1. OBJECTIVE AND SCOPE The progress of social program implementation captured in this report is provided for the Asian Development bank (ADB) and Japanese Bank for International Cooperation (JBIC) Lenders Group per the requirement under Section 1.12 of the ADB Tranche PSC Parties Agreement (or Section 1.18 of the JBIC Tranche). Scope of report includes monitoring of ISP Program Implementation for the period of October 2011 - April 2012 and program evaluation. LARAP has been closed out during the External Panel visit in November 2011 with the completion of the outstanding remedial actions recommended by EP-1. All the resettled villages will continue to be the beneficiaries of the social programs along with the rest of the directly affected villages (DAVs).
2. REPORT METHODOLOGY This report has been prepared with reference to the ISP monthly reports, site visits, discussions with various programme managers, and reports from ISP implementing partners, including British Council, Mediatama Cipta Citra (MCC), Bina Swadaya and the University of Gajah Mada (UGM).

3. TANGGUH SOCIAL PERFORMANCE – EXECUTIVE SUMMARY As part of the company commitment to mitigate the social and environmental impact of the Tangguh operation, BP has continued to support the community investment program with a greater involvement of the local government. Since 2010, the ISP strategy was changed from Development “for” community to Working “with” community approach to ensure sustainability of the programs. The ISP program focuses in five priorities areas: Livelihood, Education, Health, Governance and Community Relation. In this second five-year period, the government and community are expected to increase their involvement and role in ensuring the socio-economic development of the areas, with Tangguh acting as a partner in these efforts. Significant outcomes of the social programs have been achieved by the beneficiary particularly in DAVs (Directly affected villages) and IDAVs areas (Indirectly affected villages that receive Tangguh social programs). Livelihood program has provided significant contribution in the household income. The declining of Malaria prevalence and Diarrhea Case Fatality Rates has contributed positively to community health status, while improved student graduation rates showed an increase in the quality of education. All of these achievements are expected to help the local communities in meeting basic needs as well as improving their quality of lives. Further, Tangguh LNG will continue to keep its commitments to both the communities and the local government to accelerate of the social economic development in Teluk Bintuni as well West Papua Province.
4. TANGGUH LNG UPDATE Tangguh LNG has been operating at nameplate capacity and is now focusing on the existing operation shifts to continuous improvement in the safety and efficiency of all aspects of the business, maintaining production reliability, and on strengthening the succession-planning for Nationalisation of key leadership roles through robust people-development. Tangguh delivered 65 LNG Cargoes and 17 Condensate Cargoes between October 2011 and April 2012. By end of May 2012, 233 LNG cargoes and 59 condensate cargoes have been delivered since its start up in 2009. Safety and Operations Integrity continues to be our key focus. Tangguh has strengthened safety by completing the implementation of new BP Global standards, i.e. the Operating Management System (OMS) and Control of Work (CoW) standard. Following two safety incidents in January and February 2012, a 4-point safety intervention plan was implemented to improve Tangguh safety performance, focusing on Control of Work, Contractor Safety Management, On-Site Contractor-conditioning,

and site leaders’ presence at the front line to ensure compliant and disciplined task-execution. Major HSE risks are also reviewed regularly by the S&OR team to ensure that the risks are in control and any follow up actions are closed as well as technical audits by internal and external parties to ensure compliance with international standards in aviation and shipping operations. Tangguh has 6 Sales Purchase Agreements (SPA). These are to supply LNG to Posco and SK E&S Co, Ltd in Korea; Sempra LNG International LLC in Mexico; CNOOC Fujian LNG Co. Ltd in China; and Tohoku Electric Power Company Inc. and Chubu Electric Power Co., Inc. in Japan. BP continues to find opportunities to maximize the value of Tangguh LNG cargoes. Since 2010, several spot cargoes have been sold to the Asian Market, including the cargoes to Japan post earthquake in March 2011 to support the recovery.
5. INTEGRATED SOCIAL PROGRAM
5.1. The Social Management Plan The Tangguh social program continued as planned during these reporting periods of October 2011 – April 2012. The second strategy of Integrated Social Program (ISP) is being implementing with focus on effort for a greater community involvement in the development process. There were five priority sectors in ISP2 program which includes Livelihood, Education, Health, Governance and External Relation & Communication. The highlights of the programs are summarized as follows: 5.1.1. Livelihood
Micro-enterprises and Micro-finance The continuing programs provided the communities with wider economic opportunities to increase the incomes of both individuals and households through support for capacity building and access to finance and wider markets. During this period, the activities became more focused on agricultural and fishery programs including support for the development of micro economical creative e.g. product processing and the establishment of local financial cooperation. To ensure that these programs are delivered as planned, Tangguh LNG has established a contract with Bina Swadaya as implementing partner to help farmers; fishermen and local businesses develop capacities, assets and markets. Bird’s Head Business Empowerment Program In the Papua “Bird’s Head” level, business empowerment program continued two objectives through mentoring local business people in Sorong, Manokwari, Fakfak and Bintuni, as well as supporting Regional Chamber of Commerce (KADINDA) and Forum

