    I. Establishing Background and Purpose of Environment

    Management Plan (EMP)

    1.1 Project Background

    It is the construction purpose of the World Bank Loans Project for the quality and safety of the

    agricultural product project of Jilin Province that the advanced safety controlling technologies like

    the “good agricultural practices" (GAP), "Good Manufacturing Practice" (GMP), Harm Analysis and

    Critical Control Point (HACCP) and the others are used to produce and process the agricultural

    products to increase the standardization demonstration zones (bases) of the coverage areas in order

    to get the majority of the agricultural production and processing enterprises in our province to

    enter the standardization production track gradually.

    The project is designed according to enclosing the security system of the quality and safety of the

    agricultural products, promoting the standardization demonstration sample popularization in the

    whole process, the quality control in the whole process, the product quality inspection and testing,

    the quality retroact, the propaganda and advocacy training and the quality safety of the agricultural

    products as well as the related research project. The design is divided into the 5 sub-projects,

    including: (1) the project of the criterion promotion of the quality safety of the good agricultural

    products, (2) the project of the public monitor of the quality and safety of the agricultural products,

    (3) the project of the practicability research of the quality and safety of the agricultural products,

    (4)the project of the personnel training and propaganda and (5) the project of the project

    management. This project is the 2nd subproject of the laboratory project of the quality safety

    inspecting and testing monitoring center of the agricultural products of Songyuan City in the project

    of the quality safety monitoring system construction of the agricultural products of the quality safety

    of the public monitoring and testing of the agricultural products.

    The sites of the project are located in No 791, on Songyuan Road, in Ningjiang District,

    Songyuan City. The project is rebuilt on the basis of the previous laboratory of the

    quality supervising inspecting station of the agricultural products of Songyuan City. the

    quality safety inspecting and testing monitoring center of the agricultural products takes the

    quality safety of monitoring and inspecting the agricultural products as the core task. the

    quality safety inspecting and testing monitoring center of the agricultural products shall have the

    capability of monitoring and inspecting the look-back devoted materials and the

    environment of the original production area and take on the jurisdiction of the quality

    safety evaluation within the scopes of the agricultural products, the agricultural input

    materials, the agricultural-ecological environment. the quality safety inspecting and testing

    monitoring center of the agricultural products performs the quality and safety of the inspection

    work and the monitoring work for the market access of the agricultural products. the

    quality safety inspecting and testing monitoring center of the agricultural products takes on the

    reconnaissance of the quality safety of the agricultural products from the whole Jilin

    Province and the whole country and the routine monitoring work as well as the other

    work. The quality safety inspecting and testing monitoring center of the agricultural products takes

    on the risk analysis and assessment work of the quality safety of the agricultural

    products. the quality safety inspecting and testing monitoring center of the agricultural products

    organs the major incidents of the quality safety of the agricultural products like the

    investigation of the disputes, the identification and evaluation. The quality safety inspecting

    and testing monitoring center of the agricultural products is responsible for testing the quality

    of the imported agricultural products and the agricultural products to be exported. The

    quality safety inspecting and testing monitoring center of the agricultural products carries out the

    quality safety certification testing and accept, the arbitration testing accept and the other

    tasks entrusted to inspection, the supervision as well as the inspection of the quality

    safety of the agricultural products that the quality inspection agencies at the county

    stage. The monitoring testing center is responsible for the quality safety of the

    agricultural products on the professional technical advice and technical services. The

    monitoring and testing center provides the inspecting and monitoring center of Class IV

    with the professional technical guidance, the services and the personnel training. The

    laboratory of the main building is divided into the two layers. The total construction

    area is 398.96 square meters. The two layers are divided into the office region, the

    inspection and testing supporting region and inspection and testing region. The office

    region includes the office for the director, the office for the deputy director, the office

    for the inspecting and testing personnel, the office for the financial personnel and the

    room for the archives. The inspection and testing region includes the sample

    pre-treatment room, the organic and inorganic pre-treatment room, the washing room,

    the standard solution preparation room, the sample room, the balance room, the small

    instrument room, the electrical digestion room, the microbial room, the gas

    chromatography mass spectrum room, the liquid chromatography spectrum room, the

    atomic absorption spectrometry room, the atomic fluorescence spectrometry room.

    The total investment of the project is for RMB19,126,800.00 YUAN. Among them, the

    investment of purchasing the laboratory instruments is for RMB17,268,200.00 YUAN,

    the project investment of rebuilding the main building of the laboratory work and the

    project of the tools and apparatus is for RMB1,858,600.00 YUAN.

