EXECUTIVE SUMMARY

NS2020 Enterprise Infrastructure Solutions (EIS) is the latest in a series of

groundbreaking contracts that keeps the General Services Administration (GSA) at the

forefront of shaping the telecommunication’s landscape for the Federal Government.

Providing affordable access to the latest industry capabilities and products and

transforming the current operational environment with such initiatives as Category

Management will streamline the means by which agencies are able to acquire all of

their goods and services. GSA has crafted a contract framework that will allow

CenturyLink to deliver a service architecture that will yield ongoing savings to the

government and taxpayers well beyond the EIS program life.

Platform CenturyLinkTM, shown in Figure ES-1, represents the evolution of

CenturyLink’s service offerings and is designed to ensure GSA and the agencies benefit

from continuous product and service

innovation. All CenturyLink services are

layered in a fully converged architecture

with integrated access, cybersecurity,

diagnostic monitoring, and managed

network services, as shown in

Figure ES-2, that will enable smooth

migration from legacy services to Platform

CenturyLink to CenturyLink’s future

programmable services backbone (PSB)

that will offer network function virtualization

(NFV) pods and software-defined

networking (SDN).

Supporting our product offerings is CenturyLink’s Federal Business Unit, a dedicated

organization of more than 600 people that is singularly accountable to and responsible

for the Federal Government’s needs. Direct support to the EIS contract is provided by

our EIS Program Management Office (PMO), which is discussed in the Management

Response, Section 1.1.

Network Services—advanced communication services that allow agencies to

transform the business of government.

Cloud Services—full application and infrastructure virtualization allows

agencies to support their missions with mobile, cost effective, and secure

resources.

Application Marketplace—movement of services to the application layer

requires a robust marketplace capability to rapidly add services. The EIS web

interface will provide access for agencies to manage their services and add new

services using click-button provisioning.

EIS Automation—CenturyLink’s future PSB will provide for NFV pods to be built

directly into the network and data centers; a core component of CenturyLink’s

NFV and SDN strategy.

continuous improvement cycle. We leverage lessons learned from our Federal

Government contract experience as well as industry best practices to improve business

processes, without sacrificing our highly individualized service supporting EIS

customers’ unique requirements.

The consolidation of more than 80 local service agreements into EIS further

simplifies acquisition across the portfolio and establishes that technology is global.

Local oversight is a key contributor to technology adoption, but the initiative needed to

achieve economies of scale in a global technology environment cannot be discounted.

Flexibility and Agility—Our PMO is highly adaptable and fully accountable, with

proven processes for serving federal agencies and a culture that rewards customer and

mission-centric behaviors. CenturyLink is a full service provider with an integrated

service platform that allows for flexibility and agility.

Support Systems—CenturyLink’s support systems will combine a simplified EIS

user web interface with navigation links to functional areas. A publicly available web

page will provide information on CenturyLink’s offerings including program support

contacts. Authorized EIS users will be given access to additional information during the

fair opportunity process and throughout the contract’s performance period.

Transition—CenturyLink affirms its commitment to work with GSA in transition

planning and implementing Networx lessons learned and risk mitigation strategies to

reduce agencies’ EIS transition risk.

CenturyLink’s technology offerings enable

agencies to enhance and transform services

will work with incumbent contractors and

ordering agencies to minimize program

delays.

value of Industry Day networking opportunities and engages several small businesses

from these events to support EIS product and service offerings.

CenturyLink is also a long standing member of various trade associations that

support small business growth, such as the National Minority Supplier Development

Council (NMSDC), Women’s Business Enterprise National Council (WBENC), U.S.

Women’s Chamber of Commerce (USWCC), and the American Council for Technology-

Industry Advisory Council (ACT-IAC). CenturyLink’s Subcontract Analyst for Strategic

Sourcing and Small Business Programs is an active participant in ACT-IAC’s Small

Business Alliance. This position also has the responsibility of ensuring that all internal

business units scrutinize contract proposals for small business teaming opportunities to

increase our subcontracting spend.

CenturyLink’s strategy for achieving our subcontracting goals include:

Ongoing on-ramping of small businesses to augment TO requirements for the

duration of performance for EIS

Increasing outreach activities to gain greater exposure to vendors with

competencies that align with EIS functional areas in underutilized business

classifications (e.g., SDVOSB, women-owned small business (WOSB) and

HUBZone)

Establishing internal small business set aside opportunities for subcontractors in

response to EIS TOs

Expanding teaming opportunities with small businesses through agency-level

Office of Small and Disadvantaged Business and local Procurement Technical

Assistance Centers (PTACs), state Small Business and Supplier Diversity

offices, faith-based organizations, and trade associations to ensure a high

composition of small business subcontractors and boost small business spend

Incorporating CenturyLink’s protégé under the GSA Mentor-Protégé Program into

areas to help develop and expand contracting opportunities for them in

compliance with the objectives of our mentor- protégé agreement.

complies with GSA’s incentive for prime contractors per GSAM (GSAR) 519.7004 9 (c )

SUBCONTRACTOR SELECTION STRATEGY

As part of our strategy to meet the small business subcontracting goals, CenturyLink

has assembled a diverse team that can effectively respond to TO requests in a timely

manner.