of Oil and Gas Partners (FPMPM) Papua Barat on organization management and linkage. The scope of technical assistance delivered under BHBEP includes business plan and management, financial, managing the contract and business licenses including safety and business report. Workshops on business development were also conducted as a strategy and opportunity for local businesses to expand and introduce their profile to wider market in the region. Workforce Management During the operational phase, the Tangguh workforce management continued to maintain manpower commitments to their targeted Papuans. The recruitment process still follows the previous procedures established during the construction phase. Employee recruitment from the DAVs through the Tangguh Workforce Management (WFM) is based on contractor requests. The WFM sends a letter to the heads of villages to obtain recommendations regarding the names of community members who are selected for further health and administration processing. In the near future, the recruitment system for DAVs will slightly change. When the contractors release a list of hiring needs, the contractor and WFM team will interview the potential candidate directly at the villages. The process will be facilitated and supported by the CRP and security team. Meanwhile, applications from outside the DAV recruitment process will not change. They could apply through respective contractors companies which will then acknowledged administratively by Manpower Agency of Teluk Bintuni, Sorong, Fakfak or Manokwari.
5.1.2. Education
Basic Education
To accelerate the increase in the quality of human resources in Teluk Bintuni regency and support the local development process and Tangguh project need, the ISP program delivers basic education and vocational program. This program aims to improve the basic quality of education by assisting the local Teluk Bintuni administration to manage the education sector as well as increase the participation and teaching-learning process of the students and educational providers. A partnership was established between Tangguh LNG and the British Council to provide technical assistance for the Education Agency of the Teluk Bintuni Regency since 2006. Additional contract will continue until 2013. A partnership was also formed with the Sampoerna Foundation to accelerate improvements to the quality of the schools in Tanah Merah meet the national standards. The schools in Tanah Merah are expected to be a model for other schools in Teluk Bintuni. The program also provided a scholarship to increase access the DAVs students to a higher quality education.
5.1.3. Health Health program objective is to supporting local government and local community to improve health quality and accessibility of health services. Since 2011, Mediatama Ciptacitra (MCC) was awarded a 3-year contract to provide community health programs and technical assistance for the local Bintuni government to improve its health services, especially in the DAV areas. The programs focus on the 7 areas such as

mother and child health program, sanitation and clean water program, malaria control, diarrhea, tuberculosis (TB), HIV/ AIDS preventions, capacity building and technical assistance for health providers. Mother and Child Health Program MCH programs provide support to the local clinic health center (PUSKESMAS) in DAVs to cover the following activities: (i) Nutrition posts, which encourage families to deal with their children’s nutritional problems. These integrated health post (Posyandu) are used to identify malnourished children and catch-up immunization program for children under five. (ii) The Pregnancy Post, which involves village midwives and birth attendant who perform antenatal examinations, and provide both blood/iron supplement tablets and education to pregnant mothers. Midwives are also kept on call to help with maternal emergency cases. These programs are expected to contribute in reducing mortality cases among children and pregnant women significantly. Sanitation and Clean Water Program One of the strategies to promote and sustain the effectiveness of programs has been the establishment of the Community-Led Total Sanitation (CLTS) program, which is, as the title suggests, spearheaded by the community. This concept aims to facilitate the community in understanding the sanitary problems and fixing them by using these principles: no subsidies, no lecturing, the community as the leader and total participation of the community. This program starts with analyzing and planning, which then leads to executing and evaluating activities as well as maintenance. The CLTS method also emphasizes the importance of improving awareness of behavioral changes to promote sanitation, especially in terms of developing habits of using proper and safe restrooms. Malaria Control This program supports the Bintuni administration and village communities to control malaria. A survey was conducted to determine the malaria prevalence rates in each DAV during the rainy and dry seasons; this survey involved the Village Malaria Workers (JMK). The malaria control approach was also conducted by JMK through social marketing; the campaigns in many areas were also supported by posters that were put up in various places in the villages as well as information disseminated through a film on malaria and the role of JMK. In malaria program, the field facilitator also support and provide the availability and stock of malaria drugs in community health services in order to increase community access of malaria treatment. This program will reduce the risk of community using illegal or inappropriate drugs that can cause virus resistance to the drugs and impede the treatment process. Diarrhea Prevention This program supports the Bintuni administration to control diarrhea, which has become a seasonal epidemic in the DAVs. The awareness campaign has continued through information sessions and promotions involving Posyandu (Integrated Health Post) cadres, news from Teluk (Kadate) bulletins, posters and radio broadcasts. Prevention efforts have also included providing Oralit at the houses of the Posyandu cadres and village drugstores (KOT3).