    1.2 Purpose of Environment Management Plan (EMP)

    The environmental impact assessment of the project shows that the environmental

    impact of the project is mainly produced during the construction period and operation

    period. The environmental management plan (EMP) will provide the detailed

    instructions on the environmental mitigation measures, the environmental management,

    the environmental supervision, the environmental monitoring and the other contents.

    The environmental management plan (EMP) will be the t guiding document during the

    implementation of these activities. Its roles are described as the follows:

    (1) To provide the environmental guidance documents. After the environmental

    management plan (EMP) book has been reviewed by the World Bank, the book will be

    served as the provision text of the environmental protection that will be provided to the

    construction supervision unit and the environmental monitoring units and other related

    units during the construction period and operation period of the project.

    (2)To definitude the responsibilities and functions of the relevant units. The

    responsibilities and functions of the relevant functional departments and management

    institutions have been described in environmental management plan (EMP) book and

    the communication channels and the manners between or among the various

    departments have been put forward. .

    (3)The environmental mitigation measures and the environmental monitoring plan

    during the construction period and operation period have been put forward.

    1.3.3.1 Environment Quality Standards

    (1)Environment Air

    The environment air where the project is established is theⅡ type area. The

    environmental air of the evaluation region executes the 2nd class of the standard in

    《Environment Air Quality Standards》(GB3095-1996). The details are seen in Table

    1.3-1.

    (2)Surface Water

    The wastewater which is discharged from the project is ultimately discharged into

    Songhua River after the wastewater has been treated in the Sewage Treatment Works of

    Songyuan City. The surface water quality adopts the III Class Standard and the IV Class

    The structure and facilities, the security operating

    regulations and the safety equipment of the laboratory

    are applicable to the human body with a high degree

    Protection of the risk that is transmitted through the unknown

    aerosol route of the transmission but there is no

    effective vaccine now or no treatment of the pathogenic

    microorganisms and the toxins. The research work of

    the similar situation with the unknown

    micro-organisms must also be done in the bio-security

    laboratory of Class IV. After the sufficient data have

    been obtained, it can be decided that the

    experiment of this kind of the microbiology or

    the toxin should be done in the bio-security

    laboratory of Class IV or in the .lower-level processing

    laboratory.

    According to the engineering analysis, the experiments of the pesticide, the fertilizer the

    residue, the producing environmental monitoring, the detection, such as the irrigation

    water for the agricultural products (the grain, the vegetables, the fruits, etc.) should be

    done in the microbiological laboratory. The experiment that is done in the

    micro-organism laboratory is also the common micro-organism experiment so that the

    micro-organism is known to have non-pathogenic function to the health of the healthy

    adults under the normal circumstances. Therefore, the physical and chemical laboratory

    in the project is the common laboratory. The common micro-organism laboratory is the

    biological BSL 1 security laboratory of Class I.

    II. Main Environment Impacts and Mitigation Measures

    2.1 Discharging of Existing Pollutant and Analysis of Pollution

    Prevention and Control Measures

    The laboratory of the quality safety inspecting and testing center of the agricultural

    products of Songyuan City is used as the existing laboratory to be rebuilt where there

    are no ventilation equipment.

    (2)Wastewater

    The laboratory basically does not use the water currently when the laboratory performs

    the speed measurement of the seeds, the soils and the agricultural products. The

    experimental wastewater and the domestic sewage are discharged directly into the

    municipal water distribution network. There is no single measurement of the wastewater,

    no separate treatment measures and the facilities. The discharging quantity of the

    existing wastewater is about 1.28m3 / d, in which the discharging quantity of the living

    sewage is 0.6 m3 / d and the discharging quantity of the experimental wastewater is

    0.68 m3 / d.

    Although the discharging quantity of the wastewater from the laboratory is relatively

    small, the quality of the wastewater is complex which is involved in the organic

    chemistry and the inorganic chemistry so that the excessive discharging quantity is

    harmful. In the rebuilding process of the laboratory, it must be done that the production

    wastewater is separated from the domestic living sewage. The experimental wastewater

    can be discharged after the experimental wastewater has been treated to arrive at the

    standard.

    (3)Noise

    The basic noise-free equipment during the experiment are equipped in the laboratory so

    that there is no impact on the surrounding acoustic environment. There is no large-scale

    of the fixed noise source around the project region so that sound environment quality

    can be better.

