1 - Context and presentation of the program

The environment now represents a strong issue for the European Union and is systematically taken into account in all sectorial European policies. Hence, integration by the construction industry, of the environmental component of the technical characteristics of construction products, into the Construction Product Regulation (CPR) 305/2011/CE (CE marking), is becoming unescapable. The whole chain of professionals of the act of building has also seized the environmental problematic and has implemented it in all its practices (e.g. HQE®

approach). Producing objective and precise environmental information, voluntarily made available by the industry for professional users then becomes of particular importance. In the late 90's, the international standardization has already provided the first tools allowing producing data on a scientific, objective and reliable basis (NF EN ISO 14040: life cycle assessment of products). It has also provided, in a generic way, the tools to organize and transmit this information (NF EN ISO 14020, and following) in particular in the form of "environmental declarations" (as defined in NF EN ISO 14025 standard). In 2001, the French standardization, in particular on initiative of the "Association des Industries de Products de Construction" (AIMCC) (Association of Construction Product Industries), has published an experimental standard with two parts, XP P01-010, on the content of environmental and health information of construction products, applying the concepts of NF EN ISO 14040, NF EN ISO 14020 and NF EN ISO 140401 standards to construction products. The revision of this experimental standard into an approved standard NF P01-010 - Environmental quality of construction products - Environmental and health declaration of construction products has been published in December 2004. The normative context has evolved at the international level in 2006, by publication of ISO 21930: Sustainability in building construction -- Environmental declaration of building products2 (adaptation of NF EN ISO 14040 standard to construction products), NF EN ISO14025: Environmental labels and declarations Type III environmental declarations - Principles and procedures and, at the European level in 2012, of NF EN 15804+A1 standard: Sustainability of construction works - Environmental product declarations — Core rules for the product category of construction products intended to replace NF P01-010 standard and an amended version in 2014.

To make available on the Internet, all environmental and health information on construction products issued in form of approved NF P01-010 standard, then NF EN 15804+A1 standard and XP P01-064/CN, ADEME, DHUP, AIMCC, CSTB and Association HQE worked together to build the framework of the "INIES" database. It is then becoming important for the construction industry to make sure that these environmental declarations are properly established and verified for publication and dissemination to professionals.

For that purpose, according to NF EN ISO 14040, NF EN ISO14025, NF EN 15804+A1 and XP P01-064/CN, an "environmental and health declaration program" has been set up, which allows to provide collective or individual, verified environmental and health declarations.

It is stated that drawing up the rules for construction products made up of NF EN 15804+ A1 s and XP P01-064/CN standards has been validated by the members of the AFNOR P01E commission.

2 - Program characteristics 2.1 - General information NF EN ISO 14025 standard recalls that "The overall goal of environmental labels and declarations is to encourage the demand for, and supply of, those products that cause less stress on the environment, through communication of verifiable and accurate information that is not misleading, thereby stimulating the potential for market-driven continuous environmental improvement " The objectives of Type III environmental declarations (EPD or EHPD) are as follows:

a) to provide LCA-based information and additional information on the environmental aspects of products; b) to assist purchasers and users to make informed comparisons between products; these declarations are not comparative assertions; c) to encourage improvement of environmental performance; d) to provide information for assessing the environmental impacts of products over their life cycle.

Reminder: All environmental labeling, which include type III environmental declarations shall be in conformity with the general principles stated in NF EN ISO 14020: Environmental labels and declarations -- General principles and NF EN ISO14025: Environmental labels and declarations Type III environmental declarations Principles and procedures 2.2 - Scope

The present program applies to construction products as defined in AFNOR standard NF EN 15804+A1 and XP P01-064/CN. Its objective is the verification and publication of an environmental declaration submitted by a requester (owner of the declaration, mostly an industrial or an industrial union) to the operator of the program, in accordance with the template in annex A. NOTE: There is no geographical restriction for this program. Only respecting the content of an environmental declaration conforming to the format of AFNOR standard NF EN 15804+A1 and XP P01-064/CN is required, as well as the availability of a French version (the declaration should be read by users on the French market).