HIV/ AIDS Prevention To anticipate the spreading of STDs, including HIV/AIDS, throughout the area and among the Tangguh LNG’s workers, Tangguh Community Health has developed programs to improve the awareness of the risks of such diseases through communication, information and training as well as the promotion and distribution of condoms to workers within the LNG site, Babo Base Camp and the DAVs. Tangguh Community Health has also partnered up with the Regional HIV/AIDS Prevention Committee (KPAD) in FakFak, Manokwari and Bintuni regencies. HIV and AIDS awareness was also conducted to the high risk population at DAVs area. The program aims to ensure their participation in implementing safe behavior and reduce their risk to be infected by HIV or STD. Capacity Building and Technical Assistance for Heal th Provider
Capacity building and technical assistance was delivered to health provider in district level and community level who work as front lines in providing the quality health services. The program collaborated with Bintuni Health Agency and has objective to ensure the sustainability of health program in the future. In district level the technical assistance include the planning and budgeting, monitoring and surveillance program, as well as data management. At the community level, the capacity building focuses to increase the skills of community health service provider and cadres in order to implement the program as its function to help in case detection, patient referral, and campaign. To increase community access to quality health services, the Tangguh public health program provided technical assistance and support during the establishment of the new Bintuni Hospital. The hospital will provide a medical referral service for the community in the Bintuni region, as well company referral for employees medical check up and medical treatment if necessary.
5.1.4. Governance Governance program covering four areas of sub-program such as Government capacity building program, Community Action Plans (CAPs), Integrated Community based Security (ICBS) and Civil Society Strengthening. Government Capacity Building The program aims to strengthen the capacity of local government officials in the Teluk Bintuni regency, districts and villages level. The scope of program including technical assistance in understanding the role, function and ownership of the local agency in the development process as well in DAVs areas. The capacity buildings are delivered for local stakeholder and agency, both executive and legislative institutions. The activities conducted consist of training and mentoring related to strategic planning, budgeting, monitoring and evaluation, accountability and transparency, and also policy development. Partnerships at the regency and district village level have been awarded to Center of Population and Policy Studies University of Gadjah Mada (PSKK-UGM), while in the level of Bird’s Head area Media Cipta Citra (MCC) continued awareness of revenue management for government officials and stakeholders interested through workshop, seminar and media communication.

Community Action Plan (CAP) and Infrastructure deve lopment This section describes the community development activities conducted as per our commitment in Weriagar, Mogotira, Tomu, Ekam, Taroi, Tofoi, Tanah Merah, Saengga, Onar, Otoweri and Tomage, which are the Directly Affected Villages (DAVs), and also Irarutu III and Sebyar Rejosari as Non-DAVs. Community Participatory Planning (PBM) Community participatory planning (PBM or Perencanaan Bersama Masyarakat) is the process to ensure that community aspirations have been adopted. CAP documents produced from the PBM process will ensure that the communities can make their own development priorities. Principally, “PBM and evaluation” is conducted annually in the DAVs. Recently, the PBM process integrated to the development planning meeting (Musrenbang) at village level. In this process, the planning not only focused to provide CAPs program, but also integrated with all activities that proposed by village that consider to the availability of all resources including government, company and community resources . It hopes will make synergy the program. Clean Water Program for the Community This program aims at providing people in the DAVs with access to clean water. The availability of clean water is a necessity that directly affects the improvement of community health quality. Infrastructure Development This program aims to support the improvement of the social and public facilities in the DAVs, which indirectly affect the quality of health, education and local economic growth. The implementations of infrastructure projects need the participation of community members in terms of manpower and materials. Capacity Building This program aims to improve the communities’ livelihood skills. The training and mentoring include cooking, fisheries, agriculture, post harvesting, management skills etc. Social Program As a part of PBM activity, the social program supported and enhanced the community participation in specific social activities such as religious, education and youth program. Integrated Community based Security (ICBS) The ICBS program aims to integrated community based security system that delivers effective, transparent security outcomes for the Tangguh Project. The program implemented by Security unit collaboration with Gardatama services unit and local security stakeholders. Several activities conducted including development of local content and security enterprises; community policing program; and security for a to promote understanding of law and order, to promote conflict resolution plans and monitor, discuss and/or response to security issues as they arise; and training in related to the human rights awareness.