    2.2 Environment Impact Analysis

    The project is the technological rebuilding project. It is the main construction content

    that the indoor operation, the installation of the purchased equipment so that the

    environment impact during the construction period is relatively small. In the period of

    the interior decoration, the load and unload of the bulk powder (particle) materials like

    the material handling, the material processing, the material mixing operation and

    construction material transportation by the vehicles, if the vehicle overloads the

    construction materials with or without protective measures, the materials may be

    scattered in the transportation, some dust would be flied upwards. The engineering

    transportation and the construction machinery in some areas may get the quality of the

    atmospheric environment to have been affected. However, when the construction period

    is ended, these impacts disappear then.

    (2)Environment Impact Analysis of Surface Water

    The local construction team is selected for the of the project construction. The

    construction camps are not set up. The construction team uses the existing toilet of the

    inspecting and monitoring testing center of the quality and safety of the agricultural

    products. The municipal living sewage is discharged into the drainage network so that

    the water will not significantly affect the water environment.

    (3)Construction Noise

    The project is the technological rebuilding project. When the electric drill, the electric

    saw and the other machinery are used during the interior decoration construction would

    inevitably have the impact of the construction noise. However, the operations are all the

    indoor workplaces, as long as a reasonable operating time is arranged and the

    construction and operation of closing a window can reduce the impact to the external

    environment. These impacts will be ended then when the construction period comes to

    an end.

    (4)Solid waste

    A small amount of the construction solid wastes will be produced during the

    construction period in the interior decoration process of the project. And the living of

    the construction team will also have a certain amount of the solid wastes, if the solid

    wastes are not treated immediately, the mosquitoes will breed and the stench will

    impact on the surrounding environment.

    In order to avoid the solid waste to impact on the environment, the construction wastes

    produced during the construction period should timely be removed and transported to

    the location designated by the municipal department where the dumps or the

    construction materials are piled up for the materials of the roads to be built. The unified

    collection of the living garbage bins should be dedicated in the construction site. The

    living garbage should regularly be transported to the municipal solid waste landfill site

    so that it is avoided for the solid waste not to be discarded anywhere.

    If it is properly handled, the solid waste will be immediately removed and the adverse

    impact will not be produced to the external environment.

    2.2.2 Environment Impact Analysis during Operating Period

    (1)Exhaust Fume

    The exhaust fume from this project is mainly a small number of the acid mists and the

    exhaust fume that is discharged by NO2 and the organic solvent that are produced when

    the inspecting and testing experiments are done. The exhaust fume will be discharged

    after it has been treated to arrive at the standard.

    The ventilation cabinets are installed in some laboratories where the exhaust fumes are

    easily produced in the rebuilding process. After the negative pressure that is produced

    during the experiment has been collected and has been pure-filter-treated as well as has

    arrived at the discharging standard by the high efficiency filter through the filter purity

    treatment, the negative pressure has the less impact to the surrounding environment

    fume in the normal circumstances.

    The heat-providing resource of the heating period of the project comes from the

    self-collecting heat providing. The project has no own boiler room, no chimney and no

    flue gas discharging of the boiler fume. The small type employee canteen will be built

    for 16 staff to have the meals so that the employee canteen will produce the exhaust

    fume of the oil fume. By analogy, the initial concentration of the oil fume is generally

    4-6mg/m3 and is more than 2 mg/m3 in the GB18483-2001 of the fume discharging

    standard so that it is recommended to install the purification equipment whose

    purification efficiency is more than 75% in order to get its discharging concentration

    of the equipment to meet the requirement of the corresponding discharging

    concentration standard.

    (2)Wastewater

    The external discharging wastewater of the project is mainly wastewater that is

    discharged from the laboratory and the living wastewater that is produced from the

    workers. After the project has been completed, the total discharged amount of the

    wastewater is for 4.9m3 / d among which the discharging amount of the wastewater

    from the experiment and the inspecting and testing operation is for 4.3m3 / d and the

    discharging amount of the living waste water is for 0.6m3 / d.

    The discharging concentration of the various kinds of the pollutants in the domestic

    living sewage wastewater is COD250mg / L, BOD200mg / L and SS200mg / L. The

    water quality can meet the requirement of the standard of Class III in 《Integrated

    Wastewater Discharge Standard》GB8978-1996 and the wastewater can directly be

    discharged into the urban drainage network, after the domestic living sewage

    wastewater has been treated in the wastewater treatment factory of Songyuan City

    before it is discharged. The pollutants in the experiment wastewaters that are produced

    from the laboratory tests, the inspection of the experimental processes of the laboratory

    building are mainly the acid and lead, the heavy metals and the various chemical

    reagents as well as the various additives. Although the discharging amount of the

    laboratory wastewater is small, the elements in them are very complicated. By analogy

    investigation, the discharging concentration in the experimental pollutants in the

    discharged wastewater is about COD600mg / L, BOD5400mg / L, SS210mg / L, and

    the heavy metals of the varying degrees are contained inside the wastewater. If we do

    not treat the wastewater and directly discharge it, the wastewater must produce the

    negative impact to the surface water bodies so that the wastewater can be discharged

    into the urban drainage network only after the wastewater has to be treated and be got it to

    arrive at the discharging standard. In the rebuilding process of the project, the

    production wastewater must be separated from the domestic sewage wastewater. After

    the wastewater has been treated by the use of the wastewater treatment facilities and has

    arrived at the standard, the wastewater can be discharged into the urban wastewater

    drainage network. The wastewater discharge through Sewage Treatment Works of

    Songyuan City has the small impact to the water environment.

