1.0 PROJECT DESCRIPTION AND REASON FOR FURTHER ACTION FL-2368-I is located at 5315 West Ingraham Street in Tampa, Hillsborough County, Florida. The proposed action includes the construction of a new 155.0 feet tall monopole tower and a 10 feet x 20 feet equipment shelter containing operations equipment as shown in Figure 2. The compound in located approximately 10.0 feet north of W. Ingraham Street. Nextel’s. Nextel’s ground equipment cover approximately 1440 square feet. The proposed tower project is necessary in order to provide Nextel communications with cellular coverage for this area. The proposed site was chosen in order to meet radio frequency transmission requirements for this area while trying to minimize any possible adverse environmental impacts. Construction of new telecommunication towers is regulated by the Federal Communications Commission (FCC). They must comply with the National Environmental Policy Act (NEPA) of 1969. Florida Testing and Environmental, Inc (FTE) conducted a Phase 1 Environmental Assessment and a NEPA checklist for the subject project. During this review we established that the subject site and the surrounding area lies within the 100 year floor zone (FIRM zone AE). This information was found on the FEMA/Flood Insurance Rate Map (FIRM) per Community Panel Number 1201140042C As per NEPA and FCC guidelines, this Environmental Assessment (EA) has been prepared to address the potential adverse environmental impacts which may be associated with the proposed project development and determine if an Environmental Impact Statement is required.

2.0 POSSIBLE ENVIRONMENTAL CONSEQUENCES
The proposed project site is currently a vacant tract which is used to store automobiles. The property is approximately 60 feet x 60 feet. (0.083 acres). The subject Property is located at 5315 West Ingraham Street in Tampa, Hillsborough County. The parent tract is currently occupied by an automotive repair facility. The proposed communications tower will be a 155.0 feet monopole and is located in a predominately urban area with numerous small and large businesses. Under 47 CFR Section 1.1307, the Federal Communication Commission (FCC) requires an evaluation of certain environmental issues to determine whether a proposed action has the potential to cause adverse environmental impacts. The following areas were investigated to determine what, if any, impacts the proposed project would cause. 1. Designated Wilderness Areas 2. Designated Wildlife Preserves 3. Listed Threatened or Endangered Species or Designated critical Habitat 4. Proposed Threatened or Endangered Species or Designated Critical Habitat 5. Historic Places 6. Indian Religious Sites 7. Floodplains 8. Surface Features 9. Zoning/High Intensity White Lights
2.1 Wilderness Areas and Wildlife Preserves
The subject site is not located within an officially designated wilderness area or an officially designated wildlife preserve.

2.2 Listed or Proposed Threatened or Endangered Species or Designated Critical Habitat
Our on-site investigation a document reviews indicate that the construction and operation of this communication facility is not likely to affect listed or proposed threatened or endangered species or designated critical habitat. Hillsborough County, Florida falls under the jurisdiction of the US Fish and Wildlife Service - Jacksonville Field Office.
2.3 Historic Places
Our records review has indicated that the construction and operation of this tower facility is not likely to affect districts, sites, buildings, structures, or object listed in, or eligible for listing in the National Register of Historic Places (NHRP) in Hillsborough County. A request for a review of historical significance was filed with the State Historic Preservation Office (SHPO) by letter dated October 29, 2000. Appendix A contains a copy of the correspondence with the SHPO by letter dated October 29, 2000. The results of their review will be forwarded when they are received. However, our records review has revealed one (1) historical site located within a one mile radius. This site is a brick structure having local significance. It was built circa 1885 and is listed in the National Register of Historical Places.
2.4 Indian Religious Sites
No evidence was found which would indicate that the subject site is located on, near or within the boundaries of any known Indian religious sites.
2.5 100 Year Floodplain
Executive Order 11988 requires that federal agencies consider the effects of their actions on floodplains. The Federal Emergency Management Agency (FEMA) delineates flood zones as part of a nationwide program. The results of our investigation and research indicate that the facility would be located within the 100-year floodplain and therefore must comply with Executive Order 11988 and all applicable FEMA-coordinated local guidelines. Compliance with Executive Order 11988 would be achieved through the FEMA guidance document Further Advice on Executive Order 11988 Floodplain management (FEMA 1987).
2.5.1 Mitigation
Mitigation is the act of trying to reduce or eliminate potential adverse impacts due to a proposed project. Mitigation measures are required to ensure that the construction of the tower is designed to withstand any potential flooding that may occur, and minimize any adverse effects on floodplain resources. The Council on Environmental Quality (CEQ) has defined mitigation is 40 CFR Part 1508.20 to include: (1) Avoiding impacts: (2) minimizing impacts: (3) rectifying impacts; (4) reducing impacts over time; and (5) compensating for impacts. Non-residential construction within a 100-year floodplain is allowed by the City of Tampa provided that the FEMA-coordinated local ordinances are met. The structure must also meet the requirements of any other

Page - 7 local ordinances and guidelines. The design must meet federal guidelines 9 Section A (2) (i) of Executive Order No. 11988) and local ordinances. Permits for construction within a 100-year floodplain are issued for the structure foundation, not for the tower itself. The structure usually consists of a modular building on a concrete slab. There are two options for non-residential construction within a floodplain: 1) elevation of the structure foundation above BFE, or 2) flood-proofing the structure. The proposed tower and equipment shelter has been designed to meet or exceed requirements of the local ordinances for structures located in an AE flood zone and Executive Order Number 11988. Prior to construction of the equipment shelter, permits will be obtained indication compliance with the City of Tampa ordinances for flood proofing non-residential structures.

The results of our records review and on-site observations, indicate that construction and operation of this tower facility is not likely to involve a significant change (e.g. wetland fill, deforestation, or water diversion) in surface features found on the subject site. No areas subject to regulation under The Clean Water act or executive Order 11990 on wetlands would be affected by the proposed action.
2.7 Zoning/High Intensity White Lights
Due to the fact that this tower will be less than 200 feet in height above ground level, Federal Aviation Administration (FAA) rules are expected to exclude the need for high intensity white lights. Florida Testing and Environmental, Inc. Reserves the right to modify our conclusions upon receipt of FAA’s final lighting requirements.

3.0 COMMENTS
Nextel Communications will provide all community notices required pursuant to 47 CFR Section 1.1308 if the FCC determines that the project would not caused any significant adverse environmental impacts. One criterion for choosing a suitable location includes the potential for causing public controversy. As of the date of this report, the proposed construction of the tower and equipment shelter has not resulted in controversy on environmental grounds in the community. Nextel Communications will be responsible for additional coordination with all appropriate federal, state and local agencies as required, to obtain the necessary permits for construction of the proposed tower facility.

4.0 CONCLUSIONS
Based on the impact assessment of these resource areas, and assuming execution of a MOA with the SHPO, we find that the construction operation and maintenance of telecommunications equipment at the “Shell Point” Tower Site (FL2368I) would not constitute a major federal action significantly affecting the quality of the human environment. For this reason and pursuant to the Federal Communications Commission regulations implementing NEPA (47 CFR 1) no Environmental Impact Statement is required.
