INTRODUCTION

Welcome to EPAS.

This handbook provides guidance and general information on the EPAS programme. It contains information on the courses, important dates, and practical information for your stay and study finances.

The EPAS programme is organised by a consortium of European educational institutions.

EPAS is born out of the firm conviction of the importance of sound. In the audiovisual arts, sound is generally considered a technical, rather than aesthetic, subject. EPAS aims to address this imbalance through an integration of practice and theory continuously fed by theoretical, critical and conceptual thinking. This way, participants will be able to explore sound as a discipline in itself as well as in relation to screen production, dance, theatre, radio, architecture and other arts and media. Our aim is to develop new ways of thinking and understanding in interaction with people from diverse backgrounds: professionals in the audiovisual field as well as fellow students.

EPAS PROGRAMME

The EPAS postgraduate is a one year course of 33 ECTS (study credits), divided in 2 semesters. The first semester is structured into 5 different modules of 8 to 9 days: On listening, Transmitting an experience through sound, Sound and space, On audiovisual composition, Personal artistic project.

These modules are intensive workshops with guest professors and professors of the different institutes. The seminars and discussion moments will be in English and can be organised through e-learning. The first four modules explore different aspects of sound as an artistic discipline within the audiovisual arts. In the fifth and last module of the first semester, the applicant works on a project in preparation for his/her final project in the second semester.

The second semester is devoted to the applicant’s personal project. The start for this project is the proposal submitted by the applicant when applying for EPAS. A module on networking, communication and dissemination stimulates applicants to find opportunities to showcase his/her work.

This module explores the relation between sound and space in different disciplines. (3 ECTS) With the possibility to join the music events of Film Fest Gent (Film Music Seminar, Industry day and WSA 20-21/10/2016).

Module 5: Personal artistic project 10/12 till 18/12/2016

The applicant develops his own artistic project applying the research, the theory and practical input of the first semester and explores the field in which she/he will develop his EPAS project. He/she will be coached in the set up, the development and the results of his/her project. (6 ECTS)

SEMESTER 2 — 18/1 TILL 30/06/2017

Final project

In the second semester the applicants work in one of the partner institutions to develop and finish their personal final project. This work is expected to bear witness to a creative and critical approach to the medium or media employed and to sound as an artistic discipline. The applicant’s skills and competences must enable him or her to complete a work with sufficient inherent qualities for it to be artistically meaningful outside the school context. (12 ECTS)

Networking, communication and dissemination of the personal final project

The content of this module will differ from project to project. The applicant is responsible for the realization of the presentation of his/her final project and the communication needed to present this work.

EVALUATION AND GRADUATION

You are required to follow all modules. Your attendance and participation will be evaluated.

At the end of the second semester the EPAS project will be evaluated 50% by the tutors of the projects and 50% by an external jury which will be a consistent jury for all students. The projects will be transmitted to one place, they can be documented if they cannot be moved easily. The student is only present at the discussion about his/her own work. There is no possible retake or second examination period.

The final project bears proof of acquired skills and understanding. Together with this artistic project and its dissemination, the applicant’s evolution throughout the EPAS course will be the main focus of evaluation.

Grading systems in the different institutions:

NFA, ifs and KASK deliver to the participants who have successfully fulfilled the EPAS-programme a common certificate signed by a representative of each of the three institutions.

PARTNER SCHOOLS AND MOBILITY

EPAS is a jointly developed programme, organised by a consortium.

KASK in Ghent is the coordinating institution. KASK, the Netherlands Film Academy and the internationale filmschule Köln are full partners and issue a joint certificate. To implement the programme, the full partners cooperate with associate partners; these are different institutions in the field of higher education in the arts of sound.

In addition to studying at KASK/Hogeschool Gent in Belgium, you have the possibility to do an exchange to other EPAS (associate) partner schools:

THE MOBILITY OPTIONS AVAILABLE FOR THIS PROGRAMME

PRACTICAL MATTERS

TUITION FEE & FINANCES HoGent charges a tuition fee of 6000 euros.

On request, the payment of the tuition fee can be spread and paid in 3 instalments of 2000 euros. The instalment due dates are: 31 Augustus, 15 December and 15 March.