    (3)Noise

    The noise generated by the project mainly comes from the noises of the multi-laboratory

    oscillator, the air-conditioning, the ventilation devices in the laboratory such as the fan

    noise. The noise source strength is about 75-90dB in between, the measures of which

    the sound insulation room should be built and the sound insulation window should be

    installed inside the laboratory. When the equipment and devices are installed, the

    measures of the damping pad should be increased so that the noise within the factory

    boundary district is got to meet the requirement of the standard of Class I.

    Therefore, after the this project has been completed, the impact to the surrounding noise

    environment quality is less..

    (4)Solid Pollutants

    After the this project has been completed,the main solid pollutants are the living

    garbage and the solid pollutants from the laboratory.

    ① Waste Samples of Agricultural(Domestic Animal and Aquatic)Products

    This part of the solid pollutants include the post-experimental agricultural products,

    mainly including the vegetables, the fruits, the grains, the livestock products, the aquatic

    products, such as the testing samples. Their generated amount is about 1.7t / a. These

    pollutants can be sent to the trash collection site and are sent to the waste disposal

    plants.

    ②Laboratory Equipment Apparatus (one-time), Experimental-generated Liquid

    Waste

    The Experiment drugs and the reagents that are generally used to buy the basic

    end-of-life samples are not expired. After the completion of this project, the equipment,

    the apparatus, the consumables (paper, etc.) and the damage apparatus (glass) products

    that are used in the experimental laboratory are the one-time ones, whose produced

    amount is about 15.4kg / a. The experiment generated waste liquid is about 7.4kg / a.

    Those wastes are the hazardous wastes (HW49 other wastes). They should be sent to

    Nantian Hazardous Waste Company Limited of Changchun City to be uniform-treated.

    ③Waste Materials by High-performance Replacement Air Filter from or Spent

    Activated Carbon

    In order to ensure the efficient air filtration efficiency of the high efficient filters, the filters are

    generally needed to be replaced per 6 months. The generated amount of the waste filtered materials

    or the spent filter media or the waste activated carbon panels are about 0.4t / a. The replaced waste

    filtered materials or the spent activated carbon filter or the board should be sent to Nantian

    Hazardous Waste Company Limited of Changchun City to be uniform-treated or fired.

    ④Sewage Sludge Produced in Wastewater Treatment

    The amount of the sewage sludge produced in the wastewater treatment is about

    0.1t/a. The produced sewage sludge that contains the heavy metal hazardous waste should be

    appropriately stored and should be sent to Nantian Hazardous Waste Company Limited

    of Changchun City to be uniform-treated.

    ⑤Living Rubbish

    If the living rubbish is counted according to 0.5kg/d per person, the produced amount

    of the living rubbish is 8kg/d,2t/a.

    According to the regulations of "State Table of Hazardous Wastes" (2008), the solid

    waste generated by the project has the general solid waste and also the hazardous solid

    waste. If they are not properly treated, they have the harmful impact on the surrounding

    environment so that each of them should adopt the different approach according to their

    different properties. The general solid waste and the hazardous waste may not be mixed

    and treated. As long as the reasonable treatment approach is adopted, it can be

    effectively avoided to prevent the improper treatment of hazardous waste from

    generating the secondary pollution.

    2.3 Environment Impact and Mitigation Measures

    This project construction will implement the Decree No. 253 of the State Council

    People's Republic of China (1998)《Construction Project Environmental Protection

    Management Regulations》so as to ensure that the project environmental protection

    facilities and the main project are designed at the same time, the construction is

    constructed at the same time and the project is operated at the same time.

