1. General Instruction
1.1 Project Brief
Cheng County is located in Longnan City of the six parts in southern Gansu Province, and
located in 105°24 '~ 105°57' of east longitude and 33°31'~ 34°02' of north latitude.
The county is east to Hui County, west to Xihe County, southwest to Kang County with
interval of Western Han River, and the southeast is adjacent to the Lueyang County of
Shaanxi Province. The length of north to south is 55 km, the width of east to west is 52 km,
the area is about 1701 km2, the highest elevation within the county is 2377 m, the lowest
elevation is 50 m, and the county is a relatively wide graben basin in West Qinling fold belt.
Cheng County mainly comprises ―One water and three rivers‖, i.e. Western Han River,
Qingni River, Nan River and Luo River, the total water resources of the whole county is
1,276 billion m3, in which the self-produced water is 0.331 billion m3.
The total land area of the county is 1676.54 km2, the total population is 0.2652 million, of
which the agricultural population is 0.218 million people. The benefited area of the project
comprises 3 towns and 38 administrative villages, and the total population thereof is 0.103
million people.
The county town of Cheng County is divided into Hedong District and Hexi District by
taking the East River as the boundary. Hedong District is called as new town, Hexi District
is called as old town, and the south of the Nan River is called as new Nanhe District. The
population of the urban area is about 80,000. according to the ―Urban Master Plan of
Cheng County (2008-2025)‖, the central city comprises Chengguan Town, Paosha Town
and Chenyuan Town; to the recent 2015, the population of the central city planed is
130,000, the construction land area is 13 km2; to the forward 2025, the population is
220,000, and the construction land area is 22 km2; to the forward 2025, Chengnan water
plant, Hedong water plant and Paosha water plant will be built, and the total amount of
urban water supply will be reached to 65,000 m3/d.
At present, Cheng County has two tap water supply units for supplying water to the urban
area, namely County Tap Water Company and Gaofeng Water Supply Company; the
water supply source of County Tap Water Company is the well located in West Bank of
Qingni River in the Chengguan Shunjia Dam, the water of the well belongs to the
quaternary gap sedimentary water and occurs in gravel layer, and the water is mainly
supplied by the water of Qingni River and the atmospheric precipitation; however, the
contents of lead and COD contained in the surface water of Qingni River exceed the
standards of Class IV in the standard of water environmental quality, and due to the
influence of Wenchuan earthquake of Sichuan, the turbidity of the well water in the water
source is increased, odor and floaters are presented, and the health of urban residents is
impacted seriously; the water supply source of Gaofeng Water Supply Company is
Gaofeng water reservoir, and the actual daily water supply capacity of the company is
1000 m3 only as the drainage area of the water reservoir is less than 10 km2 and the
spatial and temporal distribution of precipitation is uneven. According to the survey, the
existing water supply project of the urban area cannot meet the urban water demand.
In order to solve the contradiction of urban water supply, improve water quality, reduce
cost of water supply, achieve the sustainable economic and social development of Cheng
County and improve the physical health of urban residents, the Water Authority of Cheng
County consults with the relevant personnel of the World Bank to build a new urban water
supply dam by means of the loans of the World Bank, and the loan planned is 226.563
million Yuan.
Cheng County Moba gorge water source project is located in the west of the Cheng
County with 11 km, is apart from Paosha Town with 6 km and is located downstream the
Nan River basin; the geographic location of the project is as follows: 33°45' -33°38 ' of
northern latitude and 105°33'55" - 105°37'60" of east longitude, and the project belongs
to Jialing River system upstream the Yangtze River. The content of project construction
comprises project construction and management system and institutional capacity
building. The project construction mainly comprises dams, water intake structures, water
pipelines, and dam roads and etc. The content of management system institutional
capacity building comprises water resources and comprehensive environmental
management projects based on the concepts and methods of integrated river basin
management. The content of institutional capacity building comprises water source
engineering construction management department of Moba gorge for city water supply of
Cheng County, monitoring and assessment, and management of information system;
when the project is completed, the problem of difficult water supply in the urban area of
Cheng County can be solved, so that the project has good social and economic benefits.
The objectives of the project are as follows: comprehensively and effectively use the water
resources of Cheng County, solve the problem that the domestic water of Cheng County
after the disaster is difficult, and improve the water environment of Cheng County.
1.2 Objectives of Environmental Management Plan
The compilation of EMP aims at developing a set of detailed, technically feasible,
financially sustainable and workable environmental measures by targeting to the
inevitable potential adverse impact of the project to the environment, clearing the
environmental mitigation, environmental management and institution building measures to
be implemented by project contractors, supervision side, operators, environment
management department in the project construction and operation period, so as to
eliminate or compensate the adverse environmental and social impact of the project, and
reduce the adverse environmental and social impact to an acceptable level. The specific
objectives are as follows:
(1) Clear the environmental management obligations of the contractor and the operator
The environmental protection bureau of Gansu Province, the environmental protection
bureau of Longnan City, the environmental assessment unit and the design unit carry out
detailed onsite check and confirmation to the environmental protection targets, and
provide effective environmental mitigation measures, wherein the measures are
incorporated into the project design and are taken as the contractual obligations of the
contractor and the operator of the project construction.
(2) Operational guidelines for environmental management
The environmental monitoring plan of construction period and operation period provided in
the environmental management plan can ensure the effective implementation of
environmental mitigation measures, and the monitoring plan will be provided to the
construction supervision unit, the environmental supervision unit and other relevant units
as an environmental protection file, so as to clear the responsibilities and the roles of the
relevant functional departments, and provide the various communication channels and
methods among the departments.
(3) Ensure the cost of environmental management action
In the environmental management plan, the cost of environmental management,
environmental supervision and capacity building are estimated, and the capital sources
are described, so as to ensure the various environmental management activities can be
implemented, wherein the management cost comprises staff salaries, office costs and
transportation costs.
The role of environmental management plan is in avoiding and controlling the adverse
environment effect in the construction and operation process of the project, so that the
impact mitigation measures, monitoring measures, legal regulatory means and safeguard
measures of the measures above to be implemented are provided; at the same time, the
environmental management plan is a critical link in connecting the impact mitigation
measures and replacement measures for the assessment and detailed description in the
environmental impact and environment assessment. For each environmental
management measure, the environmental management plan provides the technical
content, the investment estimation, the implementation plan, the functions of government
agencies, the capital sources, and the monitoring schemes of the measure. In order to
achieve reduction objective, the method involved by the environmental impact
assessment report and the environmental management plan must be implemented.
1.3 Compilation of Environmental Management Plan
The environmental management plan of the ―Cheng County Moba Gorge Water Source
Engineering of Gansu Province‖ is compiled by the engineering environmental
assessment unit, the environmental management plan is compiled by strictly complying
with national and provincial environmental management regulations. Meanwhile, the
environmental management plan particularly paid attention to the requirements of security
regulations of the World Bank under the premise of meeting the requirements of China's
environmental assessment, specifically refers to relevant provisions of the operation
regulation 4.01.
The information source for the environmental management plan of the project is as
follows:
(1) Feasibility evaluation report of the project
(2) Preliminary design of the project
(3) Environmental assessment of the project
(4) Soil and water conservation scheme of the project
1.4 Design of Environmental Management Plan
For the detailed description of environmental management, environmental supervision
and environmental monitoring and other aspects, the environmental management plan
compiled is a guiding document in the implementation process of the project, and the
action plan thereof mainly includes the following four parts:
Environmental impacts and mitigation measures: the main environmental impacts in
project construction period and operation period, and project measures and management
measures taken for preventing or mitigating the adverse environmental impact caused by
the project.
Environmental management and monitoring plan: environmental monitoring action taken
for ensuring the synchronous implementation of environmental protection measures and
the project construction.
Environmental monitoring plan: environmental monitoring action taken for supervising
whether the environment of construction period and operation period is standard and
ensuring the safe operation of the project and the improvement of project condition in the
project area.
Capacity building plan (i.e. personnel training): knowledge and skills training of the
management personnel, the environmental supervision personnel, full-time or part-time
personnel in the project implementation process for ensuring the implementation of
environmental management plan.
1.5 Details of Compilation Technology
The environmental management plan is compiled by appropriately altering and
replenishing on the basis of the ―Primary Design of Cheng County Moba Gorge Water
Source Engineering of Gansu Province‖ and the ―Environmental Impact Assessment of
Cheng County Moba Gorge Water Source Engineering of Gansu Province‖. As an
independent file, the environmental management plan comprises all the environmental
management activities to be implemented in the construction period and operation period
of the project; and the plan further provides action guidelines and working framework to
the adverse impact mitigation measures, environmental supervision, environmental
management and environmental monitoring in the construction period and the operation
period.

2. Policy, Law and Administrative Management Framework
2.1 Environmental Policies and Regulations Document
2.1.1 Overview
Through the comprehensive analysis for the type, the size, the location, the environmental
sensitivity and the characteristic and degree of potential environmental impact of the
project, the main basis of the environmental assessment of the project and the revolved
policies, laws and regulations and standards comprise:
(1) Environmental protection laws and regulations;
(2) Pollution control technology policy;
(3) Socio-economic development and environmental protection plans and programs;
(4) Overall urban planning;
(5) Technical guidelines of environmental impact assessment;
(6) Environmental quality standards;
(7) Control of pollutant emission standards;
(8) Safeguard policies of the World Bank.
The policies, laws and regulations and standards above construct a frame for the policies,
laws and regulations and standards in guiding and regulating the environmental
assessment work of the project.
In addition, the environmental assessment of the project takes the feasibility study report
and the administrative examination and approval documents of the government
administrative authorities and the relevant documents with specific embodiment and
application of the policies, laws and regulations and standards above as one of the basis
of environmental assessment.

2.1.8 Control Standards of Pollutant Discharge
(1) "Integrated Wastewater Discharge Standard" (GB8978-1996);
(2) "Integrated Discharge Standard of Air Pollutant" (GB16297-1996), wherein the
concentration limit value of unorganized discharged should be monitored.
(3) "Noise Limit of Construction Site Boundary" (GB12523-90).
The control standards of pollutant discharge and the assessment factors used in the
environmental impact assessment of the project are shown in Table 2.1-2.
The relevant control standards of pollutant discharge are shown in the Appendix 1-6 to the
Appendix 1-8.
2.1.9 Health Standards
The water of water source of Moba gorge water supply project should meet the
requirements of ―Drinking Water Health Standards" (GB-5749-2006) after treating,
wherein the quality standards and assessment factors are shown in Table 2.1-3.
The relevant control standards of pollutant discharge are shown in the Appendix 1-9.

policies are not triggered.
2.1.11 Relevant Documents of the Project

2.2 Environmental Management Organizations and Responsibilities
The Central People's Government and the people's governments of the provinces
(municipalities and autonomous regions, the city (state), county (district) of China set up
environmental authorities according to the laws, and fulfill the corresponding
environmental management responsibilities according to the laws. The environmental
management institution related to the project mainly comprises the Environmental
Protection Bureau of Gansu Province, the Department of Water Resources of Gansu
Province, the Environmental Protection Bureau of Longnan City, the Department of Water
Resources of Longnan City, the Environmental Protection Bureau of Cheng County, and
the Department of Water Resources of Cheng County and etc.
(1) Environmental Protection Bureau of Gansu Province
The environmental protection bureau of Gansu Province is responsible for the
administration of the province's environmental and administrative law enforcement work,
its main responsibilities include:
A. Implement national environmental policies, laws, regulations, administrative rules and
standards; draft environmental regulations across the region, administrative regulations,
and supervise the implementation;
B. Implement environmental impact assessment of province's major economic and
technological policies, development programs and major economic development plans
according to the commission of the Provincial People's Government.
C. Develop environmental protection plan, organize and compile environmental function
zoning plan and area and watershed pollution prevention plan and ecological
conservation plan, and supervise the implementation;
D. Participate in the compilation of the policies development plans of environmental
protection industry;
E. Be responsible for supervision and management of environmental protection area and
ecological environmental construction project supervision and management; and organize
plans and supervise the implementation of pollution control plan period;
F. Develop the province's total pollutant discharge control program, be responsible for
discharge application registration and permit management, and organize discharge fee
collection and supervision work;
G. Be responsible for administrative audit of environmental supervision and environmental
protection;
H. Organize the activities of international environmental protection treaties in the province;
I. Be responsible for the international economic and technological cooperation and
exchange activities of environmental protection;
J. Deal relevant foreign environmental protection affairs according to the commission of
the provincial government and etc.
The environmental protection bureau of Gansu Province has an environmental impact
assessment division specializing in the administrative work of environmental impact
assessment of each project.
(2) Department of Water Resources of Gansu Province
The department of water resources of Gansu Province is responsible for the
administration of the province's water and administrative law enforcement work, and the
main responsibilities thereof include:
A. Develop the strategies of provincial irrigation, hydropower and aquatic development,
the plans of middle- and long-term water development, and the plans of middle- and
long-term water supply of the whole province;
B. Be responsible for organizing and compiling integrated river basin plan and
professional plan;
C. Organize the compilation, submission and approval works of front plan of key water
conservancy and hydropower project, be responsible for organizing the review of the
project proposal, feasibility study report and preliminary design of the province's water
projects;
D. Be responsible for the supervision and inspection of the plan and capital
implementation and completion conditions of the water conservancy construction project;
E. Organize review, submission and approval works for the application plan of the costs of
flood control and drought protection, the cost of water conservancy construction and the
water charges and other capitals;
F. Research the regulation advices provided in water prices, taxes, fees and credit and
etc.;
G. Be responsible for organizing and guiding water resources and water environment
protection works, organize water quality and water quantity monitoring and analysis work
and dynamic monitoring work of groundwater and etc., organize the division of water
function zoning and discharge control to the drinking water area and etc., view the
assimilative capacity and the setting of the discharge port of the water area, provide the
advice of total discharge amount, and supervise the implementation;
H. Be responsible for the safety supervision and management of reservoir, hydropower
and dam;
I. Develop the province's soil and water conservation policies and regulations, compile soil
and water conservation plan and annual implementation plan, and organize the
implementation;
J. Organize and guide the province's comprehensive management work of water and soil
conservation, be responsible for organizing the pre-project and construction management
work for the soil and water conservation of a small watershed and the comprehensive
treatment of a small area;
K. Organize dynamic monitoring of the province's water loss and soil erosion, and
regularly publish;
L. Organize he compilation, approval, test and acceptance work of the soil and water
conservation program of the project;
M. Be responsible for the enforcement and supervision work of relevant regulations in the
"Water and Soil Conservation Law".
The department of water resources of Gansu Province has a water and soil conservation
bureau which is responsible for the guidance and supervision work of the province's water
and soil conservation.
(3) Environmental Protection Bureau of Longnan City
The environmental protection bureau of Longnan City is responsible for the administrative
management and administrative law enforcement work of local environment protection,
and the main responsibilities thereof include:
A. Implement national environmental policies, laws, regulations, administrative rules and
standards;
B. Draft environmental regulations and administrative regulations in the region, and
supervise implementation work; implement environmental impact assessment for the
major economic and technological policies, development programs and major economic
development plan in the region according to the commission of the regional administrative
office;
C. Develop environmental protection plan, organize the compilation of river basin pollution
control plan and ecological conservation plan, and supervise the implementation work;
D. Be responsible for supervising and managing the natural ecological environmental
protection work in the jurisdiction and the environmental protection, supervision and
management work of the construction project;
E. Organize, develop and supervise the implementation of pollution control plan period;
F. Develop a total discharge amount plan of the region, be responsible for the discharge
application registration and license management, and organize and implement discharge
fee collection and supervision work;
G. Be responsible for environmental supervision and environmental protection
administrative inspection, and be responsible for international economic and technological
cooperation and exchange activities of environmental protection;
H. Handel the relevant environmental protection foreign affairs according to the
commission of the local administrative office and etc.
The environmental protection bureau of Longnan City generally has an environmental
assessment management division (or pollution control division, regulatory division, natural
ecology division), which is specifically responsible for the administrative management
work of the local environmental impact assessment, and the main responsibilities of the
division comprises: be responsible for the implementation of the environment impact
assessment in the region and the unified supervision and management of the ―Three
Meantime" system; implement national and regional laws, regulations, rules and policies
about the environmental impact assessment and the ―Three Meantime" system; develop
and implement environmental impact assessment and ―Three Meantime" and other
regional laws, regulations and policies; supervise the implementation work; guide and
supervise the environmental impact assessment approval work of the regional
construction project; be responsible for the administrative license of environmental impact
assessment documents of the construction project in the range of the local environment
protection bureau; and be responsible for the administrative licensing and guidance of trial
production (run) of the construction project in the right of the region and the completion
environmental protection acceptance of the construction project and etc.
(4) Department of Water Resources of Longnan City
The department of water resources of Longnan City is responsible for the city's water
administration and administrative law enforcement work, and the main responsibilities
thereof include:
A. Be responsible for organizing and compiling integrated river basin plan and
professional plan;
B. Be responsible for the supervision and inspection of the plan and capital
implementation and completion conditions of the water conservancy construction project;
C. Organize review, submission and approval works for the application plan of the costs of