2.3 - Procedures for PCRs and development of PCRs

The "Product Category Rules" (PCRs) are defined by AFNOR standard NF EN 15804+A1 and XP P01-064/CN, excluding functional units, which depend on the products and their applications. The normative nature of NF EN 15804+A1 and XP P01-064/CN enables to meet the general requirements of NF EN ISO 14025 concerning the procedures for PCRs and development of PCRs.

The standard is available on the AFNOR website "Online Standards": http://www.boutique.AFNOR.org/standards. 2.4 - Conformity of the program to NF EN ISO 14025 The EHPD program is specific to construction products and relies on the general procedures described in NF EN ISO 14025 and NF EN 15804+A1 standards and XP P01-064/CN. Besides, with respect to general specifications of NF EN ISO 14025 standard, it is stated that:

the consultation of interested parties provided for in NF EN ISO 14025 standard on the development of the rules about product categories is deemed to be established because the approved NF EN 15804+A1 standard and XP P01-064/CN de facto constitute these rules, and that it has been subject to public consultation meeting the requirements of 2009 decree on standardization.

the maintenance is given to the AFNOR/P01E standardization commission "Sustainability in building construction", which regroups federations and trade unions, laboratories, technical centers, consumer organizations, administrations, manufacturers, etc...

environmental and health declarations are currently addressed mainly to professionals as stated in NF EN 15804+A1 and XP P01-064/CN, which does not prevent the general public to get access to them.

in case of a declaration addressed to the general public, NF EN ISO 14025 standard, article 9.4 requires verification by a competent and independent third party. The Verifier accreditation process is given in clause 4 this program has been subject to a consultation at national level since October 2005, whose feedback has been analyzed and, when relevant, integrated in the present program;

this program has been subject to revision in 2014 to integrate NF EN 15804+A1 standard and XP P01-064/CN.

2.5 - Interested parties

The various interested parties of this program are mainly professionals: on the one hand industrials producing manufactured construction products or their union representatives, and on the other hand project managers, clients, public authorities, control offices, building companies, and other professional users (traders, etc.). On a wider scale, representatives of consumer organizations and environmental associations are also considered as interested parties.

In order to insure open consultations, AFNOR provides for a consultation of all these interested parties through the electronic committee of the AFNOR/P01E Standardization Commission "Sustainability in building construction" and, on a larger scale through the AFNOR construction website: (http://www.AFNOR.org/en/profiles/activity-area/construction-trades)

NOTE 1: To inform the reader of this program. NF EN 15804+A1 has been subject to a public inquiry

of two months and a homologation for publication in the AFNOR set of standards and to a public

commission inquiry of one month for the supplementary experimental standard XP P01-064/CN.

NOTE 2: A first version of the present program has been subject to a consultation, and the comments

received have been examined, and when relevant, integrated in the present program.

2.6 - Confidentiality of the data

The environmental declarations are intended for communication, mainly for the professionals. However, during the process of establishing an environmental declaration or during the exchanges between AFNOR and the requester, some information may be considered as confidential and marked as such by the requester. Program operator is committed to keep confidential and not to disclose such information marked by the requester, to third parties not having to know them in the framework of the program (drawing up of the declaration, revision, verification, publication). It is clearly stated that any information meeting the requirements of NF EN 15804+A1 standard and XP P01-064/CN should not be confidential. If however the requester considers the information to be confidential, he will have to mark it in a visible and legible manner on the environmental product declaration. 2.7 - Arbitration, conflict management, complex technical question, etc. If needed, in order to handle a potential litigation, resolve a problem issued by an interested party or propose a harmonization of verification procedures, the program operator will create an ad hoc committee, which may draw on the skills of the member organizations of the AFNOR/P01E Standardization Commission. The decisions which may become case law will be subject to management and official publication by AFNOR. 2.8 - Participation costs of the program All information relating to participation costs of the program is provided in annex B.

