1.0 INTRODUCTION

1.1 Mewies Engineering Consultants Ltd (M-EC) has been commissioned by Fernbrook Bio Ltd to

prepare a Transport Statement (TS) for a proposed additional digester and plastics recycling

building at Rothwell Lodge Farm, Kettering. A site location plan is provided in Appendix A.

1.2 This TS has been produced to support a planning application for development at the site comprising

the erection of a new digester tank, erection of new plastics recycling building and variation of

condition 3 of planning permission ref; 10/00076/WAS to increase the total annual throughput to

49,000 tonnes at Rothwell Lodge Farm, Kettering. Consequently this TS will examine the proposed

increase of 19,000 tonnes along with the construction of a proposed plastic recycling facility on site.

1.3 The existing AD plant has been operational since October 2010. The plant has a capacity of 30,000

tonnes although is currently only operating at 1/3 capacity.

1.4 A previous TS was produced in 2009 by Millard Consulting (Report Ref; 10260/TR/04-09/2701 Rev

A) to support the original planning application for the AD plant and reference has been made to this

document later in this report. A copy of the existing site layout is provided in Appendix B.

1.5 The Highways Agency (HA) has been consulted to scope the requirements of this TS and all

relevant correspondence can be found in Appendix C.

1.6 M-EC has completed this report for the benefit of the organisations/individuals referred to in

paragraph 1.1 and any relevant statutory authority which may require reference in relation to

approvals for the proposed development. Other third parties should not use or rely upon the

contents of this report unless explicit written approval has been gained from M-EC.

2.0 SITE DESCRIPTION

2.1 The site is located at Rothwell Lodge Farm to the south of the A14 in Kettering, Northamptonshire. A

site location plan is provided in Appendix A.

2.2 Rothwell Lodge Farm is located within the central part of the main urban spine of Northampton which

is formed by Corby in the north, Desborough, Rothwell, Kettering, Wellingborough and Rushden in the

south with the A14 trunk road forming the area’s main east/west road link.

2.3 The existing AD plant has been operational since October 2010 and a copy of the existing site layout

(AB Development Services drawing FB/R/11/001) is provided in Appendix B.

Proposed Development

2.4 The proposed development comprises an additional digester and a plastic recycling facility. The

plastic recycling facility will alleviate the need to send the majority of waste to landfill and involves the

washing, shredding and drying of plastic material so that the plastic is left in a clean and dried pellet

format for distribution to others for use. Due to the size of the equipment required for this process, a

new building is required to accommodate this facility.

2.5 A copy of the proposed site layout is provided on AB Development Services drawing FB/R/11/002 in

Appendix D. The additional digester will be located adjacent to the existing digesters and the plastic

recycling facility will be housed within a new building adjacent to the main existing site building.

3.0 VEHICULAR IMPACT

3.1 As part of a TS (Millard Consulting Report Ref; 10260/TR/04-09/2701 Rev A) that was submitted to

support the previous planning application at the site for the construction of an AD plant with a capacity

of 30,000 tonnes, predicted HGV trip rates were submitted based on an average assumed load of 10

tonnes.

3.2 Following correspondence with the HA during pre-application discussions for the proposed additional

digester and plastics recycling building, it was determined that a 12 hour traffic count would be

required in order to determine whether the predicted trips provided as part of the previous TS were

robust. Trip generation for the proposed additional digester and plastics recycling building can then

be determined using the predicted figures from the previous TS and the data taken from the 12 hour

traffic count.

3.3 This section provides additional information in relation to the trip generation from the existing

operational AD plant and the predicted trip generation from the proposed additional digester and

plastic recycling facility under the following scenarios;

• Trip Generation based on predicted trip rates assuming an average load of 10 tonnes

• Trip Generation based on observed traffic count data

• Comparison of Trip Generation based on predicted and observed traffic data

Trip Generation – Based on Predicted Trip Rates from previous TS

Existing AD Plant

3.4 A summary of the predicted trip generation data provided in the previous TS is detailed in Table 1

below.

3.5 The previous TS considered the AD plant could generate in the region of 22 daily HGV movements,

which equates to an average of 2 HGV trips per hour. The AD plant was considered not to have a

detrimental impact on the operation of Junction 5 of the A14 and the HA concluded that no further

improvements were required to accommodate the development.