(5) Environmental Protection Bureau of Cheng County
The environmental protection bureau of Cheng County of the project is responsible for the
administrative management and administrative law enforcement work, and the main
responsibilities thereof include:
A. Implement national environmental policies, laws, regulations, administrative rules and
standards;
B. Develop the environmental protection plan of the county, and supervise the
implementation work;
C. Be responsible for supervising the natural ecological environment protection work in
the jurisdiction and the environmental protection supervision and management of the
construction project;
D. Organize, develop and supervise the implementation of the development plan pollution
sources within the specified period;
E. Develop a total pollutant discharge amount control plan of the county, be responsible
for discharge application registration and license management, and organize and
implement discharge fee collection and supervision work;
F. Be responsible for environmental supervision and environmental protection
administrative inspection and etc.
(6) Department of Water Resources of Cheng County
The department of water resources of Cheng County of the project is responsible for
water administrative management and administrative law enforcement of the county. The
department of water resources of Cheng County has a soil and water conservation
agency with the main responsibilities as follows:
A. Develop the soil and water conservation plan and annual implementation plan of the
county, and organize the implementation work;
B. Organize the comprehensive management works of the county soil and water
conservation;
C. Organize the dynamic monitoring of water loss and soil erosion in the county, and
regularly publish;
D. Organize the compilation and implementation work of the soil and water conservation
scheme of the construction project;
E. Guide to the soil and water conservation work of the whole county;
F. Monitor water loss and soil erosion, specifically soil erosion surveys, water loss and soil
erosion monitoring report, water loss and soil erosion notice data providing, integrated
control of water loss and soil erosion, benefits investigation and analysis, information
system construction and management of soil and water conservation;
G. Propagandize and implement personnel training of soil and water conservation.

3. Project Description
3.1 Construction Objective of the Project
The construction objectives of the project are as follows: construction of a reservoir with a
total capacity of 1.79 million m3 and an utilizable capacity of 1.04 million m3 in Moba
gorge, wherein the maximum daily water supply of the reservoir is 47,500 m3, the average
annual water supply capacity is 1.651 million m3, and the average daily water supply is
45,200 m3. So that the urban water supply contradiction can be solved, the water quality
can be changed, the cost of water supply can be reduced, the sustainable economic and
social development of Cheng County can be achieved, and the physical health of urban
residents can be improved.
3.2 Implementation Schedule of the Project
The total construction period of the project is 27 months, of which the construction
preparation period is 11 months, the main construction period is 11 months, and the
completion period of the project is 5 months. The preparation period of 6 months of the
project is not included in the total construction period
(1) Construction preparation period
The construction preparation period is 11 months from the January of the first year to the
November, the construction content of the contractors after entering into the field
comprises field engineering, onsite traffic, construction tunnel, aggregate processing
system, concrete mixing system, temporary housing and construction factories, diversion
tunnel and excavation of dam abutments on the two banks which are implemented for the
main construction project. The control project is the diversion tunnel which has
over-current conditions in the October of the first year.
(2) Main construction period
The main construction period is 11 months from the December of the first to the October
of the next year, i.e. from closure to concrete pouring of the dam, instillation of metal
structure, and impletion of curtain grouting. The construction of the dam project is the
control project in the main construction period.
(3) Completion period of the project
The completion period of the project is 5 months from the November of the second year to
the March of the third year, and the content of the period comprises diversion tunnel
closure, reservoir storage, and completion and acceptance.
3.3 Project Overview
The project is a reservoir type project, and the characteristics are shown in Table 3.3-1.

4. Environmental Impact of the Project and Mitigation Measures Summary
4.1 Environmental Impact Assessment
In the implementation process of environmental impact assessment, the layout of the
project, the main environmental protection objectives in surrounding assessment range
and the sensitive points are identified (see the Figure 4.1-1), the possible adverse
environmental impacts caused by the project are as follows:
4.1.1 Impact on the hydrology and sediment
4.1.1.1 Hydrological changes
4.1.1.1.1 Impact on regional water resource
In the Cheng County Moba gorge water supply project, water is stored in a reservoir,
wherein the normal water level of the reservoir is 1092.70 m, the total capacity is1.79
million m3, the backwater length is about 3.5 km, and the designed reference water is
1.651 million m3/a. In running period, the downstream of the dam comprises a diversion
effect river section of 4 km.
4.1.1.1.2 Ecological water of river and mitigation measures
When the reservoir of Moba gorge is completed, the inflow of Nan River over the dam (the
basin area is 248.2 km2) is retained, and the mean runoff of many years is 1.22 million m3
when the reliability is 95%. The ecological water use of the river is calculated according to
the Tennant method recommended by the ―Environmental Impact Assessment
Specification of River Basin Planning‖, in which the ecological water use of Nan River is
the minimum, namely about 10% of the annual average flow as the minimum use of
ecological water, and according to the calculation of the method, the minimum ecological
water use of Nan River is 0.138 m3/s. Thus, the ecological water of the diversion effect
river section is ensured, and the dam should be provided with permanent plug holes while
construction. The plug hole should lower than the water inlet while higher than the flood
discharge sand flushing port, specifically the elevation is 1024 m-1065 m, the discharge
amount is 0.138 m3/s, thereby ensuring the minimum ecological water use of the
diversion effect river section.
4.1.1.1.3 Impact on the diversion effect river section
Due to the abouchement of Nan River from the Fengquan River downstream the dam of 4
km, and the normally annual runoff of the Fengquan River is 2.06 million m3, it can be
determined that the diversion effect river section is 4 km. The section comprises eight
villages, i.e. Zhuanwancun, Ganlushi, Majiaya, Jianjiagou, Xiaozhuang, Zhangjiashan,
Luangoumen and Niujiaya. Zhuanwancun comprises about 900 people or more, Ganlushi
comprises about 1000 people or more, Majiaya comprises about 300 people or more,
Jianjiagou comprises about 350 people or more, Xiaozhuang comprises about 250 people
or more, Zhangjiashan comprises about 600 people or more, Luangoumen comprises
about 100 people or more, and Niujiaya comprises about 120 people or more. The water
of the eight villages is mainly supplied from the local mountain spring and groundwater
which are not the water in the river section, so that the impact of the project to the water
source is controllable.
The ecological water use can be ensured in case of the discharge flow ensured is 0.138
m3/s.

4.1.1.2 Impact on Sediment Load and Mitigation Measures
The factor impacts the bedload sediment is more. According to the current technology and
the test means and equipment thereof, the accuracy of the test data is not high, the
relation of push and suspension ratio of the sediment to the various hydrological factors is
bad. In the project, the bedload sediment of the region is designed to the 15% of the
suspended load sediment by combining with the general relation of the mountain stream

push and suspension ratio of 10 to 20%. The annul bedload sediment of the hydrological
station of Cheng County is 133,600 t, the average total sediment load of many years is
1.024 million t, and the average sediment load modulus of many years is 682 t/km2.
According to the calculation, the average suspended load sediment of many years of
Moba gorge dam is about 147,200 t, the annual bedload sediment is about 22,100 t, and
the average total sediment load of many years is 169,000 t.
After completion of the project, the speed of the water floor is reduced, which is conducive
to sediment deposition, and thus sediment deposition speed in the reservoir can be
accelerated. In order to ensure the capacity, the project should discharge sediment to the
downstream irregularly. In the sediment discharge period, the flow of the diversion effect
river section will be increased, the sediment concentration will be increased, but the
impact to the downstream river is in the acceptable range.
4.1.2 Impact on Local Climate
After running of the reservoir, the original undulating land of the submerged area is
replaced by smooth water surface, so that the energy exchange method and intensity
between the underlying surface and the air are changed. As the heat capacity of water is
more than that of the land soil, the temperatures, before and after constructing the
reservoir, of the same point in the submerged are different, the horizontal exchange is
caused due to the temperature difference of land and water, and the temperature of the
land around the reservoir is also changed.
Due to the large-area water storage formed by the construction of the project, the
evaporation capacity is increased and the rainfall is increased; due to the effect of lower
temperature of the reservoir, the distribution of rainfall is changed, the rainfall of the
protected areas over the reservoir and the coastal flow will be reduced, and the rainfall of
the windward slope along the air flow direction will be increased; the underlying surface of
the reservoir region is changed from a land surface into a water surface, and the energy
exchange method and intensity thereof to the air are changed, so that the temperature is
changed, the annual mean temperature is increased slightly, but the regional impact is in
the acceptable range.

The foundation pit drainage of the project is mainly composed of precipitation, seepage,
concrete pouring and maintenance water, and foundation pit excavation drainage; the
main pollutant is composed of SS, pH, and oil. According to the foundation pit wastewater
treatment experience of some large-scale hydropower projects, the drainage of the
foundation pit will not be provided with other treatment facilities, excepting the operation of
adding flocculants into the foundation pit, the drainage will be extracted after placing for 2
h; part of the drainage is used for watering to prevent dust, the rest drainage is discharged
to the nearby surrounding drains, and the sludge will be regularly removed by human. As
the treatment effect of the mixture composed of green-vitriol and polyacrylamide to the
wastewater with high SS, alkalinity and oil is good, it is recommended to use the
flocculants of this kind.
4.1.3.1.2 Aggregate Washing Wastewater Treatment Measures
A primary sedimentation tank and a coagulation sedimentation tank are arranged on the
Xiaozhuang-Gumugou construction area of right bank, both the two tanks use concrete
structure, and the sizes of the tanks are designed according to the largest wastewater
discharge of 142 m3/h, wherein the residence time of the primary sedimentation tank is 1
h, the residence time of the coagulation sedimentation tank is 1.5 h; both the two tanks are
flow settling tank, the flocculant thereof is polymeric aluminum, and the specific process is
shown in the figure 4.1-2. The effective volume of the primary sedimentation tank is 142
m3, a tank is provided with a cell, the size of each cell is 18.9 m x 5.0 m x 2.3 m (length x
width x height); the effective volume of the coagulation sedimentation tank is 213 m3, tank
is provided with a cell, the size of each cell is 22.5 m x 6.3 m x 2.5 m (length x width x
height). The supernatant treated is returned to production process and applied to site
watering.

4.1.3.1.3 Alkaline Wastewater Treatment Measures
The Gumugou construction area is equipped with a concrete mixing system, the washing
water of the concrete mixing system is calculated as 6 m3 per shift and two shifts per day,
the sand easy to be deposited can be deposited and removed by means of an intermittent
natural sedimentation method, an appropriate amount of acid is added into the
sedimentation tank to regulate the pH value to neutral, then the sand is placed and
deposited, the clear solution can be returned to the mixing system for washing and further
can be watering the construction road, and the sediment is regularly removed by human.
The place close to the concrete mixing system is equipped with two sedimentation tanks,
wherein the tank body is shown in a concrete structure, the inner wall is corrosion
resistant, and the sizes of the tanks are designed according to the effective volume of 6.0
m3, the interior dimensions are 3 m (length) x 2 m (width) x 1.2 m (height), and the
sedimentation time thereof is more than 7 h.
4.1.3.1.4 Oily Wastewater Treatment Measures
According to the discharge and water quality of construction machinery and vehicle
washing wastewater and the like, the oily wastewater is treated by means of a small-scale
simple oil separation tank. The treatment method is featured with simple structure, low
cost, convenient management, regular cleaning, and recyclable oil slick. The small-scale
oil separation tank comprises two cells, the horizontal velocity is 0.005 m/s, the residence
time is 10 min, the discharge cycle is 7 d, and the specific design is shown in Figure 4.1-3.
The project is totally provided with 5 machinery parking areas, 95 sets of fuel construction
machinery and vehicles to be regularly cleaned, wherein the water of maintaining and
washing of each machine is 0.6 m3 / time and one time per day. In order to facilitate the
collection, the machinery parking area is provided with a special washing site surrounded
by catch drains so as to collect wastewater, and then the wastewater is entered into the oil
separation tank and subsequently reused after reaching to the standard. At the same time,
the oil leakage inspection of the machinery parking area is strengthened, and the
treatment measures will be taken in time in case of oil leakage. See the Figure 4.1-1 for
the size of the special oil separation tank.

(5) Domestic wastewater treatment measures
The construction site is provided with temporary pail latrine to collect domestic water, and
the domestic water is regularly treated by the local villagers delegated.
4.1.3.2 Impact of Operation Period on Water Environment and Mitigation Measures
4.1.3.2.1 Impact on Water Temperature
When the project is completed, the temperature of the water is very different to that of the