The general cost of living in Belgium: Officially, one needs to take into account in a provision of 617 € / month. However, this figure is not very much in accordance with reality. A student who lives cheap (!), should be able to get by on 1.000 € / month (all depending on your personal life style and the cost of your house/apartment/studio ….). This figure is merely indicative, of course. Please try to get as much info as you can before you arrive in Belgium.

SCHOLARSHIPS/GRANTS

Tuition fees may vary slightly from year to year. Belgian students may apply for a student grant from the Belgian government. Foreign students cannot apply for any grants through the Belgian government. If your country has a bilateral agreement with Belgium, then a grant under this agreement is a possibility, but it needs to be requested in your country of origin through the competent authorities.

Students who have difficulties with the payment of the fees, can contact our social services department Dienst Studentenvoorzieningen and look into the possibilities of a payment plan with them. ([email protected] - ++ 32 (0)9 243 37 38).

Even though foreign students cannot normally receive funds from the Belgian government for their studies in Belgium, exceptions do occur. The following websites may therefore be interesting to check out:

Foreign students can apply for a Flemish scholarship or grant if the following conditions are fulfilled:

EU citizens:

• One of your parents has worked in Belgium for at least twelve months in the past two years, or • You have worked in Belgium for a total of at least twelve months, within any given period of two

consecutive years in the past , • or You have been living in Belgium with your family for the past five consecutive years. • You are registered as a regular student. • You meet the financial criteria (student support is means tested).

Non EU citizens:

• You have a permanent residence permit, or • You are recognized as a refugee, or

• You are the beneficiary of subsidiary protection, or • You have a residence permit, other than a student or work visum, which is valid for at least

twelve months, or • You are a recognized victim of human trafficking, or • You have a residence permit as a result of family reunification with a member of your family who

meets one of the above mentioned criteria. • You are registered as a regular student. • You meet the financial criteria (student support is means tested).

OTHER MEANS

• The government or other official or private organisations in your home country may award scholarships.

• The Flemish Department of Education and Training (Unit for Cultural Agreements) offer limited scholarships.

• Other grants are subject to international cultural exchange programmes (postgraduate studies only) and should be applied for locally, e.g. from your ministry of education, a full year before the academic year begins.

• Several Flemish universities offer a small number of study grants. • The international organisations UNESCO, WHO, FAO, NATO, EOSR, EU, and service clubs offer

scholarships.

Within the bilateral cultural cooperation between 25 countries and Flanders, the Flemish Community (Education Department) offers a limited number of postgraduate scholarships. To be eligible for such a scholarship the candidate has to be selected by the responsible home authority. Therefore, please contact the country's competent ministry in order to fulfil the necessary formalities.

The 25 countries are Bulgaria, Denmark, Germany, Egypt, Estonia, Finland, Greece, Hungary, Ireland, India, Israel, Italy, Japan, Latvia, Lithuania, Luxembourg, Morocco, Mexico, Norway, Poland, Portugal, Quebec, Romania, Russian Federation, Slovak Republic, Czech Republic, P.R. of China and Switzerland.

Nationals from ACP countries (Africa, Caribbean and Pacific regions) can, in the framework of the EU's development policies, apply for a grant from the European Union. The relevant forms should be obtained from the delegation of the European Union in the applicant's country.

The School of Arts is currently working on developing its own scholarship for non-EEA students. At the time of publishing of these guidelines, the details for this scholarship have not been revealed. They will follow in an update later on. ORGANISING YOUR STAY

BEFORE ARRIVING

VISA

Incoming students coming from non-EU countries have more preparatory issues to deal with than EU students. University College Ghent strongly advises these students to start preparing their mobility 1 year ahead.

We require from our incoming exchange students an official student visa in accordance with current national laws: it is the responsibility of each student to obtain the student visa in a timely manner.

Exchange students and regular students from the EU-member states, Iceland, Liechtenstein, Monaco, Norway and Switzerland can freely move within Europe. They may stay in Belgium provided they have a national passport or ID card. Students from all other countries must apply for Temporary Residence Permit (visa type D or student visa) with the Belgian embassy or consulate of their current place of residence before leaving for Belgium. Do not come to Belgium on a tourist visa (unless you wish to return within three months), because a tourist visa cannot be converted into a student visa! In order to obtain a student visa, students will have to return to their home country first. As the procedure takes about three months, students will miss a substantial part of the academic year.