Civil Society Strengthening Civil society program has the objective to increase and improve the participation of the civil society in the oversight of socio economic development process and Tangguh operation through facilitating civil society forums and trainings.
5.1.5. Community Relation
Tangguh LNG recognizes that the success of the project depends on the relationships with various stakeholders, including the communities, government and non-government organizations.
The Community Relations (Comrel) Team manages the communities’ aspirations and interests in the DAVs. Grievance procedures were implemented in the DAVs to give the communities a chance to channel their complaints or comments related to the project and the social programmes. The team also conducted regular visits to villages to find community issues as well as to update them on Tangguh activities. Community relation program provided some media communication such as KADATE tabloid, communication board and community radio that are used for information sharing among the communities.

5.2. The Social Monitoring Plan
During this reporting period of October 2011–April 2012, the Tangguh social programs implemented several activities in many level of areas. Deliverable of social program achievement has referred to the Annual Plan which is monitored regularly in monthly basis.
5.2.1. Livelihood Micro-Enterprises and Micro-Finance Micro enterprises activity continued to focus on agriculture and financial management, several training and mentoring session were conducted during this reporting period,
- Agricultural training , 18 farmers participated - Continued mentoring session for subsistence agriculture development in DAVs, - Field study on agricultural in KPPT Salatiga, 6 farmers Participated - Developed local cadre for agricultural, 6 cadre trained - Developed a plantation field sample as a model for agriculture study in Totitra,
Tomu, Ekam and Adur, collaborating with the alumnus participant of KPPT program

Bird’s Head Business Empowerment Program (BHBEP) The BHBEP continued program on mentoring session for mentees in the Bird’s Head area and capacity building of local institutions Regional Chamber of Commerce (Kadinda) and Forum of Oil and Gas Partners Papua Barat. Business technical assistance was delivered to 48 mentees from Bintuni, Fakfak, Sorong and Manokwari. During this reporting period several activities have already delivered, as follows:
- 277 session of mentoring on businesses, financial and administrations have already been conducted for local businesses and firms in Sorong, Manokwari, Fakfak and Bintuni.
- 73 session of mentoring and assistance on organization management for Kadinda and Forum of Oil and Gas Partners Papua Barat
- During this period, 9 local businesses signed contract with oil companies including Tangguh project.
- Conducted Workshop in Bintuni on February 23 with the topic“Managing contract and invoicing” attended by 19 participants from 18 companies (3 are indigenous Papua and 2 are women).
Workforce Management The number of Operation workers continued to increase; as of April 2012 a total 3,258 people work in LNG Tangguh site of which 54% workers came from Papua. The update of workforce composition is summarized below:

From 3258 employee, 16% of workers came from DAVs of which most of them in the low skilled level. However, compared to the same period report in last year (April 2011) the number of Papuan
employee in managerial/supervisor level was increased from 54 to 67.