natural river before constructing. The change of the water temperature will influence the
vertical structure of the reservoir, so as to form water temperature stratification, according
to the determination based on runoff-storage capacity ratio method, alpha=2.52, the
reservoir is a stable layered reservoir; beta=0.2, and the impact of flood to the water
temperature structure is basically free.
4.1.3.2.2 Impact on Water Quality and Mitigation Measures
According to the survey, the upstream of the reservoir has a lead-zinc concentrator, a gold
concentrator and a gold ore mine. The two concentrators has been closed by the
Environmental Protection Bureau of Cheng County, and the gold ore mine will be closed
down soon.
In addition, the ambitus of the reservoir does not have pollution and industrial pollution
enterprises, when the concentrators and the gold ore mine are closed, the impact on the
water quality of the reservoir is mainly caused by regional soil and water loss and the
organic matters of part soil are entered into the reservoir together with the sediment, so
that the sediment in the reservoir is increased, and the contents of nitrogen and
phosphorus are increased. However, the generation is relatively small, and the water
quality of the reservoir will not be impacted basically; in order to ensure the water quality
of the reservoir, the following measures should be taken when the project is completed, so
as to prevent the impact of unexpected incidents on the water quality:
(1) Strengthen water quality monitoring the reservoir area, complete the cleaning work
well, and regularly fish the floating material on the water surface of the reservoir.
(2) Draw a certain range with clear boundary as the water source protection area on the
upper and lower basins of the water intake port and the deep land-based area, protect
strictly, take practical and effective measures, and prevent water pollution.
(3) In order to ensure standard discharge of the water source, the ―Moba gorge water
source protection regulations‖ must be developed according to the relevant laws and
regulations of the Country and Longnan City, so as to protect the water source effectively.
(4) Strengthen natural vegetation protection and ecological construction, prohibit
deforestation, protect natural vegetation and water source conservation, and reduce water
loss and soil erosion.
4.1.3.2.3 Water Source Protection Measures
(1) When the ―Moba gorge water supply project is completed, the water source
engineering construction management department of Moba gorge for city water supply of
Cheng County should divide a drinking water source protection area according to the
requirements of ―Pollution Control Management Regulations of Drinking Water Source
Protection Area‖ and manage by complying with the regulations completely.
① First-grade Protection Area
Prohibit new construction and extension of the construction projects which are not related
to the water supply facilities and water sources protection, prohibit the discharge to the
basin, and remove the discharge port;
Prohibit the wharf which is not related to the water supply requirements, and prohibit
vessel callings;
Prohibit the industrial waste, municipal waste, manure and other wastes from stacking and
storing;
Prohibit the construction of oil depot;
Prohibit from engaging in cultivation and livestock restocking, and strictly control cage
culture activities;
Prohibit the tourist activities and other activities which may pollute the water source.
② Second-grade Protection Area
Prohibit new construction and extension of the construction projects for discharging
pollutant to the water. The discharge of pollutant in the reconstruction project must be
reduced, the wastewater discharge of the original discharge port must be reduced, and
the water quality in the protection area must be in line with the water quality standards
provided;
Prohibit the construction of the wharf for loading/unloading garbage, manure, oil and toxic
substances.
③ Quasi-protection Area
Wastewater directly or indirectly discharged to the basin must be in line with the national
and regional wastewater discharge standards. When the total discharge amount of the
protection area cannot be in line with the standards provided, the discharge load must be
reduced.
(2) The water source engineering construction management department of Moba gorge
for city water supply of Cheng County should compile an ―Environment Protection Plan of
Drinking Water Source of Cheng County‖ according to the ―Compilation Technical
Specifications of the ‘Environment Protection Plan of National Drinking Water Source‘‖
(May 2006).
(3) Strengthen the construction of water conservation area. In the protection area of Moba
gorge water source, the vegetation construction should be strengthened, the forestation
should be strengthened, the damage to the vegetation cover should be reduced, the forest
coverage should be improved, and the ecological water source should be protected.
(4) Strengthen the use management of farmland pesticide and fertilizer in the protection
area. As the upstream of the Moba gorge water source has part of plantation, the
large-scale use of pesticide and fertilizer will be entered into the surface water bodies
together with the rainwater, so that the ammonia nitrogen, nitrate nitrogen and nitrite
nitrogen in the water quality of water source are obviously exceeded the standards, which
not only affect the water quality of the reservoir, but also affect people's health directly.
Thus, the use of pesticide and fertilizer must be strengthened, and the agricultural
non-point pollution should be reduced.
(5) Order to close the two concentrators upstream the reservoir, and close the gold ore
mine, treat the remaining issues, and develop perfect emergency plan.
(6) Strengthen water quality monitoring of water source
4.1.3.2.4 Impact for Domestic Wastewater of Management Station and Mitigation
Measures
The wastewater discharged in the operation period mainly comprises the domestic
wastewater of managerial personnel of the management station, wherein the fixed staff of
the management station is 35 people, the maximum water consumption of the production
and living area is about 3.5 m3/d on the basis of 100L/person/d. Accordingly, the domestic
wastewater discharge is about 3.3 m3/d. In order to ensure that the pollution of the water
source caused by the domestic wastewater generated by the managerial personnel of the
management station is prevented from is prevented, the WSZ buried wastewater
treatment equipment is recommended to treat the domestic wastewater generated by the
managerial personnel, wherein the specific process is shown in Figure 4.1-4. After treating
by the equipment, the discharge concentrations of CODcr, BOD5 and SS are 60 mg/L,
30 mg/L and 60 mg/L, respectively; so that the first-grade standard in the ―Integrated
Wastewater Discharge Standard" (GB8978-1996) can be met, the domestic wastewater
treated is used as the surrounding green water, and the sludge settled is used as
agricultural fertilizer. See the Table 4.1-2 for the effects of WSZ buried wastewater
treatment equipment.

4.1.4 Impact on Atmospheric Environment and Mitigation Measures
In the project, the atmospheric pollutant is mainly generated in construction period, the
atmospheric pollution of operation period is basically free, and the impact on atmospheric
environment and the mitigation measures are target to the construction period.
4.1.4.1 Construction Dust Impacts and Mitigation Measures
Construction dust mainly comprises transport vehicles dust, natural wind dust, ground
building materials stacking yard dust and construction process dust. In order to reduce the
impact of dust on the environment and the construction workers, the following mitigation
measures should be taken:
(1) In the construction process, the construction site will be provided with blocks and
envelope to reduce dust diffusion, the block and envelope play a significant role in
reducing the pollution of the dust to the environment; when the wind speed is 2.5 m/s, the
impact distance can be shortened by 40%. The surrounding space of the construction site
is continuously equipped with the blocks of less than 2.5 m, and the blocks are firm and
beautiful;
(2) Assign the staff to water the construction site regularly to reduce dust emission on the
construction site, wherein the time of watering is determined according to the weather,
wherein the general frequency is 1 to 2 times per day, and the time can be appropriately
increased in case of high wind or dry weather. The impact of watering operation on the
construction site is large to the dust; after watering the dust can be reduced by 28 to 75%,
and therefore the impact of the dust on the environment is reduced greatly;
(3) Set a tarpaulin on the vehicle for transporting the building materials and the
construction waste to reduce scatter. At the same time, the tires of the vehicle should be
cleaned with water while accessing the site and loading and unloading on the site, and the
traffic route of the vehicle should be prevented from the residential areas as much as
possible.
(4) In the application of commercial concrete, the construction work of windy weather
should be prevented as much as possible. At present, it is determined that the earthwork
and stonework construction is prohibited in wind of Category 4, the project can learn from
the provision;
(5) Assign a specially-assigned person who is specifically in charge of the treatment,
cleaning and stacking of spoil, construction waste and building material on the
construction site, wherein the stacking yard should be provided with a cloth cover or
watered to prevent secondary dust;
(6) The construction waste and spoil should be treated and cleaned in time, so as to
reduce the space, prevent dust pollution, and improve the environment of construction
site;
(7) In the mechanical excavation process in the tunnel, the intermittent operation method
is used, the ventilation should be in time, and the construction worker should wear a mask,
if necessary.
4.1.4.2 Exhaust Gas Environmental Impact and Mitigation Measures
In the construction process, the fuel exhaust gas generated by the construction machinery
and the transport vehicles mainly comprises CO, NOx and THC. The total amount of the
fuel consumed by the project is 1663.4 t, and the discharge of each pollutant is as follows:
CO is 148.1 t, NOx is 95.78 t and THC is 27.5 t; the tail gas discharge port of the fuel
machine is low, and the discharge belongs to low-point source disorder discharge, and the
discharge mainly in the range of 100 m in relation to the discharge source. In the project,
the environmental sensitive points in the range of 100 m in relation to the construction
area are free, and the discharge mainly impacts the construction area. The impact of the
transport vehicles on the environment along the route in the transportation process is
relatively small.
In order to mitigate the impact of exhaust gas on the environment, the management of
large-scale fuel construction machinery and vehicles should be strengthened, the regular
inspection and maintenance system should be implemented, and all the tail gas discharge
of fuel machinery and vehicles of the contractor should implemented according to the
―Automobile Air Pollutants Discharge Standards‖, and the smoke and dust removal
equipment must be provided in case of the purpose of standard discharge cannot be
achieved. The construction machinery uses unleaded gasoline and other high-quality
fuels. Strictly implement ―In-use Vehicle Rejection Standards‖, implement a mandatory
retirement and update system, and update the old vehicle with more engine fuel
consumption, low efficiency and seriously excessive exhaust gas discharge.
4.1.5 Impact on Acoustic Environment and Mitigation Measures
The noise impact of the project is mainly presented in the construction period, the noise
impact of the operation period on the environment is relatively small, so that the impact on
acoustic environment and mitigation measures are mainly targeted to the construction
period.
The construction machinery used in the project mainly comprises rock drilling machines,
bulldozers, excavators, mixers and drills and etc., and the noise source will have some
impact on the surrounding acoustic environment without taking measures. The acoustic
pressure level is shown in Table 4.1-3, and the prediction results are shown in Table 4.1-4.

With analysis, the following conclusions can be obtained:
(1) In case of the use of single construction machinery, the ―Noise Limit of Construction
Site Boundary‖ GB12523-90 can be achieve in the place apart from the construction site
with 75 m at daytime, and the standard limit can be achieve in the place apart from the
construction site with 1250 m at nighttime. But in the actual construction process, variety
of machines are always used simultaneously, the noise impact will be greater than the
scope;
(2) In the range with the distance about 5-35 m to the construction site boundary, the
impact of construction noise on the surrounding acoustic environment is relatively large;
(3) With the completion of the project, the construction noise will no longer exist, so that
the adverse impact of construction noise on the environment is temporary and short-term.
In order to mitigate the impact of noise in the construction period, the following mitigation
measures should be taken:
(1) Control from the acoustic source: construction units should require the main
mechanical equipment used by the construction unit is low-noise mechanical equipment
while signing the contract with the construction unit, meanwhile, the construction unit
should appoint a specially-assigned person to regularly maintain and service the
equipment in the construction process, and the construction unit should be responsible for
training the on-site staff so as to use the various machines by complying with the
operation specifications strictly. Reasonably arrange the service time of hammers, air
hammers and rock drill machine and other high-noise construction machinery, reasonably
arrange blasting time, and reduce the noise generated by the equipment in the abnormal
operation process. As the distance of Majiaya construction site to the Majiaya is 400 mm,
the distance of Xiaozhuang construction site to the Xiaozhuang is 650 m, the nighttime
construction will have a greater impact on them, so that the high-noise construction
machinery (such as rock drilling machine and drill) should be prohibited from night
construction.
(2) In the structure stage of construction, the exterior of the building should be equipped
with a block, so as to reduce the impact of equipment noise on the surrounding
environment.
(3) Personal protective measures of construction workers: strengthen labor protection,
and improve workers' working conditions. For the construction workers in the high-noise
environment of the first production line, the consecutive working hours per day should not
be more than 6 h; the construction workers with large noise impact should be provided
with noise protective equipment; and the workers on the construction site should wear
anti-noise cotton to reduce the impact of noise.
4.1.6 Impact of Solid Waste on Environment and Mitigation Measures Thereof
4.1.6.1 Impact of Solid Waste of Construction Period on Environment and Mitigation
Measures Thereof
4.1.6.1.1 Impact of Construction Waste and Vegetation Cleaning on Environment
and Mitigation Measures
Reference to the ―Technical Specification for Cleaning Solid Waste on the Bottom of Three
Gorges Reservoir" and the requirement of water source protection, the vegetation and the
construction waste of submerged area in the project should be cleaned. According to the
estimation, the vegetation to be cleaned is about 50,000 m3, and the construction waste
cleaned is about 14.13 t. The part of the vegetation cleaned further can be restored, and
the optional stacking of the vegetation not only has impact on the environment, but also
wastes resources. The vegetation which can be restored is recommended to be given the
farmers of the surrounding villages, and the vegetation which cannot be restored is
transported to the landfill site of Cheng County. The construction waste cleaned is
transported to the residues place of the project.
4.1.6.1.2 Impact of Household Wastes of Construction Workers on Environment and
Mitigation Measures
As the huge quantities of the project, the construction workers are more, the random
storage of a lot of household wastes not only pollute the environment, but also easy to
breed mosquitoes, which is harmful to human health. In order to mitigate the
environmental impact of household wastes, each construction site should be equipped
with two garbage cans, and the total number of the garbage can in the construction site is
28. The household wastes are uniformly stored in a sealed garbage can, regularly
collected by a special car and subsequently transported to the landfill site of Cheng
County to landfill.
4.1.6.2 Impact of Solid Waste of Operation Period on Environment and Mitigation
Measures
When the project is completed, the total establishment determined of the operation
management personnel is 35 people. The household waste generated by each person per
day is 0.8 kg, and the household waste generated by the 35 people per year is 10.22 t. In
order to prevent the impact of household waste on the surrounding environment, the
management station is provided with 2 garbage cans to collect that, and the household
waste will be regularly transported to the landfill site of Cheng County to implement
centralized treatment.
4.1.7 Impact of Environmental Geology and Mitigation Measures
The dam area of Moba gorge water source project and the neighborhoods belong to
east-west Qinling tectonic system and the composite part on the east of the Wudu epsilon
structural system, the project is located in the northwest edge of the emblem basin. Both
the north and south sides are composed of a series of curved folds and fractures of SWW
~ NEE direction. In the early Quaternary Pleistocene, the area also belongs to the general
uplift phase of Qinghai-Tibet Plateau due to the impact of movement of the Himalaya, and
accretion of 10 to 50 m thick of the Quaternary system is accumulated in the area.
In the project area, the movement of the new construction is relatively active, and the
movement mainly comprises differential uplift and subsidence, the movement is more
prominent in the Quaternary; the valley terrace is developed, and the more active
fractures are developed in the periphery of the project area. In the range of the project
area, the active fracture is free, and the construction site is in a relatively stable tectonic
area. The acceleration of peak ground motion of the construction site is 0.20 g, the basic
earthquake intensity is VIII degree, and the ground motion response spectrum
characteristic period is 0.40s. The distance of the latest active fracture to the dam is 6 km.
In order to mitigate the impact of environmental geological disasters on the project, the
purpose of protecting geological environment and preventing and reducing the loss of
geological disasters should be achieved according to the principle of "prevention first,
combining prevention with control", and the following recommendations of control
measures are provided for the various types of geological disasters:
(1) For the collapse of fat rock and soil and caving and other geological disasters which
may be presented while excavating the abutment construction, temporary support or
temporary bracing and other measures can be taken to ensure the security and stability of
abutment construction, and the surface and groundwater discharge work should be
simultaneously completed well.
(2) For the collapse and caving-in and other geological disasters of slope break and
weathered sediment layer which may be presented while excavating the inlet of the water
tunnel, the outlet slope and the construction, temporary support or temporary bracing and
other measures can be taken while combining with the permanent slope protection
measures of the hole face slope, so as to ensure the security and stability of construction
and operation, and the discharge and guide work of surface and groundwater should be
simultaneously completed well.
(3) When the tunnel through the broken belt or soft interlayer, the stability of surrounding
rock is poor, the collapse, roof collapse and other geological disasters may be caused, the
support should be provided in time while excavating, the support should be provided while
excavating, and the waterproofing work of the tunnel should be made well.
(4) For the lateral sliding of foundation pit geotechnical slope and collapse and other
geological disasters which may be presented in the excavation process of dam foundation,
temporary support or temporary bracing and other measures can be taken, the high slope
formed after excavation should be shown in the form of cascade slope, so as to ensure
the safety of the foundation pit slope in the construction period.
(5) The earthwork and stonework construction should be subjected to the operating for
filling with the excavation as far as possible, so that the unstable slope caused by stacking
the residues can be reduced, the residues must be stacked should be provided with
corresponding protective measures.
4.1.8 Impact on Ecological Environment and Mitigation Measures
4.1.8.1 Impact on Terrestrial Animals and Mitigation Measures
4.1.8.1.1 Impact of Construction Period on Terrestrial Animals and Mitigation
Measures
(1) Impact on mammals
The interference of construction activities of the project to the mammals mainly in the hub,
plant and tunnel construction areas, the impact on the mammals mainly comprises the
drive of construction activities and construction noise to the mammals, namely the
animals fled to other places after frightening, and the food debris and wastes left behind
by human activity will attract rodents (mice) gather in the construction area. As mammals
will avoid the harm caused by the project construction by means of migration, the total
direct impact of the project construction to the mammals is small. With the completion of
the construction activities and the restoration of the construction site and the nearby
natural ecological environment, the animals will return to the original project area, so that
the long-term impact of the project on the mammals is small.
(2) Impact on birds
The construction activities will cause disturbance and destruction in the habitat of the bird,
so that the habitat of the bird will be directly or indirectly destroyed, the nests will be
damaged, and the bird habitat in the shrub niche will be disturbed. Due to theses impacts,
most of the birds will migrate to other places far from the construction site, and a small
part of the bird with shrubs and forest-dwelling habitat will disappear from the project area
due to the loss of the habitat; a part of the bird populations will be reduced as the nest
destruction, particularly the construction period is in the bird breeding season (summer).
The overall result is that the species and number of the bird in the project range are
reduced. Since most birds will fly and make a short-distance migration to avoid the harm
caused by the construction project, the impact of the project construction on the bird is
small. The main indirection impact is the reduction of the foods such as rodents of the
birds in the project area caused by the construction interference, thereby forcing the birds
to prey in a greater range. With the completion of the construction activities and the
restoration of the line construction site and the nearby natural ecological environment, the
birds in the project area will return to the project area, so that the long-term of the project
on the birds is small.
In order to ease the impact of construction period on the terrestrial organisms, the
education of ecological protection to the construction workers should be strengthened by
means of notice, dissemination of brochures and other methods in the construction period
of the project, the construction workers are strictly prevented from cutting the trees,
outside the construction site, without permission by means of institutionalization, and the
construction workers are prohibited from preying frogs, birds and snakes and other wild
animals. The Majiaya Qiaotou construction site of the left bank, the construction site
upstream the dam of left bank, the Xiaozhuang-Gumugou construction site of right bank,
the dam construction site between the cofferdams, the construction site upstream the dam
of right bank and water pipeline construction site and other sites are provided with 1 to 2
blocks of terrestrial vegetation and wildlife protection warning signs, and the total number
of the warning sign is 15 blocks. The warning signs are thin steel plates with blue bottom
and white words, the specification of the warning sign is 100 cm x 60 cm, (length x width),
and the warning sign has the words of prohibiting vegetation destruction and wildlife
hunting.
The operation mode and time of the construction machinery should be reasonably
arrange, the construction mechanical equipment should be the mechanical equipment
with low acoustic level, and the time of whistle of the transport vehicle should be reduced,
so as to reduce the disturbance of construction noise to the wildlife.
4.1.8.1.2 Impact of Operation Period on Terrestrial Animals and Mitigation Measures
When the project is completed, the impact of the project on the local animals will not be
significant while ensuring the discharge ecological water use. The habitat of the wildlife at
the reservoir area will not be reduced as the water storage of the project, and the project
will impact some species of the reservoir area; however, the impact is short, and the new
habitat environment can be formed after a period of time, so that the impact of the project
on the local wildlife is in an acceptable range. The damage of variety of vegetation and
habitat types caused by the construction should be gradually restored by implementing
ecological restoration measures in the operation period, and the wildlife habitat can be
partially restored.
4.1.8.2 Impact on Aquatic Life and Mitigation Measures
According to the ―Aquatic Life Status Monitoring of Environmental Impact Assessment of
Cheng County Moba Gorge Water Source Engineering of Gansu Province and Apecial
Report of Assessment‖ provided by the Fengyuan ecological counseling center of Gansu,
the following analysis is provided:
(1) Impact on fish and mitigation measures
The construction of the project will change the position for the spawning ground and the
wintering ground of Schizothorax subfamily in a short time, but due to the Schizothorax
fish will soon find a new wintering ground and spawning ground as the same habitat
upstream, so that the wintering and spawning process can be carried out. When the new
wintering ground and spawning ground are found, the impact of the project is free. Thus,
the impact of the project on the wintering and spawning of the Schizothorax fish is free
while ensuring the discharge water.
In order to mitigate the impact of the project on aquatic life, following measures should be
taken:
① The most basic discharge flow for the growth, reproduction, habitat and wintering and
other survival conditions of the aquatic life (especially fish) must be ensured, particularly
the discharge should be increased in fish breeding and wintering season.
② Effectively implement the spirit of ―Chinese Aquatic Resource Conservation Platform
for Action‖, implement the aquatic organisms maintenance system of "who develops
protection, who benefits compensation, who damages restoration", and ensure the
on-time and in-full funds for the various funds of aquatic life resources, particularly for
the germplasm resources communication and aquatic biological monitoring.
③ The owners should increase the propaganda of the relevant laws and regulations for
the protection of aquatic organisms, strictly crack down the illegal practices of poison
fishing, electric fish, catch fish and excessive catch by coordinating the local fishery
agencies, and resolutely implement the spirit for the notice of natural waters banned of
Gansu Province, so as to ensure sustainable development of fish resources, and
long-term use purpose.
④ Purchase Jialing Schizopygopsis Tajiri Schizothorax fish artificially bred to implement
discharge proliferation. When the water project is finished and run, the discharge cycle is
three years, the amount thereof is 2000 Jialing Schizopygopsis Tajiri Schizothorax fishes
with the size of 3 to 4 cm, the discharge is a long-term work, and the discharge fees are
included in the operation costs.
(2) Impact on plankton
After the completion of the dam, a reservoir of water is formed, and lots of land and
vegetation are flooded; due to the nutrient leached from the flooded soil, the organic
matter provided by the decomposition of flooded plants and the scouring effect of the
runoff to the surface, a number of nutrients are provided for the growth of algae. At the
same time, the growth of algae is convenient as the speed of water flow is reduced, the
transparency is improved, and the algal blooms can be promoted. However, when
phytoplankton blooms, the transparency of the water is reduced, the optical radiation
condition of the water is changed, and the phytoplankton in the reservoir is stabilized after
a period of time, so as to reach to a new dynamic equilibrium of algae number.
The zooplankton of the reservoir mainly comprises rotifers, cladocerans and copepods.
The existing volume and production level of the zooplankton are the impact on the existing
volume and production capacity of algae, bacteria and other microorganisms, and the
zooplankton is another biological resource in the water reservoir. The change for the
geographical position, climate, water temperature and water level of the reservoir are
closely related to the reproduction of the zooplankton.
(3) Impact on zoobenthos
The initial stage when the project is completed, the sediment is deposited on the upstream
of the dam, the water surface is expanded, the types of zooplankton, the number of
individuals and biomass are increased and improved, a good growing environment and
food source are provided to the zoobenthos, so that the biomass and the density of the
zoobenthos will be increased, and a rich food source is provided for many indigenous
fishes; but as time goes on, the silt layer is thickened, the living environment of the
zoobenthos is damaged, and there are some negative impacts on the growth and
reproduction of the zoobenthos. If the normal ecological discharge downstream the dam is
ensured, the adverse impacts to the zoobenthos are basically free.
4.1.8.3 Impact on Terrestrial Plant
In the permanent land of the project, the occupation land of forest is 57.91 hm2 and the
occupation land of cultivation is 15.33 hm2; according to the statistics of Cheng County,
the local annual production of forest land per hectare is 3200 kg, the annual output of
arable land per hectare is 2746.83 kg, the loss of the project to the local biomass is 234.37
t/a, and the details are shown in Table 4.1-5.

