ENVIRONMENTAL SCAN JUNE 2008 EXECUTIVE SUMMARY This document provides data about the Kwantlen Region, often comparing it to the Greater Vancouver Regional District (GVRD) and to the province overall. It is intended primarily to be used as a reference tool for planning. Institutional Analysis & Planning provides interpretations or implications of the data only when requested to do so. Much of the data were drawn from the 2006 Census and are presented along with similar data from the 2001 and 1996 Census for the municipalities that comprise Kwantlen’s region. Should you need Census data at smaller aggregations, please call us. Much of the economic data presented, particularly employment projections, are generally only available at the provincial level. We can investigate alternate sources if you need occupation specific information or projections for a smaller geographic area. The Environmental Scan is divided into 7 chapters:

1. Kwantlen Region: A Demographic Profile This chapter reports on the overall population growth in the region, growth in each municipality, and in specific age groups. One section shows the projected population change in selected age groups in Kwantlen’s and other college regions.

The Kwantlen Region has experienced the highest level of population growth in the province over the five years 2001/02 – 2005/06, and projections suggest that growth will continue to be strong. International migration is the biggest driver of the population growth. No growth is projected between 2007 and 2016 for the age cohort 18 – 21.

2. Immigration

The immigrant population in the Kwantlen Region is described by date of immigration, the municipality in which they live, and their country/area of origin. More than half of the immigrants in the Kwantlen Region came to Canada after 1991.

3. Education within the Kwantlen Region

Detailed tables show the educational attainment of different age groups in each of the 6 municipalities in the region. Richmond and White Rock have the greatest proportion of the population with a university degree, while the highest proportion without a high school diploma lives in Surrey. Educational attainment by age group in the Kwantlen Region is compared to the GVRD and the province overall.

Recent and projected Grade XII enrolments between 2003 and 2016 suggest that enrolments will decline 9% in the Kwantlen Region between 2007 and 2016, slightly less than the 11% decrease forecast for the province, but more than the 5% decrease forecast for the GVRD. High school graduation rates for public schools in the GVRD range from over 90% in Richmond and Delta school districts to 78% in Maple Ridge/Pitt Meadows; the BC average is 80%.

4. Economic Indicators in the Kwantlen Region Standard economic indicators such as business licenses issued, incorporations, industrial and commercial building permits, residential building permits and housing starts over the past five years are reported for the Kwantlen Region, the GVRD and the province. In general, these indicate strong economic growth in the Kwantlen region over the last five years.

Major employers in each of the six municipalities are listed with the number of employees, as are snapshots of the region’s largest economic drivers: the Vancouver International Airport and the Vancouver Fraser Port Authority. Industrial parks, along with planned and proposed major projects in the region, are listed. The final section shows the average personal income by municipality, and the proportion of the population receiving income assistance.

5. Kwantlen Region’s Labour Market Labour force participation, employment, and unemployment rates between 1996 and 2006 are reported. The leading industry sectors and occupations in 2001 and 2006 are listed with projections for employment demand 2005 – 2016. Key BC Labour Market trends are presented and brief descriptions and predictions for some key industries in BC.

6. Transportation

This chapter describes how people get around the region and the GVRD including vehicle ownership, transit use, and place of work relative to residence. Planned transportation initiatives for the region are described.

7. Kwantlen’s People

The first section provides comparative data about the age of students and headcounts by program area at Kwantlen and other lower mainland institutions and other university colleges between 2003/04 and 2006/07. The second section describes employees at Kwantlen by age, campus, position and level of education (faculty only). Faculty age distribution is compared to that at BC’s traditional universities.

Between July 1st, 2002 and July 1st, 2007, the population of Kwantlen’s region grew by 9.3%, which represents an increase of 73,104 individuals, resulting in a population of 857,253 on July 1st, 2007.

Within Kwantlen’s region, between July 1st, 2002 and July 1st, 2007, Surrey had the highest population growth rate of 13.2%, followed by Langley DM at 10.1% and Richmond at 7.4%. Over the same period, Delta experienced the lowest population growth at 0.5%. The population growth rate was 2.6% in Langley City and 3.4% in White Rock. Among all 157 municipalities of BC, Surrey experienced the highest increase in population (10,574) between July 1st, 2006 and July 1st, 2007, followed by Vancouver (4,968).

1.1.2 Contributors to Population Growth Between July 1st, 2006 and July 1st, 2007, the population increase in BC was 60,001. The main reason for the population growth in BC was the international migration. With its booming economy, BC also attracted a significant number of people from other parts of Canada in 2007 (BC Stats, Municipal Population Estimates, December 2007).

1.2 Projected Population Change 2007-2016 by Municipality4 1.2.1 Growth Patterns Kwantlen Region’s population is projected to increase by 17% between 2007 and 2016. Over the same period the population of the GVRD and BC are projected to increase by 14.3% and 11.4%, respectively.

In contrast, the population of Delta is projected to increase by only 2.5% between 2007 and 2016.

1.2.2 Shifts in Age Distribution According to the 2006 census population statistics, one in eight GVRD residents is over 65. By 2031, the number of residents over 65 is forecast to increase to one in four residents (2006 Census Bulletin #3: Population by Age).

The median age in Kwantlen’s region has increased from 37.8 in 2001 to 40.1 in 2006. The region’s 2006 median age was slightly above the median age of the GVRD and slightly below the median age of BC. Among the 21 municipalities in the GVRD, the median age of Surrey was the third lowest in 2001 and second lowest in 2006.

Kwantlen Region’s population is aging; therefore, the proportion of older people in the population is increasing. Kwantlen’s region is expected to see a 1.1% decrease in the 18-24 age group, the typical post-secondary age cohort, between 2007 and 2016. However, the region is expected to see a 14.2% increase in the 25-29 age group and a 20.2% increase in the 30-39 age group. These demographic trends create a potential for the provision of labor market training and skills upgrading for these age groups, especially for those aged 30-39.

1.4 Decomposition of Changes in Population Cohorts in Selected College Regions8

The population of BC is aging and the region’s 18-24 age group is projected to shrink over the next decade (2006 Census Bulletin #3: Population by Age). According to P.E.O.P.L.E. 32, BC’s 18-21 and 22-24 age groups are projected to decline between 2006 and 2016, 4.6% and 7.6%, respectively. For the 25-29 and 30-44 age groups, P.E.O.P.L.E. 32 projects a population increase over the same period, 14.5% and 8%, respectively.

Between 2006 and 2016, P.E.O.P.L.E. 32 projects a population decline of 2.8% for the 18-21 age group and little change for the 22-24 age group in the Kwantlen College Region. For the 25-29 age group, P.E.O.P.L.E. 32 projects a population increase until 2012 then a decline until 2016. Overall, the population of 25-29 year olds is expected to increase by 10,363 or 18.8% between 2006 and 2016. (Note that the projected population change in the 25-29 age group between 2007 and 2016 is 14.2%.) P.E.O.P.L.E. 32 forecasts that the population of 30-44 year olds will increase by 24,798 or 13.2% between 2006 and 2016.

The lowest projected decline in the population of the 18-21 and 22-24 age groups are in the Fraser Valley College Region. The projected population decrease for the 18-21 year olds in the Fraser Valley College Region is less than 1%. Over the same period, P.E.O.P.L.E. 32 projects a slight population increase (3.3%) for the 22-24 age group, an 8% increase in the 25-29 age group, and a 14.5% increase in the 30-44 age group.

The most dramatic decline among the college regions is expected in the Vancouver College Region. According to P.E.O.P.L.E. 32, between 2006 and 2016, the Vancouver College Region is expected to see a slight increase (9%) only in the 30-44 age group. The 18-21, 22-24, and 25-29 age groups are forecast to decline. The biggest decline is projected to occur in the 22-24 age group (27%) followed by the 18-21 age group (16.9%).

For 18-21 and 22-24 age groups in the Douglas College Region, P.E.O.P.L.E. 32 forecasts a steady decline until 2012 and a slight increase until 2016. Overall, the projected decrease is 2.3% for the 18-21 age group and 2.4% for the 22-24 age group. The 25-29 age group is projected to increase until 2012 and decline until 2016. Overall, between 2006 and 2016, the projected increase in the population of 25-29 year olds is 19.7%. Similarly, over the same period, the projected increase in 30-44 year olds is 14.3%

Like other college regions, the Capilano College Region is expected to experience a decline (2.3%) in the population of 18-21 year olds. However, the Capilano Region presents a different picture in the 22-24 and 25-29 age groups. Between 2006 and 2016, P.E.O.P.L.E. 32 projects a population increase of 15.9% for the 22-24 age group and a population increase of 43.7% for the 25-29 age group. 2. IMMIGRATION Immigration has a strong impact on population change within the Kwantlen Region. Between 2001 and 2006, the immigrant population within the Kwantlen Region has increased by 20.7%, which was nine times higher than the percentage change in non-immigrant population in the region over the same period. Moreover, during the same period, the immigrant population in the Kwantlen Region (20.7%) has grown at a faster pace than the immigrant population in the GVRD (12.6%) and BC (10.8%).

