Executive Summary

This report is the 8th semiannual report on environmental safeguards compliance of the seven subprojects

under Asian Development Bank (ADB) funded National Highways Sector Project (NHSP). The reporting

period is from January to July 2012.

The five sub projects under NHSP are;

01. Puttalam-Nochchiyagama section of Puttalam Anuradhapura Trincomalee(A012) road (50 kms): ICB 1.

(Extended section-Nochchiyagama to Anuradhapura, length of 32 km)

02. Udathenna-Mahiyangana section of Kandy-Mahiyangana-Padiyathalawa(A026) road (46 km): ICB- 2.

03. Nuwara Eliya-Badulla section of Peradeniya-Badulla-Chenkaladi(A005) road (57.6 km): ICB- 3.

04. Habarana-Kantale section of Ambepussa-Kurunegala-Trincomalee(A006) road (44 km): ICB- 4 and

05. Nugegoda-Homagama section of Colombo-Rathnapura-Wellawaya-Batticaloa(A004) road (12.1km):

ICB- 5.

In additional to above sub projects, construction of Highway Secretariat Building (Stage-1 and 2) is also

handled by the NHSP and following road sections have been selected as a pilot project for Performance

Base Maintenance.

1. Road Section from 60+000 to 96+000 km of Colombo椴Rathnapura椴Wellawaya椴Batticoloa Road

(A-004).

2. Road section from 0+00 Km to 72 Km of Avissawella椴Hatton椴Nuwaraeliya Road (A-007).

Construction works of the ICB-04 and ICB-02 have been completed and handed over to the RDA.

The construction works are progressing in subprojects ICB-01(from 53 km to 83 km of A012 road), ICB -03

and ICB-05.

Emission of dust (specially in dry weather period) due to road works was the most prominent problem in

the reporting period.

The Highway Secretariat Building is being finished its stage 1 and 2 construction works and the

Performance Base Maintenance Project activities have also been implemented. There were no any

adverse environmental issues recorded in the reporting period.

1. Introduction

The following road sections have been selected for rehabilitate and improvement under National Highways

Sector Project (NHSP). The project is funded by Asian Development Bank (ADB) through Loan 2217 (Sri).

01. Puttalam-Nochchiyagama section of Puttalam Anuradhapura Trincomalee (A012) road (50 kms): ICB

1. The additional sections for improvement are (1)From 53 km to 70 km (Nochchiyagama to

Anuradhapura) (2) Service Road, Villu Road and original Puttalam-Trincomalee Road from 0 km to 2.6 km,

(total 4.49 kms) (3) Pandulagama to Lion Pillar from 70 km to 76.75 km,(4) Jaffna Junction to Matale

junction from 79.6 km to 83 km (3.4 kms)

02. Udathenna to Mahiyangana section of Kandy Mahiyangana Padiyathalawa (A026) road (40.8 km):

ICB- 2.

03. Nuwara Eliya to Badulla section of Peradeniya, Badulla ,Chenkaladi (A005) road (54.9 km): ICB- 3.

04. Habarana to Kantale section of Ambepussa ,Kurunegala,Trincomalee (A006) road (44 km): ICB- 4 and

05. Nugegoda to Homagama section of Colombo Rathnapura, Wellawaya, Batticaloa (A004) road: ICB- 5.

And following road sections have been selected for the Performance Base Maintenance such as

1. Colombo 椴 Rathnapura 椴 Wellawaya 椴 Batticoloa Road (A-004) from 60 Km to 96 km.

2. Avissawella 椴 Hatton 椴 Nuwaraeliya Road (A-007) from 0+00 Km to 72 km.

Initial Environmental Examinations (IEE) had been carried out for all above subprojects except the

Secretariat Building project and Performance Base Maintenance Contract. The impacts identified and

mitigation measures suggested under the section 惇Screening of Potential Impacts and Mitigation

Measures敦 of each Initial Environmental Examination Report (IEER) were summarized in to an

Environmental Management Plan (EMP). An Environmental Monitoring Plan (EMOP) was also prepared

for each subprojects that includes information on environmental parameters to be monitored, Location,

time and frequency, cost for sampling and stage of subproject on which the monitoring should be

conducted. The EMOP is considered to be a useful tool to monitor the implementation of mitigation

measures and EMP.

The EMP and EMOP of the approved IEERs of the five subprojects were incorporated into respective bid

documents.

The contractor is responsible of implementing the EMP and EMOP. The Supervision Consultant {(SC),

SCOTT WILSON KIRKPATRICK & CO. LTD, UK (in association with) RDC, Sri Lanka} working under the

Project Management Unit (PMU) is directly supervising the contractor in implementing the EMP. The PMU

have the overall responsibility of monitoring the implementation of EMP. Implementation of the EMP of

each contract is monitored by the SC on a monthly basis.

