SPEAKERS

Capt. Alexander Soukhanov Alex is a Master Mariner and commissioned state maritime pilot, and is USMRC's Principal for maritime

risk research and development programs. He is also the founder and Director of USMRC’s Maritime

Cyber Assurance ResearchSM program, an industry-centric “for maritime-by maritime” research effort

focused on understanding the vulnerabilities to computer-based critical marine systems and industrial

control systems (ICS) onboard ships and in marine terminals. He also co-leads a technical team of senior

mariners and cyber operations professionals, known as the Maritime Cyber Assurance Team (MCAT), in

shipboard and marine terminal cyber assessments, security requirement development and risk mitigation,

and training. Alex is a Captain in the U.S. Navy Reserve. He holds a Bachelor of Science degree in

Marine Transportation from the Massachusetts Maritime Academy, and is a graduate student at the U.S.

Naval War College. Alex also serves as the Co-Chair of the State Department Overseas Security

Advisory Council (OSAC) Maritime Security Working Group.

Bella Dinh-Zarr National Transportation Safety Board Member Bella Dinh-Zarr trained as a public health scientist,

specializing in injury prevention, and has dedicated her career to working to ensure that transportation

safety is a policy priority, domestically and internationally. She previously served as the U.S. Director and

Road Safety Director of the FIA Foundation, an international philanthropy with the mission of promoting

safe and sustainable surface transportation. In that role, she was active in promoting the United Nations

Decade of Action for Road Safety and in advocating for transportation safety and injury prevention targets

in the UN Sustainable Development Goals. Dr. Dinh-Zarr is proud to have helped initiate collaborative

projects to improve road safety, especially for vulnerable populations such as children and pedestrians, in

developing countries in the regions of Southeast Asia, sub-Saharan Africa, and Latin America.

Previously, Dr. Dinh-Zarr has held positions at the U.S. Centers for Disease Control and Prevention (U.S.

Guide to Community Preventive Services), the National Highway Traffic Safety Administration, the

American Automobile Association, and the Texas Transportation Institute. She was a Presidential

Appointee to the White House Conference on Aging in 2005 and has championed dignified and safe

mobility for older populations through community-based services and technological solutions.

Born in Vietnam, Dr. Dinh-Zarr is the first Asian American Board Member and Vice Chairman of the

NTSB. She is a graduate of Rice University in Houston, Texas, during which time she studied at La

Universidad Católica de Valparaíso in Chile. She has Master of Public Health (MPH) and PhD degrees

from the University of Texas School of Public Health. During graduate school, she completed a

fellowship program on alcohol-related injuries with the Cochrane Collaboration and University College

London and conducted one of the first systematic reviews on injury prevention in the United States and

the first systematic review on seat belt laws and enforcement. Dr. Dinh-Zarr has served as the Chair of

the Injury Control and Emergency Health Services for the American Public Health Association, the UN

NGO Committee on Sustainable Development, and the Transportation Research Board’s Global Road

Safety Subcommittee.

Capt. Michael J. Kucharski, Esq. Mike Kucharski is a senior marine accident investigator. He came to the National Transportation Safety

Board in late 2014. Since joining, he has investigated deep sea, brown water, commercial fishing, and

dive vessel accidents. Immediately prior to joining the NTSB Mike was the Managing Director of Orion Maritime

Consultants, LLC. Captain Mike also served as Port Captain / Marine Manager for t h e Celebrity,

A z a m a r a , a n d T U I c r u i s e v e s s e l f l e e t s , where he focused his operational and legal

expertise to ensure company vessels were properly staffed, equipped, and compliant with regulatory and

company standards.

In addition to his 23 years’ seagoing experience aboard freighters and tankers (11 as master) in all deck

officer positions on some of the world’s more challenging waters, Mike enjoyed a collateral 30-year

career in the U.S. Naval Reserves. As a Reservist, he utilized the skills obtained through his merchant

service to act as an advisor or instructor at numerous deep draft and shoreside commands. He has also

served as counsel, consultant, and expert witness to vessel and shipyard owners, underwriters, clubs,

syndicates, construction companies, and transportation entities.

Mike Kucharski holds his Juris Doctor from Regent University School of Law and his Bachelor of

Science, Marine Transportation, from S.U.N.Y Maritime College. He is currently licensed to sail as

master of vessels of unlimited tonnage, upon oceans; and to practice law in the Commonwealth of

Virginia.