According to the 2006 Census, there were 1,119,215 immigrants, 27.5% of the total population of BC, living in BC. 2.1 Concentration of Immigrants within the Kwantlen Region

In 2006, the majority of immigrants within the Kwantlen Region lived in Surrey (51%) and Richmond (35%). Between 2001 and 2006, Surrey’s share of immigrants increased to 51% from 47% in 2001. Over the same period, however, Richmond’s share of immigrants dropped from 35% in 2001 to 33% in 2006. The percentage change of immigrant population in all other municipalities within the Kwantlen Region was virtually unchanged. In 2001,

immigrants accounted for 17% of the total immigrant population in Delta, Langley City, Langley DM, and White Rock and they accounted for 16% of the total immigrant population in 2006.

2.2 Immigrant Status and Period of Immigration A little less than one-half (45%) of the Kwantlen Region’s immigrant population arrived in Canada before 1991. By comparison, 46.7% of the GVRD’s and 54% of BC’s immigrant population landed in Canada before 1991. Over the last three five-year census periods, the number of immigrants choosing one of the municipalities within the Kwantlen Region as a place of residence remained almost the same whereas the number of immigrants to the GVRD and BC increased slightly.

In 2006, there were 301,390 immigrants living within the Kwantlen Region, representing 38% of the region’s total population. In 2006, pre-1991 immigrants accounted for 45% of Kwantlen Region’s, 47% of the GVRD’s and 54% of BC’s immigrant population. In 2006, pre-1991 immigrants represented 58% of the total immigrant population in Delta. Of the 27,020 immigrants living in Delta in 2006, 15% landed in Canada between 1991 and 1995, 14% arrived between 1996 and 2000, and 14% immigrated to Canada between 2001 and 2006.

2.3 Origin of Immigrants Immigrants residing in the municipalities within the Kwantlen Region come from all over the world, but Asia and Europe have always been a major source of immigrants for the Kwantlen Region as well as the GVRD. In 2006, immigrants born in East and Southeast Asia made up the largest proportion of immigrants in the Kwantlen Region (41.2%), GVRD (48.6%), and BC (38.8%). For immigrant groups from East and Southeast Asia, Richmond was a top destination. Within the Kwantlen Region, 73% of the immigrant population from East and Southeast Asia were living in Richmond in 2006. A relatively large portion of the immigrants in Langley City, Langley DM and White Rock was from Europe. The share of immigrants born in Southern Asia and living in Delta and Surrey was 27% and 38%, respectively.

3. Education within the Kwantlen Region 3.1 Educational Attainment by Age Kwantlen’s educational service region is composed of six census tracts: Delta, Langley City, Langley DM (Township of Langley), Richmond, Surrey, and White Rock. Among all age groups except 55-64, Richmond shows the greatest percentage of individuals with a university degree and White Rock shows the second greatest percentage of individuals with a university degree within all age groups except 20-24. In the 55-64 age group, the number of individuals with a university degree is higher in White Rock than in Richmond, 29% and 24% respectively. Conversely, Surrey has the highest percentage of individuals without a high school degree across all age categories except 20-24. The highest percentage of individuals without a high school degree in the 20-24 age group cohort is in Langley City (15%) followed by White Rock (12%) and Surrey (10%). In all other age groups, Langley City has the second highest percentage of individuals without a high school degree. Richmond has the smallest percentage of its population, across each of the five age cohorts, with a trades ticket.

When compared with the 2006 census data for the GVRD, the data indicate that across all five age groups within the Kwantlen Region, a slightly larger percentage of the population has less than a high school education; a slightly higher percentage of the population has completed high school; a smaller percentage of the population has completed a university education; and a slightly higher percentage of the population has a trades certificate or ticket except the 20-24 cohort. When compared with the 2006 census data for BC, the data indicate that among all age groups except 20-24 and 45-54, a slightly smaller percentage of the population within the Kwantlen Region has completed a university degree and a slightly larger percentage of the population has completed high school. The percentages for all other levels of schooling within the Kwantlen Region are similar to those of BC.

3.2 Percentage of Population 15+ with University Degree The percentage of population over the age of fifteen within the Kwantlen Region that holds a university degree increased from 15% in 2001 to 18% in 2006, an increase of 3% over five years. The percentage for BC in 2001 and 2006 is 1% higher than that of the Kwantlen Region and the increase between 2001 and 2006 is the same. Overall, the GVRD shows a greater increase over a five year period (4%) in the percentage of university degree holders than the Kwantlen Region and BC.

The overall decline in enrolments can be attributed to the demographic changes within the region as well as the interprovincial migration patterns. The last of the children born to the baby boomers between 1980 and 1994 are currently in their final years in high schools and the children replacing them are part of a much smaller cohort; therefore, the number of school aged children is steadily decreasing. Over the next ten years, grade 12 enrolments in the Kwantlen Region, GVRD, and BC are projected to decline as indicated in the following chart16:

3.4 Percentage of Grade 8s Continuing to Next Grade There has been little change in grade-to-grade transition rates over the last five years. Within the Kwantlen Region and the Lower Mainland, there is a consistently high transition rate for all students from grade 8 into a higher grade. The percentage of grade 8 students who made the transition into grade 9 between the 2006/07 and 2007/08 school years ranged from 90% in the Coquitlam School District to 97% in the Delta School District. The percentage of students who made the transition from grade 10 into a higher grade ranged from 82% to 96%. The percentage of students who made the transition from grade 11 to grade 12 is generally lower, ranging from as high as 94% in the Delta School District to as low as 74% in the New Westminster School District.

3.5 High School Graduation and Completion Rates The Ministry of Education measures the high school completion rate (within the public school system) over a six year period. In the most recent data available, the completion rates within the Kwantlen Region and the Lower Mainland vary from 78% to 92%. The four school districts within the Kwantlen Region (Langley, Surrey, Delta, Richmond) have high school completion rates ranging between 79% (Langley) and 92% (Richmond and Delta).

4. Economic Indicators in the Kwantlen Region 4.1 Business Indicators 4.1.1 Business Licenses The Kwantlen Region continues to attract new businesses as reflected by the number of business licenses this region has issued. Overall, the rate of growth in business licenses issued between 2000 and 2006 was greater in the Kwantlen Region than the GVRD; however, the numbers fluctuated more in the Kwantlen Region. As a result, the Kwantlen Region showed the greatest growth as well as the greatest decline compared to the GVRD. Between 2000 and 2006, the sharpest decline (4%) in the number of new and renewal business licenses issued within the Kwantlen Region was in 2004.

Within the GVRD, businesses operating in more than one municipality are required to obtain a business license from each municipality they conduct business in. In several other regions within BC, the municipalities have established “inter-municipal business license” agreements to allow a business to operate in more than one municipality with only one license. There are not any inter-municipal business license agreements among the municipalities in the GVRD. The Vancouver Economic Development Commission believes that adopting an inter-municipal business license concept in the GVRD will contribute to the economy by advancing regional collaboration (Vancouver Economic Development Commission, Inter-Municipal Business Licensing, January 2007).

In 2007, there were 6,518 business incorporations in the Kwantlen Region, a 77% increase over 2001. During the same period, the percentage change in incorporations was 68% in the GVRD and 75% in BC, which indicates that most of the regions in BC saw a significant increase in the number of business incorporations. Over the years, the Kwantlen Region’s share of all incorporations in BC remained stable between 19% and 21%. Its share of all incorporations in the GVRD gradually increased from 27% in 2001 to 31% in 2004, and slightly decreased to 29% in 2007. Within BC and the GVRD, the most rapid growth in business incorporations occurred in 2005, while the Kwantlen Region experienced the most rapid growth in 2004 and 2005. There has been a downward trend in the annual percentage change in incorporations since 2006. This trend is supported by the weak growth in the BC Economic Index for the last two quarters. According to Finlayson (2008), “despite a healthy domestic economy, weak growth in the Index for two straight quarters confirms that the US headwinds are being felt in BC. It also points to a comparatively soft handoff for the start of 2008” (B.C. Economic Index, Vol.6, No.4).

