    BACKGROUND & SCOPE OF WORK FOR

    HIRINNG OF CONSULTANT FOR CARRYING OUT SURVEY OF FISHERIES HOUSEHOLD IN FOUR (04) DISTRICTS OF STATE OF ASSAM AND DEVELOPMENT OF WEB BASED SOLUTION FOT ITS MANAGEMENT & REPORTING

    1. BACKGROUND: -

    1.1 The Government of Assam has received fund from Government of India against the scheme Rashtriya

    Krishi Vikash Yojona for the year 2014-15 and intends to apply a portion of this credit to eligible

    payments under this consultancy assignment.

    1.2 The proposed RKVY schemes would focus on agricultural service delivery with an objective to facilitate

    market driven intensification and diversification of broad agricultural sector in Assam by empowering

    producers and communities to become more competitive and able to take advantage of emerging

    commercial opportunities, increase productivity and market access. The project development under

    Fisheries Sector would rest on the Department of Fisheries, Assam with an objective to enhance

    production of fish and fishery products by 4%.

    1.3 Sustainable development of inland fisheries resources necessitates inventorying, monitoring and

    management of surface water resources, which harbor the fish and aquatic bio-diversity. Therefore,

    basic data on various aspects of inland fisheries such as surface water spread, production, marketing

    and distribution etc. is a pre- requisite for formulating sound development plans. Considering the

    dynamic trend and advancements in information technology in recent times, free flow of information is

    of crucial importance for fisheries development, sustenance and rational programme planning. Real

    time transfer of information has now become a basic requisite for activities of economic nature.

    1.4 The most important potential water resource of the state is Ponds & Tanks covering more than 60000

    ha. This is the prime aquatic resources as far as a culture fishery is concerned which is owned by the

    individuals or communities. There is dearth of proper data of existing ponds & tanks in the Department

    which hinders proper planning and sometimes leads to duplication of same projects in the same ponds.

    1.5 To make proper planning, accurate availability of information is found to be the most important. Hence,

    it is high time to carry out survey of Fisheries Households in Four (04) districts of Assam state and

    Development of Web based Solution for its Management and Reporting.

  • 1.6 Against this background, the Directorate of Fisheries, Assam has decided to commission a consultancy

    assignment for the survey in selected 4 districts viz. (i) Kamrup (M), (ii) Morigaon (iii) Jorhat and (Iv)

    Karimganj.

    2. OBJECTIVES OF THE ASSIGNMENT

    The broad objective of the proposed study is to acquire adequate information of ponds and tanks in 4 districts

    of the state covering surface water spread area, production, marketing and distribution etc.

    3. SCOPE OF WORK

    The Consultant will undertake the following tasks consecutively:

    3.1 Household survey of fish farmers/ fishermen supported with structured and un-structured

    questionnaires along with participatory discussions with Department officials.

    3.2 To assess socio-economic status of fish farmers.

    3.3 To design data & application development for various data integration & analysis.

    3.4 To maintain application for 12 months from the date of commissioning of web based management

    System.

    4. BROAD SCOPES OF WORK & METHODOLOGIES

    4.1 The assessment shall be carried out essentially through household survey supported with

    structured and unstructured questionnaires and participatory discussion with the villagers/

    community/ pond owners.

    4.2 Design of questionnaire for optimal data collection.

    4.3 Water area (pond/ tank/ wetlands) of individual size upto 10 hectare only be considered (minimum size

    to be considered for survey is 250 sq. m) for survey.

    4.4 Block wise household survey of fish farmers with socio-economic information.

    4.5 Survey includes species wise fish and seed production in their ponds.

    4.6 Market survey of fish landing centres and whole sellers including imported fish from other states. Data to

    be collected from market/ fish landing centers about any outflow (from Assam to other states; both seed

    and fish).

    4.7 Data entry of the information collected from the field.

    4.8 Data collection in designed format along with GPS coordinates and Field Geo-tagged for verification.

    4.9 Web based application for data integration, display and reporting.

    4.10 The final interpretation of the data need be statistically validated for drawing inferences, wherever

    necessary.

    4.11 Supply of one Server with Xenon processor and 8 GB RAM & 1 TB hard disk with Windows server

    Operating System.

    5. STAKEHOLDERS INVOLVED FOR SURVEY:

  • 5.1 Head of Household or informed household members of the fish farmers family and or village head

    of Gaon panchayat.