5.2.2. Education The education program continued on capacity building of Education Agency of Teluk Bintuni Regency and increasing school attendance participation, as well as improving quality of school and learning process in DAVs. In cooperation with Local Government of Teluk Bintuni the program also specifically provide improvement the quality of school and learning process in Tanah Merah which is facilitated by Sampoerna Foundation. During this period report, the education program delivered some output as follows:
• Continued training and mentoring sessions in improving the capacity of officials and teachers in Bintuni, 87 teachers participated.
• Facilitated and mentoring for national examination preparation in DAVs/IDAVs, 155 teachers participated.
• Continued mentoring to strengthen local organization which work for education program, 39 people participated intensively from 3 local organizations.
• Pedagogy training for kindergarten teachers in Babo • Education Management Information System (EMIS) operational training in
Bintuni, 13 education officials attended • Continued mentoring for independent school committee, 116 people
participated. • Facilitated middle management training (planning, monitoring, and management
budgeting) in Bintuni, 24 education staffs participated. • Facilitated Teacher Activities Center (PKGs) and MGMP in Tanah Merah and
Arandai, 68 participated • Conducted training on basic management for regency education office, 11 staff
participated • Conducted training on performance based planning for regency education
office, 13 people participated • During this period the education scholarship progressed with selection process
including for the non engineering studies in University.

5.2.3. Health Community health program aims to increase community access to health services as well to strengthen health services in DAVs area. This program is implemented by MediaCiptaCitra (MCC) in collaboration with Health Dept Office Bintuni. During this reporting period, the program delivered some output as follows:
• Conducted malaria prevalence survey in 11 villages including non DAVs areas: TMB, Onar, Salawir, Weriagar Mogotira, Yakati, Mamorano, Awegro, Sarbe, Naramasa, Tofoi and Tomage.
• Refreshing hand washing campaign in DAVs, 199 students and 481 people from communities participated
• Conducted management diarrhea training for health cadres and BTA, 35 participated
• Continued diarrhea surveillance and handled diarrhea cases in DAVs, 175 cases reported and treated. One case of death due to diarrhea was reported on November 2011 in Taroy village. The mitigation has been conducted by the facilitator team.
• Conducted clean water campaign in DAVs, 481 communities across to the DAVs attended
• HIV education and awareness in DAVs and IDAVs, 765 people in Bintuni areas and average more than 450 people from DAVs including 241 people from high risk group. This activity conducted regular every month.
• TB awareness in DAVs and selected village, 988 people attended. • Conducted regular training on nutrition for mothers with malnourished children

5.2.4. Communication and External Relation The Tangguh communication and external relation initiative aims to provide clear and effective channels of information to the local people regarding the Tangguh operation as well the social program. Communications include site visit, newsletters, bulletins and a local radio station. The initiative also maintains relationships with NGOs and works to strengthen civil society in the region. During this reporting period, there were some achievements as follows: • Conducted socialization on grievance procedure to community in 14 DAVs, 552
people attended. • During this reporting period (October-April 2012), there were 50 grievances
reported by the communities. All grievances have been responded to the grievant and closed.

• Facilitated and supported 2011 Christmas and Easter celebration in the villages. The Easter day celebration was held at the villages with catholic majority such as Tomage, Tofoy. Tanah Merah Baru and Saengga. The support included inviting and bringing pastors to deliver sermons in the villages.
6. EXTERNAL PANEL ANNUAL REVIEW AND NON-COMPLIANCE STATUS UPDATE
The External Panel visited Jakarta and Papua in November 2011. This is the 1st visit of the new External Panel (EP-2) with the objective of performing a compliance review of ISP-2 and a close out review of the LARAP outstanding actions from EP-1. During their visit, the External Panel found no Level-2 non compliance related to the environment or social section. There was one Level-1 non compliance on the social program related to the community grievance mechanism and also some recommendations to address social risk areas.
The outstanding LARAP actions were considered completed by EP-2, therefore LARAP is considered closed out. Development actions for the RAVs, which have now become DAVs, will continue as part of ISP-2.
Below is the status update regarding the Level-1 non compliance: Level -1 Non Compliance Identified Status update Community grievance mechanism - Grievance responses not meeting 14 day target.
CRP has improved the system to monitor the grievance mechanism more closely and ensure that the grievance response is managed timely as per the procedure. The socialization of grievance process are conducted regularly through formal and informal mechanism. During this reporting period (October-April 2012),

there were 50 grievances reported by the communities. All grievances have been responded to the grievants and closed. All grievances have been entered and updated in the grievance database. Two grievance officers from CAT team, who work back to back, are responsible to monitor as well analyze the grievance data to be reported to management monthly and quarterly basis. Of the 16 grievances, we still found two grievances, under the Workforce issues, which were responded more than 14 days. The delay in responding was caused by the time needed on clarification of issues and resolution and the change in grievance officer. The grievance officer has been informed that the response should be given within 14 days and can be responded while the resolution is still in progress. In the future all grievances will continue to be closely monitored by the community relation team to ensure that the action response is taken as per the procedure. Specifically for workforce issues which may take longer to resolve, they may need to be escalated to the Site HR Manager and Site Manager. We are also currently revising the procedure to align it with UNGP HR and AMDAL. The grievance written response time limit will become 20 days and verbal response time limit is 10 days.