The growing population of the Kwantlen Region and the availability of vacant lands has stimulated industrial growth in recent years. Between 2000 and 2006, the value of industrial building permits in the Kwantlen Region ranged from a low of $106 million in 2001 to a high of $328 million in 2006. Overall, between 2000 and 2006, the Kwantlen Region experienced a stronger growth in the value of industrial building permits than the GVRD.

Between 2000 and 2006, the value of commercial building permits in the Kwantlen Region and the GVRD has varied significantly on a year-to-year basis. Within the Kwantlen Region, the value of commercial projects recorded a steep decline of 40% in 2002 and slight decline of 13% in 2005. Overall, between 2000 and 2006, the Kwantlen Region experienced an increase of 44% in the value of commercial building permits issued. Over the last couple of decades, the land use in downtown Vancouver gradually moved from industrial use to new residential communities. There is continuing pressure from developers to convert areas and buildings that were identified for industrial and commercial use to residential use (City of Vancouver Community Services, Metropolitan Core Jobs and Economy Land Use Plan, 2008). According to the architecture critic, Trevor Boddy, Richmond is likely to become a preferable location for corporate head offices due to the unbalanced development in downtown Vancouver towards residential buildings (The Vancouver Sun, Thing to Waste, February 22, 2006). Richmond is easily accessible from downtown Vancouver and home to the Vancouver International Airport. The Olympic Speed Skating Oval, which is currently under construction, is planned to function as a convention centre after the 2010 Winter Olympics. As the second largest city in British Columbia, Surrey also represents an important consumer and retail market.

Between 1997 and 2002, the value of residential building permits declined 10% in the Kwantlen Region and 16% in the GVRD (Kwantlen University College Environmental Scan 2004). Between 2000 and 2006, however, the GVRD’s residential building sector performed strongly. During this period, the value of residential building permits recorded a 217% increase in the Kwantlen Region and a 210% increase in the GVRD. As part of the GVRD's Livable Region Strategic Plan, the GVRD has been divided into eight Regional Town Centres. The Kwantlen Region includes three of these regional town centres: Richmond City Centre, Surrey Centre, and Langley Town Centre. The purpose behind the creation of the town centres is to establish interconnected, but independent centres that are able to bring many of the benefits of the urban centre closer to where people live (Liveable Region Strategic Plan, 1996). Surrey is expected to be the new “hot spot” for residential real estate. Surrey Central’s close proximity to downtown Vancouver via SkyTrain makes it an affordable choice for new home buyers. The Surrey Central Transit Village Plan is already underway. Soon, the area between 102nd and 104th Avenues, and East and West Whalley Ring Roads will be home to a mix of new residential and commercial developments, easily accessible to transit (Surrey Board of Trade, Transit Village, June 2007).

The Kwantlen Region experienced the highest increase in housing starts (72%) in 2001-02 and the only decline (5%) in 2004-05. The housing starts in the GVRD slightly declined between 2004 and 2006 but increased by 11% in 2006-07. The housing starts in BC have increased steadily by 5% in 2004-05 and 2005-06 and 8% in 2006-07. Nevertheless, housing starts are projected to decline slightly from their 2007 level in 2008 and 2009 (Canada Mortgage and Housing Corporation, Housing Market Outlook, First Quarter 2008).

“The British Columbia economy will grow at a slightly slower pace in 2008 and 2009. Following three years of strong job gains, employment growth will slow as key sectors of the economy adjust to weaker US demand and a higher Canadian dollar. However, new jobs added in 2007 will drive housing demand through 2008” (Canada Mortgage and Housing Corporation, Housing Market Outlook, First Quarter 2008).

4.3 Major Industries 4.3.1 Industrial Parks20 4.3.1.1 The Corporation of Delta The Corporation of Delta is bounded by the Fraser River to the northwest, the Canada-U.S. border to the south, and the municipalities of Richmond and Surrey, to the northwest and east respectively. It is only 20 minutes away from Vancouver International Airport and has its own small craft airport in Boundary Bay (The Corporation of Delta, The right environment for business). Delta has two business parks and five industrial zones, which account for 12.8% of the industrial land in the Lower Mainland. Annacis Island Business Park • The largest business park in the Lower Mainland; • Features high technology and manufacturing industries; • Over 430 companies with more than 10,300 employees are located on the island.

Tilbury Industrial Park • Situated on the south side of the Fraser River; • The fourth largest industrial park in the GVRD; • Home to 300 companies specializing in a wide range of industries, from high tech to

manufacturing and distribution. There are five other industrial zones in Delta, which are Tilbury Island (heavy industry), River Road East (mixed industry), Nordel (mixed industry), Deltaport Container Terminal, and Boundary Bay Airport. 4.3.1.2 Langley District Municipality Langley District Municipality(DM) is located in the Fraser Valley, bordered on the north by the Fraser River, on the south by the United States, on the west by The City of Surrey, and on the east by The City of Abbotsford. Langley DM has five industrial areas: Aldergrove Industrial Park • Located at the intersection of Highway #13 and Fraser Highway close to the Aldergrove

Border Crossing; • Suitable for light and medium industrial uses.

Carvolth Business Park • Located in northwest Langley DM between 200th Street and Highway #1; • Close to Canada/U.S. border crossing and on the pathway to the soon-to-be-opened Golden

Ears Bridge; • When completed it will be home to office parks, stores, restaurants, hotels, and financial

services;

Magazine). 4.3.1.3 The City of Langley The City of Langley is located in the Fraser Valley, bordered by the Langley District Municipality in the east, south and north and The City of Surrey in the west. Production Way Industrial Area • Located in the west of the City of Langley next to Surrey; • Close to Fraser Highway and Willowbrook retail/service area; • Mostly features plastics manufacturing, metal fabrication, and clothing industries.

The Duncan Way Industrial Area • Located on the north of the Langley Bypass; • Home to industrial operations ranging from large manufacturers to small shops.

Logan Centre Industrial Area • Adjacent to the Duncan Way Industrial Area; • Comprised of small multi-tenant buildings and automotive service businesses.

• Located at 28th Avenue and 192nd Street; • Easy access to Highway #99; • First phase to be completed by 2009; • Upon completion, it will be the largest high-end industrial park of the region.

Cloverdale Industrial Area • All three areas, Cloverdale North, Cloverdale East and Cloverdale West are accessible by

Highway #10 and Highway #15; • Home to over 300 businesses.

Douglas Industrial Area • A small industrial area located at the Canada/U.S. border: • Serves cross border traffic and customs brokers.

Newton Industrial Area • Centrally located with convenient access to King George Highway, Highway #1, Highway

#91, and Highway #99; • Home to 1,400 businesses.

Port Kells Industrial Area • Located east of Highway #15 and adjacent to Highway #1; • Easy access to Burnaby, New Westminster, and Vancouver as well as the Pacific Highway

Border Crossing; • Home to over 475 businesses.

Rosemary Heights Industrial Area • Located at the intersection of Highway #99 and 32nd Avenue; • Close to Richmond, Vancouver, and the Canada/U.S. border crossing.

South Westminster & Bridgeview Industrial Area • Located on the Fraser River with convenient access to King George Highway and the Pattulo

Bridge; • Accessible by CN Rail; • Ideal for businesses that require riverfront access; • Home to over 300 businesses.

4.3.2 Vancouver International Airport22 “The Airport Authority is in the midst of a $1.4-billion, 10-year capital program to ensure YVR meets the growing demand for air travel, and continues to be developed as a premier global gateway and economic generator for British Columbia” (2006 Annual Report, Vancouver Airport Authority). 4.3.2.1 Economic Impact of the Vancouver International Airport In 2005, the Vancouver International Airport • created 26,700 jobs, 2.3% of total employment in the GVRD; • paid $1.1 billion in wages; • contributed $3.1 billion to Gross Domestic Product; • generated $6.8 billion economic output; • contributed $680 million in tax revenues to all levels of government.

4.3.3 Fraser River Port The Fraser River Port is located on the main arm of the Fraser River and its 270 kilometre shoreline borders nine municipalities in the Lower Mainland. With its 36 million tonnes of cargo shipment annually, it is the second largest port in Canada23. “On January 1, 2008, the three Lower Mainland port authorities: Fraser River Port Authority, North Fraser Port Authority and Vancouver Port Authority, amalgamated to continue as the Vancouver Fraser Port Authority (VFPA)” (http://www.fraserportauthority.com/frpa.html). 4.3.3.1 Growth of the Fraser River Port Between 2001 and 2006, the Fraser River Port • Increased its domestic cargo by 71%, from 19 million tonnes to 33 million tonnes; • Increased its international cargo by 86%, from 3 million metric tonnes toe 5 million metric

tonnes; • Increased its container traffic by 600%, from 50,600 TEUs24 to 373,000 TEUs.