This report presents the status of environmental safeguards compliance with respect to each sub projects,

for the period from January to July 2012. Information presented in this report is mainly based on

observations made during monthly field inspections jointly carried out by the employer, engineer and the

contractor.

1.1. Supervision Consultants瀞 role in environmental safeguards compliance

As per task 2.10 on EMP and social impact mitigation requirements of appendix A of Tech form 4, the

Team Leader (TL)/ Chief Residential Engineer (CRE)/ Residential Engineer (RE) with the ES of SC are

responsible for assessment of the contractors proposed methods in relation with the stipulated EMP. The

CRE will advise and assist the RE in co-ordination and meetings with external agencies and bodies with

direct concerns in the project.

When the RE considers it is necessary the RE will give direction and instruction to the contractor to

mitigate the adverse effects that the construction operations are having on the environment both on and off

site.

As sections of ICB1, ICB 2 and ICB 3 roads run through designated national parks, wildlife sanctuaries and

gazette and proposed forest reserves, the contractors are obliged to comply with all the rules and

regulations laid down by various authorities governing these parks, sanctuaries and forest lands. The ES

of SC will pay particular attention to these areas and advice the RE and contractor accordingly as to the

proper procedure to be followed and the necessary permits which have to be obtained before

commencement of work.

2. Environmental approvals, licenses and permits

Contract No. RDA/ADB/NHSP/ICB 1: (Puttalam-Nochchiyagama subproject)

The subproject is handled by MAGA Engineering (Pvt.) Ltd. (Contractor). The contractor has operated the

quarry, crusher and the asphalt plant at Sinharagama, in Nochchiyagama near 57 km.

酉A瀞 grade mining license was obtained from GSMB for the main quarry and 惇B敦 grade license was also

obtained for 2nd quarry which is operated in same location.

The Environmental Protection Licenses (EPL) and trade licenses have been obtained by MAGA

Engineering for the operations of the Quarry, Crusher and Asphalt plants from CEA and local authority of

Nochchiyagama.

Contract No. RDA/ADB/NHSP/ICB 2: (Udathenna-Mahiyangana subproject)

This sub project was completed in 29th February 2012, thus the plant sites (crusher, asphalt and concrete

batching plant) have been demobilized.

The proposal from contractor on restoring the quarry site was also considered and approved.

Contract No. RDA/ADB/NHSP/ICB 3: (Nuwara-Eliya, Badulla subproject)

CEA approval is valid for another two years from February 2011.

The contractor has operated a quarry at Puhulpola (103 km) and has obtained an 惇A敦 grade mining license

from GSMB.

The Crusher, Asphalt and the Concrete Batching plant and yard are situated in a land leased out from

Land Reform Commission (LRC) at Welimada. The contractor has obtained EPL for Crusher, Asphalt and

Concrete Batching plants from CEA.

Contract No. RDA/ADB/NHSP/ICB 4: (Habarana- Kanthale subproject)

The subproject is completed and the road section has been handed over to RDA.

Contract No. RDA/ADB/NHSP/ICB 5: (Nugegoda-Homagama subproject)

The CEA approval has been obtained for road rehabilitation and improvement. The validity period is from

24th March 2011 to 23rd March 2014.

The contractor has selected a quarry located at Neboda (about 46 km from site) and the asphalt plant,

crusher plant were established at the same location.

The contractor has obtained EPL, Mining license and trade licenses for operating the quarry, crusher and

asphalt plant from particular authorities.

Contract No: RDA/NHSP/HS-S1: Highway Secretariat Building Project Stage 1 and Stage 2 at Denzil

Kobbekaduwa Mawatha, Battaramulla.

The construction activities are carried out with the approval of Urban Development Authority and the Local

Authority of the area.

Contract No: RDA/NHSP/PBMC: Performance Base Maintenance Contract. Colombo 椴 Rathnapura 椴

Wellawaya 椴 Batticoloa Road (A-004) (From 60 Km to 96 Km Post and Avissawella 椴 Hatton 椴 Nuwaraeliya

Road (A-007) (0+00 Km To 96 Km Post)

There are no approvals necessary because the activities are only based on existing carriageway.

3. Ongoing construction activities

Contract No. RDA/ADB/NHSP/ICB-01:

The contract was awarded to the MAGA CDIG Joint venture on 15th May 2009.

The laying of asphalt has finished from Km 53+00 to Km 83+00.

The bridge works at 49/1, 63/3, 82/2 and 1/1 (near the lion pillar circular in Anuradhapura) are being

constructed.

Additionally, lined drain construction and the junction improvement works at Pandulagama, Pothanegama,

Matale, and Jaffna Junction are being progressed.

Contract No.RDA/ADB/NHSP/ICB 2:

The contract was awarded to Keangnam Enterprises Ltd on 10th July 2008.

The major civil works have been completed.

