ERIKS Guide to:Energy Savings Opportunity Scheme

Administered by the Environment Agency, the Energy Saving Opportunity Scheme (ESOS) is a mandatory EU energy assessment scheme for all large UK undertakings. ESOS assessments must be carried out every four years by all qualifying organisations.

These audits of the energy used by large companies in their buildings, industrial processes and transport are used to identify cost-effective energy-saving measures. The latest deadline for notifying The Environment Agency that an organisation is ESOS-compliant is 5th December 2015.

Who carries out ESOS assessments?If you qualify for ESOS and your organisation is not fully covered through ISO 50001 certifi cation, you need to appoint a lead assessor to conduct and/or supervise your energy audits and approve your overall ESOS assessment. Lead assessors can be employees or from external contractors as long as they are registered members of an approved professional body.

ESOS is the UK’s response to Article 8 of the European Commission’s Energy Effi ciency Directive. Its aim is to cut carbon emissions by requiring large businesses to identify energy reduction measures and as such forms part of the UK’s own drive to reduce greenhouse gas emissions by 80% by 2050.

Leaner and greenerWith the Government anticipating energy savings for UK companies of approximately £1.6billion, ESOS compliance will encourage larger organisations to fully analyse their energy consumption business-wide and set in motion the necessary actions to save on energy costs year on year as scope for improvement is identifi ed within the four-yearly assessment cycles.

For the majority of companies, the costs of ESOS will represent a fraction of their annual energy spend but ESOS compliance will ensure that energy costs are continually reduced. Not only will this lead to an increase in company profi tability but also to its competitiveness in the marketplace. An additional advantage will be the way in which ESOS provides ongoing action-based deliverables that will support a company’s superior sustainability reporting.

WHAT IS ESOS?HOW WILL ESOS BENEFIT YOUR BUSINESS?

All major UK businesses will be affected by the Energy Savings Opportunity Scheme (ESOS) regulations and legislation requires all large undertakings to carry out an energy audit by 5th December 2015 and every four years subsequently. Non-compliance is not an option and can result in fi nancial penalties ranging from £5,000 to £50,000.

A large undertaking is defi ned as any UK company that either:

■ Employs 250 or more people

■ Has an annual turnover of over €50 million (£38,937,777) and an annual balance sheet of over €43 million (£33,486,489)

■ An overseas company with a UK-registered establishment with 250 or more UK employees (paying income tax in the UK)

Unless 100% of your organisation’s energy use is covered by ISO 50001 certifi cation, you will need to appoint a Lead Assessor to check and confi rm that your assessment meets ESOS requirements. Your Lead Assessor can be either someone employed in your business or from an external contractor but must be a member of an approved ESOS lead assessor register.

A Lead Assessor’s role could involve undertaking, advising on or reviewing the following activities:

■ Determining energy use profi les

■ Calculating energy/cost savings of measures identifi ed – life-cycle cost analysis (LCCA) or another method like Simple Payback Period (SPP)

■ Identifying energy saving opportunities

■ Presenting audit recommendations

■ Developing a process for how new audits should be done

■ Developing a sampling approach

■ Developing an audit timetable

■ Determining the number of site visits required

■ Pulling together data for an ESOS Evidence Pack

Your Lead Assessor can either carry out your ESOS assessment and audits themselves or check that those done by others who are not registered Lead Assessors fully comply with the ESOS requirements.

Under ESOS, energy usage is defi ned as all forms of energy products that are both supplied to and consumed by an organisation including combustible fuels, heat (excluding an organisation’s surplus heat from industrial processes), renewable energy and electricity.

Each qualifying ESOS participant must:

■ Measure its total energy consumption

■ Identify areas of signifi cant energy consumption

■ Consider available routes to compliance

■ Ensure areas of signifi cant energy consumption are covered by a route to compliance

■ Appoint a lead assessor either internally or externally

■ Get one or more board level directors to review the assessment fi ndings

■ Make a notifi cation of ESOS compliance online