    5.2 Key informants (senior and informed members of the community, villagers).

    5.3 Market networks.

    5.4 Officials of the Department of Fisheries, Assam.

    6. FACILITIES AND SERVICES TO BE PROVIDED BY THE CLIENT: 6.1 Client shall extend necessary co-operation during the assignment. No Secretarial assistance, office

    stationery shall be provided to the consultant from the Department of Fisheries, Assam. The consultant will

    arrange for the same. The consultant shall make own arrangements with regard to transportation,

    accommodation, boarding, lodging etc. for key and support professionals involved in the assignment.

    6.2 Authority letter for conducting the survey shall be provided to the enumerators/ surveyors by the Directorate.

    6.3 District wise coordinator shall be identified to support the work conducted on the field and for other relevant

    inputs necessary for the project.

    6.4 Department shall arrange for installation and deployment of server and other support hardware required for

    successful implementation of the application. The provision for web/ accessibility shall be arranged by the

    Department.

    6.5 Director of Fisheries, Assam and Nodal Officer, RKVY, Fisheries shall be the contact persons for the

    consultants to interact on all issues relating to facilitating the conduct of the study.

    7. DATA INTEGRATION & APPLICATION DEVELOPMENT:

    7.1 Collected data should be arranged in such a way that it suffice the work process requirement of the Fisheries

    Department. Service provider shall prepare the prototype of the data design and its application before

    development of the web application.

    7.2 The web application should be flexible and easy to customize with capability to expand the data and

    functionalities in future. Data entry provisions should be there to enable district to directly update the regular

    data updates in the system. A reporting and data view facility should be present for different user categories.

    7.3 Web based Application should be capable of showing water body location data.

    8. APPLICATION MAINTENANCE:

    Application Maintenance will be for 12 months posts the completion of project. One competent resource

    person shall be deployed at Meen Bhawan, Guwahati for the maintenance of data for atleast 12 months.

    9. DELIVERABLES:

    I. Approved design of survey questionnaire (approved from Directorate of Fisheries, Assam).

    II. Survey forms duly filled and checked by Directorate of Fisheries, Assam.

  • III. Data entry of survey form in approved scheme of data design.

    IV. Geo-tagged photos of the ponds/ tanks/ wetlands

    V. GPS points of the survey sites.

    VI. Software requirement document (approved from the Directorate of Fisheries, Assam)

    VII. Web based application development and deployment.

    VIII. Hardware as per scope.

    10. CONSULTANCY PERIOD:

    The consultancy period shall be initially for five (5) months and may be extended by one more month (likely to

    be commenced from the 1st February, 2015) from the date of signing of the contract agreement, subject to

    satisfactory performance of the consultant. Time is the essence of this assignment. For any delay in

    submission of the reports (unless caused by the client or Force Majure), a sum equal to 5% of the contracted

    amount will be deducted for each month of delay or maximum OF 15 % of the total cost agreed upon.

    The assignment is purely contractual in nature and will not, under any circumstance, extend beyond the

    contract agreement date. The Government of Assam or the DOF will not undertake any responsibility for

    subsequent deployment of the consultant.

    Section II - Terms of Reference (ToR) 1. The Director of Fisher ies , Assam invites Request for Proposal (RFP) Request for

    2. Prerequisite for part ic ipat ing Firm:

    I . The Bidder should be a f irm or registered legal ent i t y. Documentary Proof required is incorporat ion or regis trat ion cert i f icate

    I I . The Bidder should have been in survey or mapping op erat ions in India. Documentary Proof required is project work order .

    I I I . The Bidder(s) should have carr ied out at least one Government Schemed household survey/ socio economic survey work in India preferably on North Eastern States of India and wel l versed wi t h local condit ion in last three years for any Government/ Semi Government/ PSU/ Pr ivate Body. Documentary Proof required is project work order.

    IV. The Bidder(s) should have carr ied out at least one aquat ic survey work in India in last f ive years. Documentary Proof required is project work order.

    V. The Bidder(s) should have carr ied out min imum one Web -based Appl icat ions for data in tegrat ion, analysis and repor t generat ion. Documentary Proof required is

    VI . Cumulat ive annual turnover of las t three years should not be less than Rupees 1.0 crore. Documentary Proof required is CA Cer t i f icate/ Audited Balance Sheet / Annual Repor t.