    2.3.1 Environment Impact and Mitigation Measures during Planning

    and Designing Phase

    In the project selection and design stage, a comprehensive analysis of the potential

After the exhaust fume in the laboratory has high efficiently been filtered and has been treated by the activated carbon filter, the discharged exhaust fume should meet the regulation in《Integrated Discharging Standard of Exhaust Fume Pollutants》 GB 16297-1996 . 2.2 The mechanical exhaust ventilation systems are designed and installed in the corridors, the stairways, the bathrooms and the other places. The mechanical exhaust ventilation systems are designed and installed in the part laboratories and the inspecting and testing rooms so that the grime air can be removed any time. The indoor ventilation problems in the conditions of which there is no experiment and no inspecting and testing operations can be solved. 2.2 The heat provision continues to rely on the central heating.

    3. Noise 3.1 The low-noise equipment is designed and selected. The vibration-decreasing measures of the equipment foundations have been treated. The high-noise fans, the pumps and the other devices are installed in a separate equipment room and closed. 3.2 The window is designed as the double layer sound insulating window. 3.3 The air supply and exhaust fan should be installed inside the rooms. If they are really needed to be installed in the roof, the simple sound insulating board room should be built so as to reduce the environmental noise impact on the surrounding sound.

    2.3.2 Environment Impact and Mitigation Measures during

    Construction Period

    The public bidding mode is used to select the construction. unit that has the certain

    strength and capability. When the construction. unit and the contractor sign the

    engineering construction contract, the environmental impact mitigation measures during

    the construction period should be included in the project construction contract that is

    promised and executed by the contractor. It is required that before the contractor and the

    construction inspector and controller must accept the environmental protection and the

    environmental management training. And the province project office and the city

    project office shall dispatch the personnel or the environment experts are invited to the

    construction site to regularly check and inspect the fulfilled condition of “Construction

    of Implementation of Environmental Protection Requirements”. If the problem is found,

    the problem should be corrected in time.

    Water Environment

    The camp facilities are not arranged during the construction period. The workers use the existing indoor bathroom with the toilet. A small amount of the construction of wastewater is discharged into the sewer after the construction wastewater has been deposited.

    Sound Environment

    (1)Reasonable Arrangement of Construction Time The residential buildings are around the project area. And they are close to the residential areas. In order to

    reduce the construction noise of the impact of the sound environment on the residential areas, the scientific construction program should be developed. If it is avoided as much as possible to use a large number of the high-noise equipment at the same time, the construction time of the strong vibration equipment of the loud noise and the strong impact (such as the drilling impact, etc.) should be arranged during the day. And it is prohibited that the construction time of those equipment and devices are used in the night (22:00 - 6:00 the next day). ( 2 ) The requests on selecting the construction machinery and equipment whose noises should be very low should be put forward to the tender units. of the request for tender, options for equipment noise. (3)The publicity and education of the construction workers must be strengthened so as to reduce the man-made noise.

    Solid Garbage

    (1)The construction waste garbage should be classified and treated. The construction waste garbage that has the recycling value of the construction waste should be recycled by the special person in time. The construction waste garbage that has no recycling value of the construction waste should be transported and pile-placed to the designated locations that are designated by the municipal planning department according the requirement of the municipal planning department. (2)The living solid waste garbage that are produced by the construction should be collected and placed in the recycling garbage bins for collecting the garbage. The living garbage should be unify-sent to garbage landfill sanitary waste disposal site by the sanitation department of Songyuan City.

    2.3.3. Environment Impact and Mitigation Measures during Operating

    Period

    2.3.3.1 Mitigation Measures of Environment Air Impact

    The working property of the laboratory does not only have the indoor temperature

    requirement nut also have the high humidity requirement as well as the different

    requirement and the standards of the cleanliness. In order to ensure the experiment, the

    inspection work has the requirement of the indoor temperature, the humidity and the air

    cleanliness. The rebuilding project will install the exhaust devices and the

    high-efficiency filter according to the corresponding requirements in 《Construction Technical

    Specifications of Bio-safety Laboratory》GB50346-2004.

    (1)Optimal Operation Principle of Ventilation and Exhaust System

    1)Because the gases and the particles that are harmful to the human body are produced in

    the process of the chemical experiments are done in the laboratory, the gases and the

    particles that are harmful to the human body must effectively removed in a timely

    manner for the protection of health while the laboratory should be needed to ensure a

    certain degree of the negative pressure.

    2)The air flow is well organized in the laboratory. The air flow speed of the sending wind and

    returning wind as well as the turbulence intensity can be controlled within the smaller

    scope. The ventilation rate in the laboratory can effectively be controlled. The air in the

    laboratory should fully be replaced so as to ensure the freshness of the air in the

    laboratory.