The basin area upstream the Moba gorge of Nan River is 248.2 km, the agricultural
acreage is 3133.3 hm2, the forest area is 17133.3 hm2, grassland is 1800 hm2, and the
vegetation coverage in the area is 69%. Although the project will have some impacts on
the local plant, the impact on the plant of the whole area is in the acceptable range.
4.1.8.4 Impact on Whole Ecological Environment of the Area
According to the existing data and the site investigation, the assessment range of Cheng
County Moba gorge water source engineering is 1200 hm2. According to the calculation
method provided in the ―Technical Regulations of Ecological Environment Status
Assessment (Trail)‖ (HJ/T192-2006), the reference to the comprehensive evaluation for
the ecological environmental quality of Nantong City provided by Shen Weimin and
Qianzhen and others, the study for the environmental quality evaluation of Minjiang River
provided by Zheng Shujuan and the combination of satellite remote sensing data, it can
be obtained that the ecological quality index EI before completing the project is 61.89, and
the ecological quality index EI after completing the project is 61.69, and both the indexes
are good eco-environmental quality evaluation; the absolute value of delta EI is 0.2 <2, so
that it can be proved that the environmental quality before and after the project
construction has no significant change.
4.1.9 Impact on Water Loss and Soil Erosion and Mitigation Measures
4.1.9.1 Project Land Overview
The total land of the project construction is95.36 hm2, in which the disturbance land of the
project construction is 41.51 hm2, and the flooded area of the reservoir area is 53.85 hm2;
according to the land type, the arable land is 12.92 hm2, the forest is 51.64 hm2, and the
unused land is 30.81 hm2; according to the land nature, the land comprises a
permanent land of 71.91 hm2 and temporary land of 23.45 hm2, and the details are
shown in Table 4.1-6.

4.1.9.2 Earth-rock Overview
The total excavation volume of the project is 453,600 m3 ((including cofferdam removal
material of 3,200 m3), wherein the earthwork is 123,300 m3; the fill capacity is 386,300
m3, of which the earth fill is 44,200 m3, the gravel fill is 2,300 m3, the stone fill is 800 m3,
the sand and gravel fill is 14,000 m3, and the artificial aggregate rock is 325,000 m3; the
earthwork used is 61,300 m3; the residual earthwork is 467,300 m3 (including the
residues of mining stripping layer of 75,000 m3), and the earthwork borrowed is 400,000
m3.
4.1.9.3 Material Intake Yard Profile and Rationality Analysis
The material intake yard of natural material of the project is located in Xiaozhuang stock
ground, wherein the stock ground is arranged on the right bank of the Nan River
downstream the dam and the west side of Xiaozhuangcun, the linear distance of the stock
ground to the dam is about 800, the distance to the Xiaozhuangcun is about 650 m, and
there are footpaths and simple roads for communicating with the Xiaozhuangcun, so that
the traffic is relatively convenient.
The stock ground is shown in the form of a spur protruded to east part, the topography of
the east side and the north side is high and steep and is shown in the form of an
escarpment, the slope thereof is nearly vertical, and the rock is exposed; the elevation for
the bottom of the slope of north side is about 1100 m, the bottom of the slope to the east
direction is gradually lift up to 1125 ~ 1150 m, the slope height of north side is about 100 m,
the slope height of east side is about 25 ~ 50 m; the south side is a colluvial product slope,
of which the slope is smooth, the slope angle is 20 to 25 DEG; the topography of the west
side is the highest, a wide and slow ridge is extended along east-west direction, the
topography is shown in the form that the west part is high and the east part is low, the
slope angles for the north and south sides of the ridge are 30 to 35 DEG, and the surface
layer is colluvial product gravel soil, and the thickness thereof is 3 ~ 15 m.
The engineering properties for the rock of the stock ground are good, the saturated
compressive strength, the softening coefficient and the dry density of the rock are capable
of meeting the requirements of the relevant specifications to the artificial coarse and fine
aggregates, the top of the slope is provided with a colluvial product and residual product
layer of 3 to 15 thick, so that the clean work is necessary. The mining length of north-south
direction is 220 m, the mining length of east-west direction is 120 m, and the excavation
area is about 26,000 m2, wherein the thickness of the useful layer excavated is 50 m, and
the reserve thereof is about 1.30 million m3 by means of the calculation method of
average thickness. The coarse and fine aggregates for the concrete of the RCC gravity
dam are about 327,800 m3, so that the reserve is in line with the requirements of the
regulation.
The material intake yard is located in a mountainous area, the residents surround the
material intake yard are basically free, the noise generated by means of daytime
construction can be reached to the standard on the place outside the yard about 200 m,
the nighttime construction is prevented, and the impact on the Xiaozhuangcun apart from
the yard with 650 m is in the acceptable range; and the land type of the material intake
yard belongs to unused land. Thus, the material intake yard has no environmental
constraint factors. The detailed analysis is shown in Table 4.1-7.

4.1.9.4 Residues Place Overview and Rationality Analysis
The project is primarily provided with 5 residues places, wherein the 1 # and the 2 #
residues places are located in the construction site upstream the dam of left bank, the 3 #
residues place is located in the construction site upstream the dam of right bank, and the
4 # and the 5 # residues places are located in the Xiaozhuang-Gumugou construction site
of right bank. 1 # residues place: the final elevation of the residues place is 1060 m, the
land area is 21000 m2; 2 # residues place: the final elevation of the residues place is 1060
m, the land area is 18000 m2; 3 # residues place: the final elevation of the residues place
is 1056 m, the land area is 5000 m2; 4 # residues place: the final elevation of the residues
place is 1165 m, the land area is 13000 m2; and 5 # residues place: the final elevation of
the residues place is 1050 m, the land area is 52000 m2. As the residues of the project are
mainly generated by the dam excavation and the primary residues places are too
fragmented, the spoil of the dam is respectively sent to four residues places, and the
earthwork allocation is unreasonable; after the optimization of the environment impact
assessment, the primary 1 # and 2 # residues places are combined, the area is increased,
and the optimized residues place is used as the 1 # residues place; the primary 3 #
residues place is removed, the primary 4 # residues place is used as the 2 # residues
place after optimization and the area thereof is maintained, the area of the primary 5 #
residues place is reduced, descended to the height of the residues and used as the 3 #
after optimization. The details are shown in Table 4.1-8.

After optimization, the influence area of the residues place does not have the distribution
of rare wild animals and plants, and the surrounding places of the residues place do not
have residents; from an environmental point of view, the selection scheme of the residues
place is reasonable. However, the residues should be protected in the stacking process,
so as to reduce water loss and soil erosion.
4.1.9.5 Amount of Water Loss and Soil Erosion and Mitigation Measures
The total amount of water loss and soil erosion of the project is 18645.96 t, and the
increased amount of water loss and soil erosion is 13342.71 t, wherein the increased
amount of water loss and soil erosion in the construction period is 12609.27 t, and the
increased amount of water loss and soil erosion in the natural recovery is 12.52 hm2. The
division of water loss and soil erosion control is as follows: a dam hub building control
area, a water pipeline control area, a residues place control area, a quarry control area, a
road construction control area, and a construction enterprise and office and living control
area. The soil and water conservation measures comprise 1640 m of slag wall, 1800 m of
reinforced stone block, 600 m of dry stone pitching, 25140 m of drainage ditch, 2340 m of
bag soil block, 96959 plants, 116 linear meters (the width is 1 m) of holly hedges, 4477 kg
of grass seed, 21.88 hm2 of land reclamation, 17.16 hm2 of green space, and the detailed
layout program is shown in Table 4.1-9.
When the soil and water conservation program is implemented, the control rate of the
disturbed ground in the early construction period is 98.67%, the control degree of water
loss and soil erosion is 98.07%, block slag rate is 100%, the control ratio of water loss and
soil erosion is 1.03, the vegetation restoration rate is 98.76%, the restore coverage is
41.3%, wherein all the indexes are reached to the, and the water conservation measures
are reasonable and reasonable.