7. EVALUATION RESULT The implementation of the social program in Tangguh is continuing as planned, currently the program is implementing the 2nd ISP strategy with the stated intention of “working with the community”. During this reporting period the program encouraged local government to take a greater role in the social economic development of the region. The mechanism is implemented through enhancing the stakeholder knowledge on role and function, and involving them to participate actively in implementation of the program at the field level. The continued capacity building and mentoring is done in collaboration with program implementing partners. The British Council and MediaCiptaCitra as the key partners developed and implemented a role providing technical assistance for officials of the Teluk Bintuni Regency in education programs and community health programs. PSKK-UGM has provided training and mentoring for government officials at the village, district and regency level. The Livelihood program has continued to make good progress in the areas of agriculture, fisheries and micro-finance. Several activity programs have been implemented in villages to support the development of agriculture. The more recent fishery program continued through the monitoring of fishermen’s activities and provision of mentors. There are two strategies in the agricultural development program; the first is to implement productive agriculture with the aim to generate a profit. This can be achieved by planting crops that have an economic value, such as fruit and vegetables that are tradable commodities. Currently the program is focused on the Tofoi, Tanah Merah, Saengga and Babo villages with the major market being the Tangguh LNG Catering. The second strategy is to develop sustainable subsistence agriculture with the aim of providing better nutrition to households through the planting of vegetables and herbs. This program is focused on the villages of Weriagar, Mogotira, Tomu, Ekam, Taroy, Otoweri and Tomage which have low levels of soil fertility. Considering to the economic potential and the future need, the livelihood program recently developed one pilot industrial agriculture program such as coffee and eucalyptus at the village that have potential to grow industrial trees such as Tomage. During this period, land development and training has been conducted. The plantation will be underway in the next period. In addition, to increase household income the livelihood program developed several home based industry which uses local resources available in the village including marine and agricultural products. Several products such as shrimp nugget, shrimp ball, fish ball, salted fish and chips which have economical value were produced. The products provide variety of food for household consumption, as well as for sales to the community. Until this period, 292 people of from Taroy, Weriagar-Mogotira, Onar lama, Onar Baru, Babo, and Otoweri have been trained.

There are seven gathering and distribution points already established and active in Bintuni, Arguni, Tanah Merah, Babo, Tofoy, Taroy and Weriagar. In 2011 a total of 258 tons of fruit and vegetables and 32 tons fish, crab and shrimp delivered to Tangguh LNG Catering. These figures equal to 6 billion rupiahs. Meanwhile the stocking point supply in Q1 2012 has reached 100 tons with values 2.3 billions rupiahs. Currently a new stocking point is being established in Onar to supply fruits and vegetables for the community need as well Tangguh Catering in the future. Alternative markets are being assessed to bring wider opportunities, for example Bintuni and Sorong.

To strengthen the financial position of communities in the DAVs, Tangguh ISP is supporting the establishment and operation of local financial institutions in villages with the aim to provide community access to financial services including savings and loans. There are now 11 local financial service providers with approximately 300 members, an increase from the last period with 55 members.

Tangguh LNG Plant operating in the Bintuni region has provided a livelihood alternatives for the communities in terms of employment opportunity in Tangguh. December 2011 full- year data shows that 2876 people are employed in Tangguh LNG, of which 53% came from Papua. The target of Papuan Workforce in the AMDAL against the achievement as follows:

However, the numbers of unskilled and low-skilled workforce in DAVs are below target; these low numbers are compensated by the number of unskilled and low skilled level workers from Irarutu III, which is non-DAV, hired to work in the Babo Operation facility including camp, airport, jetty and resulted in Papuan workers numbers exceeding the target for non-DAV employment. The table also shows the skills of local manpower have increased from 2009 to 2011. Currently many of Papuan are employed in the skilled and semi-skilled level jobs and 16 of them have reached the position of supervisory level (4%). The presence of Tangguh has been significant contribute to increase the community welfare. In term of the economic indicators, the table below shows the increase in households income since 2003.