4.3.3.2 Economic Impact of the Fraser River Port In 2006, the Fraser River Port • created 15,000 direct full-time jobs, and 65% of these were concentrated in Delta (3,465

FTEs), Richmond (2,181 FTEs), and Surrey (4,138 FTEs); • paid $730 million in wages; • contributed $1.3 billion to Gross Domestic Product; • generated $3.7 million in economic output; • contributed $275 million in tax revenues to all levels of government.

4.4 Major Projects 4.4.1 Planned Major Projects Delta • Boundary Bay Airport Redevelopment: The redevelopment project, which is expected to be

completed at the end of 2009, includes a new terminal building and aviation related commercial development.

• Roberts Bank Container Expansion Program Terminal 2 and Deltaport25 3rd Berth: Through these two projects Vancouver Port Authority plans to increase the capacity from 900,000 TEUs to 1.3 million TEUs. The expected completion date of this project is 2011.

Langley • Langley Airport Expansion • Willoughby Community Recreation Centre: The Centre will include a 4,000 seat arena for the

use of Langley minor hockey association and Langley Chiefs and 15,000 sq ft for the Langley gymnastics foundation.

• The Village at Thunderbird Centre (200th Street & 88th Avenue): The plan includes the development of 300,000 sq ft involving components of retail, office, entertainment and up to 500 residential condominiums.

• Gateway 200 Business Park: A business park is being developed on 200th street between 83rd and 86th avenues. Part of the project has been completed.

• Golden Ears Bridge: A new six-lane bridge to connect Maple Ridge-Pitt Meadows to Surrey-Langley is under construction and expected to be completed by summer 2009.

Richmond • Fraser Reach Business Park: A 20 acre business Park at Nelson and Dyke Roads by the Fraser

River is under construction and expected to be completed in 2010. • Olympic Games – Speed Skating Oval: The project includes the development of a speed

skating oval for Winter Olympics 2008 and a waterfront park. The completion date is fall 2008.

• RAV Canada Line: The 19.5-kilometer rapid transit line, which will be completed by November 2009, will connect Richmond to downtown Vancouver.

• Riverside Business Park: A 20 acre industrial area by Highway 99 and Steveston Highway is being developed into a business park.

• Vancouver International Airport Expansion: The Expansion Plan 2027 for Vancouver International Airport includes the addition of a new terminal, a runway, and 14 new gates.

Surrey • 156th Street Underpass: The project includes the construction of an underpass running under

Highway 1 at 156th Street. The expected completion date is spring 2009. • Surrey Health Services Capacity Initiative: The project includes the addition of new health

care facilities to ease the congestion at Surrey Memorial Hospital and is expected to be completed in 2011.

• Fraser Highway Widening: Fraser Highway is being widened to four lanes through Surrey to reduce congestion on this route.

• Payal Business Centre: The first two of the four phases of the development on 12905 80

Avenue are complete and Phase 3 and 4 are under construction. • Grandview Corner Shopping District: A 86,770 sq m retail centre is being built on 24 Avenue

and 161 Street. The expected completion date is 2009. • North Surrey Auto Mall: An auto mall is being built on 18.8 acre site between Guildford Drive

and Highway 1. When completed in 2009, the mall will accommodate seven dealerships.

• Campbell Heights Business Park (28th Avenue and 192nd Street): The plan includes the development of 1,971 acres into a business park. The construction started in 2004 and is expected to continue until 2009.

4.4.2 Proposed Major Projects Delta • Ladner Harbour Redevelopment: Preliminary plan includes the redevelopment of the fishing

and marina portion and addition of retail and hotel space. Delta/Surrey/Langley • Grade Separation Improvements – Roberts Bank Rail Corridor: The proposed plan includes

grade separation and rail improvement at nine sites in Delta, Surrey, and Langley. • Gateway Program – South Fraser Perimeter Road: The proposed plan includes a 40

kilometers expressway to link Highway 1 to the Tsawassen Ferry Terminal and US border. The expected completion date is 2012.

Langley • Simalex Industrial Park: The proposed industrial park on Telegraph Trail in Langley District

Municipality is expected to be home to Simalex die-cast production facility. • East Langley Sewage: The proposed $26.5 million plan will tie the East Langley sewage into

the GVRD sewer line. The expected completion date of this project is 2011. • Gateway Program – Port Mann Bridge/Highway 1 Improvements: The project includes

twinning of the Port Mann Bridge and widening Highway 1 between Vancouver and Langley. The expected completion date of this project is 2013.

Richmond • Wall Centre Richmond (8200 Corvette Way): This riverfront condominium development

includes a 175-room Westin Hotel. The expected completion date is 2010. • Wal-Mart Shopping Centre: A 200,000 sq ft mall, 129,000 sq ft of which will be occupied by

Wal-Mart, planned for construction at the corner of Alderbridge Way and Garden City Road. The expected completion date is fall 2008.

• Richmond General Hospital Expansion: The third phase of expansion includes the replacement of the 5-storey north tower and expansion of acute care facilities.

Surrey • Guildford Town Centre Expansion: The proposed project includes addition of 505,000 sq ft to

accommodate 40 new stores. The expected completion date is December 2010. • RCMP Headquarters Relocation Project: RCMP E division, which is currently headquartered in

Vancouver, is expected to relocate to Green Timbers in Surrey by the end of 2013. • Anndale Village Shopping Centre and Residential Development: The proposed 182,000 sq ft

shopping mall will be located at Barnston Drive and 176 Street and accommodate 60 retailers.

• Rapid Transit Rail Service: TransLink is reviewing the feasibility of a 27-kilometre rapid transit service between Langley and Surrey.

White Rock • Peace Arch Hospital Renovation: The renovation project includes the modernization of the

facility and addition of 56 acute care beds.

Over the same period, the GVRD’s labour force increased by 17.8%, from 993,335 in 1996 to 1,169,725 in 2006. The Kwantlen Region experienced the greatest increase at 22.3%; the labour force of the region grew from 353,355 in 1996 to 432,035 in 2006. Between 1996 and 2006, there have been changes to the age composition of the working age population31 in BC. The proportion of working age population aged 25-44 declined to 44.7% in 2006 from 54% in 1996. By contrast, the proportion of working age population aged 45-64 increased from 29% in 1996 to 38% in 2006 (Semi-Annual Labour Market Review, 2007, Ministry of Advanced Education).

However, between 1996 and 2006, the labour force participation rate32 slightly declined within the Kwantlen Region, the GVRD, and BC, 1.2%, 0.5%, and 0.8% respectively. The table on the left provides a breakdown of the labour force participation rates by the municipalities Kwantlen serves. In 2006, BC’s participation rate was 1.5% less than the national average (Semi-Annual Labor Market Review, Ministry of Advanced Education, 2007)

In 2006, 63.2% of the Kwantlen Region’s working age population was employed, up from 62.2% in 2001. The increase in the employment rate33 was higher in the GVRD (1.6%) and BC (2%) than the increase in the Kwantlen Region (1%). The employment rate of BC reached 64% in March 2008 (Statistics Canada, Latest release from the Labour Force Survey, April 2008).

BC’s unemployment rate34 has been steadily declining since 1996. In 2001 and 2006, the unemployment rate in the Kwantlen Region was lower than that of the GVRD and BC. All six municipalities within the Kwantlen Region have experienced a decline in unemployment rates between 1996 and 2006. Surrey experienced the largest percentage point decrease in its unemployment rate, from 10.4% in 1996 to 5.7% in 2006. The smallest percentage point decrease in unemployment rates occurred in White Rock.

5.2.2 Leading Occupations, 2001-2006 In 2006, the leading occupations of the people living in the Kwantlen Region were sales and services (26%), business, finance, and administration occupations (19%), and trades, transport and equipment operators and related occupations (17%). These three categories accounted for 61% of all occupations in this region. 5.2.3 Labor Force Projections, 2005-2015 COPS BC Unique Scenario, the Canadian Occupational Projection System’s employment demand model for BC, forecasts 461,100 new jobs and 652,600 job openings due to permanent attrition in BC between 2005 and 2015.

“According to the Statistics Canada’s Labour Force Survey, 64 per cent of the BC labour force had a university degree, or some post-secondary education in 2005. Between 2005 and 2015, an estimated 74 per cent of expected employment openings (newly created jobs and replacement openings) will require a university degree, or some post-secondary education” (Employment Outlook for British Columbia, COPS BC Unique Scenario for 2005 to 2015, February 2007).