4.1.10 Impact on Human Health and Mitigation Measures
4.1.10.1 Impact of Construction Period on Human Health and Mitigation Measures
The construction workers for the construction period of the project are from all sides, and
the field personnel and local personnel form a construction community and frequently
contact with each other in working and living. As the crowd is complex, the lifestyle is
different, the physical conditions are different, the immunity is different, the kinds of
pathogen carriers are possible, the susceptibility is enhanced, and a variety of diseases
transmission method are coexistent. Thus, if the health protection work cannot be
completed well, the infectious diseases can be lead (gastrointestinal, respiratory, and
insect-borne), the cross-infection and epidemic spread are easy to be caused, the
adverse impact on human health will be caused, so that the health protection work should
be paid enough attention.
In order to mitigate the impact of construction period on the construction workers, and the
following measures should be taken:
(1) Hygienic cleaning of construction living area and management area
When the civil engineering works of the temporary construction living area and the
management area are completed, the site should be cleaned. The garbage, human and
animal feces and other contaminants in the site should be cleaned; the sewage pit and the
refuse dump should be filled after sterilizing with lime, and the weeds should be cleaned
up.
(2) Drinking water source protection and drinking water disinfection
The drinking water is purified and disinfected, wherein the specific methods are as follows:
adding bleaching powder into the drinking water to disinfect after depositing and filtering,
adding chlorine into the water for 30 min, so that the killing effect to the variety of intestinal
infectious disease pathogens in the water is sufficient when the residual chlorine in the
water is more than 0.3 mg/l, and the water purified can be used as drinking water.
As the construction and living water is taken from the river and the water source is open,
the water quality is easy to be impacted by the human actives around the construction site,
so that the protection of the water source should be strengthened, and the protection
measures are as follows: the range which is apart from the water source with 100 m
should not be provided with temporary life area, management area and production area,
and the latrines and seepage pits should be built in the range, and the garbage and other
pollutants should not be stacked in the site.
(3) Innocent treatment of garbage, manure and wastewater
With the collection and treatment facilities arranged on the living area, management area
and production area and applied to domestic wastewater, production wastewater and
household waste and the like, the innocent treatment purposes of garbage, manure and
wastewater are basically carried out.
(4) Mosquito prevention, fly disinfestation and rodent control
When the construction workers are entered into the site, a good breeding ground will be
provided to a variety of animals and insects in case of poor sanitation, the density of
mosquitoes and rodents and the like will be improved, and the opportunity of infectious
diseases will be increased. Thus, the living area should be subjected into mosquito
prevention, fly disinfestation and rodent control, the rodent prevention drugs should be
provided regularly so as to cut off the disease source the transmission method.
(5) Prevention and quarantine of population health
Before entering into the construction site, all the dining room staff of the construction site
should be quarantine, part of the construction worker should be subjected to prevention
and quarantine by means of a sampling method, wherein the sampling ratio thereof is
15% of the construction workers. Through quarantine, the health status of the construction
population can be controlled, and the occurrence of contagious disease in which the
construction worker is the epidemic focus can be completely eradicated in time.
(6) Crowd evacuation of blasting site
The use of explosive on the blasting site is operated by a specially-assigned person, the
places around the blasting site are provided with striped flags so as to define the risk area,
and all the personnel in the blasting area should be evacuated, so that the casualties
caused by blasting can be prevented.
4.1.10.2 Impact of Operation Period on Human Health
As the river valley of the project is mainly shown in the form of a "U"-shaped valley, the
mountains of the two banks are relatively symmetric, the river is deep, the bedrock of the
riverbed is exposed, the falling head is large, and the submerged area does not have
large-scale unleveled low-lying land and pond marshy with aquatic weeds and etc., and
therefore the submergence for the operation period of the project will not cause the
transfer of mosquitoes and the transmission of pathogenesis.
4.1.11 Impact on Reservoir Resettlement and Mitigation Measures
The backwater length for the reservoir of the project is 3.5 km, the area of the submerged
land is 53.85 km2, wherein in the land, the forest is 45.13 km2, the plantation is 7.45 km2
and the unused land is 1.27 hm2. The submerged area of the reservoir mainly comprises
three towns, i.e. Shaba Town, Paosha Town and Chenyuan Town, part area of 6
administrative villages, and the total immigrants thereof is 3 families.
In allusion to the special resettlement and compensation problems, the Water Authority of
Cheng County develops ―Resettlement Plan of Water Source Project of Cheng County‖,
the resettlement point is located in Baimashi Village of Chenyuan Town of Cheng County,
wherein the distance of the village to the county is 6 km, the village comprises 8
cooperations, the existing residents is 391, the population is 1,600, the acreage under
cultivation of the total village is 2800 Mu, and the net per capita income is 2200 Yuan/year.
The distance of the village to the nearest road is about 0.5 km, so that the traffic is
convenient. The distance to the post office, shops, schools, kindergartens, theaters and
other places is about 1 km. The agricultural products produced therein mainly comprise
wheat, corn, soybeans, canola and tobacco and etc. The settlement point planned
comprises 20 rooms reconstructed from original farm buildings, the land area thereof is
13.5 Mu, the settlement point has a campus testing field of 76 Mu, wherein the irrigation
project thereof is the Lugou reservoir water-saving irrigation project which has been
implemented, the requirements of three families to the relocated of Chenyuan Town and
Shaba Town can be met, and the irrigable land per capita ensured is about 2 Mu.
The compensation measures for the resettlement are in line with the principle of ―ensuring
the ‗feasible moving, stable settling, and feasible enriching‘ of the migrants‖, and the
compensation measures are reasonable and feasible; the resettlement point has
adequate houses for the live of the immigrants, sufficient arable land and good irrigation
conditions to ensure the living and production need of the immigrants; the resettlement
point has relatively complete municipal facilities, convenient transportation, and favorable
new life of the migrants, and the resettlement point can meet the requirements of the
resettlement compensation plan.
4.1.12 Dam Break Risk and Mitigation Measures
4.1.12.1 Dam Break Risk
According to the research results for the dam safety at home and abroad, the reason for
causing the dam break and the break is more and complex, and the reason comprises
natural factors and human factors and their mutual relations and complex effects. With the
probably analysis, the main reason comprises:
(1) Violent earthquake
Small earthquakes are not likely to cause the damage and break of the reservoir dam, but
a strong earthquake (magnitude is not less than 7.0) is more likely to cause the damage
and break of the reservoir dam. As the earthcrust of the place where the reservoir dam is
located is relatively stable, the basic seismic intensity is grade VIII, the earthquake
fortification of the reservoir dam project is implemented according to the same;
furthermore, the reservoir is small (the height of the dam is less than 100), and the
earthquake cannot be induced easily, so that the possibility for the large-scale and
high-intensity damage of the reservoir dam caused by the earthquake is very unlikely.
(2) Temperature change
The local damage accident for the concrete arch dam of the reservoir dam due to the
temperature change is relatively common, the reason thereof is the thickness of the arch
dam is relatively thin, and the arch dam is a highly indeterminate space structure limited
by the boundaries. In the operation period of the reservoir dam, the change of the ambient
temperature is easy in causing temperature stress in the arch dam body, and the reservoir
dam will be broken as the overstressing in certain conditions. However, the temperature
change just can cause the local damage of the reservoir dam under normal circumstances,
and the suddenly break of the dam can be prevented.
(3) Landslides
Large-scale instability and high-potential fast slope body will cause enormous swell, the
flood downstream the reservoir dam and around the reservoir will be caused, and safety
of the reservoir is endangered. Particularly, the large-scale landslides in the place close to
the dam and the two sides upstream and downstream are easy to cause reservoir
damage and break. Although the project has small-scale hidden danger of slope instability,
the total geological conditions of the reservoir area, the dam and the site engineering are
relatively good as the diastrophic activity of the place where the project is located are
relatively stable, so that the possibility for causing huge surge flood and collapse due to
the large-scale instability of the bank and the high-potential landslide is very unlikely. Here,
it must be emphasized that the many small-scale instable geologic bodies presented in
the slops on the two sides of the river section inside and outside the reservoir area should
be strengthened, prevented and subjected to the treatment of embankment and
supporting project, so as to prevent the large-scale reservoir banks instability caused by
the small-scale reservoir instability can be prevented. In addition, the operation period for
putting into production of the reservoir dam, the stone blasting and fish blasting and other
blasting activities in the place close to the dam and around the dam should be prevented,
and the a large number of materials optionally stacked on the slops of two banks on the
place of the reservoir area and the place close to the river downstream the dam should be
prevented, and the buildings on the places should be prevented to avoid slump.
(4) Destruction of dam foundation
The deformation, permeability and stability of the dam foundation are tightly related to the
safety of the dam. The good dam foundation should have sufficient deformation resistance
and bearing capacity, small permeability and complete and stable rock, so as to prevent
the foundation damage caused by excessive deformation, the excessive uplift pressure
and the unstable dam body or dam seat rock slide caused by excessive penetration water
pressure. The dam foundation of the project can be prevented from the collapse accident
caused by instability and deformation, cracking, sliding and water seepage just be
strengthening and stabilizing to eliminate the hidden troubles completely through a
scientific project processing technology and strict consolidation prevention measures,
(6) War and terrorist attacks
If the reservoir dam of the project is damaged instantaneously in case of war and terrorist
attacks, the flood damage is severe, and the basin-wide disaster may be caused.
However, from the military point of view, the possibility for taking the dam as a military
target is very unlikely.
(7) Extraordinary flood
In case of extraordinary flood, the extraordinary flood is always accompanied by heavy
rain. Due to the strong erosion effect of the heavy rain, the downstream dam surface will
have scour holes. Although these local scour holes will not affect the stability of the dam,
the opportunities of overflowing the top of the dam is increased while pushing by the winds
and waves in the reservoir. Theses small scour holes will be rapidly expanded under the
erosion effect of the flood padding through the dam. When the scour holes are reaches a
certain size, the dam will be local instable, and then the dam break phenomenon can be
presented. The engineering grade of the reservoir is grade III, the permanent main
buildings are designed according to the grade 3, the permanent secondary buildings are
designed according to the grade 4, and the temporary buildings are designed according to
the grade 5. The concrete gravity dam is designed according to the flood per 50 years and
is reviewed according the floor per 500 years, the energy dissipation and erosion
prevention buildings are designed according to the flood per 30 years, and these buildings
are in line with the requirements of ―Standard for Flood Control‖ (GB50201-94), so that the
dam break risk caused by the extraordinary flood can be reduced effectively.
(8) Error of survey design
If the early work do not be completed well, the hydrographic survey and the geological
survey are not detailed, the calculation of the water account is incorrect and the design
consider is not thoughtful, the construction may be blind, the hidden danger for the safety
of the reservoir will be caused, and the collapse accident of the reservoir is easy to be
occurred. Thus, for the flood prevention safety of the dam, the correct survey design and
reasonable dispatch application should be paid attention in addition to the reasonable
selection of flood prevention standard. The project has done a lot of preliminary works, so
that a scientific basis is provided to ensure the quality of design.
(9) Quality defects of the dam
During the construction process of the dam, the chance of quality defect is always existed
due to the uncritical local quality control. The weak link is the place for the occurrence of
concentrated seepage and piping, and the dam break can be occurred under the effect of
adverse external dynamic loads. Thus, project supervision in the project should be
strengthened, the supervision, inspection, evaluation and acceptance of the construction
should be organized, and the left tail works should be completed well.
(10) Mismanagement of operation
In the management work of the dam, the probability of man-made omission and
equipment failure is always existed, so that the real-time monitoring for the operation
status of the dam will be influenced, the working status of the dam cannot be reflected in
time, so that the dam will be dangerous and broken. Therefore, the technical management
work of the reservoir should be strengthened, and the safety of the dam should be
ensured.
In summary, the main reason of dam break comprises low flood control standard of the
reservoir, poor construction quality, poor management work and other human factors. But
the safety of the reservoir dam can be ensured and the purpose of promoting benefit and
abolishing harm can be achieved by seriously implementing the Decree [1991] No.77
―Reservoir Dam Safety Management Regulations‖ of the State Council, carefully
implementing survey design while strictly complying with the regulations, strengthening
project quality and technical management work of the reservoir and complying with the
provisions for the safe operation of the reservoir.
4.1.12.2 Risk and Result of Dam Break
Once the dam is broken, the impacts on the upstream and downstream of the dam are
large. In the upstream of the dam, the water of the reservoir area, particularly the water
level before the dam will be sharply reduced due to the suddenly discharge, so that the
bank of the reservoir dam is easy to be unstable, and the bank is easy to be collapsed.
The dam break risk is mainly presented in the downstream, i.e. the dam break wave will
be formed as the suddenly discharge of the water in the reservoir, and the damage to the
human and property downstream the dam is serious. Thus, when the maximum flow of the
dam broken is reached to the flow path L of the downstream dam according to the source
strength of the broken dam, the maximum flow is calculated according to the following
formula:
wherein, QLm represents the maximum flow (m3/s) for the controlled section of the
broken dam apart from the dam with L (m);
Vm represents the largest velocity (m/s) of the river section, the value of that in the
assessment is 3.0 m/s;
K represents the experience factor. The experience factor of the project is 1.2, and the
other parameters are ditto.
According to the topography downstream the project and the resident distribution
condition, the cross-section of rivers of the eight downstream villages which may be
impacted are estimated, wherein the details are shown in Table 4.1-10.

According to the estimation results of 4.1-10, the households lived in the low-lying and the
place close to the river of the eight villages will be submerged, and some villages will be
submerged completely.
4.1.12.3 Management Measures of Dam Break Risk
In order to ensure the safety of the dam, achieve the purpose of promoting benefit and
abolishing harm, prolong the service life of the dam, play the efficiency fully and avoid the
dam collapse disaster and risk, the project should take the various of effective protection
measures and emergency measures in the whole process of survey, design, construction
and operation, so as to take preventive measures and check erroneous ideas at the outset.
According to the environmental risk analysis result of the reservoir dam of the project, the
reference to the reservoir dam safety work research results at home and abroad, the
following prevention and emergency measures are provided by targeting to the main
reason which may cause dam damage and dam break.
(1) Seriously implement the ―Reservoir Dam Safety Management Regulations‖ (State
Council [1991] Decree No. 77). The Regulations clearly defines and strictly requires the
construction, management and treatment of the reservoir dam with the height of more
than 15 m or the capacity of more than 1 million m3.
(2) Strictly handle affairs according to the hydropower project management procedures. In
order to prevent damage and break of the dam, the survey, design, construction,
acceptance, operation, identification and reinforcement works should be completed well in
order.
(3) Strengthen geology investigation work of the project. In the project, the geological
conditions of the reservoir area, the dam site, and the plant site are relatively complicated,
the detailed geological and groundwater survey work should be carried out, and the
situation should be identified successively.
(4) Carefully design by strictly complying with the specifications.
(5) Enhance quality management of project construction. In order to ensure safe operation
of the reservoir, the construction period for the construction of the reservoir dam should be
provided with the concept of "long-term project, quality first", the supervision work of the
project should be strengthened, the quality supervision, inspection, evaluation and
acceptance works of the project should be organized, the specifications of construction
technology should be carried out, the construction material should be reasonable, the
construction work should be strict, and the left tail work should be treated well, so as to
ensure the quality of the project and eliminate ―purple‖ project.
(6) Strengthen the technical management of reservoir operation. In order to ensure safe
operation of the reservoir, a complete reservoir operation schedule and a safe operation of
technical system should be established in the operation period for putting into production
of the reservoir dam, the level of technical management should be improved, the flood
prevention program and schedule application plan should be compiled reasonably, the
provisions for the safe operation of the reservoir should be complied; the safety monitoring
and identification works of the dam should be emphasized, the dam protection on the
bank of the reservoir and the maintenance of the gate crane should be strengthened, the
facilities meeting the dam safety observation are set, the safety condition of the dam
should be frequently inspected and regularly observed, the flood data should be
rechecked, so as to achieve the purpose for finding the problems in time, taking measures
in time and preventing the reservoir from adventure operation; the reliable forecasting of
construction, early warning systems, transportation and communication facilities
improvement should be paid attention, an emergency flood plan should be developed to
achieve the purpose of preparing before the flood and responding while flooring; and the
power supply and equipment which meet the requirements of gate starting and closing are
set to ensure the timely drain. For the flood caused by extraordinary rainstorm, the
extraordinary drain measures should be prepared, and the notice on the flood fighting
work should be issued in advance.
(7) Prohibit the slump in the reservoir area. In the operation period for putting the reservoir
dam into production, the stone blasting and fish blasting and other blasting activities in the
place close to the dam and around the dam should be prevented, and the a large number
of materials optionally stacked on the slops of two banks on the place of the reservoir area
and the place close to the river downstream the dam should be prevented, and the
buildings on the places should be prevented to avoid slump.
4.1.12.4 Emergency Plan
The emergency plan for the dam break risk of Moba gorge water source engineering is
"APELL plan" (Awareness Preparedness for Emergencies at Local Level). The information
and organizational flow chart of the "APELL plan" are shown in Figure 4.1-5.
(1) Organization
A coordination group of the "APELL plan" is composed of the leaders of the local
government department and the water source engineering construction management
department of Moba gorge for city water supply of Cheng County, and the local resident
representatives. The responsibilities of the coordination group are shown in Figure 4.1-6.
Meanwhile, the police, medical, rescue, environmental protection, transportation, Red
Cross, communications and other departments of Cheng County should also be involved
in the emergency rescue plan and should bear the corresponding responsibilities.
(1) Emergency rescue plan
① In case of emergency, an emergency rescue headquarters is set up according to the
"APELL plan" so as to effort to ensure people's lives and property and to reduce the loss
to the minimum degree;
② Responsibilities for the onsite commander of the water source engineering
construction management department of Moba gorge for city water supply of Cheng
County: report quickly, convey the information about the accident and injury estimation,
issue police information, organize quick evacuation and evacuate from the dangerous
area;
③ Responsibilities of Moba gorge management station: be responsible for reporting the
nature, intensity and consequences of the incident, be responsible for the emergency
measures taken on the accident site to prevent the accident from expanding, reduce the
risk and rescue the casualties of the accident;
④ Professional rescue team: organize evacuations, medical care and other rescue
operations of the professional team;
⑤ Traffic control: control the traffic of diffusion area, effectively implement evacuation;
⑥ Transportation, supplies, communications, publicity and other supports;
⑦ Allocation of specially-assigned person, equipment and aid medicine;
⑧ Emergency restoration: including de-alerting, site cleaning, care-taking arrangement
and accident investigation.
(2) Plan practice
In order to enhance the scientificity, pertinence, effectiveness and maneuverability of the
plan, the anti-accident training is organized in the area may be impacted by the accident,
wherein the training place comprises the enterprise, the village and the settlement point
and the like in the area; at the same time, the relation to the environmental emergency
response agencies of other reservoir construction project should be established, the local
relief activities should be organized and involved, and the relevant communication and
cooperation should be developed. The exercises are aimed at inspecting the plan, training
the team and improving the capability, promoting the connection between the Moba gorge
water supply project and the emergency plan of Cheng County and the continuous
improvement of the corresponding emergency plan.