In the education sector The British Council continues to provide technical assistance for the officials of Teluk Bintuni Education Agency. Good progress has been achieved at the outcomes level as indicated by the high rate of student graduation in the national exams and the presence of student in the class. There was a slight decrease of household income in Taroy from 2009 to 2011 due to increased number of households by 19% from migration and splitting of households. Livelihood program continues to deliver activities to increase household income, such as provision of fishing gears and training for machinery workshop home business. The graduation rate of Junior and Senior High School students tend to increase in 2011, however the elementary student’s graduation rates decline in 2011. As a response to enhance the graduation rates particularly at elementary school level, in this period some activities has been conducted such as training for teachers for specific subjects; mentoring for national exam preparation (155 teachers participated including 56 elementary school, 15 high school, 7 senior high school); collaborated with Education Agency visit and mentor schools which have a problem in learning process; trained and motivated village leaders to be more active in supporting the enhancement of student attendance in schools (29 village leaders from 13 DAVs trained).

In the Health sector, MCC continued in the implementation of community health programs collaboration with Department of Health in regency and district level. Some health program in community level has been delivered during this period which contributed in decreasing malaria morbidity in DAVs areas, as well reducing the mortality cases among children due to the diarrhea. To support local government in providing health services for community, the Public and Environmental Health (PEH) have set the robust indicators to measure the success of the program implementation. Tangguh Community Health Unit has contributed to support local health center (Puskesmas) against Malaria. Compared to 2010, Malaria prevalence in 2011 decreased from 1.4% to 0.4%. Several efforts were conducted during this period including active surveillance every year, malaria cadre training at the village and company (JMK/JMP) to support early case findings, cases mitigation in detected malaria areas, and capacity enhancement of community health providers in early diagnostic and treatment (EDAT) implementation. Meanwhile, the trend of diarrhea cases showed decline every year. However in this period, diarrhea cases reported increased compared to 2010. Based on monitoring report, number of diarrhea cases in 2011 is 419. The case fatality rate increase from 0.6% (2010) to 1.0% (2011). The incremental of cases were reported from north shore area. As a response the Public and Environmental Health (PEH) program has conducted several activities such as enhancing skill of community health staff in managing diarrhea particularly severe dehydration cases (35 people trained), increase community awareness and knowledge in early treatment if their children from suffered diarrhea (481 people from communities attended the campaign), and increasing the capacity of field facilitators in early finding of cases. To anticipate the severe dhiarrea happened in the future, the PEH team conducted a regular monitoring according to the stock of oral rehydration solution (ORS) at village level. The team maintained the drugs were available in term of the quantities particularly at the community health service and health cadres. In response to HIV and AIDS as priority public health issues in Papua, the community health program has conducted active surveillance to finding HIV cases in community levels. Based on VCT and surveillance monitoring, 58 people was found with positive HIV from 420 people who volunteered to take the test. To prevent HIV spread awareness program has been delivered to communities as well as to the high risk group population, where 1500 people attended during this period report. As part of the communities living in Teluk Bintuni, The Tangguh LNG realizes to contribute in the welfare of community surrounding the area. Community Development Program has been delivered in DAVs by community participative. At the earlier, program focused on the infrastructure and economic development in term of “working for community”. Since 2009 community development has delivered by community themselves, when the community develop plan, implement and monitor their development in the villages. Since 2011, community development program in DAVs has been integrated with government planning and development consultation (Musrenbang) in the village level. The integrated planning happened in two villages, Tomu and Ekam, 114 people from communities participated. In the process the village community initiated to develop and integrated their priorities program with consideration of all available resources including funds from government, company and community itself. Next step, the governance program will facilitate discussion and consolidation of village plan at the district and regency level. This process as contribute of Tangguh to support of local government to lead development in this region. Tangguh LNG also realizes that local government role must be significant in development process in Teluk Bintuni. While at the other side, government official’s capacity is still a challenge to drive social and economic development. The governance

program provides local government officials to improve their capacity in budget and planning. The program has been implemented in the village, district and regency level. Several training and mentoring has been delivered to improve government capacity to take a lead in the development program of this region. During this period, local government has developed some important documents such as the 5 year strategic plan in health, marine and fishery, and agriculture; regional spatial plan and procedure (RTRW); and local legislative program for period 2012. The next step is to facilitate the establishment of local policy or regulation for those documents. The continuing mentoring and technical assistance will also be provided for annual budgeting process and development of other strategic planning documents.
