MRV Regulat ions Enter ing Next Phase

E nterprises Shipping and Trading S.A. has prepared a monitoring plan for each ves-sel in order to comply with the European

Union MRV Regulation which requires shipowners and operators to monitor, report and verify CO2 emissions from their vessels calling EU ports.

The monitoring plans have been submitted to “Technitas” and are subject to verification. A veri-fied monitoring plan must be in place before the requirements on monitoring and recording enter into force, that is 1st January 2018 .

The regulation concerns CO2 emissions released for voyages that either start or end in the port of an EU Member State, voyages between EU ports and peri-ods at berth in EU ports. This also includes ports in the EEA countries, namely Iceland and Norway. The monitoring plan is a description of how monitor-ing and reporting will be managed. More information will be provided in next issues.

Bal last Water Management - are you ready for 8 September 2017?

A ll EST’s vessels after 8 September 2017 must comply with the Ballast Water Management Convention as follows:

�� have an approved “BWM Plan” onboard �� maintain a “Ballast Water Record Book” �� have an “international Ballast Water Management Certificate” �� assign a competent officer to manage ballast water and to train

officers and crew so that they can carry out their respective du-

ties; and �� manage their ballast water on

every voyage, by performing bal-last water exchange.

PSCOs visiting the vessel may carry out a detailed inspection where there are clear grounds that the above requirements and relevant procedures are not implemented on board.

M V Warrior called at Psachna port in Greece at the beginning of September 2017, in order to dis-

charge part of her soya beans cargo.

This presented an excellent opportunity for senior office personnel to attend the ship and meet with the shipboard Management Team, but also for junior employees to join along and get a glimpse of the ship’s day to day life and operations.

A sincere “thank you!” to Capt. Jerzy Dzi-urla and his Officers and Crew on board, who allocated time and effort despite their hectic schedule.

Finding: During TIES inspection it was noticed that after modification, installa-tion of new quick closing valves on fuel inlet line for three Diesel Generators the remote activation wires were left unsecured, not identified/ highlighted, not protected against unauthorized release and operation instructions/ warn-ing not posted. Correction: Crew were instructed to fabricate and to fit protection boxes in order to protect and pre-vent unauthorized release of quick closing valves. Finding: During Routine In-spection of Engine Room one handle of E/R Deck Manhole was fixed in Upper Position!

Finding: Traces of lubricant oil have been found near El. Motor

of the Fire Pump.

Correction: After greas-ing, it is necessary to clean carefully any traces of lu-bricants to prevent SLIPS

and injuries.

Finding: An engine crew member was carrying the gar-bage bag to incinerator deck without holding the stairs

handrails. Danger to trip and FALL while the vessel is rolling.

Correction: The seaman should carry the garbage bag

with one hand, while the other hand should hold the stairs handrails.

Riyadh MOU CIC on Enclosed Space Entry mn

T he Riyadh Memoran-dum of Understanding (representing Bahrain,

Kuwait, Oman, Qatar, Saudi Arabia and UAE) has an-nounced a concentrated inspection campaign on crew familiarization for en-closed space entry that will run from September 1, 2017 to November 30, 2017.

Port State Control Officers will use this questionnaire to es-tablish that crew members are familiar with the relevant equipment and have re-ceived training to allow them to identify and understand the hazards associated with enclosed space entry.

C onsider this statistic: 80 out of every 100 accidents are the fault of the person involved in

the incident. Unsafe Acts cause four times as many accidents & injuries as unsafe conditions.

#1: Taking Shortcuts:

Every day we make decisions we hope will make the job faster and more effi-cient; But do “time savers” ever risk your own safety, or that of other crew members? Short cuts that reduce your safety on the job are not shortcuts, but an increased chance for injury.

#2: Being over Confident:

Confidence is a good thing. Overconfidence is too much of a good thing. "It'll never happen to me" is an attitude that can lead to improper procedures, tools, or methods in your work. Any of these can lead to an injury.

#3: Starting a Task with In-complete Instructions:

To do the job safely and right the first time you need complete infor-mation. Have you ever seen a worker sent to do a job, having been given only a part of the job's instruc-tions? Don't be shy about asking for explana-tions about work procedures and safety precau-tions. It isn't dumb to ask questions; it's dumb not to.

#4: Poor Housekeeping:

When people walk through your work site, house-keeping is an accurate indicator of everyone's atti-

tude

about quality, production and safety. Poor house-keeping creates hazards of all types. A well main-tained area sets a standard for others to follow. Good housekeeping involves both pride and safety.

#5: Ignoring Safety Proce-dures:

Purposely failing to observe safety procedures can endanger you and your co-workers. It is your re-sponsibility to follow the company safety policies-not to make your own rules. Being "casual" about safety can lead to a casualty!