4.2 Public Participation
4.2.1 Significance of Public Participation
Public participation is an important component of environmental impact assessment and is
an effective way in improving scientific decision. In the construction project, public
participation is an important method for promoting the two-way communication among the
construction unit, the environmental impact assessment unit and the public. By means of
wide public participation, the public directly or indirectly impacted by the project
construction can fully understand the possible environmental impacts, the environmental
protection measures to be taken for mitigating the impacts and the economic and social
benefits brought by the project construction; at the same time, the various views and
suggestions can be fed back, the advices can be actively provided to the project
construction, the solutions to problems can be jointly found out, the impact of the project
construction on the environment can be minimized, the pollution disputes in the project
construction and operation process can be prevented, and the development and
environmental protection can be coordinated well.
4.2.2 Public Participation Form and Composition of Participants
The project uses three forms, i.e. questionnaire, newspaper publicity and symposium,
wherein the questionnaire is divided into two forms which are government agencies
questionnaire and public questionnaire, and the content of the questionnaire is designed
according to the characteristics, scales and possible impact degree and the like.
(1) Composition of the public questionnaire
The public opinion survey of the project is completed by issuing 100 copies of
questionnaire in the whole range of the Cheng County, wherein the 10 copies are issued
to the reservoir resettlement, the effective questionnaire reclaimed is 100 copies, the
effective questionnaire is 100 copies, and the reclaiming rate is 100%.
(2) Composition of government agencies questionnaire department
The government agencies questionnaire of the project comprises Environmental
Protection Agency of Cheng County, County Land Resources Bureau of Cheng County,
Water Authority of Cheng County, Forestry Bureau of Cheng County, Transportation
Department of Cheng County, people's congress committee of Cheng County, people's
government of Cheng County, Development and Reform Bureau of Cheng County, Public
Security Bureau of Cheng County, construction bureau of Cheng County, Planning Board
of Cheng County, health bureau of Cheng County, tap water companies of Cheng County,
People's Government of Chenyuan Town, People's Government of Shaba Town, finance
bureau of Cheng County, Board of Education of Cheng County, County Office and
Committee offices of Cheng County of the Chinese People's Political Consultative
Conference and other 20 departments.
(3) Publicity
The project was subjected to publicity to solicit public comments on the project for 10 days
in ―Longnan Daily‖ of January 9, 2011.
(4) Composition of symposium
According to relevant requirements of the World Bank, the symposium is held in
Wujiashan Village of Chenyuan Town and Niuyao Village of Shaba Tow by the staff of the
Water Authority of Cheng County, the overview of the project is introduced to the local
people in the symposium, and the suggestions of the local people to the project are
collected.
4.2.3 Summary of Public Participation Comments
By means of the method above, local people understand the project and provide the
following suggestions to the project:
(1) Since the construction of the project has a greater impact on the local ecological
environment, the relevant departments must strengthen the management of the
construction and operation processes, restore the existing ecological damage, develop a
detailed reservoir vegetation restoration plan and ensure the ecological function of the
reservoir area plays its role.
(2) Strengthen management and supervision, and ensure the resettlement compensation
measures are in place, so that the immigrants can live and work.
(3) Speed up the progress of the project, so that the project can play a role as soon as
possible and problem of water supply of the resident of Cheng County can be solved.
(4) Strictly manage to ensure the guaranteed of quality of water in the operation period.
(5) Strengthen supervision inspections to prevent dam break accident.

5. Environmental Management Organization of the Project
5.1 Introduction
According to the spirit of management authority of ―Environmental Protection Law of the
People‘s Republic of China‖ and ―Regulations on the Administration of Construction
Project Environmental Protection‖, the environment impact assessment report of the
project is approved by the Provincial Environmental Protection Office of Gansu, and the
soil and water conservation report is approved by the Department of Water Resources of
Gansu Province.
The Environmental Protection Bureau of Gansu Province, the Department of Water
Resources of Gansu Province, the Environmental Protection Bureau of Longnan City and
the Department of Water Resources of Longnan City are the environmental management
agencies of the project, and the responsibilities thereof mainly comprise: providing
environmental protection requirements according to the contents of the environment
impact assessment report of the project and the contents of the soil and water
conservation report, coordinating the environmental protection management among the
various departments, and be responsible for organizing the "Three Meantime" acceptance
inspection work of environmental protection facilities. In the overall administrative
institution framework of the project, the implementation of the entire project is managed by
the Loan Project Office of the World Bank, the project is led by the governments of
Longnan City and Cheng County, and the project owner (the water source engineering
construction management department of Moba gorge for city water supply of Cheng
County) is responsible for the specific matters for the implementation of the project in the
project management office. In order to ensure the smooth implementation of
environmental management action of the project, a number of full-time or part-time
environmental management personnel are set among the project office, project owner,
contractor and operator, so as to implement the environmental management plan
specifically.
The Loan Project Office of the World Bank in Longnan City is responsible for project
planning, design, environmental protection targeting to the project, supervision and
management in the program, and the organization work for the skill training of the
area-wide environmental management personnel of the project; the main responsibilities
of the project office of Cheng County, the Environmental Protection Bureau of Cheng
County and the Water Authority of Cheng County comprise: implementing the
implementation plan of the project, implementing a variety of technical standards of the
project, and implementing daily supervision for the environmental management of the
project; according to the commission of the project owner, the environmental monitoring
station of Cheng County is responsible for monitoring the environmental quality in the
construction and operation period of the project; and the environmental supervision
engineers and the water conservation engineer commissioned by the owner are
responsible for the environmental supervision and the water and soil conservation
supervision in the construction process of the project.
The project owner plans to be set up specialized environmental managers who are
responsible for the environmental management of all stages of the project, the
implementation of environmental protection regulations and programs, the checking work
for the implementation condition of environmental protection measures of the project, the
promotion and application for the advanced environmental protection technology and
experience, the organization of environmental protection technology training of the
relevant personnel, and the improvement of personnel quality. As the large differences
between the environmental management content of the construction period of the project
and that of the operation period, the work times of the two periods are different in
temporary and long-term properties, so that the organizations are established by the
contractor and the operator according to the difference of the stage, and the
responsibilities are staged. When the construction period is ended, the corresponding
agencies are removed immediately, the management agencies of the operation period are
in operation, and a certain of cross therebetween is allowable according to the specific
circumstances of the work. The institutions establishment figure is shown in Figure 5.1-1.

5.2 Environmental Organization of Construction Period
5.2.1 Organization
Technology level: in the technical level of environmental management, the project office of
Longnan City will employ 3 experts to participate in management of the project.
Project office level: the project office of Longnan City will appoint a project environmental
manager for supervising the implementation of environmental management plan, and all
the problems related to the World Bank and environment are responsible by the person.
The project office of Cheng County has an environmental manager who is responsible for
supervising the implementation of environmental management plan in the jurisdiction and
responsible for the communication to the project office of Longnan City on the
environment-related issues.
Contractor level: the contractor has 1 ~ 2 environmental manager coordinators who are
responsible for the supervision of environmental protection measures implementation in
the construction period, and responsible for the contact with the surrounding residents to
solve the environmental issues and the communication with between the project office
and the environmental supervision agency.
Operator level: each enterprise establishes an environmental management department,
the environmental management department is composed of two full-time environmental
protection personnel, and the company's daily staff will assist the two engineers so as to
complete the environmental management work in the operation stage of the company.
The company will configure network, telephone and other communication facilities to
maintain the communication to the environmental management institutions.
Environmental supervision engineers and water conservation supervision engineer level:
the project owner will hire an environmental supervising engineer and a water protection
supervising engineer so as to carry out the onsite environmental management supervision
in the construction process.
5.2.2 Positions and Responsibilities
A. Technology environmental experts
Technology environmental experts are technical support of local project office. In the first
six months of the project, they will track the project completely and provide regular service
in the 4 years after implementing the project, and the frequency thereof is two weeks
quarterly.
Technology environmental experts will ensure that all necessary requirements will be met
in the beginning of the project and ensure that the environmental management system will
be effectively implemented according to the environmental laws and regulations and the
security requirements of the World Bank.
① For the environmental managers of the project office, the environmental management
personnel and the environmental supervision engineers should be provided with
necessary training by the contractors and operators.
② Provide expert advice to the project office, the owner, the contractor and the operator.
③ Help the environmental management personnel of the enterprise to organize
monitoring activities.
B. Project office: environmental manager
The project office of Longnan City and the project office of Cheng County set an
environmental manager, respectively, wherein the environmental manager of project office
of Longnan City is an expert who is responsible for reporting to the World Bank and
supervising the environment of the project; the environmental manager of project office of
Cheng County is responsible for supervising the local project and reporting to the project
office of Longnan City. The environmental Manager will assist land management agencies
and resettlement agencies, so as to prevent these agencies from obstructing the
implementation of the project, and the responsibilities of the environmental manager are
as follows:
① Provide training for the environmental manager in the assistant's help.
② Develop monitoring plans in the assistant's help.
③ Communicate with environmental managers and construction workers, wherein the
communication methods are as follows:
- Provide monthly and regular monitoring report to the project office and the World Bank
- Provide a special incongruent report in case of the second and the third conditions
- Make oral communication with the construction unit and the operation unit if the solution
of the problem is found, so as to reach a solution.
- Jointly provide corrective measures with the environmental management engineers and
the environmental managers in case of incongruent conditions.
④ Participate in the joint meeting of environment engineers of project office of the
company, environmental managers, construction unit and operation unit.
⑤ Coordinate the communication and report of environmental management experts and
the World Bank.
C. Project owner: environmental manager coordinator
The owner sets up an EMC who is responsible for monitoring environment and reporting
the environmental protection implementation condition of the construction unit and the
operation unit to the project office of Cheng County and the government agencies, and the
detailed responsibilities of the environmental manager coordinator are as follows:
① Ensure the compilation of environmental protection rules of the construction unit and
the operation unit under the help of the technical assistant in the initial stage of the project,
monitoring details and environmental protection procedures of the construction unit and
the operation unit, and the collection for the framework of project management personnel.
② Commission the project with special monitoring equipment, such as water environment
quality monitoring.
③ Provide reports, implementation conditions and remedial measures of the project and
feasibility to the project office monthly, and monthly hold a meeting with the project office
to report the monitoring condition of the project and discuss the conformance of the
project.
④ Provide training methodology and technology consulting by the experts and
consultants selected from universities and institutions, wherein the training methodology
and technology consulting are determined according to the requirements.
⑤ Organize the special studies and public surveys which are related to the specific
construction requirements of the actual situation of the project or the necessary change.
⑥ Report the solutions and emergency measures for the conformance conditions of
feasibility study to the environment manager of the project office and the environmental
monitoring agency.
⑦ Disclosure the information bye mans of meetings and local media.
D. Environmental supervision engineers and water conservation supervision engineers
The environmental supervision engineers and water conservation supervision engineers
are mainly responsible for the construction activities of the supervision party and other
related activities such as land use and relocation, ensuring that the activities above are in
line with environmental protection requirements, environmental protection investment and
environmental objectives, and responsible for onsite coordination for the relation among
the land management department, the migration department and the environmental
monitoring and control department. The main responsibilities of the environmental
supervision engineers and water conservation supervision engineers are as follows:
① Ensure all project permits and requirements, and the implementation of the
environmental management plan before starting.
② Check that the environmental protection measures and the water conservation
measures are implemented by all employees of the construction unit and the operation
unit according to the contract.
③ Compile standard monthly report for the monthly pay which is in line with the
qualification of the construction unit and the operation unit obtained according to the
efforts and contributions for the environmental protection activities of the project.
④ Assembling file of environmental monitoring.
⑤ Identify the conditions required to be subjected to special studies and special activities,
simultaneously communicate with EMC, and regularly and effectively implement special
measures.
⑥ Communicate with construction workers to help the construction workers to explain the
onsite environmental requirements, provide recommendations for remedial measures,
provide remedial measures for the project which is not in line with the original intention of
the project, and provide special formal guidelines to the construction unit and the
operation unit according to the requirements.
⑦ Communicate with construction unit, operation unit and construction consultant to
enhance the communication, get some other views on specific issues so as to quickly
response some problems encountered in the construction process to the construction
management engineers to help the engineers to solve the problem; if the project has
potential damage to the sensitive objectives or the project has or relates to serious
discrepancies, it should be stopped according to the application.
⑧ Communicate with construction supervision engineers and construction workers of the
project, compile regular weekly monitoring publication, develop incongruent record, and
provide remedial measures to the project designer, if necessary, in case of the difference
to the project design.
5.3 Environmental Management Organization in Operation Period
The operator of the project sets up a special project environmental management office
which is responsible for the implementation of environment management plan of operation
period. The detailed responsibilities of the environmental management office are as
follows:
(1) Manage the implementation of project environmental protection measures;
(2) Coordination the relevant environment problem with the environmental supervision
and management department and the surrounding residents;
(3) Commission monitoring station of Cheng County to specifically monitor the three
wastes discharged by the project facilities and the regional environmental quality;
(4) Implement environmental risk emergency measures in case of environmental
accidents;
(5) Be responsible for timely reporting the relevant information of enterprise environmental
management to the environmental protection bureau of Longnan City and Cheng County
and the project office of Longnan City;
(6) Record and file the environmental management files of the enterprise.
5.4 Details of Environmental Management Organization of the Project

6.1 Project Environmental Management
6.1.1 Overall Management
The Environmental Protection Bureau of Longnan City is responsible for overall
management of the entire project as the Loan Project Office of the World Bank is led and
commissioned by the government of Longnan City. The project office of Cheng County is
responsible for coordinating and supervising the project environmental management of
the project, the owner is responsible for the implementation of relevant environmental
management plan of the project, the environmental management plan is implemented
under the assistance of the environmental supervision engineers, and the project office is
provided with at least one environmental supervision engineer.
The specific responsibilities of the environmental protection management agency are as
follows: the project office of Longnan City is totally responsible for managing the
environmental protection works, organizing the feasibility study of the project, developing
the plan of environmental protection work of the project, coordinating the environmental
management works among the management departments and the construction unit,
guiding the construction unit in implementing the various management measures; the
project office of Cheng County is responsible for coordinating project preparation and
operation issues; the environmental protection manager of the project office is responsible
for environmental protection plan and environmental management of design stage; the
owner is responsible for the implementation and management of environmental protection
measures in the construction period and operation period. The environmental protection
bureau of each level is responsible for supervising the implementation of environmental
management plan of the project.
The specific implementing organization of the environmental management plan mainly
comprises owners and project contractors, and the responsibilities thereof are shown in
Table 6.1-1.