Fixing of guard stones on culvert, head walls/retaining walls, repairs to cascades of culverts, erection of

plaques for bend numbers at hair pin bend section (Km 54+000 - Km 61+500), painting of structures and

completion of road furniture and white line marking were carried out during the reporting period.

Photographs of completed road section are given in Appendix 1.

Contract No. RDA/ADB/NHSP/ICB 3:

The contract was awarded to Keangnam Enterprises (Pvt.) Ltd on 27th of August 2008.

During the reporting period constructions activities in progress between 99+000 to 130+00 km.

Construction of retaining walls and the guard walls took place at few locations.

Contract No. RDA/ADB/NHSP/ICB 4:

The contract was awarded to the International Construction Consortium (Pvt.) Ltd on 14th of March 2008.

Construction work has been completed and the road was handed over to RDA on 30th of September, 2010.

Contract No. RDA/ADB/NHSP/ICB 5:

The contract was awarded to KD Ebert & Sons Holdings-Rani JV.

They have mobilized at site during May and June, 2011.

The major construction activities such as bridge construction (Delkanda bridge at Km 3 + 484 RHS),

culvert backfilling, line drains and ABC works commenced during this period.

Progress activity photographs are given in Appendix 1.

Contract no: RDA/NHSP/HS-S1: Highway Secretariat Building at Denzil Kobbekaduwa Mawatha,

Battaramulla.

The contract was awarded to Nawaloka Construction Company (Pvt.) Ltd, on 17th of August 2010.

The construction works such as slabs and beams, staircases, brick works, internal plastering, water

proofing work, plumbing works, and anti-termite treatments were done during the reporting period.

Additionally all preliminary works of electrical and other services are at near completion.

Contract no: RDA/NHSP/Project Performance Management System (PPMS)

Performance based Maintenance Contract has two sections such as follows;

1. Awissawella to Hatton 椴 72 km (Km 0 + 000 to Km 72 + 000) and

2. Awissawella to Rathnapura 椴 36 km (Km 60 + 000 to Km 96 + 000)

The main contractor and RDA maintenance groups are continuing their maintenance activities during the

reporting period. The progress activity photographs are given in Appendix 1.

4. Environmental monitoring and mitigation measures adopted during the

period

Based on the approved EMOPs, the sub project contractors have carried out the monitoring of selected

environmental parameters such as ambient air quality, noise levels and the water quality.

During the reporting period, there were no any sampling activities carried out at the sub project areas.

5. Rain fall data at each ICB subprojects

There was no substantial rainfall during the reporting period for sub-project areas.

Recorded rainfall data is given in appendix 2.

6. Subproject activities, environmental impacts and mitigation measures

During the reporting period, road construction works progressed in ICB 1, 3 and 5 subprojects. The

monthly field inspections were carried out by Environmental specialist of Supervision Consultant. Table 6.1

has summarized the activities carried out in each ICB sub projects, their impacts to the environment (as

observed during each field visit mainly by the ES of SC), suggestions given by ES to mitigate, avoid/

minimize the adverse impacts, effectiveness of the mitigation measure adopted and any further action

needed.

7. Public complaints

Grievance Redress Committees (GRCs) have been established to look into any public complaints during

the commencement of construction works. In additionally community committee meeting were held in

each subprojects (mainly by appointed Environmental Officer of the project) to aim of the address the

public nuisances while construction are progressing.

The Land Acquisition and Resettlement Committee (LARC) will address the land acquisition problems of

sub-projects.

Community committee based organization (public and privet authorities and personals) has been

organized to observe and resolve of problems regarding the construction activities of ICB-2 subproject.

8. Awareness of Sexually transmitted diseases (STD) and HIV/AIDS

Awareness programs for HIV/AIDS and STDs were carried out in all sub projects. These programs have

been implemented successfully and the summary of the conducted program is listed as follows;

9. Tree planting activities

Tree planting program is a compulsory activity for all sub projects. The plants species are selected by the

contractor and SC that are suitable to the specific area and specific requirements.

10. Borrow area operation and rehabilitation:

The borrow areas have been rehabilitated when borrowing activities are completed. The EMOP has clearly

defined how to rehabilitate the excavated borrow lands. The rehabilitating activities of the borrow areas

have completed in ICB-1, ICB-2 and ICB-04.

Photographs of borrow area rehabilitation activity are given in appendix 6.

11. Disposal of soil/debris

The disposal of the debris was mainly at sub projects ICB-2 and ICB-3. This is due to the face that both

these roads run through the mountain areas and road widening required a significant level of embankment

cutting.

Special toe wall protection measures were adopted at each disposal site to avoid any washed on to nearby

lands or water bodies.

Joint inspections were carried out by Mahaweli Authority, Central Environmental Authority, Department of

Wildlife and the Department of Forest in specific areas.

Photographs of stabilization activity of disposal lands are given in appendix 6.

12. Conclusion and further actions