5.3 Key BC Labour Market Trends ♦ In 2007, BC’s economy grew faster than Canada’s for the sixth consecutive year, 3.1% versus

2.7% (Current Statistics, April 2008, BC Stats). In 2006, the province achieved real GDP growth of 3.3%, compared to 2.7% of Canada’s (Infoline Report, 07-22, BC Stats). A range of forecasts was made for the 2008 and 2009 real GDP growth. The Royal Bank expects a 2.5% growth in 2008 and a 3.0% growth in 2009. The Economic Forecast Council calls for 2.9% growth in both 2008 and 2009. The TD Bank Financial Group predicts growth of 2.8% in 2008 and 3.2% in 2009 (The Province of British Columbia, 2007). The annual compound rate of real GDP growth is forecast to be 2.1% over 2007-2030 (Provincial Outlook Long-Term Economic Forecasts: 2008, Conference Board of Canada).

♦ According to Finlayson and Peacock, “… high levels of activity in most segments of

construction and healthy consumer spending should keep the job market strong this year, even as persistent weakness in the export sector acts to dampen BC’s overall economic growth rate in 2008” (BC Economic Snapshot February 2008, Business Council of British Columbia). Although BC’s economy took a huge leap forward in recent years, significantly lower investment levels in non-residential structures and machinery and equipment compared to the other provinces, especially Alberta, create concerns about whether BC will be able maintain its position as the third-largest economy in Canada in the future.

The extent to which British Columbia relies on spending by consumers, rather than businesses, as a source of economic growth may put it at a disadvantage compared to other regions [provinces] which are more dependent on business spending and productivity improvement to stimulate the economy. These regions may be more vulnerable to the ups and downs of the business cycle, but are likely to see stronger long-term growth than in BC (Infoline Report Issue 07-22, BC Stats).

♦ The annual rate for population growth is forecast to be 1.1% over 2007-2030; however, the

average age of the population will steadily increase over the same period. In 2026, the number of deaths will outpace the number of births. Net international migration contribution to population growth is expected to increase from 30,151 people in 2007 to 46,910 people in 2030 (Provincial Outlook Long-term Economic Forecast: 2008, The Conference Board of Canada).

♦ The first baby boom cohort reaches 65 in 2011. Due to an aging population, the proportion of

working age population is expected to decline over the next two decades. (The Daily, Population Projections, December 15, 2005). COPS BC Unique Scenario forecasts 461,100 new jobs and 652,600 job openings in BC due to permanent attrition between 2005 and 2015. Over the same period, the percentage of job openings requiring post secondary education is expected to increase to 74%. The labour force participation rate is forecast to decrease from 66.2% in 2007 to 59.4% by 2030. Annual growth in the labour force is expected to decline from 1.2% in 2007 to 0.6% by 2030 (Provincial Outlook Long-Term Economic Forecasts: 2008, Conference Board of Canada). Ramlo and Berlin (2006) predict a labour shortage of 13.9 million in Canada by 2055 (A Perfect Storm: Sustaining Canada’s Economy During Our Next Demographic Transformation, The Urban Futures Institute Report 66).

In order to address labour shortages within the province, the Ministry of Economic Development devised an action plan with a focus on the following five areas; keeping the existing workforce in BC, developing the skills of the labour force, integrating Aboriginal people into the labour market, attracting and recruiting new workers, and addressing regional skills shortages (WorkBC, 2007, Ministry of Economic Development).

♦ Service sector35 is expected to continue to account for a large percentage of employment opportunities within BC.

♦ The US economy is heading for a recession, which is expected to create challenges for trade-

exposed industries of BC (Policy Perspectives, March 2008, Business Council of British Columbia). A strengthening Canadian dollar creates problems for the Canadian exporters. A one cent rise in the Canadian dollar means a loss of $150 million in forestry revenues and $50 million in mining revenues (Policy Perspectives, March 2008, Business Council of British Columbia).

♦ China is expected to become the world’s largest economy by 2020. BC is the ideal gateway,

connecting the Asia-Pacific region to the US and Latin America. The Government of British Columbia announced the Asia Pacific Initiative in 2007. It is a long-term strategy aiming to increase the province’s economic ties with Asia and benefit from Asia’s economic transformation (Province of British Columbia, Strategic Plan 2008/09 – 2010/11). The government is planning to undertake significant infrastructure and supply chain improvement projects. The Asia Pacific Initiative is projected to provide the province with 255,000 jobs by 2020 (Ministry of Economic Development, Asia Pacific Initiative).

♦ The Government will be introducing a carbon tax of 2.41 cents per litre of gasoline in July 1,

2008. This amount will increase gradually to 7.2 cents by 2012. All other fossil fuels including natural gas and coal will also be taxed. It is forecast that three-fifths of the carbon tax will be paid by the businesses in the province (Policy Perspectives, March 2008, Business Council of British Columbia.)

5.4 A Brief Industry Outlook of BC36

“British Columbia is a leader in Canada with strong job creation, record low unemployment, and robust economic growth, including a Gross Domestic Product (GDP) exceeding $175 billion. In 2006, British Columbia’s economic growth of 3.3 per cent outpaced every province in Canada except for Alberta for the fifth consecutive year, and employment grew 3.1 per cent leading Canadian job creating for the fourth consecutive year. Business confidence is high with more than 20,000 new businesses incorporated each year” (Economic Snapshot: Canada’s Economic Gateway, The Government of British Columbia).”

Manufacturing During the 1990s, the manufacturing sector’s contribution to the province’s GDP was around 2% (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Today, BC’s manufacturing sector is the fourth largest manufacturing sector in Canada and it accounts for 9% of Canada’s manufacturing GDP (BC Stats, Business Indicators, March 2008). BC’s manufacturing industry has seen a lot of changes in the last few years. The resource-based production’s share within the manufacturing industry has been declining, making way for non-resource-based industries (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Between 1997 and 2006, the contribution of the manufacturing sector to the province’s GDP has increased by 42.3%. In 2006, the manufacturing sector created 11% of BC’s gross domestic product (GDP). However, the growth in this sector appears to be slowing. In 2006, the growth rate of the manufacturing sector dropped to 2.9% from 8.1% in 2004 (BC Stats, Business Indicators, March 2008). BC is home to the largest wood industry in Canada. Despite a 17.9% decline in 2001, the wood industry in BC grew 43.1% between 1997 and 2006. The pulp & paper industry, which once accounted for 12% of the manufacturing GDP of the province, grew only slightly (1.1%) since 1997 (BC Stats, Business Indicators, March 2008). The fastest growing industry within the manufacturing sector was machinery production, whose contribution to the GDP increased by 67.3% since 1997. Despite a slow down in 2001 and 2002, the computer and peripheral equipment industry increased its share in the GDP from $48 million in 1997 to $220 million in 2006. In 2007, 9% of the province’s workforce worked in the manufacturing industry. Average unemployment rate of the manufacturing sector for the period 1990 to 2004 was 6.6%, which was lower than the average unemployment rate for all industries (8.4%) for the same period (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Construction In 2007, construction became the largest employer in the goods sector, surpassing manufacturing (BC Stats, Business Indicators, March 2008). The 2010 Winter Olympics-related projects were the main driver behind the increased demand in this industry (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Like the economy of BC, the housing starts are expected to grow at a slightly slower rate in 2008 and 2009 (Housing Market Outlook, First Quarter 2008, CMHC). In 2005, 168,000 people were employed in this industry (A Guide to the BC Economy and Labour Market, BC Stats, 2006). In recent years, one-third of all the new jobs were in the construction industry (BC Economic Snapshot February 2008, Business Council of British Columbia). In 2005, the BC Construction Sector Council predicted the occupations that is expected to see job growth as boilermakers (+18%), millwright and industrial mechanics (+16%), ironworkers (+9%), and refrigeration and air-conditioning mechanics (+6%).