#6: Mental Distractions from Work:

Having a bad day at home and worrying about it at work is a hazardous combination. Dropping your 'mental' guard can pull your focus away from safe work procedures. You can also be distracted when you're busy working and a friend comes by to talk while you are trying to work. Don't become a statis-tic because you took your eyes off the machine "just for a minute."

#7: Failure to Pre-Plan the Work:

There is a lot of talk today about Job Safety Analysis. RSA's are an effective way to figure out the smartest ways to work safely and effectively. Being hasty in starting a task or not thinking through the process can put you in harms way. Instead, Plan Your Work and then Work Your Plan!

T he California State Lands Commission (SLC) has approved new regulations on vessel biofouling that take effect on 1 October

2017.

The aim is to minimise the transfer of non-indigenous aquatic species from vessels calling at California ports.

The biofouling regulations address organisms that are attached to the vessel’s hull. Various invasive species hitch a ride on the vessel’s hull and have the potential to establish a reproductive popula-tion in the host environment and out-compete na-tive species.

The main provision that will come into effect on 1 October 2017 for vessels calling at Californian ports is the repeal of the existing reporting forms that

address biofouling and the adoption of the ‘Marine Invasive Species Program Annual Vessel Reporting Form’.

The following requirements will apply to new vessels delivered on or after 1 January 2018 or for existing vessels on the first scheduled docking after 1 January 2018:

�� Developing and maintaining a Biofouling Manage-ment Plan

�� Developing and maintaining a Biofouling Record Book

�� Mandatory biofouling management of the vessel’s wetted surfaces

�� Mandatory biofouling management for vessels that undergo an extended stay in the same loca-tion (45 or more days). sz

USCG: ECDIS Guidance

T he USCG issued a Marine Safety Information Bulletin providing updated guidance re-garding electronic chart display information

systems (ECDIS). Among other things, the USCG rec-ommends that ships are familiar with the guidance found in MSC.1/Circ.1503/Rev.1 - ECDIS Guidance for Good Practice.

Further to the above and in view of the recent Paris Memorandum of Understanding (MoU) and the To-kyo MoU concentrated inspection campaign that has already started on September 1, 2017 , the fol-lowing steps shall be followed when engaging on international voyages: �� Obtain and retain written confirmation which

includes the intended service date to meet IHO standards from the respective ECDIS manufac-turer and/or servicing company.

�� Obtain and retain up-to-date nautical paper charts.

�� If paper nautical charts are used, ensure navi-gation officers are fully competent in their use.

�� Ensure ample advance notice of the situation is given to the Country’s Port State Control being visited

U.S. Coast Guard Port State Control Officers (PSCO) may verify compliance with SOLAS Chapter V: Safety of navigation, including functionality and op-erational requirements to ensure the vessel is navi-gating safely. If there are any disparities with ECDIS equipment/software, the vessel’s master is encour-aged to present the PSCO with proper documenta-tion from the respective flag Administration, equip-ment manufacturer and/or technical servicing company.

Glaucoma: Types, Causes, and Symptoms

What Can I Do to Prevent Glaucoma?

G laucoma is a disease of the eye in which

fluid pressure within the eye rises - if left un-treated, the patient may lose vision and even be-come blind. Unless this pressure is brought down and controlled, the optic nerve and other parts of the eye may become damaged, leading to loss of vision. Glaucoma is often re-ferred to as the "sneak thief of sight" - because it rarely presents symptoms; it can take away as much as 40% of a person's vision without them no-ticing, and once this vision has gone, it cannot be restored. Currently, regular eye exams are the best form of prevention against significant glaucoma damage. Anyone with high risk factors should be tested every year or two after age 35. Those at higher risk include people of African de-scent, people with diabetes, and people with a family history of glaucoma. You are at increased risk if you have a parent or brother or sister with glaucoma.

The signs and symptoms of primary open-angle glaucoma and acute angle-closure glaucoma are quite different: Symptoms of primary open-angle glaucoma Peripheral vision is gradually lost. This nearly always

affects both eyes. Symptoms of closed angle glaucoma ��Eye pain, usually severe. ��Blurred vision. ��Eye pain is often accompanied by nausea and

sometimes vomiting.��Lights appear to have extra halo-like glows

around them. ��Red eyes. ��Sudden, unexpected vision problems, especially

when lighting is poor.

Treatments involve either improving the flow of fluid from the eye, reducing its production, or both: Eyedrops for glaucoma In the majority of cases, initial treatment for glau-coma includes eye drops. Surgery for glaucoma If drugs don't work, or if the patient cannot tolerate them, surgical intervention may be an option. The aim of surgery is usually to bring down the pressure inside the eye.

born in Brockton, Massachusetts (as Rocco Francis Marchegiano). He fought Jersey Joe Walcott for the heavyweight title on Septem-ber 23, 1952, and knocked him out. In 1956, he retired as the only undefeated heavyweight cham-pion. He died in a plane crash in 1969.

