Latvijâ aizritçjuði jau divi Eiropas Savienîbas struktûrfondu apguves gadi, unðobrîd notiek darbs, lai plânotu ES fondu investîcijas 2007.–2013. gadâ.Raugoties uz nâkotni, jo îpaði svarîgi ir izvçrtçt lîdz ðim paveikto. Mums ir labasprojektu idejas un spçja tos sagatavot, ko apliecina gan apstiprinâto un uzsâk-to struktûrfondu projektu skaits, gan apjomîgais projektiem piesaistîtais finan-sçjums. Uz 2006. gada aprîli projekti apstiprinâti par 322 miljoniem latu, kasatbilst 74% no kopçjâ pieejamâ 439 miljonu latu struktûrfondu finansçjuma,kas pieejams 2004.–2006. gadu periodâ. Cipari runâ paði par savi – ES fondufinansçjums jau ðobrîd devis vçrâ òemamu ieguldîjumu Latvijas taut-saimniecîbâ.

Vienlaicîgi, runâjot par Eiropas fondu ieguldîjumu Latvijas izaugsmç, bieþitiek aizmirsts, ka ne vienmçr izlietoto eiro apjomâ ir galvenâ pievienotâvçrtîba. Eiropas finansçjums nav paredzçts tçrçðanai ikdienas vajadzîbâm,bet gan ieguldâms tâ, lai panâktu pârmaiòas un lai dzîvotu labâk. Tâdçïlielâkâ ðo fondu vçrtîba ir labâs projektu idejas un cilvçki, kas tos realizç.

Finanðu ministrijas izdevums "ES struktûrfondu projektu grâmata 2006"iepazîstina ar projektiem un "taustâmiem" rezultâtiem, ko iespçjams sasniegtar Eiropas fondu palîdzîbu visdaþâdâkajâs tautsaimniecîbas jomâs. Pirmajâizdevumâ iekïauti projekti, kas uzsâkti 2004. un 2005. gadâ un daïa no kuriemjau noslçgusies, kâ arî projekti, kuru îstenoðana vçl turpinâsies 2006. un2007. gadâ. Ceram, ka ðî izdevuma lasîtâjiem iepazîðanâs ar struktûrfonduprojektu piemçriem veicinâs vçlmi ar ES fondu palîdzîbu îstenot arî savu idejuja ne ðobrîd, tad nâkamajâ 7 gadu periodâ. Dear Reader,

Latvia has already experienced the first two years of the European UnionStructural Funds implementation process, whereas the planning activities forthe EU investments in 2007–2013 are currently underway. The assessment ofthe past accomplishments is of critical importance when looking into thefuture. We can boast good project ideas and development capacity, illustratedby the number of approved and commenced SF projects, as well the impres-sive amount of funding committed. By April 2006, the net worth of theapproved projects had increased to LVL 322 million or 74 % of the total of LVL439 million made available to the country for the 2004 –2006 programmingperiod. The figures speak for themselves – the EU funds have made a signifi-cant contribution to the Latvian economy.

At the same time, considering the contribution of European funds to thegrowth of Latvia, it is often forgotten that the main value added is sometimesonly loosely related to the amount of euros spent. The purpose of the EUfunding is not to cover daily expenditure, but rather to make investments forchange and a better life. Consequently, the main value of the funds lies inproject ideas and people implementing them.

The book "EU Structural Funds Projects 2006", published by the Ministry ofFinance, introduces projects and tangible results achieved in various sectors ofthe economy by leveraging the EU funds. The first edition of the book coversprojects commenced in 2004 and 2005 – a part of them have already beenconcluded, whereas others will continue through 2006 and 2007. We sincere-ly hope that this publication about the SF projects will encourage our readersto propose their own ideas for implementation – if not in this, then at least inthe next 7–year period. The purpose of the impressive EU funds investmentsis, after all, to improve the standard of living of Latvian people – an aspirationthat everyone can support by contributing ideas implemented in successful EUfunds projects.

