Title III MonitoringTitle III Monitoring

Monitoring Indicators for Title III, Part AStandards, Assessment and Accountability

1.1: The SEA (State Education Agency) ensures the English Language Proficiency (ELP) standards are implemented. [§3113]◦ LEA (Local Education Agency) staff describes how the WIDA ELP

standards have been implemented at the LEA level, including professional development provided to teachers and other staff, and curriculum development activities.

1.2: The SEA ensures that all LEP students participate in the English Language Proficiency (ELP) assessment. [§3113 and §3116]◦ LEA staff describes communications from the SEA regarding ELP and

SOL assessment(s). Staff answers how the LEA ensures that all LEP students are assessed in grades K-12.

◦ Staff provides an overview of the process for identifying and placing LEP students. (Use of W-APT)

◦ Staff describes how the monitoring tool is used to track formerly LEP students.

◦ How does the LEA ensure formerly LEP students are being successful and what resources are provided if the students are having difficulties?

1.3: The SEA ensures that divisions meet the Annual Measurable Achievement Objectives (AMAOs). [§3122(a)(1)(2)(3) and §1111(b)(2)(B)]◦ Staff demonstrates knowledge of division’s AMAO status, and any

applicable sanctions for not meeting AMAOs for two or four consecutive years.

◦ Staff discusses how all LEP students are included in AMAO calculations.

◦ If LEA fails to meet AMAOs, staff discusses notification received from the SEA.

◦ If LEA receives technical assistance from the SEA if LEA did not meet AMAOs, staff discusses technical assistance received from the SEA.

 1.4: The SEA ensures all divisions submit accurate data collection and reporting. [§3121 and §3123; EDGAR 34 CFR 76.731]◦ Staff gives an overview of the process for collecting and reporting

AMAO data to the SEA, including how staff has assigned ELP levels to students and addressed any discrepancies in these data.

2.1: The SEA reviews and approves local plans. [§3116(a) and §3115(c); EDGAR 34 CFR 76.770]◦ Staff will discuss the process used to design and develop the Title

III instructional program included in the Title III application.◦ Staff will discuss the process used to ensure assurances and

certifications are signed.

 2.3: The SEA ensures that divisions understand the private school participation requirements. [§9501] ◦ Staff will discuss the process of meaningful consultation with

private schools reference identification, servicing, and professional development.

 2.4: The SEA ensures that the divisions provide parental notification and outreach. [§3302]◦ LEA discusses the content of the letter and how the letter was

delivered to the parents, and if the letter was delivered within 30 days of the start of school.

◦ LEA discusses the content of the letter and how the letter was delivered to the parents, if applicable, and within 30 days of notification of such failure.

◦ LEA discusses how parental notification has been accomplished. (Assurance that notifications are in an understandable and uniform format and, to the extent practicable, in a language that the parent can understand.)

3.2 The SEA ensures that LEAs understand the supplement not supplant requirements. [§3115(g)]◦ Staff describes technical assistance provided by the state on

supplement versus supplant.◦ Staff describes how they ensure compliance with this requirement.

window.ACCESS Spring 2011 students

◦ Enter the Composite Score (10-60) in the LAB Score – initial window (Remove the decimal point. 3.2 reading becomes 32; 1.6 writing becomes 16, etc.)

◦ Enter the Literacy Score (10-60) in the Reading Test Score % window (Again, remove the decimal point.)

◦ Enter the Tier (A, B, C) in the LEP Deferred Placement window.

◦ When finished, look to the top left for Action and click on Save.

◦ Look a couple of lines down to the right to Log Off.