September 11, 2001 - The worst terrorist attack in U.S. history occurred as four large passenger jets were hijacked then crashed, killing nearly 3,000 per-sons. Two jets were diverted by the hi-jackers to New York City, where they were piloted into the twin towers of the World Trade Center. The impact and subsequent fire caused both 110-story towers to collapse, killing 2,752 persons including hundreds of rescue workers and people employed in the towers. North Korea’s sixth nuclear test

CNN-4 Sept. North Korea said it successfully con-ducted a test of a hydrogen bomb -- the country's sixth nuclear test. The explosion created a magnitude-6.3 tremor, mak-ing it the most powerful weapon Pyongyang has ever tested. Hours before the test, North Korean state media re-leased pictures of the country's leader, Kim Jong Un inspecting what it claimed was a nuclear warhead being placed inside a missile. US President Donald Trump said North Korea's actions were "hostile and dangerous." South Korea said it will seek to "completely isolate" North Korea, while China urged Pyongyang to "stop taking wrong actions." Russia said the test "deserves the strongest condem-nation."

Hurricane Harvey slams Texas on 25 August

CNN, The hurricane Harvey hit Texas around 11 p.m. ET on Friday, August 25, between Port Aransas and Port O'Connor. The Category 4 hurricane had a diameter of 280 miles with winds of 130 mph during its first landfall. The storm became a Category 1 by late Saturday morning, packing winds of 75 mph before Harvey stalled midday Saturday.

U.N. Security Council to Hold Emergency Ses-sion over North Korea

The United Nations Security Council met in an emer-gency session on Monday 4/9, to discuss the latest nuclear tests carried out by North Korea. US Ambassador to the United Nations Nikki Haley said that North Korean leader Kim Jong Un was "begging for war". She urged the UN Security Council to adopt the strongest sanctions measures possible to stop Py-ongyang's nuclear program. At the conclusion of the meeting, it was said that the US would circulate a resolution in response to the nuclear test, with plans for a vote on it next week.

ISIS praises Barcelona terrorists, threatens more attacks in Spain (CNN) ISIS has praised van attack on 18 Aug. in Barcelona, which left 13 people dead, and called for more attacks in Spain. In a propaganda video released by the SITE Intelli-gence Group Wednesday, an ISIS member de-scribes the Barcelona perpetrators as "our broth-ers," while another threatens "Spanish Christians" and promises to return the country to the "land of the Caliphate." Soon after the Barcelona attack, ISIS' media wing, Amaq, issued a statement calling the attackers "soldiers of the Islamic State," although ISIS did not explicitly claim responsibility.

Kensington Palace made the pregnancy announce-ment as they said that the former Kate Middleton was not feeling well enough to attend an en-gagement later in the day. As with her other two pregnancies, the duchess is suffering from acute morning sickness. "The queen and members of both families are delighted with the news," the palace said in a statement.

Scientist: Warming Brings More Rain to Storms like Harvey Harvey Hurricane set a rainfall record in the conti-nental United States this week. It dumped 1.32 me-ters of water over southeastern Texas.

The former rainfall record was set in 1978 as Tropical Storm Amelia dropped 1.21 meters of rainfall in the same area, according to the National Weather Ser-vice. Climate scientists are still debating what role, if any, global warming may have played in causing Harvey to stall, or stop and sit over Texas. The storm not moving on was the big reason for the disastrous flooding. All that rain would not have landed in any one area if the storm had moved on like other normal ones Harvey stalled because it was between two high-pressure weather fronts. They pushed it in opposite directions, and trapped it in place.

Danish Proposal Calls For Tax On Meat To Fight Climate Change The Danish Council of Ethics is recommending that the country impose a tax on meat to fight global warming. The group says that its research finds cattle account for about 10% of global greenhouse gas emissions. Food production taken as a whole-is re-sponsible for nearly 30% of all emissions, the council

After members of the Council approved the results of the study by a majority vote, the Council put out a press release in which it said Denmark was under direct threat from climate change and it was not enough to rely on the “ethical consumer” to ensure the country meets its UN commitments. “The Danish way of life is far from climate-sustainable, and if we are to live up to the Paris Agreement target of keeping the global tempera-ture rise ‘well below 2°C’, it is necessary both to act quickly and involve food.” The proposed tax would apply initially to only to beef but the idea of a tax to could be extended to other meats and indeed all foods in coming years. Samsung's Galaxy Note 8 phone aims to re-build consumer trust Galaxy Note 8 will hit stores on September 15.
