PART II TERMS OF REFERENCE
Terms of Reference (TOR) to convert line one raw mill ESP (Electrostatic precipitator) to
Bag filter.
Introduction
Messebo Cement Factory PLC (MCF PLC) Mekelle, Ethiopia having two kilns line-I 2000
Tons/day clinker production capacity, supplied by FLSmidth Denmark & Erected by ENKA
Turkey & line-II 3000 Tons/day clinker production capacity, supplied and erected by Hefei
Cement Research & Design Institute (HCRDI) China, wants to change the line one raw mill
ESP by Bag filter.
Now, MCF PLC would like to invite eligible bidders who have good experience in changing
ESP to bag filter on turnkey basis i.e. design, construction, supply, erection & commission.
Objective of the work
- Currently as the efficiency of the line I raw mill ESP is decreasing from time to time due to
deteriorating electrical parts, fuel shifting, malfunctioning of the gas conditioning system
caused by frequent failure of nozzles & water pumps, which subjected the system to release
high quantity of dust to the atmosphere which has an impact to the surroundings, since it is
polluting the environment and also uneconomical, therefore, the purpose of the work is to
eliminate the dust coming out from the ESP by changing the ESP by bag filter.
General
- The type of existing ESP is “F300/H45/2*40-90/30” supplied by FLSmidth “MILJO”
Denmark, the purpose of the installed ESP is to trap dust which comes from pre-heater and
raw mill.
- The Designed capacity of the kiln line-I is 2000 t/day with 100% heavy fuel oil, but, since
2009 the fuel system is switched to coal & the system is operating 100% by coal imported
from South Africa. The average sulfur content in the coal is 0.43% by weight. But, currently
the clinker production capacity has been increased to 2300t/day on average.
