I. INTRODUCTION
1.1. Project background
The Secondary Green Cities Development Project (the project) will support environmentally
sustainable and socially inclusive development in the cities of Vinh Yen, Hue, and Ha Giang
in Viet Nam to enhance their economic competitiveness. It will (i) control urban stormwater
runoff and reduce flood risks, (ii) improve sanitation for public health, (iii) enhance green
landscaping and public amenities, (iv) upgrade urban road networks and their connectivity,
and (v) promote public participation in planning. The project will demonstrate green and
climate-resilient development approaches that will be scaled up for nationwide secondary
green city development in Viet Nam.
The Hue subproject (Output 2 of the Project) will deliver the three components: (i) Improving
the drainage capacity, water environment, and livability of the inner and surrounding areas of
the Citadel by upgrading 21.9 km of drainage pipelines, rehabilitating 15.9 km of road
pavement and drainage, and dredging 6.2 ha of water-retention ponds; (ii) Protecting 9.0 km
of river embankments with environment-friendly materials and improved public access; (iii)
enhancing 17.2 ha of green spaces and landscaping for public amenities; and (iv) extending
access to a clean water supply to the poor Phu Son commune. The urban road connectivity
and tourist access improvement component will connect missing links of the urban road
network to a 7.2 km road and three bridges to reduce traffic congestion and improve access
for increasing numbers of tourists. The green flagship grant component will involve
consultations with climate-vulnerable communities to identify their needs, and will fund the
required equipment procurements, small works, and activities.
1.2. Project objectives
Long-term objectives:
- Improve and expand the transportation network, step by step complete synchronous
urban infrastructure; Meanwhile, it will create a driving force for urban development,
promote the development of trade and service business, exploit tourism potentials, as
well as create employment opportunities to increase people’s income.
- Improve environmental sanitation conditions and urban environmental landscape,
thereby improve the health and living quality for the people.
Short-term objectives:
- Improve environmental infrastructure including drainage systems, embankments and
dredging for better flood prevention; management of water supply, sanitation and
wastewater; upgrade solid waste treatment facilities to improve environmental
conditions.
- Contribute to refurbish the urban cities to become clean and green and develop in
accordance with the National Strategy on Green Growth period 2014-2020 by the
Government.
- Upgrade urban road networks and their connectivity.

1.3. EMP implementation arrangement
Institutional setup and responsibilities of stakeholders in implementing EMP are stated in
section VII. Institutional setup and responsibilities in updated EMPs approved by ADB.
Regarding environmental safety issues, the Implementing Agency issued Decision No. 2440
/ SKHĐT-BQLDA dated September 10, 2018 on establishing the Secondary Green Cities
Development Project Management Unit - Thua Thien Hue subproject which clearly states the
Department of Environment, Resettlement and Social Safeguards with 04 people to ensure
the environmental management plan is implemented in all project items. In addition,
Consultant supports project management and develops the capacity to mobilize
environmental experts to support the Environmental Working Group in implementing project
environmental safety.
Responsibilities of the executing agency, Implementing Agency, HPMU, Project Supervision
and Management Consultancy (PMCS), contractors in EMP implementation are described in
the table below.

disclosure and institutional strengthen were conducted.

HU-CW01 - Water Supply to Phu Son Villages and Municipal Solid Waste Treatment
Facility: The contract with Hanoi water electric installation construction joint stock company
was signed on 3 May 2019 and issuing commencement letter on October 20, 2019. By the
end of December 2019, the contractor has been executing 2.5 months.
HU-CW02 - Dredging and Embankment of Ke Van, An Hoa, An Cuu and Nhu Y rivers; It
is predicted to conduct contractor selection in Q II/2020.
HU-CW03 - Dredging, Drainage, Pavement and Lake in 4 Inner City Wards, and
Embankment of Dong Ba river. It is predicted to conduct contractor selection in Q 3/2020.
HU-CW04 - Park, Path, and Square of Provincial Administration Center: Contract was
awarded to Urban Infrastructure Development Investment Corporation on 27 June 2019 and

issuing commencement letter on December 19, 2019. By the end of December 2019, the
contractor has been executing 10 days.
HU-CW05 - Pavement, Drainage and Lighting in An Van Duong New Urban Area. This
package has been bid and awarded to Thanh Dat Joint Stock Company on 26 April 2019
and issuing commencement letter on October 10, 2019. By the end of December 2019, the
contractor has been executing 2.5 months.
HU-CW06 - Bui Thi Xuan and Huyen Tran Cong Chua Roads. It is predicted to conduct
contractor selection in Q 3/2020.
HU-CW07: Vy Da Bridge Expansion, and 100m Access Road. It is predicted to conduct
contractor selection in Q 2/2020.