6.1.2 Management Supervision
The environmental supervision organization of environmental construction project of
Gansu province is composed of the Environmental Protection Bureau of Gansu Province,
the Environmental Protection Bureau of Longnan City and the Environmental Protection
Agency of Cheng County. The management and supervision functions of the organization
of each stage are shown in Table 6.1-2.
Staged implementation of supervision organization:
(1) Feasibility study stage: this stage is responsible by Environmental Protection Bureau
of Gansu Province, Department of Water Resources of Gansu Province, Environmental
Protection Bureau of Longnan City, Water Conservancy Bureau of Longnan City,
Environmental Protection Bureau of Cheng County, and Water Authority of Cheng County.
The Environmental Protection Bureau of Gansu Province guides the implementation of
the various regulations of the Environmental Protection Bureau of Longnan City and the
Environmental Protection Bureau of Cheng County and is responsible for the completion
acceptance of environmental protection facilities.
The Department of Water Resources of Gansu Province guides the implementation of the
various regulations of the Water Conservancy Bureau of Longnan City and the Water
Authority of Cheng County and is responsible for the completion acceptance of soil and
water conservation facilities.
The Environmental Protection Bureau of Longnan City is responsible for supervising and
managing the environmental protection work of the project, organizing and coordinating
the relevant organizations to service for the environmental protection work of the project,
supervising the implementation of environmental action plan of the project, and is further
responsible for completion acceptance of environmental protection facilities of the project
and the guidance of the Environmental Protection Bureau of Cheng County to the
environmental supervision and management of the construction period and operation
period of the project.
The Water Conservancy Bureau of Longnan City has a water conservation division which
is responsible for supervising and managing soil and water conservation work of the
project, organizing and coordinating the relevant organizations to service for soil and
water conservation works, and is further responsible for the completion acceptance of soil
and water conservation facilities and the guidance of the Environmental Protection Bureau
of Cheng County to the supervision and management of water loss and soil erosion in the
construction period and operation period of the project.
(2) Design stage: the stage is responsible by the Loan Project Office of the World Bank in
Longnan City and is supervised by the Department of Water Resources of Gansu
Province in the preliminary design check.
(3) Construction stage: the stage is responsible by the Environmental Protection Bureau
of Longnan City. The Environmental Protection Bureau of Cheng County is subjected to
the work guidance of the Environmental Protection Bureau of Longnan City and is
responsible for supervising the implementation of environmental action plans of the
construction unit and the implementation of the relevant environmental management
regulations and standards. The Environmental Protection Bureau of Cheng County is
responsible for the coordination of the environmental protection works along the
departments, the construction, completion acceptance, operation inspection, and
supervision management of the environmental protection facilities of the project.
(4) Operation stage: the stage is responsible by the Environmental Protection Bureau of
Longnan City, the Environmental Protection Bureau of Cheng County and the competent
authority of the project. The competent authority of the project is responsible for the
implementation of environmental protection regulations and standards, the development
and implementation of environmental protection regulations and the understanding of
environmental condition of the project, so as to check the environmental quality control
objectives, provide control measures, submit to the higher authorities, the administrative
departments and the water conservancy department, organize employment with
certificates of the environmental protection personnel and personnel training, and be
responsible for carrying out environmental protection and technological exchanges and
scientific research.
(5) The environmental monitoring works of construction period and operation period are
implemented by the environmental monitoring station of Cheng County. The
environmental supervision work is specifically implemented by the project supervision
company of Cheng County. When the project is completed, an environmental
management organization will be set, and full-time staff in charge of the project's
environmental protection work will be set.

6.2 Detailed Task for Implementation of Environmental Management Plan
The project has adverse environmental impacts during the construction period and
operation period, in relation to the characteristics of adverse environmental impacts in the
construction period and operation period, the corresponding environmental protection
measures are taken, so that the various impacts are reduced to acceptable level. In order
to ensure that environmental measures to be effective, environmental management and
monitoring procedures are provided.
The project office of the World Bank will track and report the monitoring conditions of
environmental measures while carrying out its project management functions. This
chapter describes the general environmental measures and the responsibilities of relevant
units. In the project, the project office is responsible for tracking and reporting the
implementation conditions of each measures of environmental monitoring. The list for the
implementation management and monitoring activities of environmental measures is
shown in Table 6.2-1.

6.3 Contract Requirements of Environmental Management
In the project construction, the contractor plays a key role in environmental management,
pollution control and prevention measure and other factors, and therefore the contractors
should be required as follows:
(1) Select the contractor with strength to ensure the effective implementation of
environmental management plan;
(2) The contractors and the construction supervisor must be subjected to the relevant
environmental protection and environmental management training organized by the TA
before starting;
(3) The environmental impact mitigation measures during the construction period above
should be included in the tender documents of the contractor and finally included in the
construction contract as the contract requirements of the contractor of the project.
(4) The environmental activities of the contractor should be monitored, provide a daily or
weekly environmental performance record, and monitor and review these records by the
project office and the construction supervision team.
(5) The contractor should provide a full-time environmental staff for each section. These
environmental staff should be subject to the training of the training plan so as to qualify
their works.
(6) In the construction process, the contractor should communicate and coordinate with the
masses of the project area, establish bulletin board in each construction unit to inform
the public of specific construction activities and construction time, and simultaneously
provide the contact and contact phone to provide complaints and advices of the masses
to the construction activities.
(7) In the project contract funds, the contractors should obligate the deposit of
environmental management and other factors according to the annual budget, wherein
the amount of the proportion should be about 3% of the budget account.
6.4 Information Exchange and Resolution of Undesirable Condition
In the environmental monitoring work, the information should be exposed to the onsite
environmental supervisors, the environmental management managers of the enterprise
and the project office, wherein the information is monthly exposed for one time, the
monitoring report is developed by an environmental monitoring staff and is distributed to
the onsite environmental supervisors, the environmental management managers of the
enterprise and the direction of the project office. In order to focus on the most important
issue of management, the importance of non-compliance basis of the project is divided
into three different levels as following:
Level 1
Definition: the condition of the non-compliance is defined as the project is incongruent to
the original requirement, but the non-compliance will not cause immediate impact on the
particularly important resource. If the recurring of the first level did not be paid attention,
the second level will be caused. Measures: properly handle the situation of the first level
by means of appropriate cooperation and regular exchange. For example, discussing with
the staff of the construction unit and the operation unit, quickly implement remedial
measures, wherein the typically formal communication from is a weekly case report from
the environment supervision engineer to the environmental management manager of the
enterprise and the onsite construction manager.
Level 2
Definition: the non-compliance condition does not cause obvious damage and irreversible
impacts on the sensitive and important resource, but the non-compliance condition should
be remedied and treated immediately to prevent the impacts above. If the recurring of the
second level did not be paid attention, the third level will be caused. Measures: in case of
the discovery of the event of the second level, the event must be reported to the
environmental manager of the project office and the onsite construction manager by the
environmental management manager of the enterprise, so as to achieve remedial
measures as soon as possible, and the remedial measures will be provided in a week
after the discovery, generally.
Level 3
Definition: the level includes the damage to the sensitive objectives paid special attention
or foreseeable and coming damage. The particular behavior internationally prohibited is
also divided into three levels. Measures: report the conditions to the environmental
manager of the project office and the onsite construction manager by the environmental
management manager of the enterprise once discovering, achieve remedial measures as
soon as possible, and the remedial measures will be provided in three days after the
discovery, generally. The time will be longer in case of special conditions. If necessary, the
environmental management manager of the enterprise can require the construction
manager to stop some special projects for protecting the resources before implementing
the remedial measures.
6.5 Training-- Necessary Capacity Building and Means Building
6.5.1 Training Requirement
The objective of environmental capacity building mainly comprises environmental
management personnel and environmental supervisor, and the training thereof is one of
the technical support parts of the project. In the construction process of the project, the
training courses comprise construction party training and worker training. Before starting
the construction of the project, all the construction units, operation units and construction
supervision personnel should participate in the mandatory environment, health and safety
training.
6.5.2 Training
(1) Environmental management personnel and environmental supervision engineers
The training is organized by the project office of Longnan City, the environmental manager
of Cheng County project office, the environmental manager coordinators of the project
and the environmental supervision engineers and other related personnel are subjected to
centralized training before one year of starting the project in Longnan City, and the specific
training is carried out by the technical experts of environment. The content of the training
is shown in Table 6.5-1.
(2) Contractors and construction workers
The training is organized by the project office of Cheng County or the construction owners
of the project in the place where the project is locate before starting the project, and the
specific training can be carried out by the technical experts of environment or trained
environmental managers of the enterprise. The specific training content and duration are
shown in Table 6.5-2.

6.6 Land Acquisition Compensation and Resettlement Compensation
(1) In accordance with the national and local policies and compensation methods of land
acquisition and resettlement, the villagers involved in land acquisition and resettlement
are provided with reasonable compensation, the project office should carefully listen the
views of immigrants and ensure that the working and living conditions immigrants are not
less than the current level.
(2) For the staged construction of pipeline and road sub, the excavation and backfill work
should be completed as soon as possible, the temporary access roads close to the
schools and other public facilities should be particularly paid attention and are provided
with traffic warning signs, traffic police should be in a rush to ease and dispatch so as to
pedestrians and vehicle flow; and materials transport should be avoided from traffic peak,
so as to reduce urban traffic pressure.
(3) Strengthen the training of the management and construction personnel in the
conservation education and awareness, due to the large amount of earth excavation work
of the project, the work should be taken seriously; in case of the discovery of cultural relics,
ancient tombs and other signs, it should be immediately notified to the local cultural relic
protection departments and excavated in a timely, and the construction can be continued
after treating the cultural relics by the cultural relics department well.
(4) If the stronger vibration works (such as pier compaction, vibration roller operation and
etc.) are carried out in residential areas, the old houses close to the construction site
should be monitored to prevent accidents. For the houses greatly impacted by the
vibration construction for ensuring the project should be provided with necessary remedial
measures.
6.7 temporary Site Restoration
The contractor has the obligation to implement ecological restoration of the temporary
land where the construction is completed in the construction period of the project, and
implement the restoration works of all the temporary lands before completing the project
completely.

7. Environmental Monitoring Plan
7.1 Monitoring Purposes
According to the characteristics for the impacts of Moba gorge water source engineering
on the environment, the main environmental factors of the project construction area and
the reservoir area before and after the project construction are monitored, the change
conditions of the various environmental factors in the impact range of the project and the
effects after implementing the environmental protection measures are grasped, so that the
basis for finding environmental issues in time, providing the corresponding measures,
reducing the adverse effects of the project, strengthening environmental management and
project completion and acceptance..
In different stages, the focuses of environmental monitoring tasks are different. In the
earlier stage of project construction and water storage, the main monitoring objectives
mainly comprise the change conditions of the environmental factors caused by the
construction activities, the change of the environmental factors caused by dam
construction and water pipeline pavement; when the project is completed and put into
water storage operation, the monitoring objectives mainly comprise the change conditions
of the environmental factors around the reservoir caused by water storage, scheduling
and operation period, and the ecological change in the water pipeline pavement area.
7.2 Environmental Monitoring Organization
The environmental monitoring work in the construction period and operation period is
responsible by the Hydrographic Office of Cheng County, the environmental monitoring
station and the water conservation monitoring center according to the commission of the
project contractor or the operator, wherein all the responsible units are national
environmental quality monitoring units and are featured with complete equipment, thick
technical force, so that these units can carry out the environmental monitoring tasks well.
According to the environmental impact prediction results, the sensitive concerns with
obvious pollution are used as monitoring points so as to track and monitor the pollution
condition of construction period and operation period of the project, wherein the
monitoring content comprises the noise with large impact on the environment, air
environment and surface water environment. The monitoring factors are determined
according to the characteristic factors of project pollution. The monitoring analysis
methods are the monitoring analysis methods for the corresponding items in the
―Environmental Monitoring Technical Specifications" and the ―Water and Soil Conservation
Monitoring Technical Regulations" which are issued by the national environmental
protection administration.
The detailed and key steps required by the construction site and activities required by
effective monitoring are listed in Table 7.2-1.

8. Acceptance Investigation Content of Environmental Protection Measures
8.1 Investigation of Water Environmental Protection Measures
Investigate bottom cleaning condition of the reservoir, acceptance and conclusion.
Investigate the water environmental protection measures for the domestic wastewater of
operation period, effects and the corresponding investment by means of data collection,
field survey and other methods while combining with the data provided by completion and
acceptance monitoring.
Focus on the investigation of wastewater treatment facilities and treatment processes,
treatment capability and effects, and discharge direction and the like in the construction
site of operation period, and the investment of all the facilities and operation cost and etc.
8.2 Investigation of Atmospheric Environmental Protection Measures
Investigate the prevention, protection or management measures taken for reducing the
impacts of dust, exhaust gas of construction machinery and tail has of transport vehicles
and the like on the onsite construction workers.
8.3 Investigation of Acoustic Environmental Protection Measures
Investigate the implementation condition and implementation effect of acoustic
environmental protection measures by visiting the construction workers and checking data
and other methods. The investigation content mainly comprises: whether the construction
equipment is the mechanical equipment required by environmental protection, whether
the noise management of construction period is strengthened, implementation of noise
abatement measures for the high-noise machinery, and the prevention for the night work
of high-noise construction equipment, whether the maintenance of the high-noise
construction equipment is strengthened so as to ensure the normal operation, reduce the
noise generated by means of abnormal operation of the equipment, whether the vehicle
management is strengthened, and the vehicle noise is controlled and etc.
8.4 Investigation of Solid Waste Treatment Measures
Investigate the location, size and capacity of waste soil and stone disposal place, and the
implementation conditions for the project and measures which are taken after the
treatment of the residues place. Investigate the amount of the residues place and the
operation conditions.
8.5 Investigation of Ecological Protection Measures
8.5.1 Investigation of Terrestrial Ecological Protection Measures
Mainly investigate the restoration condition of the temporary land, and the greening
project condition taken on the living management area of the reservoir and etc.
8.5.2 Investigation of Aquatic Ecological Protection Measures
Investigate the implementation condition for the safeguard measures of discharge
ecological base flow, and whether the young fishes put according to the requirements.
8.6 Investigation of Water Loss and Soil Erosion Control
8.5.1.1 Water Loss and Soil Erosion Control Measures of Construction Period
Investigate the condition of soil and stone transportation of the project in the construction
period, the land position and the actual use condition of the residues place and protection
conditions thereof, mainly comprising the amount of the residues place, the actual
residues amount and the utilization ratio; the actual land area of planned residues place,
the amount of residues and the stacking height; the construction condition of the residues
place wall, the length and height of the wall, and the configuration conditions of
surrounding drainage ditches and other draining facilities.
Investigate the mining situation of the stock ground, the type of the original land,
ecological restoration measures taken and restoration effects, and the setting conditions
for the slope drainage ditches of the temporary roads and the quarry.
8.5.1.2 Investigation for Soil and Water Conservation Measures after Construction
Investigate the restoration condition of temporary construction area when the construction
is ended, investigate the land use type of the temporary construction road, two sides of
the new road, exposed land caused by the damage of the vegetation within the temporary
construction area, the temporary living and office area and the residues place and other
slashes after restoring, the greening area and greening rate and etc. Mainly investigate
whether the project measures and vegetation restoring measures of each project have
been implemented according to the requirements of environment impact assessment and
project design. Investigate the water and soil conversation protection condition after taking
project, plant and management measures.
8.7 Investigation of Population Health Impact and Protection Measures
Investigate the implementation conditions of environmental health management and
epidemic disposal and others in the construction site of construction period.
Investigate and understand the environmental health conditions of project construction
area and reservoir area, comprising medical institutions setting, medical equipment
configuration, file and regular inspection of health data of the construction workers and etc;
the infectious diseases comprises main disease type, number of cases, infected, and
epidemic control situation; drinking water purification and disinfection conditions; and
other conditions of population health protective measures.
According to the investigation results and the combination for the requirements of
environment impact assessment, the implementation conditions of population health
protection measures can be judges, the population health conditions in the construction
period can be evaluated, so that the effect for the series of measures taken for protecting
the population health can be analyzed.
Investigate and understand the environmental health conditions of reservoir area in the
operation period, and the conditions of other population health protection measures taken.
8.8 Investigation for Environmental Protection Measures of Resettlement Area
Investigate the relocation and resettlement areas and resettlement areas of production
distribution, environmental profile; population resettlement, resettlement method and
resettlement profile; and whether the resettlement compensation is implemented actually
and etc.
8.9 Investigation of Risk Prevention Measures
Investigate the environmental risk factors presented in the construction period and the
operation period of the project, whether there is a risk incident; investigate the situation,
reason and caused environment impacts of environmental risk accident in the
construction period and operation period; investigate the environment risk prevention
measures of the project and the compilation condition of the emergency response plan,
the implementation conditions of national, local and related industries in the accident
prevention and emergency response, the necessary emergency facilities and training
conditions of emergency response team; and investigate the environment risk prevention
measures of the project and the setting conditions of emergency management agencies.
8.10 "Three Meantime" of Project Acceptance
The water source engineering construction management department of Moba gorge for
city water supply of Cheng County should timely provide completion acceptance
application of environmental protection facilities to the environmental protection
department according to the relevant requirements in the ―Completion Acceptance
Management Regulations for Environmental Protection Facilities of Construction Project‖,
so as to implement acceptance. The list for the completion acceptance of environmental
protection facilities is shown in Table 8.9-1.