    (2)Laboratory Ventilation and Exhaust System

    Powerful Exhaust System: It is required that the experiments that will directly

    produce

    the poisonous and harmful gases must be done in the ventilation cabinet in the

    laboratory. The strengthen ventilation cabinet should be installed in the laboratory

    and

    inspecting and testing room where the experiments in which the poisonous and

    harmful

    gases are directly produced are done. The strong and negative pressure is collected

    in

    the experiment and the exhaust gas is produced in the inspecting process. The

    exhaust

    gas is discharged to the outdoor after the exhaust gas has been treated by the

    high-performance air filter (activated carbon filters). The filter efficiency of the

    high-performance air filter (HEPA) can not be less than B (the efficiency is not less

    99.97%).

    Ventilation system: The mechanical exhaust fume ventilation systems are installed

    in

    the corridors, the stairways, the bathrooms and the other places so that the dirty

    air can

    effectively exhausted at any time. The mechanical exhaust fume ventilation systems

    are

    installed in some laboratories and the inspecting and testing rooms so that the

    indoor

    ventilation problems are solved in the conditions of which there are no

    experiments and

    no inspection operations.

    (2)Height of Exhaust Pipe

    The height of the exhaust pipe of each of the exhaust system should be 3m higher

    than

    the height of the roof.

    (3)Risk prevention measures

    If the air purification systems have the failures or the positive pressure happens in the

    polluted region, the alarm will immediately start and the experimental work should be

    stopped at the same time as well as the emergency accident program is started at the

    same time.

    The strict security responsibility system should be established in the laboratory..

    2.3.3.2 Mitigation Measures of Water Environmental Impact

    The pollution of the drainage system should be cleaned and the flow should be

    separated. The independent domestic sewage and production wastewater pipelines

    should separately be located. The discharging amount of the living wastewater is

    smaller. The concentration COD in the wastewater is about 250mg / L, BOD5150mg / L

    so that the discharging concentration can meet the requirement of the standard of Class

    III in 《Integrated Wastewater Discharge Standard》GB8978-1996. Therefore, the living

    wastewater cannot be treated and directly discharge into the drainage network.

    Although the wastewater produced in the laboratory is small, it is complicated. The

    wastewater contains the acids, the alkali and the small amount of the organic matter in

    particular, especially the heavy metals as well as the harmful. Only after the wastewater

    has been treated and arrived at the standard of Class III in 《Integrated Wastewater

    Discharge Standard》GB8978-1996 .

    (1)Designed Wastewater Production Amount and Water Quality at Sewage

    Treatment Station

    The wastewater production amount of the inspecting experiment of the project is about 4.3m3/d. It is suggested that the wastewater treatment station whose designed and treatment capability of 5m3/d should be built. It is considered that the wastewater treatment station may arise the discharge incidents so that it is proposed to build an incident storage tank of 10m3. (2)Production Wastewater Treatment Program

    According to the water quality of the wastewater and the flow quantity as well as the

    discharging requirements, it is recommended according to the combined researchable

    solution that the study of this environment evaluation performs the analysis of the

    comparison of the technology economics and the operation efficiency in the following

    kinds of the sewage treatment programs.

    Scheme I: Biochemical Method (H / O)

    The biochemical method is a widely used biological wastewater treatment method

    which is suitable for treating the high concentrations of the organic wastewater. The

    covering area of the project is small. The operation of the wastewater treatment is stable

    and easy. The impact resistance capacity is strong.

    Laboratory

    The discharging volume of the wastewater of the project is smaller. The contractor can

    directly purchase the complete sets of the equipment to treat the wastewater. At present,

    there are many wastewater treatment manufacturers produce "The Laboratory

    Wastewater-treating machines of the family domestic sewage treatment". The series

    machines have mainly adopted the technologies like the coagulation -sedimentation, the

    activated carbon catalyst-ozone oxidation and the biological activated carbon adsorption.

    These wastewater-treating machines have the properties like occupying the small area,

    the high automation degree, the good treating effect and the lower operating costs as

    well as can basically realize the operation no person on duty. The wastewater-treating

    machines have got the Appraisal Certificate (Guangdong Kejianzi [2005] No. 287) of

    Science and Technology Achievement issued by Guangdong Science and Technology

    Department and have passed through the inspection testing authorities of the authority

    organ, Guangzhou Chemical Research Institute of Chinese Academy of Sciences. The

    treatment effect can fully meet the requirement of the corresponding discharging

    1) Technologic Flow Chart and Operation Principles

    All wastewaters first flow into the adjusting tank through the collection system to carry

    out the regulation of the water quality and quantity. Then the wastewater is uniformed

    by the water pump and is pumped into the wastewater constant treating reflection tank.