Ryan O’Connor Ryan O’Connor has been in the Marine Insurance Business for the last 22 years where he had held various

underwriting, managerial and leadership positions. He is currently the Ocean Cargo Product Leader for the

Americas at Allianz. He has a Bachelors degree from Pace University and a Marine Insurance Professional

Certificate from the College of Insurance.

Joseph Sheridan

Joseph Sheridan is an accomplished marine insurance broker and consultant with more than 16 years of

experience with multi-national clients. Mr. Sheridan is Senior Vice President, Marine Insurance Specialist

at Lockton Companies. He earned a BS in ‘Marine Transportation’ and went on to earn an MS in

‘Transportation Management’ from State University of New York Maritime College. He also holds a

U.S. Coast Guard Third Officer's License. He began his career with Willis in 1998, and spent several

years at Hugh Wood before joining Lockton in 2011.

Brian C. Stroop Brian Stroop, Senior Vice President at Guy Carpenter, earned a Bachelor of Science in Business

Administration, Financing and Marketing from University of Richmond where. Prior to joining Guy

Carpenter in 2005, Mr. Stroop worked as a Consultant at BearingPoint, a firm dedicated to applying

industry and functional expertise to address the needs of clients. An advocate for education and

opportunity, Mr. Stroop is a volunteer at StreetWise Partners, an organization dedicated to building

mentoring relationships between low-income individuals and volunteer business professionals.

Richard Roenbeck Rich began his marine insurance career in 1989 on the underwriting side of the business, after spending

seven years at sea as a USCG licensed Deck Officer and three years as an instructor at his Alma Mater, the

US Merchant Marine Academy. Rich earned his Master’s Degree in Transportation Management at

SUNY Maritime College and a Professional Certificate in Marine Insurance from St. John’s University.

He has worked at Nausch, Hogan & Murray, Inc. for 18 years and has managed a broad portfolio of

marine and energy clients. Cargo insurance is Rich’s area of expertise and his passion. He has taught

marine insurance and the business of shipping classes at several colleges / universities and at seminars

offered by the American Institute of Marine Underwriters for the last twenty-seven years. He is a past

AIMU Distinguished Service Award recipient and panel presenter at IUMI. Rich is happily married to

Beth and father to two sons. He serves as a Deacon in the Catholic Church (which takes up a lot of the

weekends)!

Claudio Crivici Claudio Crivici is a NAMS certified Marine Surveyor and is the president of Castlerock Risk

Services. A consulting risk management company that provides loss control, marine surveying,

casualty investigations, P&I investigations and third party claims management services to

underwriters, vessel owners and transportation companies. Claudio has been surveying since

graduating from NY Maritime at Fort Schuyler in 1985 gaining experience with the well-

respected surveying firms of Lee McAndrews, Hull and Cargo Surveyors and Gay and

Taylor/THK. After obtaining an MBA in Finance/Management from Adelphi University in 1990

he joined Mariner Management Group and was responsible for claims management, loss control

and technical underwriting. In 2000 Claudio founded Castlerock Risk Services.

Steven Weiss In his role as Senior Vice President at Aspen Insurance, Steven is responsible for Project Cargo

Underwriting and Marine Risk Engineering for the Aspen Marine Globally as well as General Cargo

Underwriting for the Americas. He provides global leadership, training and client development services

in support of the Global Marine operation. A graduate of Virginia Military Institute, Steven’s background

includes 26 years as a Marine Surveyor, Loss Adjuster and Underwriter and 5 years prior service with the

US Navy as a deck officer.

He specializes in Project cargo (infrastructure projects) with Delay in Start-up. He also developed and

implemented the “Quality Operator” initiative for Marine Liability exposures and wrote the standard

inspection protocol for Shipyard Risks. The teams he leads offers cutting edge solutions for unique risks

in the dynamic world of Marine Insurance.

Acknowledged as an expert, Steven has consulted as an expert witness on many aspects of Marine

transportation and liability claims and coordinated difficult logistical projects ensuring successful

outcomes in complicated and difficult situations. Prior to joining Aspen, Steven was a SVP at Liberty

International Underwriters and owned a Marine and Energy Surveying and Adjusting company in

Houston, Texas.

Steven currently serves and the Chairman of the Board of Directors for the Houston Marine Insurance

Seminar, Immediate Past President of the National Association of Marine Surveyors and the Chair of the

AIMU Loss Control Committee.