9. Environmental Management Cost Budget and Capital Source
9.1 Budget Distribution
The implementation of EMP measures involves to many units, so that the capital sources
are different. Most of environmental protection activities are project measures, and thereof
the activities should be provided by the project construction unit and the operation unit
and involved in project cost, wherein these costs will be cleared and listed in the tender of
competitive bidding.
The cost of EMP is mainly applied to the environmental management of the construction
period and the operation period, and mainly comprises environmental monitoring cost,
environmental supervision cost, training cost and the environmental management agency
operation cost, and part of project further has risk prevention cost. The activities of EMC
will be covered with the PMO and PIUS international project management costs, the
monitoring of water quality, atmosphere and noise, the CSEE and EFSI are the same. The
monitoring and surveillance activities of CSEE are part of the construction and supervision
costs. The local environmental monitoring station will monitor water, atmosphere and
noise in the operation process of the project according to the commission of the project
owner, and the monitoring cost thereof will be paid by the project owner. If the normal
monitoring of the local environmental protection department is synchronous with the
project, the normal monitoring data of the environmental protection department can be
used.
9.2 Capital Source and EMP Budget
Investments for various environmental protection measures proposed in the evaluation
report are estimated as 15.2673 million RMB, which takes 6.74% of total investment cost.
Please see table 9.2-1 for details.

10.1.2 Environmental Management Task of Each Stage of the Project
(1) Feasibility study stage
The main environmental management task of the feasibility study stage is environmental
assessment of construction project, and mainly comprises the compilation of
environmental assessment report and environmental management plan.
(2) Design stage
The main environmental management task of the project design stage comprises:
inspecting the final design report of the project, ensuring the various environmental
protection measures (environmental protection measures of project design, environmental
protection measures of construction period, and environmental protection measures of
operation period) proposed by the EA and included in the final design of the project.
(3) Bidding stage
The main environmental management task of the bidding stage of the project comprises:
ensuring the environmental protection measures of construction period provided by the
EA are included in the construction contract of the project.
(4) Construction stage
The main environmental management task of the bidding stage of the construction stage
comprises: implementing the environmental protection measures of construction period
provided by the EA and the monitoring plan of construction stage.
The environmental protection measures of construction period are specifically
implemented by the contractor, and the environmental supervisor is responsible for
supervising and managing the onsite construction activities of the contractor.
(4) Operational stage
The main environmental management task of the operational stage comprises:
implementing the environmental protection measures of construction period provided by
the EA and the monitoring plan of operational stage.
10.2 Information Exchange
Environmental management requirements necessary information exchange among the
different departments and positions of the project office, the owner, the contractor and the
operator of the organization, and simultaneously notices the relevant information to the
outside (the relevant parties and social publics and etc.).
The internal information exchange can be carried out in the form of meetings and internal
briefings and other method, but there must be a formal monthly meeting, all the
information exchanged should be recorded and archived. External information exchange
is carried out for every six months or one year, and the information exchanged with the
coordination unit should be formed into a summary and archived.
10.3 Recording Mechanism
For the effective operation of environmental management system, a comprehensive
recording system must be established, and the following contents should be recorded:
(1) Legal and regulatory requirements;
(2) Licensing;
(3) Environmental factors and related environmental impacts;
(4) Training;
(5) Inspection, check and maintenance activities;
(6) Monitoring data;
(7) Effectiveness of corrective and preventive measures;
(8) Information of related party;
(9) Audit;
(10) Review.
In addition, the records of the various types above must also be necessary in controlling,
and the records comprise identification, collection, cataloging, archiving, storage,
management, maintenance, inquiry, retention period, disposal and other sectors.
10.4 Reporting Mechanism
The contractors, operators, monitoring unit, environmental supervision engineers and
project office should record the project progress, the EMP implementation conditions and
the environmental monitoring results and the like in the project construction process, and
report the information to the relevant department in time. The record mainly comprises the
following six parts:
(1) The project environment supervision engineers should monthly and detailedly record
the implementation condition of the EMP in the month, timely provide the weekly and
monthly to the project owners and project office of Cheng County, wherein the weekly and
monthly reports should include the implementation of environmental protection measures,
as well as implementation condition of environmental monitoring and monitoring data.
(2) The contractor and operator should quarterly and detailedly record the project
progress and the implementation condition of the EMP, timely submit the quarterly report
to the project office, and simultaneously copy the quarterly report to the Environmental
Protection Agency of Cheng County.
(3) The monitoring unit should timely submit monitoring report to the contractor (carrier)
and the environmental supervision engineer when the monitoring task is completed;
(4) The project office of Cheng County should timely submit the project progress report of
the project office of Longnan City, and copy the report to the Environmental Protection
Bureau of Longnan City. The project progress report (such as monthly, quarterly, annual
reports and etc.) prepared by the project office must comprises the content of EMP
progress, e.g. the implementation progress and implementation effect of the EMP,
particularly the environmental monitoring results and etc.;
(5) In case of the special violation of environmental protection matter, environmental
supervision engineer and the project office will inform the matter to the local
environmental protection administration department, and report to the superior, if
necessary.
(6) The EMP implementation report of the project should be completed and submitted to
the World Bank before March 31, and the EMP implementation report can comprise the
following main contents:
① Implementation of training plan;
② Progress of projects, such as the diversion tunnel and road works on the dam, main
project of the dam, water pipeline construction progress and etc.;
③ Implementation of project environmental measures, implementation condition of
environmental monitoring and main monitoring results;
④ Public complaints, if there is a complaint, the main content of the complaint, the
solution and the public satisfaction should be recorded;
⑤ EMP implementation plan of the next year.

Appendix 2 Detailed Project Environmental Management Standards of Contractor
In construction period, environmental protection is the responsibility of the contractor. The
article 19.1 of the soil mold engineering evaluation Contract of the International
Federation of Consulting Engineers (FIDIC) states that ―in the whole process of
construction, completion and repair other defects, the contractor should take all
reasonable steps to protect the site and its vicinity environment, so as to avoid the
pollution, noise or other results caused by construction and prevent the injury or prejudice
on human and property and other aspects.‖
1. Control measures of air environmental pollution
① Implement civilized construction during the construction period, develop the measures
for preventing dust pollution according to the construction plan, for example, adding
baffles, watering and timely removing earthwork, wherein the transport vehicles should be
covered with a canvas before leaving from the site to the road, meanwhile the material
should be prevented from loading/unloading in wind as much as possible.
② For powdery materials, they are piled up intensively and provided with covering and
sheltering measures to reduce the production of dust.
③ Regularly inspection the working site, subject the sensitive point to TSP monitoring,
and reform the overweight phenomenon in a given time.
④ For the construction which is in violation to the provisions or the problem did not be
reformed in time, administrative and financial penalties should be taken.
2. Control measures of water environmental pollution
① Production and living wastewater is strictly prohibited from discharging without treating,
the construction site should be provided with a wastewater collecting and depositing tank,
and the wastewater is used for watering to reduce the dust or used for concrete mixing
and the like after treating simply.
② The management of the construction site should be strengthened to prevent earthwork
and construction materials and the like from entering into the water close to the piling
place.
3. Control measures of noise environmental pollution
① Replace behind high-noise construction process with advanced low-noise construction
process.
② The speed of the bulldozers, excavators, loading and unloading vehicles should be
limited will accessing the site, and the maintenance of the mechanical equipment and
transport vehicles should be strengthened.
③ Reasonably arrange the schedule and construction time, and avoid the continuing
impact of strong-noise operating machinery on the surrounding residents.
④ Operate the equipment according to the provision, and minimize the impact noise.
⑤ When the construction site through schools, residential and other sensitive points, the
temporary noise barriers (walls) should be set, if necessary.
⑥ Regularly monitor the noise level of the sensitive point, and provide control measures
to the excessive points.
4. Control measures of ecological environmental pollution
① For the land and forest and the like must be occupied in the construction process, the
land acquisition must be completed before starting the project and must be in line with
relevant domestic regulations and the security policy OP4.12 of the World Bank and the
requirements of 4.20.
② For the temporary land occupation of construction, the mellow soil of cultivating in the
original land surface should be stacked aside and leveled when the construction is
completed, so as to restore the land surface.
③ Strengthen the education of the construction worker, promote civil construction, and
protect the wildlife in the construction area.
5. Control measures of solid waste pollution
① The construction waste and residues should be uniformly treated according to the
provisions of the relevant local department, the household waste will be subjected to
landfill in the designated landfill of the sanitation department.
② The solid waste and waste oil and the like generated in the construction site should be
intensively stacked in the designated place. When the construction is completed, the solid
wastes are sent to a refuse landfill to subject to landfill, and for the waste oil, the leaked oil
of construction machinery and the like will be collected by means of onsite leakage
collection method.
③ The construction waste and abandoned soil should be promptly disposed so as to
reduce the time for piling in the construction site.
6. Social environment safeguard measures
① According to the policies of land acquisition and resettlement and the compensation
methods of Chinese government and the region, the villagers involved in land acquired
will be provided with a reasonable compensation, and the suggestion of the villagers will
be listened carefully.
② Implement staged construction of the pipeline, so as to complete the excavation and
backfill work as soon as possible.
7. Environmental monitoring measures
Compliance with environmental monitoring plan of the project, and commission the
environmental monitoring station of Cheng County and the qualified soil and water
conservation monitoring unit to monitor the major environmental impacts, the conditions of
surrounding environmental quality and the soil and water conservation situation in the
construction period according to the frequency and point distribution requirements of the
monitoring plan.
Detailedly record the results for the implementation of environmental monitoring and
monitoring report, and involve that into monthly and quarterly reports, timely submit the
reports to the local project office, and copy the records to the local Environmental
Protection Agency.
8. Environmental supervision and water conservation supervision measures
The environmental supervision and water conservation supervision work should run
through the entire process of construction, so as to ensure the smooth development of
environmental protection work in the construction period of the project and ensure the
effective implementation of environmental protection measures and soil and water
conservation measures. In order to ensure that the environmental protection measures
and the soil and water conservation measures are completed according to the plan, and
the quality of the environmental project is ensured, the supervisor should be entrusted by
the owner and should have environmental project supervision qualification and water and
soil conservation supervision qualification; due to the stage and period implementation
characteristics of the project, three full-time supervisors and water conservation
supervisors are primarily considered, the establishment of other environmental
management personnel can be the staff of other departments in part-time according to the
requirements, and the number of the worker is determined according to the requirements.
8.1 Working method of environmental supervisor and water conservation supervisor
① Environmental supervision and water conservation supervision are involved in the
range of project supervision and are uniformly managed by the supervision management
department of the construction headquarters. The environmental supervisor and water
conservation supervisor will participate in monthly meeting of engineering director, and
submit weekly and monthly and the like contents to the chief inspector office.
② Regularly convene environmental supervision and water conservation supervision
conferences, solve the existing problems by combining with the recent environmental
supervision and water conservation supervision work, and provide the working plan of the
next stage.
③ The sub-departments of environmental supervision and water conservation
supervision will regularly convene environment supervision meetings monthly.
④ Form a complete onsite environmental protection management system, establish an
environmental protection lead group in each participation project department, wherein the
group is responsible for the environmental protection and lead work of the project
department, the organization is extended to the construction team and group, the
responsibility area is divided, and the person in charge is determined.
8.2 Content of environmental supervision and water conservation supervision work
① Environmental supervision of project preparation period:
Review the environmental protection articles in the "Construction Organization Plan"
compiled by the construction unit, inspect whether the environmental protection system
established by the construction unit is reasonable, participate, approve and submit the
application of ―Unit Project Start Report‖, and implement project supervision for the
construction of pollutant treatment project, and supervise the implementation.
② Environmental supervision and water conservation supervision of construction period:
Design and compile "Environmental Protection Focus" according to the construction
organization of each section, and propagandize environmental protection work to the
construction unit, point out environmental pollution sensitive point for the construction unit,
provide special environmental protection measures according to the main pollutant in the
construction process, check the ―Environmental Protection Plan of Project Construction‖
provided by the construction unit, inspect whether the operation of environmental
protection system of the construction unit is normal, and inspect the implementation
condition of the environmental protection measures and etc., and supervise the
construction of water and soil conservation measures. Supervise the implementation of
environmental monitoring plan, and supervise the monitoring result.
③ Environment supervision and water conservation supervision of project operation
period:
Review the ―Summary Report of Environmental Protection Work of Project Construction‖
developed and reported by the construction unit, file environmental protection completed
document and environmental protection acceptance inspection of the project item, and
compile ―Environmental Supervision Summary Report" and ―Summary Report of Water
Conservation Supervision Work‖ and etc.
8.3 Responsibilities of environmental supervision and water conservation supervision
① Supervisors should strictly carry out supervisory responsibilities, effectively play the
role of the supervision and management, so as to effectively implement the environmental
protection measures and soil and water conservation measures to be taken on the site,
and ensure the effective implementation of environmental protection work.
② Implement the propagandizing and implementation work of environmental protection
and soil and water conservation laws and regulations, improve the environmental
protection consciousness of the whole personnel participating in the construction to
consciously participate in and implement the environmental protection work well.
③ Develop staged environmental supervision and water conservation supervision plan,
subject the completion of unit project to environmental supervision and water conservation
supervision acceptance, and ensure the complete process of environmental protection
and complete data when the project is completed.
④ Sign environmental protection contract in the agreement in relation to the construction
project without bidding, review the content of environmental protection in the construction
organization design, add environmental protection sections with detailed contents in the
construction organization design.
⑤ Detailedly record the implementation of EMP of the project, compile weekly and
monthly reports, and timely submit the reports to the local project office and the
environmental protection agency.
Appendix 3 Detailed Project Environmental Management Standards of Project
Operation Department
The environmental management of operation period mainly comprises the following
aspects:
I. Management measures of operation technology
① Establish an operation management and operation responsibility system of treatment
facilities;
② Train the management personnel and the operator, establish technical assessment
files, and prohibit unqualified staff;
③ Hire an experienced professional and technical personnel who is responsible for
technical management;
④ Strengthen the maintenance and management of equipment and facilities, wherein the
key equipment should be provided with a standby machine;
⑤ Regularly visit the residents nearby the project, listen the suggestions, inform the
relevant environmental information, and coordinate the relationship with nearby residents
II. Environmental monitoring measures
Comply with project environmental monitoring plan, and commission the environmental
monitoring station of Cheng County and the qualified soil and water conservation
monitoring unit to monitor the major environmental impacts, the conditions of surrounding
environmental quality and the soil and water conservation situation in the construction
period according to the frequency and point distribution requirements of the monitoring
plan.
Detailedly record the results for the implementation of environmental monitoring and
monitoring report, and involve that into monthly and quarterly reports, timely submit the
reports to the local project office, and copy the records to the local Environmental
Protection Agency.