    VI I . Jo int ventures/ Assoc iat ion/ Consort ium in any manner wi th o ther consul tancy f irms are not permitted for th is ass ignment.

    3. The Proposal shal l remain val id for a per iod not less than 120 days f rom the Proposal Clos ing Date (Proposal Val id ity Per iod). Directorate of Fisher ies , Assam reserves the r ight to accept or reject any or a l l e l igib i l i t y, technical or f inanc ia l proposals (even the lowest quoted b idder) wi thout incurr ing any l iab i l i t y or obl igat ion to inform the af fected Bidders of the grounds. Bidders need to submit an under tak ing/ cert i f icate accept ing th is c lause. This undertak ing/ cer t i f icate should be accompanied with the technical of fer . Non-submission of th is cer t i f icate wi l l be treated as incomplete non -respons ive tender and hence wi l l be rejec ted in the technical scrut iny.

    4. In terested Bidder Firms may submi t their proposals a long wi th a Non refundable Demand Draf t of Rs.3,000/ (Rupees Three thousand only) drawn in favour of The Director of F isher ies, Assam payable at Guwahat i, Assam towards the cost of RFP Document and required Bid security of Rs. 6,00,000.00 (Rupees Six Lakh Only) . No proposals wi l l be accepted wi thout cost of RFP document and b id secur i ty. Bid secur i t ies of the unsuccessfu l b idders shal l be returned to them at the ear l ies t af ter expiry of the f inal bid val idity and latest on or before the 30 t h day af ter the award of the contract to successfu l b idder .

    6. At any t ime pr ior to the Proposal Closing Date, for any reason, whether at i ts own ini t ia t ive or in response to c lar i f icat ions requested by any Bidder , Depar tment of Fisher ies may modif y the RFP document by the issuance of Addendum/ Corr igendum.

    7. No l iabi l i t y wi l l be accepted for download ing the incomplete document.

    9. EMD amount is to be submit ted in the form of Bank Demand Draf t or Bank Guarantee in favour of The Director of F isher ies , Assam Payable at Guwahat i. The format for Bank Guarantee has been g iven in Annexure B.

    10.     11. Preparat ion& Submiss ion, Evaluat ion of the Proposal and Award of Contract

  • Bidder(s) proposal shal l consis t of three (3) components : -

    I . Bid Secur i ty& El ig ib i l i ty Bid

    I I . Technical Of fer , and

    I I I . Financ ia l Of fer

    11.1.1. Bid Secur i ty& El ig ib i l i ty Bid : Bid secur i ty as ment ioned in c lause No. 4 above along with a l l relevant documents establ ish ing the Bidder s e l ig ib i l i t y to par t ic ipate in the tender shal l be placed in Envelope I . I f the b id secur ity& proofs for e l ig ib i l i t y are found proper then only technical and further f inanc ia l proposals wi l l be enterta ined.

    11.1.2. The Evaluat ion Committee wi l l open the Technical Of fer s of only qual i f ied Bidders. Bidder shal l provide proposed methodology, team prof i le , project plan, and proposed t imel ines for the Scope of Work. The evaluat ion committee shal l evaluate the b ids fur ther and wi l l request the Bidder to present/ demonstrate t he methodology, understand of the tasks, proposed web based solut ion at the t ime &date and p lace, as decided by the Department of F isher ies , Assam.

    11.1.3. PROPOSAL EVALUATION The Depar tmental Committee shal l rank the Technical Proposals on the bas is of

    Proposals respons iveness to the TOR using the evaluat ion cr i ter ia and points system spec if ied in the Data Sheet . Each Technical Proposal wi l l receive a technical score. A Proposal shal l be rejected i f i t does not achieve the minimum technical mark of 70 out of the maximum of 100 points.

    Af ter the technical evaluat ion is completed, the depar tment shal l not i f y Bidder

    whose proposal is technical ly c leared and shal l be int imated for technical presentat ion. The proposals that receive technical score equal to 70 marks o r higher, shal l be invi ted for F inanc ia l Bid opening indicat ing the date, t ime, and locat ion for opening of F inanc ia l Proposal.

    Fol lowing the rank ing of Technical Proposals, when select ion is based on

    Qual i t y Based Select ion method (as def ined by the WO RLD BANK), f inanc ia l proposals of qual i f ied bidder shal l be opened publ ic ly and read out; and the h ighest ranked b idder based on cumulat ive technical and f inanc ia l evaluat ion rank ing wi l l be invited for contract negotiat ions.