Mark Cote

Mark is a graduate of The Citadel, the Military College of South Carolina. He has over eighteen years of

experience working as a marine surveyor, marine risk engineer, and marine loss investigator. In 2005

Mark was Qualified by the US Federal Court of Appeals as an Expert Witness in Marine Surveying,

Marine Engineering, Ports & Terminals, Marine Construction, Subsea Inspections, Large Loss Accident

Investigations. In addition to his experience dealing with complex cargo risk solutions, Mark has

specialized in-country field experience in Latin America, Pac-Asia, Middle East, and Eastern Europe

conducting Hijack Prevention and Security Threat Analysis. Mark is currently the Director of Global

Marine Risks for NJ & Associates – a risk engineering firm specializing in global risk solutions.

Chris Law Chris Law is AVP Loss Control for Starr Marine NY having joined the Starr team in June, 2016. In his

current role Chris provides loss control services for various hull, liability, project cargo and cargo

accounts underwritten by Starr.

Following graduation from Southampton Solent University, UK in 2006 with a degree in naval

architecture Chris joined Babcock International shipyard in Plymouth, UK. In his time with Babcock,

Chris was involved in the repair, re-fit and refuel of Trafalgar-Class nuclear powered Royal Navy

submarines before joining Babcock’s commercial superyacht group as a project naval architect on the new

build of the 330-foot Superyacht, Vava II.

In 2010 and following a suggestion from his US wife during another rainy UK summer, the Law family

moved to the US where Chris joined the ranks of Martin & Ottaway in 2010 as a consultant naval

architect and marine surveyor. In the following 6 years Chris attended numerous vessel, dock and marine

terminal damage, P&I and cargo claim surveys, project cargo marine warranty assignments, and provided

naval architecture support to various worldwide marine salvage operations.

Notable projects to date with Starr include the loss control support of the delivery tow of a new build,

950-foot, 55,000 ton lift, floating dry dock across the Pacific Ocean between October and December 2016.

Kord Spielmann Kord has been involved in international transportation for over 44 years including all Inland and Ocean

Marine Risks. Currently, Kord is a director at The Hartford Financial Services Group, Inc. He has been

involved in the assessment of exposures for many different types of industries, products, including

property and liability issues. He, a graduate of the United States Merchant Marine Academy, has obtained

his Master Degree in Business and an Associate Degree in Risk Management. During his career, Kord has

been a Risk Manager and, also has adjudicated many different types of Marine claims. He is a member of

the American Institute of Marine Underwriters, Inland Marine Underwriters Association, National Cargo

Bureau and the National Association of Marine Surveyors. He presently sits on different technical

committees, has authored many articles and technical papers, and been a presenter and teacher at different

venues.

Stephen Rible Stephen Rible is a partner at Mendes & Mount, LLP in New York City.

Senior insurance coverage attorney concerning various lines of marine and energy insurance. Experienced

federal and state trial lawyer. Frequent lecturer on insurance coverage, litigation procedures and risk

management.

Co-author of a recently published book entitled “International Cargo Insurance.” Instructor at the American

Institute of Marine Underwriters and St. John’s University School of Risk Management, Insurance and

Actuarial Science. He is a recipient of AIMU’s Distinguished Service Award.

Past Member of the Board of Directors, and Past Chairman of the Committee on Marine Insurance and

General Average, of the Maritime Law Association of the United States. Past Chairman of the Association

of Average Adjusters of the United States and Canada. He holds a United States Coast Guard Master’s

License.

Liz Nittolo Liz Nittolo is Assistant Vice President and National Product Line Director of Hull and Marine Liability at

International Marine Underwriters (IMU), a member of OneBeacon Insurance Group, a specialty

insurance company. IMU delivers a full range of ocean, recreational and inland marine insurance

solutions.

Liz’s accountabilities include maintaining the underwriting and financial standards of her division as well

as providing technical and marketing support to the national IMU underwriting staff spanning more than 8

regional offices.

Liz joined IMU in 2009 and has 30 years of experience in the marine insurance industry. Her career

includes underwriting and management roles with leading carriers, specifically Liberty Mutual, Ace USA,

American International Group and Mutual Marine Office.

Liz attended Brooklyn College and the College of Insurance at St. John’s University in New York, where

she has returned to several times to teach a variety of maritime subjects. She is an active member of the

American Institute of Marine Underwriters Liability Committee and Chairperson of The Water Quality

Insurance Syndicate Reinsurance Committee. Additionally, Liz was the most recent recipient of the

American Institute of Marine Underwriters Distinguished Service Award.