    The wastewater is undergone the pH control in this machine. The accurate dosing

    metering pump adds a certain volume of NaOH aqueous solution at the same time and

    adjusts the pH value between 8 to 9 as well as adds coagulant flocculant PAC and PAM

    at the same time.

    In the alkaline conditions, the acid in the wastewater is neutralized. The heavy metal

    ions like the iron, the cadmium, the copper, the manganese, the nickel and the lead

    generate the chemical reaction with OH so as to generate the OH_ hydroxide

    sedimentation. At the same time, in the effect of the cohesion and flocculation of PAC

The sludge in the sludge denounce should regularly be cleaned and sent to the by the relevant departments to do the burning, the landfill or the other treatment. The water from the sedimentation tank is pumped by the water pump into the pool of the activated carbon ozone. The wastewater is evenly arranged due to the resistance to the role of the filler from the slow down infiltration. At the same time, the air is used as the raw material, the ozone made by the ozone generator via the ozone cloth oxidation pond system is made of the penetration of the activated carbon filling materials from the penetration at the bottom up to the oxidation tank or is absorbed into the water via the Venturi Jet Device in the form of the negative pressure.     Finally, the biological wastewater flows into the activated carbon filter tank. The thin

    small suspended solids which have not been removed, the minim metals and a very

    small amount of the organic matter and so on are removed by the ozone that has the

    strong oxidation capability and the good bacterium sterilization capability, the purity

    decolor and the capability of the degradation and organic compounds in the effect of

    catalysis of the activated carbon. The other part of the wastewater is degraded and

    removed by the ozone in the microbial membrane that is accreted on the activated

    carbon, the good oxygen and the facultative bacteria and the activated carbon adsorption

    retention. The wastewater is inter-luded, alternated and cycled in the process of the

    biodegradation desorption. The wastewater can be discharged at present.

    The entire wastewater treatment process is automatically programmed and controlled

    According to the program selection, the evaluation considers that wastewater discharge

    of the laboratory is the intermittent discharge. The water quality of the discharge

    wastewater is different because of the different monitoring the content of the

    wastewater. The biochemical method (Program I ) is not suitable for the treatment of the

    wastewater. In the same conditions of the wastewater amount and the wastewater

    quality, the treatment effect of the wastewater treatment of Program II is very stable,

    The impact resistance capacity is better so that the second treatment program is widely

    used to treat the wastewater in the wastewater treatment complete equipment in the

    special laboratory. Program II is recommended. The total investment for the sewage

    2.3.3.3 Sound Environment Impact and Mitigation Measures

    2.3.3.4. Solid Waste Environmental Impact Mitigation Measures

    The solid waste generated by the project is divided into the general solid waste and the

    hazardous waste. They should be treated according to their separate categories.

    (1)Treatment of General Solid Waste

    After the general solid waste that has been produced during doing the experiments of

    the farming (livestock, poultry, aquatic) product samples and the other living garbage

    have been collected together, the sanitation department will send them to the city

    garbage treatment plant for the sanitary landfill garbage.

    (2)Hazardous Waste Treatment

    The laboratory equipment apparatus (one-time-use), the culture medium liquid, the trial expired drugs or the reagents, and the wastes and sludge that contain the heavy metals that are produced from the sewage treatment factory, the heavy metals, the activated carbon waste, the animal waste, the feed residues, the hazardous waste and the hazardous wastes and the spent activated carbon should be separated and collected. And they should be regularly sent to Nantian Hazardous Waste Treatment Center Company Limited of Changchun City to be treated. In the course of the transportation of the waste, the corresponding personnel should strictly follow the regulation of "the transfer of the hazardous wastes and the single management approach."     Development and Reform Commission and the Environmental Protection Agency

    approval of Jilin Province. The Waste Treatment Center Co., Ltd. is the first specialized

    fixed-point destruction enterprise in Jilin Province that has been built according to the

    national relative standards and performs the operation of treating the hazardous wastes,

    mainly engaged in the industrial solid waste (including the hazardous waste, the

    chemical \ industrial waste \ abandoned hazardous chemicals \ fake and shoddy products

    designated by the government expired food and drug disposition) the collection, the

    transportation, the storage, the disposal and the comprehensive utilization of the

    business. The Waste Treatment Center Co., Ltd. can treat 6,000 tons of the hazardous

    wastes per year. The enterprise has obtained the management qualification certificate of

    the hazardous wastes and business qualifications that has been issued by Jilin Province

    Environmental Protection Bureau. The construction unit has signed the agreement on

    the treatment of the hazardous wastes with Nantian Hazardous Wastes and Treatment

    Center Co., Ltd. and consigns Nantian Hazardous Wastes and Treatment Center Co.,

    Ltd to treat the hazardous waste that is discharged by the project.

