ENTERPRISE RISK MANAGER POSITION: Junee Shire Council currently has a Enterprise Risk Manager position available for an enthusiastic individual to work supporting the Executive team as a trusted advisor to the Executive for the development and implementation of Council’s Enterprise Risk Management Framework together with associated systems, policy, procedures and programs to mitigate Council’s exposure to both strategic and operational risks. The position presents an excellent opportunity to pursue a career in the Local Government, WHS and Enterprise Risk. POSITION REQUIREMENTS: The position of Enterprise Risk Manager would ideally suit a person who is has previous experience and qualifications in the WHS and Enterprise Risk Management arena, who can interpret relevant Safety and Workers Compensation Legislation and can apply it with diplomacy. The ideal person will have excellent interpersonal and customer service skills, advanced computer literacy skills and will be motivated by continuous improvement. CONDITIONS: The position is graded in Council’s Salary System, with a salary range of $1,373.00 to $1,545.32 per week, depending on qualification skills and experience. ENTERPRISE RISK MANAGER

POSITION:

Junee Shire Council currently has a Enterprise Risk Manager position available for an enthusiastic

Purpose of Role:

To act as a trusted advisor to the Executive for the development and implementation of

Council’s Enterprise Risk Management Framework together with associated systems, policy,

procedures and programs to mitigate Council’s exposure to both strategic and operational

risks.

Contribution to the Business:

As a critical part of the office of the General Manager, the Enterprise Risk Manager

contributes to Council functions by assisting in the achievement of policy and organisational

objectives determined by Council’s Executive or legislation to facilitate a culture of

continuous improvement , health and wellbeing of the workforce

Key Responsibilities:

In order to be performing this role effectively, the Enterprise Risk Manager will deliver

appropriate standards of work in the following areas of responsibility:

1. Risk Management

• Develop and implement an effective enterprise risk management framework and

associated systems for the management and mitigation of risk.

• Lead the development, design, documentation and implementation of a risk management

system for managing and reporting risk within Council. This may include the design and

delivery of risk awareness training for Councillors, staff, volunteers and contractors, and

other stakeholders as they apply.

• Develop and maintain risk registers for all of council’s enterprise, strategic and

operational risks.

• Coordinate the StateWide Mutual Continuous Improvement Program.

• Promote Hazard identification, risk assessment and control practices to encourage

managers and staff to change at-risk behaviours.

• Complete scheduled internal audits of management systems and coordinate external

audits as required.

• Effectively communicate and promote risk, safety, quality and environmental

management systems, policies and programs at all levels of the organisation.

• Provide quality and timely advice to Council on all risk matters.

• Coordinate regular reviews as required of the Business Continuity Plan and provide

technical assistance to management and staff.

2. Work Health and Safety

• Develop, implement or maintain an effective and compliant enterprise WHS

Management System.

• Manage risks to health and safety of workers and others through the implementation of

controls based on the Hierarchy of Control.

• Develop, implement and review effective hazard and incident investigation and reporting

processes.

• Complete the StateCover Mutual annual self-audit on behalf of Council.

• Complete scheduled internal audits of management systems and coordinate external

audits as required.

• Ensure compliance with relevant legislation and laws.

• Provide safety induction and training services to ensure all staff are aware of systems,

policies and programs.

3. Public Liability

• Develop, implement and maintain policies and procedures for the management of public

liability risks to Council.

• Investigate and report on all public liability claims and work with Council’s insurers and

legal counsel to achieve the best outcome for Council.

• Develop and implement a regime of inspections of council infrastructure that meets best

practices for footpaths, playgrounds, roads stormwater/drainage, buildings, council

controlled land, parks/reserves, public swimming pools/gyms/sports centres, signage for

remote supervision and any other asset that may present an public liability risk exposure

to council.

• Collaborate with StateWide Mutual to reduce council’s exposure to risk through active

participation at regional risk management group meetings, mock trials, workshops and

conferences.

4. Workers Compensation

• Manage Councils workers compensation and injury management processes.

• Undertake the role of Councils Return to work Coordinator.

• Undertake the effective case management of injured employees.

• Ensure effective incident reporting and injury management processes are implemented

and that they comply with all relevant legislation and insurers policy/procedures.

• Work collaboratively with StateCover Mutual claims managers to achieve effective

outcomes for council.

• Undertake all administrative duties associated workers compensation.

5. Administration and resources

• Provide assistance in the completion of tasks under the direction of the General

Manager.

• Provide advice and guidance to the Work Health and Safety Committee.

• Provide assistance as required to the Audit and/or Risk Committee(s), including internal

and external Auditors. Participation may be required through assisting with the

implementation of any Audit Report recommendations in the areas of compliance, risk

management, Work Health and Safety, Code of Conduct and integrity issues.

• Attendance to providing reports as required.

• Contribute to the assessment of a range of relevant issues.

• This position requires specialist knowledge (refer to 'Experience and

• Qualifications'). On-the-job training will be provided where required.

6. Projects and Continuous Improvement

• Participate in, contribute specialist expertise and implement changes to processes and

systems in response to changing requirements, such as:

• internal policies and standard operating procedures.

• other projects associated with improvement and change objectives for the directorate.

• Liaison with Council’s Risk and WHS insurers may be required to support positive

outcomes of continuous improvement.

As an authorised ‘Officer of the Corporation’ (WHS ACT 2011)

given by the person conducting the business or undertaking to allow the person to

• cooperate with any reasonable policy or procedure of the person conducting the

business or undertaking relating to health or safety at the workplace that has been

notified to workers.