According to Finlayson and Peacock (BC Economic Snapshot, February 2008), the recent strong growth in the industry is not expected to continue at the same pace; however, the positive momentum in the industry is anticipated to continue for the next few years. The contribution of the construction industry to the province’s GDP is forecast to drop to 5% in 2014 from 6% in 2004. Its share of employment is expected to decline 1%, from 7% in 2004 to 6% in 2014 (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Agriculture Although agriculture plays an important role in the economy of the province, the percentage of the labour force employed in the agriculture industry is about 2% (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Two of the biggest challenges for the BC farmers in recent years were the mad cow disease and the avian flu. Due to a case of mad cow disease in Alberta, the US border was closed to Canadian cattle in May 2003; the ban on Canadian beef exports to the US was partially lifted in September 2003 and the first shipment of Canadian live cattle to the US was on July 18th, 2005. In 2004, the avian flu hurt the poultry industry of the province. In addition to the diseases, the farmers of the province face international competition. Produce and meat from other countries are taking their place next to locally available produce and meat at the supermarkets due to lower production costs in other countries. Change in eating habits towards a healthier life style is another challenge facing this industry as it requires adaptation to consumer needs (A Guide to the BC Economy and Labour Market, BC Stats, 2006). In 2005, the number of people employed in the agriculture industry was 38,700, 50% of whom were located in the Fraser Valley. Within the Kwantlen Region, agriculture is an important activity in Delta. The industry’s contribution to the province’s GDP is expected to increase slightly to 1.1% in 2014 from 0.9% in 2004, whereas the percent of the labour force employed in the agriculture industry forecast to decrease to 1.7% in 2014 from 1.8% in 2004 (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Forestry Forestry has long been an important economic activity generator for BC; however, the economic impact of this sector has declined over the last twenty years as the growth of the service sector gained momentum. The contribution of forest products to international commodity exports of the province dropped to 41% in 2006 from 60% in the early 1990s. Nevertheless, BC is still more reliant on the forestry sector than the other provinces (Infoline Issue 08-03, BC Stats). In recent years, the softwood lumber dispute with the US, increased international competition, the mountain pine beetle outbreak, the housing meltdown in the US, and the strong Canadian dollar had severe repercussions for the forest companies in the province (Let the Good Times Roll, CanadaWest Foundation, 2007). The main export destination of BC for the forest products is the US; therefore, the significant decline in housing starts in the US diminished the demand for construction materials (Infoline Issue 08-03, BC Stats). The mountain pine beetle outbreak continues to challenge the forestry industry in the province (Province of British Columbia, Strategic Plan 2008/09 – 2010/11). The infestation affected 9 million hectares of mature forests and put into danger the livelihood of 25,000 individuals in 30 communities. The effects of the aging population are expected to be felt in the forestry industry in the long term as the demand for housing reduces (Provincial Outlook Long-term Economic Forecast: 2008, The Conference Board of Canada).

Retail and Wholesale Trade The retail and wholesale trade industry is vulnerable to economic shifts and they have seen changes such as the introduction of online shopping, gift cards, and Wal-Mart in the last two decades. The Internet continues to change the face of retail; people are increasingly using gift cards to shop; Wal-Mart has an effect especially on small to medium-sized retailers (A Guide to the BC Economy and Labour Market, BC Stats, 2006). In 2006, with 340,970 workers, the retail and wholesale trade industry was the largest employer in BC, providing jobs to 16% of the total experienced workforce. However, the job growth in the retail and wholesale trade industry lagged behind the national average in the last decade. The industry’s share of the GDP is forecast to increase from 11% in 2004 to 14% in 2014 (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Tourism In 2006, the tourism industry employed 120,400 individuals and its contribution to the province’s GDP was 4% ($5.5 billion). Transportation and accommodation and food services, together account for almost 71% of the GDP created by the tourism industry (BC Stats, Business Indicators, January 2008). From 1998-2002, the growth rate of the tourism industry remained below the provincial average of all industries every year. In the last decade, the major restructuring within the airline industry followed by an economic slowdown in the North American economy and the events of 9/11 had a negative impact on the transportation industry. The growth rate of the tourism industry in BC was higher than the growth rate of all industries combined each year between 2003 and 2006. The effect of the SARS outbreak in 2003 was not as significant in BC as it was in Ontario (BC Stats, Business Indicators, January 2008). The number of visitors to BC has been declining since 2001. It is expected that the 2010 Olympics will help BC’s tourism industry to gain some of the ground lost in the last decade (BC Stats, Business Indicators, January 2008). The industry is expected to employ 9% of the labour force in BC by 2014 (A Guide to the BC Economy and Labour Market, BC Stats, 2006). High Technology The high technology industry is a growing part of the province’s economy. It employed 13,100 people in 2005. The industry is still trying to recover from a downturn that happened at the beginning of this decade (A Guide to the BC Economy and Labour Market, BCStats, 2006). The Centre for Digital Media was created to position BC as a world leader in digital media. The province is now considered “one of the world’s largest video game development centres” (Scotia Bank, Provincial Trends, 2008, p.2). The recently opened Microsoft Development Centre in Richmond is expected to contribute to the growth of the high technology industry by attracting skilled high-tech workers from all around the world (Scotia Bank, Provincial Trends, 2008). Health Care and Social Assistance The biggest challenge facing the health care and social assistance industry of the province is the increasing demand for health services of the aging population. “In 2005/06 those over 65 made up 14 per cent of the B.C. population, but used 47 per cent of acute care services, 49 per cent of PharmaCare expenditures, 71 per cent of home and community care services and 93 per cent of residential care services” (2008/09 – 2010/11 Service Plan, Ministry of Health). One in three British Columbians is considered to have a chronic condition. Chronic diseases, which are more common among older people further increases the demand for acute hospital care services (2008/09 – 2010/11 Service Plan, Ministry of Health). In 2005, the health care and social assistance industry employed 10% of the labour force in BC and 57% percent of the health care and social assistance related jobs were located in the Lower

Mainland (A Guide to the BC Economy and Labour Market, BCStats, 2006). The projected growth in employment demand between 2005 and 2015 is the highest in this industry with 164,930 jobs. In 2008, the government allocated $15 million towards the provincial nursing strategy, which will be used to recruit, retain, and educate qualified nurses (Ministry of Health Media Release, May 14, 2008). Education The shift in enrolments is the biggest challenge facing the education industry. “Between 1997/98 and 2007/08, enrolment in the K-12 education system has declined by approximately 56,000

students” (2008/09 -2010/11 Service Plan, Ministry of Education). The booming economy of the province increases the demand for skilled trades workers, which may have a negative impact on the secondary school completion rates and transition to post-secondary education. In BC, the overall completion rate for the 2006/07 academic year was 80% and the Ministry of Education’s target for 2010/11 is 84%. The completion rate for aboriginal students was 43% in the 2006/07 academic year and the target for 2010/11 is 63%. In 2005, the number of people working in the education industry was 146,100 and most of them were employed at primary and secondary schools. The size of the population is expected to have an impact on the employment growth as the number of school aged children is steadily decreasing (A Guide to the BC Economy and Labour Market, BCStats, 2006). The Conference Board of Canada, in its Learning and Development Outlook 2007, presents the need for employee training, learning, and development (TLD) programs for the future competitiveness of the Canadian economy.

Baby boomers are beginning to retire. Canadian employers are starting to lose this large supply of talent that has fuelled employee ranks for 40 years. Increasingly, employers are concerned about their ability to transfer retirees’ knowledge and organizational memory to younger employees. In addition, employers are faced with the task of developing the skills of less experienced workers to replace boomer retirees, to enable their organizations to continue producing high-quality goods and services. Employers who turn to immigrants to fill their skills and labour shortages will need to find effective ways to integrate immigrant talent into their workforces so they become fully productive quickly.

This Conference Board of Canada report shows that BC and Ontario were the two provinces with fewest hours of employee TLD, 25 hours/year, compared to the other provinces in Canada. Transportation and Warehousing Since the 1990s, the GDP and employment growth in the transportation and warehousing industry was not as fast as the rest of the economy. In 2005, the transportation and warehousing industry’s share of the total employment was almost 6%. Although employment in the transportation and warehousing industry increased by 29% between 1990 and 2005, most of this growth has been concentrated in “warehousing, trucking, ground passenger and transit, scenic and sightseeing transportation, and the courier and messenger services” (A Guide to the BC Economy and Labour Market, BC Stats, 2006, p.106). Air transportation was hit hard by the terrorist attacks of 2001 and SARS in 2002. Trucking and shipping has also been affected by the stricter border crossing regulations. In 2005, 58% of the employees in this industry were trades, transportation, and equipment operators, 29% of which were truck drivers. Most of the transportation and warehousing jobs are located in the Lower Mainland. The industry’s contribution to the GDP and the employment levels is expected to be 6% in 2014 (A Guide to the BC Economy and Labour Market, BC Stats, 2006).