The CenturyLink team includes Federal

service providers that align with EIS functional

areas and are recruited on the basis of their core

capabilities, past performance, financial stability,

and geographic coverage. Our subcontractors

not only complement CenturyLink’s suite of

telecommunications service offerings, but they

also have recent DoD and civilian agency experience in successfully performing work

for the Federal Government similar to that required by the EIS Request for Proposal

(RFP). The CenturyLink EIS team is ready to perform throughout the entire U.S.

(CONUS and OCONUS), as well as at international sites. Our combined CenturyLink

and subcontractor experience will ultimately benefit GSA’s EIS program with clear

approaches to current and existing challenges.

(1) Demonstrate that its subcontracting plan represents a creative and innovative

program for involving small, HUBZone small, small disadvantaged, women-

owned, veteran-owned, and service-disabled veteran owned small business

concerns in performing the contract.

sharing opportunities between regional customers who interact with CenturyLink’s

futurists and technologists and other innovators in the emerging business community,

including CenturyLink agency customers. These events, which take place in

Denver, CO, Washington, D.C. and Monroe, LA, will enable accessible user

participation across geographically dispersed locations.

(3) Demonstrate through its plan that it understands the small business

subcontracting program’s objectives and GSA’s expectations, and it is committed

to taking those actions necessary to meet these goals or objectives.

CenturyLink’s subcontracting plan aligns with GSA Small Business Program

objectives to support small business growth, as we offer small businesses an

opportunity to gain invaluable past performance experience and demonstrate their

competencies through subcontracting and eventual prime contracting work. This

operational model creates a solid value proposition that is beneficial to GSA and

provides a cost effective solution for goods and services through our small business

subcontractors. CenturyLink’s demonstrates its small business utilization efforts through

extensive planning efforts in the procurements of goods and services in our

subcontracting plan.

CenturyLink is confident that we can meet the subcontracting target goals for this

EIS solicitation due to increased outreach activities that expand our vendor portfolio,

enhanced opportunities under our mentor-protégé program, innovative programs such

as our “We Talk, Listen and Innovate” program, and other small business utilization

CenturyLink has a wide breadth of sources available to identify potential

subcontractors for solicitation purposes:

a. Primary: Existing CenturyLink source lists, existing CenturyLink Corporate

source lists, Small Business Administration, Small, Small Disadvantaged,

Women-Owned, Veteran Owned, and Service Disabled Veteran Owned

business trade associations as well as suppliers that utilize the

aforementioned business concerns themselves.

b. Secondary: National Minority Supplier Development Council (NMSDC) and

their regional affiliates, Women's Business Enterprise National Council

(WBENC), Minority Business Development Agency (MBDA), the Association

for Federal Information Resources Management (AFFIRM), the American

Council for Technology (ACT) - Industry Advisory Council (IAC), the Armed

Forces Communications and Electronics Association (AFCEA), The

Professional Services Council (PSC), System for Award Management

(SAM.gov), Dynamic Small Business Search, Ethnic Business Chambers of

Commerce, Procurement Conferences, Trade Shows, Veteran’s

Organizations, CenturyLink Employee's Ethnic Organizations and direct

inquires from small business concerns through the small, minority and women

owned business website.

Once a potential subcontracting source has been identified, an in-depth analysis of

its product and/or service capabilities, past performance, financial stability and

references is conducted. Once this analysis is complete, the source is entered into the

CenturyLink database. When a need is identified, the most qualified vendors are

selected for Request for Quote/Request for Proposal (RFQ/RFP submission.

CenturyLink analyzes all bids then selects the most qualified vendor.

CenturyLink supports many of the trade fairs, ethnic business chambers of

commerce and associations throughout the country. There is CenturyLink

representation on the NMSDC board and its regional affiliates. CenturyLink

representatives attend many of the local trade fairs including those of the SBA, MBDA,

and ethnic business chambers. At these functions, the representatives are available to

identify potential small business resources and to answer any questions. Human

resources are not the only resources provided by CenturyLink. The company funds

these organizations through its support and sponsorship of various trade fairs,

conferences, and expositions each year.

CenturyLink has also sponsored networking sessions for its strategic suppliers and

potential small business subcontractors to meet one another for the purpose of forming

alliances to meet our needs.

unsuccessful small business subcontract offeror in writing of the name and location of

business, HUBZone small business, small disadvantaged business, or women-owned

small business concern.

(7) Assign each subcontract the NAICS code and corresponding size standard that

best describes the principal purpose of the subcontract.