The project objective is to improve the infrastructureof emergency care by increasing the efficiency of theemergency care system applicable during the pre-nosocomial and nosocomial period at the admissionunit of Daugavpils regional hospital. The limitedliability company “Daugavpils reìionâlâ slimnîca”(“Daugavpils Regional Hospital”) is the final benefici-ary. The conclusion of the project is scheduled for theend of 2005. The implementation of the project isexpected to significantly increase accessibility tomedical services for 230,000 people of SouthLatgale. Project results – a new structural extensionfor scheduled patients, renovated admission unit,and redecorated facade of the hospital.

The project objective is to ensure equal availability ofhigh-quality information sources to the population ofthe region by opening public broadband internet accesspoints in more than 200 schools and libraries ofVidzeme within the framework of the project. There arefunds of the project allocated to cover communicationcosts or subscription fees of the Internet access pointsuntil 31 August 2007. As many as approximately 400teachers and municipal employees are expected to par-ticipate in the ECDL (European computer driving licence)training programme. Teachers will study at a bespoketraining programme that will enable them to applymodern technology for their future teaching process.Seven IT professionals from different locations in theregion will also take part in the upskillingprogramme.The project will promote the developmentof the information society in Latvia by increasing thenumber of Internet users in the Vidzeme region. It is acomplementary element of the concluded project thatcreated a unified municipal information system (UMIS),and facilitates the integration of the established systemin all parts of Vidzeme, especially remote rural areas.The project is expected to result in 206 new or improvedinternet access points in 109 schools and 97 librarieswith subsequent maintenance services provided andcommunication costs covered. The project objective is to improve the quality andavailability of wastewater collection services. By mini-mizing the usage of local wastewater systems, thepopulation of Code will be exposed to reduced healthrisks. The project objective is to facilitate the optimisation ofthe tourist flow and reduce the resulting adverseimpact on the potential NATURA 2000 area by pro-tecting species and habitats of the EU significance.The project includes such components as designingand laying out a network of nature trails with the nec-essary support infrastructure, a ferry crossing on theriver Venta, a viewpoint tower, an arbour, and open-ing landscape viewing areas. In order to raise publicawareness of the site and improve environmentalknowledge, information stands will be set up. To avertnegative effects caused by tourists, a parking lot, restor relaxation areas and toilets will be constructed, aswell as waste containers placed in the area.

As a result of the project,new hardware will be purchased to establish a train-ing centre designated to efficiently improve IT skillsand competences to manage e-government services,a municipal e-document management system will beset up, and a central e-government data exchangecentre will be opened to integrate the national andmunicipal resources in Preiïi area. Technical facilitiesfor a “one-stop-shop” will also be provided. The proj-ect will ensure the development of e-government andother IT service packages tailored for municipal staffmembers and entrepreneurs. The project objective is to develop a support pro-gramme for the integration of students with neuropsy-chological disorders, to train them practical life-plan-ning techniques, career building skills, modern technol-ogy, to establish an exchange-of-experience system forteachers, school staff members and parents, to identifybest practices and introduce innovations, to raise publicawareness on the real needs of the children and theirsocial integration. The project objective is to facilitate human resourcedevelopment and employment, thus reducing theproblem of social exclusion in the Zemgale region. Theproject is aimed at developing a corrective teachingprogramme, training teachers to implement the pro-gramme, purchasing teaching aids and facilities fortraining chefs, implementing the corrective teachingprogramme to provide primary education and qualifi-cation of chefs. The project objective is to provide career counsellingand professional guidance services for the students ofBalvi Secondary School of Crafts and other schools inthe area, to launch a homepage for Balvi SecondarySchool of Crafts and improve the ProfessionalGuidance Office of Balvi Secondary School of Crafts.The anticipated project results include providing careercounselling services to 731 secondary school studentsand 497 primary school students and involving 170teachers in Balvi district, as well as publicity and pub-lic awareness campaigns.
