Permit-by-Rule Applicability-M&O.

Purpose:• To bring hazardous wastes from school sites back to

the M&O facility

• To store & accumulate school sites’ hazardous wastes at M&O facilities

Permit-by-Rule Applicability-M&O.

Procedures• The total weight of waste in the SHWCCAF is not

to exceed 8,800 pounds or 1,080 gallons at any one time

• Storage time for SHWCCAF is 1 Year

Transportation Requirements under PBR

• 5 gallons or 50 lbs. of Hazardous waste can be transported in your own vehicle; however, shipping papers are required

• > 50 lbs. ( 5 gallons) but < 1,000 lbs. or 135 gallons must be transported in a district vehicle, with a shipping paper

Transportation Requirements under PBR

• The hazardous waste must not be held at any interim location for longer than 8 hours

• Hazardous waste must be transported in a securely closed DOT container.

• Different hazardous waste materials may not be placed in the same container

Procedures for Waste Transportation under PBR

1. Receive a work order from a school to perform a maintenance job

2. Decide if the job will generate hazardous waste.

3. If the job generates hazardous waste then shipping papers, hazardous waste labels, DOT labels, and DOT approved containers must be taken to the school site.

Procedures for Waste Transportation under PBR

4. Decide if the job will generate greater than 50 lbs or 5 gallons of hazardous waste; if > 50 lbs then transportation must be done in a district vehicle.

5. Complete the job.

6. Place the generated hazardous waste in a DOT approved container (i.e., 6mm plastic sheeting, 5-gallon bucket, 55- gallon drum, 30-gallon drum)

Procedures for Waste Transportation under PBR

7. Completely fill out the hazardous waste label.

8. Place the appropriate DOT label and the hazardous waste label adjacent to one another on the DOT- approved container.

9. Tightly close or secure the lid.

Procedures for Waste Transportation under PBR

10. Completely fill out the shipping papers and obtain appropriate signatures.

11. Place waste containers in the district vehicle and proceed to the SHWCCAF or the next job. ( Waste must not remain at an interim location for greater than 8 hours.)

Satellite Accumulation Area Procedures (Maintenance & Operations)

1. Obtain a clean container for the chemical waste • Maximum limit of 55 gallons per waste stream • Department of Transportation (D.O.T.) approved container must be used

2. Fill out the information on the Hazardous Waste label. 3. Fill out the start date on the Satellite Accumulation label.

4. Attach both labels to the container.

5. Waste must be removed from the area within 270 days (9 months) of the start date; either get waste

picked up or move it to the School Hazardous Waste Collection Consolidation Accumulation Facility (SHWCCAF) Area for the remaining time which should add up to 365 days (Note: Containers do not have to be full).

6. If the waste drum is full prior to the 270 days, fill in the full date on the Satellite Accumulation label.

Either get the waste picked up or move it to the SHWCCAF Area within 72 hours. The waste must then be picked up within 365 days of the Accumulation Start Date.