December 2019, all environmental management plans have been submitted and approved

Section VI of the EMP specifies that the contractor must develop site-specific environmental

HU-CW01; HU-CW04 and HU-CW05. For the HU-CW01 package, due to the construction
site along the route away from dense residential areas, the impact on the surrounding
environment is negligible.

4.2. Health and Satety
Contractors of packages HU-CW01; HU-CW04 and HU-CW05 have implemented mitigation
measures in the EMP to ensure safety and health for workers and the community. The work
camps requirements are fully followed by the contractors.
There have been no safety incidents on the construction sites during the reporting period and
no incidents affecting workers' health. Construction supervision consultants are regularly
present at the site to inspect, supervise and remind contractors about the implementation of
safety measures.
Some of the safety issues at the construction site have not been fully complied with, and
more solutions are listed in the Table. Health and Safety Issues.

4.3. Environment quality monitoring Monitoring plan
The environmental monitoring plan is focused on the ongoing construction activities at each
package and includes environmental indicators, locations, sampling frequencies, and data
collection methods. The purpose of the monitoring plan is to determine the effectiveness of
the mitigation measures, and to record any unintended positive or negative environmental
impacts of the subproject.
For the monitoring plan in the reporting period, the number of concentrated monitoring
samples in 3 packages includes HU-CW01; HU-CW04 and HU-CW05.
The monitoring requirements presented in the Environmental Monitoring Plan also include
the requirements specified in EIA, IEE and EMP reports of subproject..
4.4. Monitoring activities in the reporting period
During the reporting period from October to December 2019, the contractors signed a
contract with the subcontractor, the Center for Natural Resources and Environment
Monitoring of Thua Thien Hue Province to plan taking monitor sampling of environmental
indicators according to the updated EMP monitoring plan of subproject.
Detailed monitoring sampling outlines have been developed for the packages HU-CW01,
HU-CW04; HU-CW05 are the Contractors that commenced the construction. Analytical
sampling was conducted in the fourth quarter of 2019. For the remaining packages, due to
the evaluation of bidding and have not been signed contracts with contractors yet, the outline
of monitoring and sampling will be prepared and submitted by the Contractor later and
described in the next semi-annual reports of the subproject.
The contractor's construction site supervision activities are regularly conducted by the Project
Supervision and Management Consultancy (PMCS). When detecting a problem of non-
compliance, the supervision consultant will make a Site Instruction requesting the contractor
to fix it and send it to the PMU at the same time.

V. COMMUNITY CONSULTATION, INFORMATION DISCLOSURE AND GRIEVANCE
REDRESS MECHANISM
5.1. GRM organization:
The PMU has made the information disclosure about ADB's grievance redress mechanism
on the province's television and broadcasting.
Specifically, on August, 9th, 2019, PMU issued an official letter No. 122/BC-BQLDA to the
local authorities in the project-affected area about the public coordination of ADB's grievance
redress mechanism to the GreenCity project community to implement information disclosure
to all households, communities of affected areas on the Contract Package HU-CW05:
“Pavement, Drainage and Lighting in An Van Duong New Urban Area” and package HU-
CW01 “Water Supply to Phu Son Villages and Municipal Solid Waste Treatment Facility -
Hương Thuy town” on letter no 125/BC-BQLDA.
More ever, on December, 18th, 2019, information disclosure of contract package HU-CW04”
Park, Path, and Square of Provincial Administration Center” has been sent to relevant parties
on Official letter no 280/BC-BQLDA.

VII. CONCLUSION
Compliance with the Environmental Management Plan of the subprojects is being fully
implemented by the PMU in coordination with the parties. During the implementation of the

contract from October 2019 to the end of December 31, 2019, environmental documents and
processes such as CEMP, Outline of monitoring and sampling of environmental analysis,
Monthly report, the approval process for the above-mentioned products is discussed and
resolved by PMU, Environmental Specialist of PMCS in collaboration with related
contractors. However, in order to achieve greater effectiveness in the implementation of the
environmental management plan, there are some recommendations:
- Require serious contractors to make monthly reports to the Consultant and PMU to
promptly grasp the issues and provide solutions. The Contractor's monthly
Environmental Report should be timely updated and completed by the 15th of the
following month or submitted earlier depending on the progress of the PMCS semi-
annual report or other progress reports as requested by PMU and ADB.
- Request the Contractor and the Consultant to strengthen coordination with the PMU,
to report as soon as the contractor's problem is detected so that the PMU takes timely
measures, not to get to the end of the month.
- Regarding the results of environmental quality monitoring: In general, the
environmental quality of all packages of the Project at the time of monitoring is valid
within the permissible limits of the Vietnamese Regulation.
