- Organized in cooperation with the Arab Federation for Youth and Environment (affiliated with the League of Arab States).

- Discussed investment opportunities for SMEs in the energy sector and challenges facing SMEs operating in this sector in the Arab region.

- Main recommendations emphasized that national economic plans must include the development of SMEs working in the fields of renewable energy and energy efficiency.

B-Training Workshops on Solar Water Heater Manufacturing

• Organized as part of an on-going capacity-building programme that ESCWA is implementing in partnership with the Lebanese Solar Energy Society (a local NGO) and the Industrial Research Institute (a Lebanese governmental institution).

• Two training workshops on:– 11-18 May 2010 – 25-27 October 2010

• Targeting small enterprises and service providers (e.g., metalworkers, plumbers, contractors).

• Two more workshops are planned for 2011.

C-The 8th Session of ESCWA’s Committee on Energy

• Convened at the UN House Beirut (13-14 December 2010), and discussed reports on progress achieved in the field of energy since the seventh session of the Committee on Energy, and on the proposed programme of work for the biennium 2012-2013 in the field of energy.

• Parliamentary documents were presented on: – (a) general perspective on climate change mitigation in the field

of energy; – (b) producing electricity from renewable energy; – (c) energy in transport; – (d) producing energy from waste; and – (e) regional and international cooperation and available

opportunities.

D-Third Roundtable Meeting on Sustainable Consumpti on and Production (SCP)

• Organized in January 2011 by ESCWA in partnership with the League of Arab States (LAS), the United Nations Environment Programme/ Regional Office for West Asia (UNEP/ROWA), and the Center for Environment and Development for the Arab Region and Europe (CEDARE).

• To identify the regional priorities to pave the way towards transition to Green Economy in the region, and feed into regional preparations for Rio+20.

• Discussed the internal organizational system of the Roundtable on SCP (comprised of UNEP/ROWA, ESCWA, CEDARE etc…), and the implementation of the SCP strategy.

• Presentations were delivered on sustainable transport, SCP in the water sector, producing electricity from renewable energy, increasing efficiency of the electricity networks, in addition to the themes of regional waste treatment activities, and green economy in the Arab Region.

E-EGM on Promoting Emissions Reductions in the Tran sport Sector

• To be organized by ESCWA, in cooperation with the UNECE/Gas Centre, in Beirut, Lebanon from 5 to 6 July 2011.

• To discuss the most important characteristics of the transport sector and related emissions, and their impact on climate change, and highlight successful experiences in EE and emissions reduction and mitigation efforts, in particular the European experiences and lessons learned in the field.

• The meeting would address the characteristics of the transport sector, related emissions, EE, Natural Gas (NG) projects, gas networks in Europe and the ESCWA region; the European experience, cooperation for technology transfer; advanced technologies related to electric and hybrid vehicles; project opportunities in reducing energy emissions in the transport sector, taking into account available financing institutions; financing mechanisms; and challenges facing the promotion of emissions reduction projects in the transport sector and the required supportive legislative and institutional frameworks in ESCWA region.

• To be organized by ESCWA in cooperation with the United Nations University (UNU) in the United Arab Emirates in the second half of 2011.

• The Panel will address the issues of:– Transport and sustainable development in the

Arab Region, – Energy efficiency and cleaner fuels, integrated

management of the transport sector– Financing of sustainable transport projects in the

Arab region.

• To be organized in cooperation with AIDMO in September 2011.

• The conference would tackle:

– The concept of green industries & requirements to promote it in Arab countries. – International and regional initiatives aimed at reinforcing the principle of

“Greening” in the various socio-economic sectors/areas, and the preparations for Rio + 20 meetings.

– Economic, social and environmental benefits based on adopting green industry policies and techniques.

– Green industry and utilization of natural resources (Energy Efficiency, Renewable Energy, Water, etc ...).

– Green industry for environment protection, climate change mitigation and adaptation.

– The important role of the financial institutions in supporting investments in green industries in the Arab Region.

– The role of green industry in job creation & combating unemployment & poverty.

– The role of knowledge sharing and technology transfer and its adaptation to local conditions (nationalization) in the establishment of green industries.