3 - Actors of the program The owner of INIES EHPD program is Association HQE. In order to manage the program 2 structures have been created: 3.1 - Steering committee (CSIB)

CSIB is in charge of

establishing the general policy for the content of the INIES database and for putting it online, based on reasoned proposals provided by the Technical Committee, ensuring:

ethic and deontology aspects in operating the INIES database,

continuation of the conformity of the Database in front of changes of regulations and standards concerning environmental and health declarations,

reception of all data which are useful for the assessment of environmental and health performance of buildings,

registration of the INIES database into European or international database networks in full respect of the owner's intellectual property rights.

validating:

communication actions in this regard whished by one or another formal body,

every modification to the operation of the database with regard to this protocol.

proposing each year a budget to the HQE Association, keeping in mind that advertising cannot be a funding source for the Database.

following the budget finally allocated by the HQE Association.

designating representatives for external national and international representation.

is responsible for the EHPD program verification and for the accreditation of the verifiers required for its operation.

adopting the acceptance criteria for information to be shown in the Database, on proposal of the Technical Committee, taking into account the standards in force.

3.2 – Technical Committee (CTIB) The CTIB is in charge of

monitoring the collection, on-line data, and the maintenance of the INIES database,

collecting, analyzing and monitoring comments from all sources for the operation of the base INIES or its contents,

proposing to the CSIB any changes to the content and operation of the INIES database as it deems necessary, in particular with respect to changes in knowledge, methodologies, standards and regulations. In this capacity, CTIB is responsible t for changing the admission criteria of the information contained in the database and to submit for approval of CSIB. NF EN NF EN ISO 14025 standard defines the role and responsibility of the verifier. This role is completed by information contained in NF EN 15804+A1 standard (articles 8 and 9). NOTE: the verification is a mandatory process of the EHPD program - NF EN ISO 14025: clauses 8 / 8.1/8.2/8.3/ 9.4 –NF EN 15804+A1: clause 9

For a good operation of the program, an up-to-date list of accredited verifiers is available on the INIES and the AFNOR websites. For the accreditation, INIES relies on an accreditation system based on the evaluation by an independent jury of the verifier's aptitude to verify an EHPD. To perform environmental and health declaration verifications, the verifiers shall be able to demonstrate their competencies in accordance with the dedicated accreditation system (public reference), deemed to be compliant, in its content, to the

specifications of standards NF EN ISO14025 and of NF EN 15804+A1 and XP P01-064/CN. To help verifiers to maintain their competences, the program owner organizes meetings with all accredited verifiers to disseminate information and exchange on:

standards update,

regulations update,

program rules modification,

verification process harmonization.

These meetings are organized as often as required on the basis of one meeting per year.

4.2 - Information relating to submission of applications

Accreditation sessions for verifiers are organized according to an annual schedule, which determines the dates for application, eligibility, and admission of candidates. An application file is available for the candidates wishing to apply for an accreditation session. This file is composed of following documents:

A registration form.

A list of official texts to be mastered for an oral interview.

4.3 - Admissibility criteria for initial accreditation and renewal for a verifier

4.3.2 - Renewal of an accreditation The 3 year renewal of an accreditation is based on activity monitoring of the accredited person with regard to his functions as verifier. To insure the renewal of his accreditation, the accredited person has to prove that he has, throughout the 3 years of his accreditation, improved his skills and knowledge, in particular:

participating to seminars, congresses, colloquia on expertise, proving an actual activity in EHPD verifications, critical reviews according to NF EN ISO 14040 standard or LCA achievements.

The person has to provide means of proof to justify the actions he claims. He has to formalize an activity report containing all these elements and to transmit it beforehand to AFNOR, (at least 2 months) before the session date. 4.4 - Information relating to the oral accreditation interview for EHPD verifiers 4.4.1 - Initial examination The examination is composed by an oral interview. The oral interview comprises three distinct stages:

one stage of preparation for the interview by the candidate on a topic (case study) proposed by the jury,

one stage of restitution of his topic by the candidate in front of the jury,

one stage of free discussion between the jury and the candidate as a question and answer session.