Proposed Additional Digester

3.6 The development proposals comprise an additional digester tank which will increase the capacity of

the existing plant by 19,000 tonnes. Table 2 below provides a summary of the predicted trip

generation for an additional 19,000 tonnes based on the methodology outlined in Table 1 above.

3.7 Table 2 above shows the proposed increase in capacity could generate in the region of 1 – 2 HGV

trips per hour.

3.8 Based on an assumed average tonnage per load of 10 tonnes, the AD Plant when operating at full

capacity of 49,000 tonnes could generate in the region of 36 daily HGV trips, with an average of 3.6

HGV trips per hour.

Trip Generation – Based on Observed Traffic Flow Data

Existing AD Plant

3.9 As requested by the HA, an independent traffic count was undertaken on Tuesday 17th May 2011 by

Road Data Services (RDS) and a full set of the traffic count data obtained is provided in Appendix E.

Table 2 below provides a summary of the Traffic data obtained at the existing site access.

3.10 It has been determined through discussions with the applicant that the existing AD Plant is only

currently operating at 1/3 of its 30,000 tonne capacity. It is therefore considered that the observed

HGV movements from the traffic survey only represent a third of the likely HGV movements when the

site is fully operational. It should be noted that the number of car and LGV trips are unlikely to

increase as the number of employees will not increase, and therefore the only increase in trips will be

as a result of the additional HGV movements to/from the site.

3.11 The HGV figures determined from the traffic count and provided in Table 3 above have therefore been

amended to show the number of movements when the existing is operating at full capacity (30,000

tonnes). These figures are provided in Table 4 below.

3.12 Table 4 above shows the existing AD plant when operating at full capacity (30,000 tonnes) could

generate 57 daily trips by all vehicle types, with 33 trips undertaken by car, 18 by LGV/Vans and 6

HGV trips.

Proposed Additional Digester

3.13 The development proposals comprise an additional digester tank which will increase the capacity of

the existing plant by 19,000 tonnes. This represents a 63% increase in the existing capacity of the AD

plant and therefore the HGV trips determined from the 12 hour traffic count and provided in Table 4

above have been increased by 63% in order to determine the proposed trip generation of the

additional digester. Although there will be a slight increase in HGV trips due to the increase in

capacity, it is considered the additional digester will not generate any increase in LGV/car trips as the

digester does not result in the need for any additional employees at the site.

3.14 The proposed plastics recycling facility will result in an additional 5 employees at the site and

therefore this use will generate in the region of 10 daily trips (5 in, 5 out) for staff movements all

undertaken by cars. Based on the above, Table 5 below provides a breakdown of the trip generation

for the proposed additional digester.

3.15 Table 5 above shows the proposed development could generate an additional 4 daily HGV trips and

10 daily car trips, based on the data obtained from the traffic count.

3.16 The trip generation for the proposed additional digester determined in Table 5 above has been added

to the trips determined for the fully operational existing site (Table 4) to determine the overall trip

generation for the site when operating at a capacity of 49,000 tonnes. This is provided in Table 6

below.

3.17 Table 6 above shows based on the traffic count data the overall trip generation for the AD plant when

operating at full capacity of 49,000 tonnes is 71 daily trips, comprising 43 car trips, 18 LGV/Van trips

and 10 HGV trips.

Comparison of Trip Generation based on predicted and observed traffic data

3.18 A comparison of the trip generation for the site based on the predicted trip rates (assuming an

average load of 10 tonnes) and the trips determined from the traffic count data has been undertaken

and the results are provided in Table 7 below.

3.19 Table 7 above shows daily and hourly HGV trips are higher based on the predicted trip rates when

compared with the figures determined from the traffic counts. This confirms the predicted trip rates

provided as part of the previous TS (Report Ref; 10260/TR/04-09/2701 Rev A) are robust and provide

higher trip rates than the observed traffic count data.