B-Technical Paper on Improving Energy Efficiency in the Electric Power Sector in the ESCWA Region (E/ESCWA/SDPD/2010/Technical Paper.4)

Taking into account the high technical losses in electric grids in the region: between 15 and 34% (with the exception of GCC countries) as compared to European countries, measures to increase energy efficiency generation, transmission and distribution are presented, with economic and financial justifications.

C-Working Paper on Promoting Large Scale Renewable Energy Applications in the Arab Region (E/ESCWA/SDPD/2010/WP.2)

Since the use of renewable energy is one of the most effective methods of mitigating climate change, and the Arab region enjoyslarge untapped potential in terms of wind and solar energy, The paper addresses the issues of:

• Renewable energy resources, especially wind and solar energy, asnatural and sustainable resources that can help prevent climate change.

• Available technologies for large-scale applications of renewable energy and the current situation in the Arab region.

• Challenges facing the adoption of large-scale renewable energy applications, and recommendations for promoting these in the Arab region.

– Infrastructure and town planning as a means for the best use of energy for the sustainability of the energy sector in the ESCWA region

– Priority policies and measures for enhancing the sustainable use of energy in the transport sector, and for addressing related weaknesses

– Potential financing mechanisms for projects

– Towards an action plan for the sustainable use of energy in the transport sector in the ESCWA region.

3- Cooperation with Potential Partners: LAS

• In order to foster regional cooperation and public awareness for improved integrated management of energy efficiency and renewable energy within the Arab region, ESCWA*’s partnership with the Arab Ministerial Council for Electricity and the Council of Arab Ministers Responsible for Environment (CAMRE) of the League of Arab States (LAS) resulted in:

– Elaboration of the Arab Strategy for Improving the Use of Renewable Energy (2010-2030)

– Elaboration of the Arab Guiding Framework for Impro ving Energy Efficiency in the Electricity Sector at End Users Level (NEEAP for 3 years during 2011-2020)

– Elaboration of the Arab Regional Strategy on SCP ( six priority areas, among which is using energy for sustainable development purposes with a focus on energy efficiency and renewable energy)

– Elaboration of the Guide on the Potentials of Arab Countries in the Area of Renewable Energy and Improving the Efficiency of En ergy Production and Consumption

– Elaboration of the draft Arab Action Plan for Deali ng with Climate Change Issues (including mitigation plan/activities for all secto rs including increasing energy efficiency)

– Declaration of 21 June as the Energy Efficiency day in the Arab region

In collaboration with the Council of Arab Ministers Responsible for Environment (CAMRE) of the League of Arab States (LAS):

ESCWA prepared both the Report of the Regional Implementation Meeting for CSD-18, and the Statement of Suggested Policies and Measures in the Arab Region for CSD-19 covering five thematic clusters (Transport, Chemicals, Waste Management, Mining and 10-Year Framework of Programmes on SCP), which were then endorsed by CAMRE and then submitted to DESA.

4- Cooperation with Potential Partners: Development Account Project

• “Capacity-Building on climate change mitigation for poverty alleviation inWestern Asia”

• Approval of the project funding from the Development Account was obtained on 16 March 2009 (GA document A/64/6 (Sect. 35)), and the project officially came into force on 1 March 2011.

• To build the capacity of policymakers, civil society and the private sector in the field of renewable energy technologies, to enhance energy security and improve access to energy services in the poor rural areas for poverty alleviation.

• Collaboration with ECA and ESCAP and UNESCO’s Regional Office in Cairo-Egypt will be sought in the implementation of the project’s activities.

Elements of Successful Cooperation Between South-So uth and South-North

• The North shall not regard the South as only a market place. • The South does not accept to be treated as a client and a market

place only.• Cooperation schemes need to be simple.• Real cooperation and partnership shall be developed.• Knowledge and technical transfer shall be addressed.• Adaptation to local conditions shall be made.• South-South Experience sharing.

Conclusion

Regional Commissions are to play a major role in promoting and enhancing cooperation between their MCs, especially in experience, best practices and technology transfer issues.