“The expansion and upgrade of B.C.’s transportation network continues at a strong pace, with more than $10 billion to be spent between 2005 and 2013. The Pacific Gateway initiative is progressing. The Port of Prince Rupert, the closest North American port to Asia, opened its new 500,000 TEU (twenty-foot equivalent unit) container terminal in September 2007, with significant expansion planned for the future” (Scotia Bank, Provincial Trends, 2008, p.2). Vancouver Port Authority plans to increase the capacity from 900,000 TEUs to 1.3 million TEUs through two projects, Roberts Bank Container Expansion Program Terminal 2 and Deltaport 3rd Berth, which are expected to be completed in 2011. Another project is the Fraser River Port Expansion, which includes the upgrading and expansion of Fraser River Docks and it is expected to be completed in 2011. Finance, Insurance, Real Estate, and Leasing FIRE is an essential economic activity in BC. It employs only 6% of the total workforce but creates a fifth of the province’s GDP. The inclusion of imputed rental income in total GDP is a reason why FIRE’s contribution to the GDP is high compared to its workforce; without it, FIRE’s contribution to the GDP drops to 12% (A Guide to the BC Economy and Labour Market, BC Stats, 2006). One of the biggest changes in the industry is the reduced need for front line workers due to advancements in technology. Nevertheless, the number of jobs in banking, securities, and investment sectors increased 38% between 1990 and 2005. The insurance sector experienced a slight decline in employment figures due to the terrorist attacks of 2001 and hurricanes in the Gulf Coast states. The real-estate sector has been in a boom cycle for the last couple of years but it is starting to slow down. The employment in the rental and leasing sectors of the industry doubled since 1990. Vancouver is the financial center of the province; therefore, 66% of the jobs in FIRE are located in the Lower Mainland. In 2005, 35% of the total employees in this industry were employed in the banking and financial services sector and 26% of the jobs were in real estate. The employment growth is expected to be 6% in 2014 and FIRE’s contribution to the province’s GDP is forecast to grow to 14% (excluding imputed rental income) in 2014 from 12% in 2004 (A Guide to the BC Economy and Labour Market, BC Stats, 2006). Mining, Oil, and Gas Extraction The mining, oil, and gas extraction industry of BC is quite diverse; the major metals extracted in BC are copper, gold, and molybdenum. The non-metallic mineral products extracted, which are mainly used in the construction industry include, cement, sand, gravel, and stone. (A Guide to the BC Economy and Labour Market, BC Stats, 2006.) In terms of value, coal is the most important commodity followed by copper. The geographic location of BC makes it a leading supplier for North America and Asia. In recent years, China’s need for steel increased the demand for metallurgical coal; this increased demand led to the opening of two new coal mines in BC in 2004. In recent years, the growing imbalance between supply and demand for minerals around the world caused an increase in prices, which meant higher profits for some of the mining companies in BC; however, the industry output hasn’t increased as fast as the prices (A Guide to the BC Economy and Labour Market, BC Stats, 2006). In 2007, the mineral exploration investment in the province reached an all-time high of $416 million. This is an increase of 1,300% from the 2001 level (British Columbia Mining and Mineral Exploration Overview 2007, Ministry of Energy, Mines and Petroleum Resources). Between 2005 and 2007, eight new mines were opened (Province of British Columbia, Strategic Plan 2008/09 – 2010/11). In 2006, 1,416 wells were drilled in BC. Total revenue collected from royalties and

sales of gas rights was $2.14 billion. This constitutes a 17% decrease from 2005 but a 65% increase from 2000 (Oil and Gas Overview, Ministry of Energy, Mines and Petroleum Resources, 2008). Oil and gas prices are at record highs and are not expected to decline. In 2005, 13,800 people worked in the mining, oil, and gas extraction industry and most of these jobs were located outside the Lower Mainland (A Guide to the BC Economy and Labour Market, BC Stats, 2006). As stated in the 2007 overview of the mining and mineral exploration in BC (Ministry of Energy, Mines, and Petroleum Resources, 2007, p.2),

“People employed in British Columbia’s mineral industry (mine and mill workers, engineers and geoscientists, managers and technical experts in many fields) are highly skilled and productive and are in demand throughout the world. Vancouver has become a major financial centre strongly oriented toward international trade in natural resources. Vancouver is also an important source of capital for mineral exploration and mine development, both within the province and internationally. British Columbia has become internationally recognized as a centre of excellence in mining and related fields such as metallurgy, environmental engineering, mine safety and the geosciences.”

The outlook for 2008 is broadly positive. Exploration companies with projects are well funded, and more international companies are expected to choose BC as an investment location (British Columbia Mining and Mineral Exploration Overview 2007, Ministry of Energy, Mines and Petroleum Resources). Although employment growth is expected in the mining, oil, and gas exploration industry, its share of the GDP is expected to decline to 2.4% in 2014 from 3.2% in 2004 (A Guide to the BC Economy and Labour Market, BC Stats, 2006). In the long-term, BC’s mining industry is forecast to benefit greatly from the increased global demand for metals and non-metallic mineral products (Provincial Outlook Long-term Economic Forecast: 2008, The Conference Board of Canada).

6. Transportation The GVRD’s population is forecast to grow from 2.2 million in 2007 to 3 million in 2031 (Choosing a Sustainable Future for Metro Vancouver, November 2007). Between 1999 and 2004, Delta, Surrey, White Rock, Langley City and Langley DM accounted for 39% of the GVRD’s population growth. The same municipalities accounted for 35.6% of the population growth of the GVRD for the period from 1994 to 1999 (Greater Vancouver Trip Diary Survey 2004, TransLink). The increasing volume of people within the GVRD, and the resulting increase in traffic, will create new challenges for traffic infrastructure. The number of vehicles is expected to increase by about 317,000 over the next 25 years, from 1.4 million in 2007 to 1.7 million in 2031. Between 1999 and 2004, automobile ownership growth (12.5%) was higher than population growth (5.9%)37 and this trend is expected to continue (Greater Vancouver Trip Diary Survey 2004, TransLink).

In 2004, the walking and bicycle trips represented 13% of the total regional trips, whereas transit represented only 11%. According to Anthony Downs, a U.S. urban theorist, the transit system in the GVRD is not effective in serving low-density neighbourhoods in the suburbs (The Vancouver Sun, March 10, 2007). The automobile remained the preferred mode of transportation. In 2004, GVRD residents made 3.2 daily trips per person. “Since people in middle age and older groups have a

higher propensity to make auto trips, and because the number of older people is expected to increase significantly over the next ten years, the proportion of auto trips is expected to increase based on today’s travel behavior” (Greater Vancouver Trip Diary Survey 2004, TransLink, p.13). The following charts display trips by time of day. According to the Trip Diary Survey of 2004, midday trips accounted for 34.6% of all trips within GVRD followed by PM peak trips at 25.9%.

6.1 Distribution of Daily Trips The sharing of trips originating from Richmond and Delta/Surrey/White Rock areas has increased since 1999. In 2004, the greatest relative decline in the sharing of trips was observed in Vancouver followed by Burnaby/New Westminster (Greater Vancouver Trip Diary Survey 2004, TransLink). The following exhibits present the daily travel patterns for the Kwantlen Region municipalities. The increasing number of daily trips over the years indicates an increase in mobility for the Kwantlen Region. However, increased automobile mobility may have a negative impact on the transportation system if it increases the peak period congestion. Distribution of Daily Trips Leaving Richmond

The Richmond sub-area is in the middle ground in terms of the proportion of trips traveling within and outside of the region. Most of the trips leaving Richmond are destined mainly to the Vancouver/UEL and the Surrey/Delta/White Rock sub-areas. Richmond has a very low proportion of trips leaving the GVRD.

The Ministry of Transportation forecasts transit ridership of 219 million in 2008 and 248 million in 2011 (2008/09-2010/11 Service Plan, Ministry of Transportation). Currently, about 12 percent of weekday trips in Metro Vancouver are on transit. With new initiatives, the government plans to increase transit weekday trips to 17 percent by 2020 and 22 percent by 2030. (The Vancouver Sun, February 25, 2008).

Compared to the GVRD and BC, more employed people travel to work by car, truck, or van within the Kwantlen Region. At the same time, significantly less people travel to work by public transit in the Kwantlen Region compared to the GVRD.

The car is the most preferred method of commuting to work in the Kwantlen Region and it is the most common in the Langley DM. In the Langley DM, 92% of people travel to work in a car, truck, or van and only 3% use public transit.