3.20 An analysis of the weighbridge receipts provided for the week the traffic count survey was undertaken

show the arrival vehicles had an average load of 19.7 tonnes (see weighbridge receipts provided in

Appendix G). The HGV trip rates based on an assumed 10 tonnes per load are therefore robust

compared to the tonnage per load the existing AD plant is actually working at.

3.21 Based on the original prediction methodology, which has shown to be robust, the proposed additional

digester and plastics recycling facility could generate an additional 14 daily HGV movements and an

average of 1.4 per hour. It is therefore considered the existing access arrangement is sufficient to

accommodate the small number of additional trips generated by the proposed development and

4.0 ACCIDENT DATA

4.1 As part of the pre-application discussions with the HA, an Accident Data Analysis was requested to

compare 12 months of data post opening against 3 years prior to opening to assist with demonstrating

that the operation of the junction has not been affected.

4.2 As the site has only been operational since October 2010 and therefore only operational for

approximately 8 months, a comparison of 12 months data post opening is not possible. However, the

construction works commenced in November 2009 which generated an average weekly figure of 31

HGV trips (6 per day) and average weekly figure of 91 HGV and van movements (18 per day). It is

therefore considered that as a number of HGV movements were being generated during the

construction period, a comparison of data 3 years prior to the commencement of construction works

(November 2006 – 2009) and data from the construction and operational period (November 2009 –

March 2011) can be undertaken. This has been agreed with the HA prior to the analysis being

undertaken.

4.3 The accident data has been provided by A-One+ and a full copy of the data is provided in Appendix F.

A comparison of the pre and post opening data is provided in Table 5 below.

4.4 Within the dates and location searched there have been 5 collisions of which 1 was a serious collision

and 4 were slight collisions. 3 of these collisions involved rear end shunts of which 1 involved a wet

skid and 2 of the collisions involved loss of control, both of which involved a vehicle skid in icy

conditions.

4.5 Within the dates and location searched there has been 1 slight collision which involved a lane change

manoeuvre.

4.6 The data provided in Table 5 above shows that there has been no adverse impact on accident figures

as a result of the AD plant at Rothwell Lodge Farm. This has also been confirmed by A-One+. It is

therefore considered that the additional trips generated by the proposed additional digester and

plastic recycling facility will not have a detrimental impact in terms of highway safety.

5.0 CONCLUSION

5.1 This Transport Statement has considered the impact of the proposed roposed additional digester and

plastics recycling building at Rothwell Lodge Farm, Kettering.

5.2 The development proposals seek to increase the capacity of the AD to 49,000 tonnes through the

provision of an additional digester. The plastics recycling facility will result in 5 additional staff being

employed at the site and therefore will generate 10 daily additional car trips (5 in, 5 out).

5.3 A comparison of the predicted trip rates and trip rates derived from the traffic count data has

determined that the daily and hourly HGV trips are higher based on the predicted trip rates when

compared with the figures determined from the traffic counts. This shows the predicted trip rates

provided as part of the previous TS (Report Ref; 10260/TR/04-09/2701 Rev A) are robust as they

provide higher trip rates than the observed traffic count data. Weighbridge receipts for the week of

the traffic count also show this to be the case.

5.4 Based on the original methodology, the proposed additional digester and plastics recycling facility

could generate an additional 14 daily HGV movements and an average of 1.4 per hour. It is therefore

considered the existing access arrangement is sufficient to accommodate the small number of

additional trips generated by the proposed development and therefore no further improvements works

are required.

5.5 An Accident Data Analysis has been undertaken as requested by the HA. A comparison of data 3

years prior to the commencement of construction works (November 2006 – 2009) and data from the

construction and operational period (November 2009 – March 2011) has been undertaken. The

Accident data analysis shows that there has been no adverse impact on accident figures as a result of

the AD plant at Rothwell Lodge Farm and therefore it is considered that the proposed additional

digester and plastic recycling facility will not have a detrimental impact in terms of highway safety.

5.6 All the transportation issues relating to the proposed additional digester and plastic recycling facility at

Rothwell Lodge Farm, Kettering have been considered and addressed. There is no reason in

highway or transportation terms why the proposed development should not proceed as the

development proposals do not have an adverse impact on trip generation from the site and highway

safety.