F. William Neubrand F. William Neubrand is an Insurance Manager at Vane Brothers. With more than 35 years of experience in

marine insurance and maritime casualty response management, Mr. Neubrand has provided the marine

insurance claims industry with thousands of responses to maritime casualties in the United States, the

Caribbean and South America. For the past twelve years, he has worked for The Vane Brothers

Companies and is directly responsible for casualty response and insurance matters for this maritime

transportation firm. Vane Brothers, headquartered in Baltimore, Maryland, operates over 180 vessels,

owns nine pier facilities, and employs approximately 900 Fleet and 200 land-based personnel. Vane’s

primary business is the safe transport of petroleum products by barge along the U.S. East and Gulf Coasts

as well as the Caribbean. Mr. Neubrand is an alumnus of the State University of New York Maritime

College. Prior to working for The Vane Brothers, he held various positions as an Independent Marine

Surveyor and Marine Consultant, has presented papers and spoken at various national conferences, and

has testified in Federal Court numerous times as an Expert Witness on a variety of maritime matters.

Michael Csorba Michael became President of the Ocean Marine Division at Great American in March 2016. Prior to that

he worked for IMU/OneBeacon for over 14 years. Michael started his career with AIMA before spending

7 years as a retail broker, primarily for Willis of NY.

Michael is currently the AIMU Director of Finance and is active on many committees including Hull (past

Chairman), Liability, Pleasurecraft and Education. Michael was awarded the Distinguished Service

Award in 2011 and has earned the CPCU and AMIM designation.

Michael graduated from Syracuse University with a B.S. in Finance / Economics. He currently lives in

Westfield, NJ with his wife Nancy and three children.

Robert C. Gallagher Bob Gallagher is President of International Marine Underwriters (IMU) since 2001, having joined the

company in 1994 and serving in a series of executive leadership positions of increasing responsibility. He

began his career in 1981 as an underwriter and progressed to a chief underwriter’s position prior to joining

IMU.

Besides his professional role, Gallagher brings his well-established expertise and leadership background

to several industry associations. He is a former Chairman of the American Institute of Marine

Underwriters (AIMU) and the Water Quality Insurance Syndicate (WQIS). He currently is a member of

the National Cargo Bureau’s Executive Committee. Additionally, Gallagher just concluded his term as a

member of the International Union of Marine Insurance’s Executive Committee, having served as

Chairman of its Inland Hull, Fishing Vessels and Yachting Committee from 2001-2006. He was also an

adjunct professor for 12 years at St. John’s University.

Gallagher holds a degree in Business Administration from Kent State University and has attained the

Chartered Property-Casualty Underwriter (CPCU) and Associate Marine Insurance Management (AMIM)

designations.

William Queen Bill Queen is the President of Travelers Ocean Marine. Prior to his current role, Bill was Chief Operating

Officer of First Party. In this role, Bill worked on developing strategic direction and ensure the execution

directly involved with all facets of business. Prior to joining First Party, Bill was the Vice President of

Field Sales and Marketing for Travelers Personal Insurance Division headquartered in Hartford,

Connecticut. He provided leadership to a countrywide sales organization comprised of 15 regions. Bill

was also responsible for Travelers Personal Insurance Marketing and Sales Operations. Prior to this Bill

was the New England Regional Vice President for Personal Insurance. Bill spent the remainder of his

career working in various capacities in Travelers Business Insurance Divisions. He has held various Field

Leadership roles in our Commercial and National Accounts Divisions. In addition to his time in Hartford,

Bill spent 5 years working for Travelers in the state of Michigan as well as another 6 years working in

Chicago. Prior to assuming leadership positions in the Field, Bill was a production underwriter with

various assignments ranging from small commercial to national accounts.

He started his career at Travelers upon graduation from Wesleyan University in Middletown, Connecticut.

Bill earned a dual degree in Mathematics and Economics while playing four years of basketball. Bill

continues his interest in sports by coaching youth baseball and basketball. He and his wife, Patricia have

two sons and reside in Southington, Connecticut.

Robert V. Comegys Bob Comegys is a 1977 graduate of the United States Merchant Marine Academy with a degree in Marine

Transportation and a minor in Naval Architecture. He sailed as a licensed second and third mate for

several American flag steamship companies between 1977 and 1981 as a member of the International

Organization of Masters, Mates and Pilots. He began his ocean marine insurance career 1981. He is

currently a Vice President for Starr Indemnity and Liability Company as the corporate Ocean Cargo

Underwriting Line Manager. He is responsible for the underwriting and oversight of all international and

domestic cargo accounts insured with Starr Indemnity and Liability. For the past 10 years, he has served as