More information on the application procedure can be found at the website of Foreign Affairs, Foreign Trade and Development Cooperation . Addresses of the nearest Belgian embassy or consulate in your 1

home country can be found at this website. For some countries, approval by the Belgian authorities can take up to 3 months or longer. It is therefore necessary to start the visa application procedure well in advance!

Do I need to register for a residence permit card?

Every person without the Belgian nationality who is coming to Belgium in order to study, must have a student residence permit. EU-nationals and nationals from a country belonging to the European Economic Area benefit from more lenient residence regulations.

Blocked account for visa or residence permit purposes (non EU nationalities only).

In recent years, more and more students have reverted to the system of the blocked account in order to comply with their requirements for obtaining a student visa. We can now offer this system to students.Students who wish to make use of this system must first provide following details to [email protected] in an e-mail entitled “Request for blocked account for First name + LAST NAME.

Dear Paul, I would like to make use of the system of the blocked account and therefore provide the following information : - LAST NAME & First name - Place of Birth & Date of Birth - Nationality - Official address of residence in Belgium - Official Belgian bank account number (IBAN code, Bank Name, Bank address)

I attach to this mail an official document proving that the mentioned bank account has been opened in my name (attach a scan of your bank card, a bank transfer document that contains both your name and account number or an official document from the bank that states the account has been opened in your name).

Students will then need to transfer 7404 € to the University College bank account. The data for this will be provided by Paul Lamont after all the information above was submitted.

Once the amount has arrived on the University College account, the University College’s Central Administration will issue a letter called ‘Proof of Solvency’ that can be used to fulfill visa requirements.

Subsequently, the University College Ghent will transfer 617 € every month on the first day of every month.

ON ARRIVAL

INSURANCE AND HEALTH

Students enrolling at the School of Arts are automatically insured for accidents happening on the way from home to school, during school hours and on the way from school to home. For all other occasions, students are required to have health insurance that covers their stay in Belgium. Please check with your insurance company whether that is the case. If not, you are required to obtain health insurance valid for Belgium.

All partners undertake to provide each student admitted to the EPAS programme with insurance coverage according to its rules and national legislation.

Insurance obligations KASK provides appropriate information to students for their registration in the national health system or for the provision of other kinds of insurance which may be required either before their arrival or once they have registered at the receiving institution. The sending and receiving institutions will provide assistance in obtaining insurance for incoming and outbound mobile participants. The receiving institution will inform mobile participants of cases in which insurance cover is not automatically provided.

Prevention and security The partners shall provide each student with detailed information about the specific risks existing in the work environment in which they will operate and carry out their functions and will provide the necessary documentation about the prevention and emergency security measures and provisions in force in relation to their activities and about the individuals/subjects in charge of this, in conformity with the legislative norms and regulations in force in the country of the receiving institution.

Intellectual property rights If necessary, the students at the programme shall sign a separate agreement on transfer of intellectual property rights according to national legislation and rules and regulations of both institutions. The partner institutions shall make their best effort to enable open license use for free access regarding educational resources (or other material) produced under this agreement. Exceptions for open license use must be based on valid reasons and shall be indicated to the other partners without hesitation. When the student is an employee of a commercial entity and the dissertation is related to that student’s employer field of business, an appropriate agreement with the collaborative partners and the student’s employer must be arranged prior to commencement of work. Plagiarism of information included in the dissertation or any other reports will not be allowed. Proper references need to be given at all times according to standard referencing guidelines and rules of all partner institutions.

A PLACE TO LIVE

Naturally, when you come to Belgium, you will need a place to stay. If you intend to live in Ghent, you can contact the University College’s social services department (Dienst Studentenvoorzieningen) and check whether they can assist in your search ([email protected] - ++ 32 (0)9 243 37 38).

Alternatively, the site http://www.kotatgent.be is an excellent database for students who are trying to find a place to live (this site focuses on Ghent – For the rest of Belgium http://www.immoweb.be is a good starting point for the private market).