    Bidder s at tendance at the opening of F inanc ial Proposals is opt ional.

    The deta i led contents of each F inanc ia l Proposal wi l l be subsequent ly reviewed

    by the Cl ient.

    The evaluated tota l pr ice (ETP) for each F inanc ia l Proposal wi l l be determined. In Qual i t y and Cost Based Select ion me thod (def ined by the WORLD BANK), the score for each F inanc ial Proposal is inversely propor t ional to i ts ETP and wi l l be computed as fo l lows:

    Where:

    Sf is the f inancia l score of the F inanc ia l Proposal being evaluated Fm is the ETP of the lowest pr iced Financ ia l Proposal . F is the ETP of the F inanc ia l Proposal under cons iderat ion. The lowest evaluated F inanc ial Proposal wi l l receive the maximum score of 100 marks.

  • Rank ing of Proposals (Qual i t y and Cost Based Select ion) Fol lowing complet ion of evaluat ion of Technical and F inanc ial Proposals, f ina l rank ing of the Proposals wi l l be determined. This wi l l be done by applying a weightage of 0.80 (or e ighty percent) and 0.20 (or Twenty percent) respect ive ly to the technical and f inanc ia l scores of each evaluated qual i f ying Technical and F inanc ia l Proposals and then comput ing the re levant combined tota l score for each Bidders . The technical and f inanc ia l scores shal l be added and the Contract wi l l be awarded to the agency which scores maximum poi nts.

    11.1.4. Contract Negot iat ions and Award of Contract

    The technical and f inanc ia l scores shal l be added and the Contract wi l l be awarded to the agency which scores maximum points , as per evaluat ion process c i ted.

    The selected Consul tant is expected to commence the Ass ignment on the date and at the locat ion spec if ied by the depar tment.

    Section III - Instruction to the bidder i . The Proposal, as wel l as a l l re lated correspondence exchanged by the Consultants

    and the Directorate of Fisher ies , Assam shal l be in En gl ish. Al l repor ts prepared by the contracted Consultant shal l also be in English.

    i i . The Proposal should inc lude a Power of At torney and cover le tter s igned by person(s) wi th ful l author izat ion to make legal ly b inding contractual ( inc luding f inanc ia l) commitments on behal f of the f irm.

    i i i . The rates to be quoted shal l be in the format g iven in Annexure - B and i t shal l inc lude a l l costs / expenses and statutory taxes inc luding Service Tax. Department of Fisher ies shal l deduct Service Tax as appl icable on prevai l i ng rates.

    iv. The or ig inal Proposal (Earnest Money Depos it , Technical and F inanc ia l Proposals) shal l conta in no inter l ineat ions or overwri t ing, except as necessary to correct errors made by Consultants themselves. Any such correct ions, in ter l ineat ions or overw r it ing must be in it ia led by the person(s) who s igned the Proposal .

    v. An author ized representat ive of the Consultant shal l in i t ia l a l l pages of the or ig inal copy of the F inanc ial Proposal. No other copies are required.

    v i . The envelopes (Envelope 1 Bid Secur i ty & El ig ib i l i t y Bid, Envelope 2 Technical Of fer and Envelope 3 Financ ia l Of fer) shal l be p laced in to an outer envelope and sealed. The outer envelope shal l bear the submiss ion address, reference number and t i t le of the RFP. I f the Financia l Proposal is n ot submitted by the Consultant in a separate sealed envelope and duly marked as indicated above, th is wi l l const i tute

    grounds for dec lar ing both Technical and F inanc ial Proposals non respons ive.

    v i i . Proposals must be del ivered at the indicated Cl ient submission addresses on or before the t ime and date stated in the RFP or any new date establ ished by the Department according to provis ions of Clause No. 10.

    v i i i . The Bid Secur i ty may be forfe i ted :

    I I . i f the successfu l b idder fa i ls to: A. Sign the contract with in required t ime f rame. B. Furnish a performance secur ity.

    ix . Conf ident ia l i t y: Al l p lans, drawings, specif icat ions, des igns, r eports and other documents prepared by the Consultant / Fi rm in performing the Services shal l become and remain the property and copyr ight of Department of F isher ies, Govt. of Assam af ter payment therefore, and the Consul tant / F irm shal l , not later than upo n terminat ion or expirat ion of th is Agreement, del iver a l l of the foregoing to Depar tment of F isher ies, Govt . of Assam.