    2.3.3.5. Risk Prevention Measures and Contingency Plans

    The safety is the direct purpose for building the laboratory. All the designed

    constructions that are not be propitious to safety and the security should be banned. All

    the designed parameters that have the conflicts to the biological safety should be subject

    to the security requirements. For example: the purification requirements should be

    subject to the security. The ease use is subject to the safety. The saving is subject to the

    human safety.

    (1)Laboratory design and construction should meet the basic requirements of

    BSL-1 laboratory

    1)The hand-washing pool should be set up near the exit of each laboratory. The water

    valve should be the automatic induction one, a long handle or pedal-style as well as the

    disinfectant soap is prepared for so as to wash their hands.

    2)The equipment and facilities for disinfecting the air and surfaces should be set up

    inside the laboratory.

    (2)The contingency plans for the environmental pollution should be developed in the

    laboratory and should be reported to be recorded in the county-level people's

    government administrative departments of the environmental protection. The

    contingency plans for the environmental pollution should regularly trained.

    (3)When the leak happens in the laboratory or causes the proliferation or causes the

    serious environmental pollution, the emergency measures should immediately be taken.

    The notification may be against the units and residents, and report to the local

    environmental protection administrative departments of people's governments and the

    relevant departments and finally the corresponding personnel should accept the

    investigation and handled.

    (4)The accident prevention measures and the contingency plans should be developed

    for the laboratories where the hazardous wastes may be generated according to the

    regulations and the national requirements to the combat pollution of the environment.

    The accident prevention measures and the contingency plans should be reported to the

    local people's governments at or above the county administrative departments for the

    environmental protection record.

    This laboratory must not be engage in deliver the ill microorganism experiment

    campaign of the high venereal disease.

    project. At the same time, Jilin province environmental protection department takes

    the responsibility for the check and accept of the project complete during the period of

    the "3 Same Time", inspects the implement of the environmental management plan,

    looks through the environmental inspection plan and the environmental inspection and

    testing report. .

    Jilin Province World Bank Loan Project Leading Group Office ( Province Project

    Office ): The Province Project Office assists the World Bnk environmental department

    to perform the environment supervision of the project.

    Songyuan City Environmental Protection Buerau: According to the requirements to

    the project of the World Bank environmental protection department and the province

    environmental protection department, Songyuan City Environmental Protection Buerau

    performs the environment supervision of the whole course of the project, the supervise

    inspection for the pollutive prevention and cure condition of the useless water, the waste

    gas, the noise and the dangerous trash in the laboratory. When the illegal behavior is

    found, Songyuan City Environmental Protection Buerau will order the corresponding

    personnel to rectify and reform the illegal behavior within the limited time. The

    inspection condition and the handling result should be recorded. After the inspection

    person has signed the report, the report is filed and is fed back to the inspected unit.

    Songyuan City Agricultural Committee: Songyuan City Agricultural Committee

    performs the unify programming of the project, arranges the coordinative project

    pre-construction and the project implement as well as the supervise management, the

    construction period and the operation period, superintends the environment project, the

    supervisor facility of the environmental protection of the project construction condition

    Environmental Supervision Department: The environmental supervision department

    assists the construction party to take the responsibility for the measures of the

    environmental protection of the construction scene to implement the condition

    supervision, at the same time, helps the environmental management department to carry

    out the daily environment supervision.

    The major responsibility of t he environmental supervision engineer is the following:

    ( 1) To ensure the permission and requirement of all the projects are permited and the

    environmental management plan to get the implement before the project is executed.

    ( 2) To verify that the construction unit and all operation workers of the project

    operation unit to agree to implement the measures of the environmental protection

    according to contract.

    ( 3) To perform the intercommunication with construction personnel. The purpose is to

    measures so as to offer the suggestions, to provide the project that is inconsistent with

    project original intention with the remedy measures. The engineer should issue the

    especially formal guide to the construction unit and the operation unit.according to the

    requirement.

    ( 4) To execute the intercommunication with the construction unit, the operation unit

    and the consulting person. The purpose is to enhance the intercommunication between

    them so as to obtain some other viewpoints about the special problem. And the purpose

    is to solve some problems that are met in the course so that the problems can be

    responded fast to the building management engineer with this solution that is helpful for

    problem; If the project has the sensitive goal and the latent infringement or the project

    has some unforeseen problems.

    ( 5) To supervise the implement of the environment monitoring plan during the

    construction period and supervise the project construction condition of the envirionment

    facilities at the "3 Same Time" as well as to ensure the complete time limit off the