6.6 Transportation Initiatives The GVRD experienced a 7% population growth between 2002 and 2007. This trend is projected to continue with a 14% growth by 2016. The population growth of the region is increasing pressure on the transportation system. In the GVRD, the number of registered vehicles has increased 13% between 2001 and 2007. Traffic is growing faster than the population; traffic patterns are becoming more complex, worsening the traffic congestion and lengthening the rush hour. Anthony Downs, a U.S. urban theorist and one of the most influential traffic experts in the world, who visited Vancouver in March 2007, believes that the addition of new roads has three consequences: “Drivers shift from alternative routes and begin to use the new, wider highway. Motorists who previously drove at off-peak times go back to driving at rush hour. And people using transit opt to commute by their car” (The Vancouver Sun, March 10, 2007). Within a short period of time, the traffic congestion problems will resurface. Downs’ “carrot-and-stick approach to traffic planning” includes improvements to increase transit ridership and tolls to discourage private vehicle use (The Vancouver Sun, March 10, 2007). Public transit ridership in the GVRD continues to grow. Between 2002 and 2006, bus ridership increased 26%, SkyTrain 37%, Seabus 10%, and West Coast Express 19%. However, in 2004, 76% of daily trips were still taken by car. 6.6.1 Gateway Program The Gateway Program is an initiative developed by the Ministry of Transportation to address the growing traffic congestion problems in the region. The main purpose of the Program is to improve roads and bridges along and across the Fraser River. The Program includes three major projects: • Port Mann/Highway 1 Project, which includes the twinning of the Port Mann Bridge and

upgrades to Highway 1 from Vancouver to Langley. These improvements are expected to reduce congestion at the entry and exit points to Highway 1 and reduce travel times along this 37 km route.

• The South Fraser Perimeter Road Project, which includes the development of a new four-lane, 40 km route from Deltaport Way in Southwest Delta to the Golden Ears Bridge connector in Langley/Surrey. The route will have connections to highways 1, 15, 91, 99, and 17, and the Golden Ears Bridge. When completed, the route is expected to benefit the trucking industry, commuters and tourists by easing access to the U.S.- Canada borders, the Tsawwassen ferry terminal and the interior of BC.

• The North Fraser Perimeter Road Project, which aims to improve existing roads to provide a more efficient route to Maple Ridge from New Westminster. A major part of this project includes building a new bridge on the Pitt River (to replace the existing bridge), and replacing existing intersections at Lougheed Highway and Mary Hill Bypass with a grade-separated interchange with on and off ramps. These two projects are expected to be completed by late 2009, at the same time the Golden Ears Bridge is scheduled to open.

6.6.2 Provincial Transit Plan The Government of BC announced the Provincial Transit Plan on January 14th, 2008. The Plan aims to double transit ridership40 by introducing new fleets, new rapid transit lines, and new services such as RapidBus. Major investments include: • Four new rapid transit lines in Metro Vancouver

The Canada Line, which is scheduled for completion in late 2009 The Evergreen Line by 2014, connecting Lougheed Town Centre Station to Coquitlam

Centre The UBC Line by 2020, extending from Broadway Station to UBC The upgraded Expo Line by 2020, extending the existing line six km to Guildford;

• Point-to-point RapidBus BC service along nine major routes in Kelowna, Victoria and Metro Vancouver ; and,

6.6.3 Now is the Time Transport 2040 TransLink, in collaboration with elected officials, stakeholders, municipal and regional staff is preparing a 30-year transportation plan titled “Now is the Time Transport 2040”. Under this plan, the provincial government is planning to triple the freight container traffic of Vancouver ports by 2020. On January 1st, 2008, the Fraser River Port Authority, North Fraser Port Authority and Vancouver Port Authority amalgamated to continue as the Vancouver Fraser Port Authority (VFPA). The VFPA plans to increase the container handling capacity of the Deltaport container terminal41 from 900,000 TEUs to 3.2 million TEUs through the addition of a third berth to the exiting two berths. Furthermore, there are plans to add another three-berth container terminal, Terminal 2 (Robert Banks Container Expansion Program, Port Vancouver). Vancouver International Airport Authority has plans to double its air cargo from 220,000 tonnes annually to 420,000 tonnes by 2027. “The border crossings serving the Lower Mainland include the third busiest passenger vehicle crossing along the U.S.–Canada border and the fourth busiest commercial crossing. Forecasts predict a 75 per cent increase in commercial vehicle crossings at the Pacific Highway crossing by 2013” (Now is the Time Transport 2040, Trans Link). 6.6.4 Transportation Initiatives in the South of Fraser Area In 2007, TransLink completed the construction of the 204th Street Overpass in Langley. This overpass has improved north-south travel across the rail tracks just south of the Langley Bypass. In 2007, TransLink added 18 buses to the bus fleet in the South of Fraser Area and increased the frequency of bus service on several routes. In 2008, TransLink plans to create a new route on 64th Avenue to connect Langley Centre and Scottsdale and a new route on 88th Avenue to connect Walnut Grove and the 22nd Street SkyTrain Station. In 2010-2011, TransLink plans to introduce a new community shuttle on 68th Avenue in Surrey, improve the existing infrastructure, and make improvements to achieve baseline transit service levels throughout the South of Fraser Area. A limited-stop B-Line service on Fraser Highway, a new community shuttle route between Langley City and Walnut Grove, and an improved shuttle service in South Surrey/White Rock and South Delta are the planned projects for 2012.

Kwantlen’s People 7.1 Student Descriptive Data 7.1.1 Age Distributions: Kwantlen and Other Colleges The following tables compare the age distribution of Kwantlen University College students to that of other colleges located in the Lower Mainland. It is apparent that the populations served by Kwantlen, Capilano, Douglas, Langara, and UCFV are quite different than the populations served by BCIT and VCC. Kwantlen, Capilano, Douglas, Langara, and UCFV primarily serve a college population aged 18–24 years. In contrast, the student populations at BCIT and VCC are concentrated in 25-49 year age groups.

In the 2003/04 Academic Year, 67% of Kwantlen students were aged 18-21 and 12% were aged 25-29. In the 2004/05, 2005/06, and 2006/07 academic years, the percentage of Kwantlen students who were between 18 and 21 remained the same at 69%.

7.1.2 Age Distributions: Kwantlen and Other University Colleges Despite their differing geographic locations, the age distribution of the student population at the university colleges is quite similar. As noted in the tables that follow, at least 47% of the student populations were aged 18-24 at all of the university colleges except Malaspina. In contrast, approximately 35% of the Malaspina students were aged 18-24 and a little over 40% were aged 25-49. Compared to the other colleges, Malaspina had the highest percentage of students in the 50-64 age group. Among all the university colleges, the 18-24 year olds share of the student population was highest (67% in 2003/04, and 69% in 2004/05, 2005/06, and 2006/07) at Kwantlen. 7.1.3 Student Headcount by Program Area: Kwantlen and Other Colleges In 2004/05 and 2005/06 academic years, arts and sciences and business and management students made up 59% of the Kwantlen’s student population. In 2006/07 academic year, the proportion of arts and sciences and business and management students at Kwantlen increased to 65%. Arts and sciences students were also in the majority at Capilano (38%), Douglas (32%), Langara (47%), and UCFV (40%). On the other hand, in 2006, continuing education students made up almost 60% of the student population at BCIT and 46% of the student population at VCC. The biggest difference between Kwantlen and the other colleges is that continuing education students’ share of the student population at Kwantlen is considerably lower than that of the other colleges excluding Capilano. 2004/05

7.2.3 Age of Faculty – Regular and Contract by Division 7.2.3.1 Average Age of Regular Full-time Faculty by Division Overall, the average age of the regular full-time faculty members slightly increased from 50.2 in September 2005 to 50.6 in October 2007. In October 2007, Humanities, Learner Resources, and Social Sciences were the only divisions with an average faculty age of less than 50. In September 2005, 9% of all regular full-time faculty was over 60; this number increased to 14% in October 2007. The proportion of faculty between the ages 51 and 59 was 43% in September 2005 and 39% in October 2007.

7.2.4.1 Highest Level of Education by Division Fifty percent of Kwantlen’s faculty holds a masters degree. The large majority of Kwantlen’s faculty members with a masters degree are in its business & computing (21%), qualifying studies (19%), and humanities divisions (18%). Overall, the Social Sciences division has the highest percentage of faculty with a PhD at 42%. Faculty members with a PhD make up 5% of the total faculty at Sciences and Technology, 55% of the total faculty at Social Sciences, and 36% of the faculty at Humanities divisions.

7.2.5 Kwantlen Regular Full-Time Faculty Age Comparison to Other Faculty in BC47 Canada’s professoriate is aging, which means that institutions will soon have to start replacing a greater number of retiring faculty; therefore, issues regarding the faculty renewal due to normal attrition are of great importance to administrators of higher education institutions. In 2005, the highest proportion (33%) of the regular full-time faculty at Kwantlen was 40-49 years old. Similarly, in the 2004/05 academic year, 33% of the regular full-time faculty at all BC Universities was between 40 and 49. However, Kwantlen had a greater percentage of its regular full-time faculty between 50 to 59 years old combined (48.4%) than all BC universities (32.1%).