    x. Consul tants shal l bear a l l costs assoc iated with the preparat ion and submiss ion of their Proposals. Costs might inc lude si te v is i t ; co l l ec t ion of informat ion; and, i f se lected, at tendance at contract Agreement Signing.

    x i . In prepar ing their Proposals, Consul tants are expected to examine in deta i l the documents compris ing the RFP. Mater ia l def ic ienc ies in provid ing the informat ion requested may resul t in rejec t ion of a Proposal.

    x i i . Fraud and Corrupt ion

    o The Department of Fisher ies requires that consultants observe the h ighest standard of eth ics dur ing the procurement and execution of such contracts . In such pursuance of th is pol ic y, the Department of F isher ies:

    Def ines, for the purposes of th is provis ion, the terms set for th below as fo l lows:

    Corrupt pract ice means behavior on the par t of of f ic ia ls in the public or

    pr ivate Sectors by which they improper ly and unlawful ly enr ich themselves and/or those c lose to them, or induce others to do so, by misusing the pos it ion in which they are p laced, and i t inc ludes the of fer ing, g iv ing, receiving, or sol ic i t ing of anyth ing of Value to inf luence the act ion of any such of f ic ia l in the pr ocurement process or in Contract execut ion; and

    Fraudulent pract ice means a misrepresentat ion of facts in order to inf luence a Procurement process or the execut ion of a contract to the detr iment of the borrower, and inc ludes col lus ive pract ices among bidders (pr ior to or af ter b id submiss ion) des igned to establ ish b id

    pr ices at ar t i f ic ia l , non compet it ive levels and to depr ive the borrower of the benef i ts of f ree and open compet it ion) .

    o wi l l rejec t a Proposal for award i f i t determines that the b idder recommended

    for award has engaged in corrupt or f raudulent pract ices in compet ing for the contract ; and

    o W il l dec lare a f irm inel igib le, e ither indef in i te ly or for a stated per iod of t ime, to be awarded any Department of F isher ies contract i f i t at any t im e determines that the f irm has engaged in corrupt or f raudulent pract ices in compet ing for, or in execut ing, any Depar tment of Fisher ies contract.

    xi i i . I f a Consultant / F irm submits or par t ic ipates in more than one proposal , such proposals shal l be d isqual i f i ed.

  • xiv. Department wi l l not be responsib le for any costs or expenses incurred by b idders in connect ion wi th preparat ion or del ivery of Bids, or loss of any document dur ing transact ion.

    xv. Bids wi l l not be accepted af ter the due date &t ime of submiss ion.

    xv i . Department reserves the r ight to accept any b id, or reject any or a l l b ids, cancel any b id wi thout assigning a reason thereof and wi thout thereby incurr ing any l iab i l i t y to the Bidder or Bidders. The Director of F isher ies , Assam a lso reserves the r ight to modify/ re lax any or a l l c lauses ment ioned in th is b id.

    xv i i . In case of d isputes ar is ing dur ing the process ing of th is b id, the dec is ion of the Director of F isher ies, Assam wi l l be f inal.

    xv i i i . In case of disputes, the law governing wi l l be the Indian laws and shal l be exclus ively subjected to Gauhat i High courts only.

    x ix . Penalty Clause: Upon delay in t imely del ivery of services, Depar tment shal l deduct an amount equal to 7.5% of project cost per month beyond spec if ied t ime l ine to a maximum of 15% of the total project cost.

    Section IV Other Terms & Conditions 1. The select ion of the consultant shal l be based on Qual i t y cum Cost bas is . The mark ing

  • 2. The project implementat ion durat ion specif ied in the RFP is 5 months f rom the successful award of the work . Consultant shal l provide wi th a deta i led methodology and project schedule for execut ion and implementat ion of the work . Appl icat ion maintenance and suppor t shal l be required for 12 months af ter successfu l complet ion of the project .

    3. Payment Mi lestones and Penalty.

    I . The payment shal l be made in India rupee only. I I . The consultant shal l be paid as per the pr ice quoted. In case there is change in scope

    of work beyond 10%, the addi t ional scope shal l be d iscussed and the addi t ional cost and t ime l ine shal l be agreed in mutual consent , duly approved by competent author i ty.
