European Electricity Grid Initiative: Program budget - summary
Total program cost estimation is around € 2 bn in 9 years (2010 – 2018)
The cost estimation of the priority actions that need to start in 2010-2012 is around € 1 bn
The results are beneficial for the whole European energy value chain, requiring a comprehensive funding that must involve EC, the Member States, the regulators and industry.

Current ENTSO-E CIM/XML Profile
Current ENTSO-E Profile is the profile tested in UCTE IOP in March 2009 in Paris. THIS IS THE PROFILE THAT MUST BE IMPLEMENTED BY ENTSO-E MEMBERS. Updates of this profile should follow the approved Roadmap
Proposals for changes are welcome and will be discussed within ENTSO-E, IEC and will be tested in the ENTSO-E IOP once agreed among IOP participants.
Current ENTSO-E CIM/XML profile is published on ENTSO-E web site (CIM part: http://www.entsoe.eu/index.php?id=237)

Roadmap for future implementation of CIM
The aim: to structure the implementation effort. No yearly implementation. An exception could be only if a change is introduced which is critical for ENTSO-E processes
The implementation process is foreseen to last one year. On regular basis the implementation effort is foreseen every three years, if
necessary. Next versions of the ENTSO-E Profile have to be approved by System
Development Committee (SDC). In case of changes that affect operational data, System Operations Committee (SOC) decision is also required.
SDC or SDC&SOC decision ensures one year implementation period. Coming into force date is fixed and mandatory for TSOs
EXAMPLE: if the updated version of the 2nd ENTSO-E Profile for IOP 2011 is OK:- Approval by SDC and SOC- 2012 implementation year- Jan 2013 ENTSO-E switches to 2nd edition of the profile for all exchanges.

• Interoperability using the last Unified Modeling Language (v15 + Dynamics + any modifications agreed among test participants) – new draft of the 2nd edition of the profile
• Interoperability using 1st and 2nd editions of the profile, including naming convention
• Model Authority Sets (MAS), file headers, model assembling process• Incremental exchange• Exchange of short-circuit data according to IEC 60909• Exchange of dynamic models (standard models, user-defined models,
proprietary models) – Further developments in the part of dynamics are not expected due to lack of the time

Two main ENTSO-E processes are subject to CIM migration
System development • Still in migration period. • First data exchanges in CIM
started in February 2010.
DACF process• The goal is to complete migration stage
by the end of 2011• First test exchanges started on 8 June
2010 and finished in the end of August 2010
• Now the second stage of tests for DACF is running. TSOs are exchanging 6 files per day in CIM (one day in a week) . The goal is to verify the procedures and test Communication channels.
• TSOs are building their converters to CIM (operational systems to CIM)
“Planning exchanges” – required for TYNDP, regional initiatives, i.e. EU 3rd Energy Package
Day-Ahead Congestion Forecast process – stable exchange needed to support system operation

Why after two successful IOPs (March 2009 and November 2009) the real interoperability with 1st edition of the ENTSO-E CIM profile is still a very difficult task?

ENTSO-E exchanges in CIM – Lessons learned
Testing with real data is necessary. IOP test cases cannot fully represent all modelling approaches
More complex test models are needed. The role of CIMug and IEC in test models preparation is to be discussed
Some vendors introduced post IOP changes which made real interoperability not possible.
More strict rules on interoperability are needed to ensure that commercial products are really fully compliant with the Profile
Intensive communication between vendors and users is necessary to ensure right modelling and usage of right tools
Vendors should demonstrate their readiness to support ENTSO-E Profile

To reach interoperability with 1st edition of the ENTSO-E Profile:
TSOs are kept informed on the efforts to be done: ENTSO-E Committees meetings, various workshops
Actions have been taken to improve communication between TSO and vendors
ENTSO-E Secretariat is contacting involved vendors on daily basis To ensure future interoperability and improve
business process: ENTSO-E IOP 2011 will test both 1st and 2nd edition of the profile Strict validation of the naming convention will be done during IOP 2011 Vendors will be asked to export test models that they already have and
demonstrate interoperability The 2nd edition of the profile is fully based on the 452, 456, 453, 552, etc.

Network Modelling Database – time schedule, objectives
Preparation work and ENTSO-E decisions in 2010 EU tender started in Dec 2010; offers assessment is ongoing Contract expected in July 2011; NMD fully operational Jan 2012.
Objectives: To adapt ENTSO-E business process to an automatic CIM based data
exchange To have a system that supports the official ENTSO-E CIM profile and
supports development of next editions of the profile. In Jan 2012 NMD should support 1st and the 2nd (July 2011) editions of the profile
Provide automatic model assembling functionalities based on the ENTSO-E CIM profile, i.e. MAS, boundary sets.
Allow users to maintain TSO, regional, pan-European models; store scenarios; import/export full, partial, differential files
Allow specific queries, etc.

Common CIM Tools used by TSOs
CIMdesk Validation, visualization and editing tool developed by PowerInfo LLC, US Provides users with possibilities for direct editing of CIM files and
graphical visualization It is not related to the migration process. It will be used and maintained as
long as CIM /XML format is used Maintenance contact has been prolonged. A re-licensing rules were
agreed with ENTSO-E. Non ENTSO-E members can buy a license of CIMdesk. Requests should be addressed to PowerInfo LLC.
Migration converter Developed by EDF R&D, FR Converts from UCTE CIM to UCTE DEF (current version: version 02) and
vice versa To be used during the migration stage; useful only for DACF exchanges
in the RG Continental Europe Maintenance contract was prolonged until 31 Dec 2011.

Development and Implementation of CIM in ENTSO-E
November 2007: UCTE agreed to launch an initiative for development of new UCTE XML based data exchange format that will considered as a standard for exchange of load flow and dynamic data and allows performing of all kind of analyses as follows: steady state, unbalanced short circuit and dynamic analyses.
AhG UCTE format was established. May 2008: UCTE Steering Committee approved
Cooperation of AhG “UCTE format” with international organizations aiming at inclusion of UCTE needs into international standard
UCTE participation in EPRI project (CIM for Dynamics) Summer 2008: UCTE joins the EPRI Project and creates a liaison with
IEC TC57. UCTE CIM TF is established during CIM user Group meeting in Vasteras (June 2008)

related to CIM is implemented All contracts and agreements have been transferred from UCTE

Important ENTSO-E decisions
1 Oct 2009: System Development Committee (SDC) agreed that CIM/XML will be used in ENTSO-E data exchanges related to SDC activities (system studies, planning data exchanges)
2 Sep 2009: System Operations Committee (SOC) recommends: Regional Group Continental Europe: The change from the UCTE format to CIM
was decided by the UCTE Steering Committee. The goal is to switch to the new format before the end of 2010 at the latest (DACF exchanges)
Other Regional Groups to consider implementation of the standard with an aim of the pan-European harmonization
