by special Tatmadaw flight andarrived at Nay Pyi Taw in the evening.

During the inspection tour, the Senior Generalgave guidance on compilation of lists of ravagedhouses, religious buildings, schools, hospitals anddepartmental offices and projects to be laid down forrehabilitation and development undertakingsaccording to the lists. He also instructed officialsconcerned to set up routes for transportation of rice,

edible oil and salt for the victims and gave guidanceon rendering necessary assistance for local people toresume their transport services, farming and fisheries,thus encouraging local people and winning theadmiration of the entire people.

In compliance with the guidance of Head ofState Senior General Than Shwe, three phases –relief, rehabilitation and disaster preparedness–aresystematically under way in priority. Up to date,the government has spent huge funds amounting toover 70 billion kyats. As the first phase, thegovernment gave priority to emergency suppliessuch as food, shelter and medical care for thevictims. The Senior General also gave guidance onconstruction of seasonal huts for resettlement ofthe victims in their home towns, provision ofsufficient number of plastic sheets, construction of strong buildings in the dry season, and adequatesupply of CI sheets for the existing houses. Hisloving-kindness and goodwill for the people ismuch better than that a parent has for his children.As a matter of fact, he is dedicating his life to aprosperous future of the nation’s population ofover 57 million people.

YANGON, 30 May — Under the arrangement ofMinistry of Health and Ministry of Foreign Affairs, amedical team from Thailand and a medical team ofMyanmar provided medical care to storm victims at arelief camp set up in Yadana Dipa Sports Ground inLabutta Township on 23 May.

Afterwards, Thai medical team led by Chairmanof Thailand Red Cross Society Dr Pichit Siriwan alsoprovided medical treatment to patients at the 5th-milerelief camp and met with members of Red CrossSocieties from Ayeyawady and Magway divisionswho are volunteering at the relief camp. The medicalteam from Thailand also inspected sanitation tasks andconstruction of fly-proof latrines at the 5th-mile reliefcamp near Kyaukmaw Village in Labutta Township.

The world has made progress in child survivalduring recent decades, reducing global under-fivedeaths to less than 10 million in 2006 for the first timeon record, said a UNICEF report released at the FourthTokyo International Conference on AfricanDevelopment (TICAD).

But as child deaths overall have fallen, Africa hasseen rising numbers since the 1970s, said the reportentitled “The State of Africa’s Children 2008,”UNICEF’s first document on African children.

WASHINGTON, 30 May—Scientists from BrownUniversity has created the smallest iron oxidenanoparticles to date for cancer detection by magneticresonance imaging (MRI), the university announcedon Tuesday.

The research team created peptide-coated iron oxidenanoparticles about 8.4 nanometres in overall diameter.Then they injected the particles into mice andsuccessfully tested their ability to locate a brain tumourcell called U87MG.

The magnetic nanoparticles operate like tiny guidedmissiles, seeking and attaching themselves to malignanttumor cells. Once they bind, the particles emit strongersignals that MRI scans can detect.

The results have been published online this week inthe Journal of the American Chemical Society.Nanoparticles are important in MRI detection becausethey enhance what scientists refer to as the “contrast”between the background, such as water molecules inthe body, and a solid mass, such as a tumour.

They plan to test the particle’s ability to bind withother tumour cells in further animal experiments.