VII. REPORTING AND COOPERATION:

CenturyLink agrees to:

(10)(i) Cooperate in any studies or surveys as may be required;

(ii) Submit periodic reports so that the government can determine the extent of

compliance by the offeror with the subcontracting plan;

(iii) After November 30, 2017, include subcontracting data for each order when

reporting subcontracting achievements for indefinite-delivery, indefinite-quantity

(iv) Submit the Individual Subcontract Report (ISR), and/or the Summary

Subcontract Report (SSR) in accordance with paragraph (1) of FAR 52.219-9 (d) using

the Electronic Subcontracting Reporting System (eSRS) (http://www.esrs.gov), following

the instructions in the eSRS.; The reports shall provide information on subcontract

awards to small business concerns (including ANCs and Indian tribes that are not small

businesses), veteran-owned small business concerns, service-disabled veteran-owned

small business concerns, HUBZone small business concerns, small disadvantaged

Reporting shall be in accordance with FAR 52.219-9, or as provided in agency

regulations;

plant-wide or company-wide basis, unless otherwise indicated):

1. Source lists (e.g., SAM), guides, and other data that identify SB (including ANCs

and Indian tribes), VOSB, SDVOSB, HUBZone, SDB (including ANCs and Indian

tribes), and WOSB concerns.

2. Organizations contacted in an attempt to locate sources that are SB (including

ANCs and Indian tribes), VOSB, SDVOSB, HUBZone, SDB (including ANCs and

Indian tribes), and WOSB concerns.

3. Records on each subcontract solicitation resulting in an award of more than

$150,000, indicating:

(A) Whether small business concerns were solicited and, if not, why not;

(B) Whether veteran-owned small business concerns were solicited and, if not,

why not;

(C) Whether service-disabled veteran-owned small business concerns were

solicited and, if not, why not;

5. Records of internal guidance and encouragement provided to buyers through:

(A) Workshops, seminars, training, etc.; and

(B) Monitoring performance to evaluate compliance with the program's

requirements.

6. On a contract-by-contract basis, records to support award data submitted by the

offeror to the government, including the name, address, and business size of

each subcontractor.

IX. STATUTORY REQUIREMENTS (Found at FAR 19.702)

Any contractor receiving a contract for more than the simplified acquisition

threshold must agree in the contract that SB (including ANCs and Indian tribes),

VOSB, SDVOSB, HUBZone, SDB (including ANCs and Indian tribes), and

WOSB concerns will have the maximum practicable opportunity to participate

in contract performance consistent with its efficient performance.

It is further the policy of the United States that its prime contractors establish

procedures to ensure the timely payment of amounts due pursuant to the terms

of their subcontracts with SB (including ANCs and Indian tribes), VOSB,

SDVOSB, HUBZone, SDB (including ANCs and Indian tribes), and WOSB

concerns.

See 19.702(a)(1) for requirements that are imposed in negotiated acquisitions,

and (a)(2) for requirements that are imposed in sealed bidding acquisitions.

As stated in 15 U.S.C. 637(d)(8), any contractor or subcontractor failing to

comply in good faith with the requirements of the subcontracting plan is in

material breach of its contract. Further, 15 U.S.C. 637(d)(4)(F) directs that a

contractor’s failure to make a good faith effort to comply with the requirements

of the subcontracting plan shall result in the imposition of liquidated damages (see

19.702(c) and 19.705-7).

X. DESCRIPTION OF GOOD FAITH EFFORT (Also refer to 13 CFR 125.3(d),

Determination of Good Faith Effort)

CenturyLink will take the following steps to demonstrate compliance with a good

faith effort in achieving small business subcontracting goals:

(a) Assure it will make a good faith effort to acquire articles, equipment, supplies,

services, or materials, or obtain the performance of construction work from the small

business concerns that CenturyLink used in preparing the bid or proposal, in the same

or greater scope, amount, and quality used in preparing and submitting the bid or

proposal. Responding to a request for a quote does not constitute use in preparing a bid

or proposal.

(b). Assure that it will provide the Contracting Officer with a written explanation if

CenturyLink fails to acquire articles, equipment, supplies, services or materials or obtain

the performance of construction work as described in FAR 52.219-9(d)(12). This written

explanation will be submitted to the Contracting Officer within 30 days of contract

completion.

(c ) Assure that it will not prohibit a subcontractor from discussing with the

Contracting Officer any material matter pertaining to payment to or utilization of a

subcontractor.

(d)(a) Counsel small businesses on subcontracting opportunities that may exist, as

well as developing possible mentor protégé relationships through participation in federal

programs.

(e)(b) Maintain liaison with CenturyLink Procurement and Contracting personnel on

SB, HZSB, SDB, SDVOB, VOSB, and WOSB concerns.

(f)(c ) Monitor compliance with the 'Utilization of Small Business Concerns' clause.

(g)(d) Administer the Company's Small Business Subcontracting Plan.

(h)(e) Disseminate information regarding the Company's plan and Program to

CenturyLink Contracting agents.