Tim Thank you for your email. Whilst we note that the proposal is minor in scale, and that you believe this to be around 1 additional HGV per hour, it is clear that this would increase the level of traffic using the junction. We will require a Transport Statement which should provide further detail of the extended operation together with the calculation of the likely trip generation of the extended site. The traffic survey of the existing operation will be vital in determining whether the previous TS was robust. As the site has commenced operation we will also require an accident analysis with the aim of establishing whether the consented operation has given rise to any operational issues. Please confirm when the site became operational. We will require comparison of 12 months of data post opening against 3 years prior to opening to assist with demonstrating that the operation of the junction has not been affected. As part of this work we would undertake a traffic count of the existing junction to validate the HGV trip rates provided for the previous planning application at the site. Please find attached and below the revised accident data based on the rationale below and following Pre & Post

Opening periods:

Nov 2006 – Nov 2009 – 3 years pre-opening

Nov 2009 – End of March 2011 – 16 months construction & post opening

As you state, the TA for the initial development assumed HGV trips of 22 per day so the construction trips are

comparable to that of the post opening, they have been included in the assessment so that we have 16 months

‘post’ data.

Accident Commentary:

Short Commentary – Before

Within the dates and location searched there have been 5 collision of which 1 was a serious collision and 4 were

slight collisions, 3 of these collisions involved rear end shunts of which 1 involved a wet skid and 2 of the collisions

involved loss of control, both of which involved a vehicle skid in icy conditions.

Short Commentary – After

Within the dates and location searched there has been 1 slight collision which involved a lane change manoeuvre.

The data shows that there has been no adverse impact on accident figures as a result of the existing development.

We therefore await the Transport Statement & count info previously requested giving details of additional HGV trips

to make an assessment on the impact of the latest proposal to increase the capacity of the site.

Dear Kerry,

Further to your e-mail below and recent conversation with Alex Bennett, our client has provided some additional

trip data that was collected for all HGV and Van movements during the construction period for this site. I have

attached a copy of the data provided for your reference.

As highlighted previously, the site has been operational for 7 months since October 2010 however the construction

works started in November 2009 and were completed in September 2010, before opening a month later. The data

(see attached) shows an average weekly figure of 31 HGV movements during the construction period (6 movements

per day) and an average weekly figure of 91 HGV and Van movements (18 per day). The Transport Statement

previously submitted suggested a cumulative generation of 22 daily trips (2.2 trips per hour) and therefore the data

is comparable. Based on the above it is considered that although the plant has been operational for 7 months only,

the site has been generating a number of HGV movements for approximately 19 months between November 2009

and June 2011 (construction period and when operational) and therefore there is sufficient data to undertake a

comparison of the Accident Data as per your request for 3 years prior to opening and one year post opening.

Taking the above into consideration, I would be grateful if you would provide me with Accident Data for the period

November 2006 to June 2011. We will then provide a comparison of data from November 2006 – November 2009

(pre any construction works on site) with data from November 2009 – June 2011 (during construction works and

when operational).

Apologies for not responding sooner Tim. The problem with providing accident data is that we do not hold up to

date records, these are provided to us by the LHA usually in batches 6 months in arrears – we are therefore unlikely

to hold much data relating to the 7 months post opening.

This is why it is felt that this further application to intensify operations at the site without being in a position to

assess the current operation (particularly bearing in mind the removal of the HA’s previous condition) is premature

at this time.

I will look at what data we have but as I say, I fear this will not be enough to carry out a meaningful assessment.

(Mick – can you see what data we’ve got?).

Thank you for your email. Whilst we note that the proposal is minor in scale, and that you believe this to be around

1 additional HGV per hour, it is clear that this would increase the level of traffic using the junction.

We will require a Transport Statement which should provide further detail of the extended operation together with

the calculation of the likely trip generation of the extended site. The traffic survey of the existing operation will be

vital in determining whether the previous TS was robust.

As the site has commenced operation we will also require an accident analysis with the aim of establishing whether

the consented operation has given rise to any operational issues. Please confirm when the site became

operational. We will require comparison of 12 months of data post opening against 3 years prior to opening to assist

with demonstrating that the operation of the junction has not been affected. This will be key in our consideration of

the proposed extended operation