In case of failure, the candidate may repeat the application to further sessions as many times as he likes, provided that can attest:

the fulfilment of the requirements with regard to his eligibility,

mastering of the sensitive issues identified in the previous examination. 4.4.2 - Renewal

The renewal occurs after 3 years of accreditation. The evaluation for the renewal of the accreditation comprises a study of the personal file, which is beforehand prepared and provided by the candidate in form of an activity report demonstrating the acquired experience and the training undertaken since his last accreditation. The minimum criteria allowing a renewal of the accreditation are provided in the document "Admissibility criteria for an initial accreditation and renewal of the accreditation for an environmental declaration verifier". 4.4.3 - Composition of the jury The jury is composed of three examiners representing:

5 - Verification process 5.1 - General information

NF EN ISO 14025 standard requires that the developer of the program for a type III environmental declaration establishes transparent procedures for independent verifications.

This paragraph proposes a procedure for the verification of environmental and health declarations themselves and supporting documents for these declarations, in particular life cycle assessments. When chosen to verify an EHPD, the verifier may contract with the LCA practionner who realized the EHPD or with the EHPD owner. For this contract, the INIES program doesn’t provide any model but gives recommendations on the content. To ensure the independence of the verification process, the INIES program rules recommend that the contract contain:

elements on the verification process duration and costs,

elements on payment conditions and specification that the verifier shall be paid even if the result of the verification process is negative.

5.2 - Verification, principles and required content

To be efficient, the verification must be constructive. It shall reinforce the credibility of the work the owner of the declaration has done. It is not intended to reproduce all the analyses nor be confused with a consultancy mission or a consultant advice. It is mainly of documentary nature: its goal is to verify that the provided information is substantiated in a relevant and appropriate way (see NF EN ISO 14025)

5.3 - Confidentiality, provision of information

After a confidentiality agreement, the requester who provides the declaration shall provide the verifier with the accompanying report in French, as stated in article 8 of NF EN 15804+A1 standard (see annex C). On request of the verifier, he may be asked to provide other supporting documents.

5.4 - Examination

The general points the verifier has to verify are listed below:

Verification of formal conformity to the requirements of the standards: o inventory, o impacts assessment, o health characteristics,

verification of technical and scientific validity,

verification of communication aspects (especially refers to NF EN ISO14020 series requirements)

The "check-list" in annex D is given as the minimum list of requirements to be checked by the verifier. It is not exhaustive but the verifier shall justify, in the verification report that all points of the check-list were controlled during the verification process. It is up to the verifier to ask precise and factual questions, and to try to avoid attitudes leading to a stalemate in the exchange with the commissioner of the verification. The LCA practitioner and/or commissioner answer in written form to the questions raised by the verifier about:

Small errors or oversights,

Answers, which needed further investigation on data sources, justification of assumptions or calculations, etc.

Taking into account the context, these answers and comments can be deemed acceptable by the verifier, or lead him to ask written questions to the LCA practitioner or commissioner. 5.5 - Results of the verification The verifier regroups in his verification report:

his conclusions about the provided answers to the asked questions,

highlighting of sensitive points, which however are not of such nature to call into question a positive result of the verification, but should be improved by the revision of the EHPD,

his general conclusion of acceptance confirmed by a certificate of verification (the latter joined to the referred EHPD),

- The client of the program is the owner (industrial, union, federation …) of the new or revised declaration.

- The declaration can be individual or collective.

- Each product configuration (different functional units) shall be subject to a distinct EHPD.

Caution for using the EHPD to compare products Construction EHPDs may not be comparable, if they are not complying with NF EN 15804+A1 standard. NF EN 15804+A1 standard defines in § 5.3 Comparability of environmental declarations for construction products, in which conditions construction products may be compared, based on the information provided by the EHPD: "Comparison of the environmental performance of construction products using the EHPD information shall be based on the product’s use in and its impacts on the building, and shall consider the complete life cycle (all information modules)."
