Acknowledgement of Myanmar Development Research

This edition of the “Fact Book of Political Parties in Myanmar (2010-2012)” is the first published collection of facts and information of political parties which legally registered at the Union Election Commission since the pre-election period of Myanmar’s milestone 2010 election and the post-election period of the 2012 by-elections.

This publication is also an important milestone for Myanmar Development Research (MDR) as it is the organization’s first project that was conducted directly in response to the needs of civil society and different stakeholders who have been putting efforts in the process of the political transition of Myanmar towards a peaceful and developed democratic society.

We would like to thank our supporters who made this project possible and those who worked hard from the beginning to the end of publication and launching ceremony. In particular:

Introduction

The 2010 election was significant as it witnessed the revitalization of key political actors and political parties which had disappeared from the political arena for about 50 years. This political transition gives Myanmar civil society organizations an opportunity to better address the needs of the public and promote transparency.

Myanmar Development Research has been involved in research topics such as socio-economic affairs, infrastructure development, market potential, policies and structure of organizations and other general research. Since Cyclone Nargis, MDR has conducted research by building strong relationships with communities, social organizations, ministries and government departments, parliamentarians and international organizations.

Based on the research experiences of MDR in various sectors, people at all levels and organizations with different background and interests, MDR realizes the necessity of collaborating with individuals and organizations from all sectors in transitioning to a full democracy. At the same time, MDR recognizes the difficulties that different stakeholders have faced in working collaboratively. Limited access to valid information and reliable information sources by different stakeholders can be seen as challenges in indentifying whom they should connect with trust. Therefore, the primary purpose of this factbook is to act as a catalyst for building cooperation among different stakeholders who are striving for a transition which could create a democratic society with equitable chances and enabling environment for all.

The Methodology and Process

Myanmar Development Research has taken the following methodological steps and process in creating the factbook:

(1) MDR consulted civil society organization leaders and political party leaders for references and guidance in the initial stages of the book.

(2) In the first week of June 2013, MDR met with the Union Election Commission for statistical data and references. The Commission gave valuable insight based on their experiences and commended MDR on their efforts on the project, highlighting the importance of this undertaking.

(3) With the help of Capacity Building Initiative from Local Resource Centre MDR was able to publicize the factbook and get feedback on the project from other civil society organizations before starting the data collection.

(4) Additionally, MDR sent formal letters to all 56 parties requesting support and advice.

(5) MDR conducted a weeklong trial data collection before officially collecting data in the third week of June.

(6) Actual data collection began in the last week of June. MDR researchers had scheduled appointments with party spokespersons and leaders for data collection well before actual data collection. Arrangements were also made to meet with executive members of parties to address research questions as they came up. In circumstances where a face to face discussion for data collection was not possible, MDR communicated through mail, phone call,fax or through other available means.

(7) MDR researchers maintained a list of collected data and made every attempt possible to contact party representatives to verify facts via phone or mail. These facts were also cross-checked with information from the Election Commission.

(8) Researchers maintained contact with parties by regularly communicating through mail and phone calls to ensure data received in time.

(9) MDR researchers put their great efforts, worked day and night to make the fact book ready to print in time.

(10) As a final step, the “Fact Book of Political Parties in Myanmar (2010-2012)” will be presented to civil society organizations, political parties, and the concerned government departments and the people of Myanmar through a launching ceremony in the last week of March 2014.

Difficulties and Challenges

Myanmar Development Research faced various challenges from the beginning of the data collection for the fact book. These challenges MDR faced with are reflective of the challenges facing most political parties in Myanmar. Due to all these challenges and difficulties, MDR was not able to fulfill its desire to provide as much detailed information as possible.

These difficulties are as listed:

(1) While all of the parties wished to support MDR by providing accurate data, the parties themselves lacked a systematic system to collect data and did not have proper record keep system or data-base system for most of the important information and data such as number of party members, party gender distribution, representative’s biographies, number of representatives in parliamentary committees, number of drafts of laws submitted by representatives and number of bill proposals from party representatives. MDR experienced delays in data collection and is missing some facts in the factbook because the facts were not confirmed by the party.

(2) Some of the parties did not have information on proposals, questions and drafts of bills submitted by their party’s representatives.

(3) MDR referenced data provided by the Union Election Commission when parties were not able to send data in time.

(4) MDR found difficulty for parties that wanted to modify and update their data in the final stages of the project and after the deadline for sending the information and data at latest.

(5) Throughout the process of organizing the fact book, Myanmar Development Research has tried to consider the viewpoints of all parties and has made every attempt to give an unbiased synopsis of providing the information, especially such as “Brief Background of the Party”, keeping the ethical notion of “Do No Harm”. Accordingly, MDR did as little editing as possible on some statements of one party that might be negatively interpreted by another party or other parties, while tightly maintaining the view and narrative of the parties.

(6) At last, MDR admit that the fact book is not a flawless and perfect one, apologizing in advance for any inconvenience caused for its users.

The Structure of the Fact Book

“The Fact Book of Political Parties in Myanmar (2010 - 2012) ” is the compilation of facts for the 56 political parties in Myanmar starting from the pre-election period in 2010 to the post-election period in June 2013.

The facts and information of the fact book is presented by three different sessions-

(1) Parties which competed in the 2010 and 2012 elections and won the seats

(2) Parties which competed in 2010 and 2012 elections but did not win any seats

(3) Parties which have not yet competed in the 2010 and 2012 elections

The data for each party is organized as follows:

The fact book is published in Myanmar and also in English. A soft copy of the book in two languages is located inside of the back- cover.

Brief Party Background

The 88 Generation Student Youths (Union of Myanmar) was established on 25 September, 2005. The

88 Generation Youth Student Party has been active in leading Anti Sanction Activity (2007), organizing the

public and assisting in drafting the National Consitution in 2007. The party has also pushed for democractic

reforms since 2009.

On 22 March, 2010, the party applied to the Election Commision Board for permission to register. In

the 2010 election, the thirty nine representatives from the party competed for Amyotha Hluttaw, Pyithu Hlut-

taw and State and Regional Parliament.

Kayan National Party



The Kayan people along with the rest of the nation have been active in pushing for democratic reform. As the Kayan fragmented by British colonial in the history the Kayan national party believes that their political party’s role is to organizing the Kayan nationals and unites the Kayan nation.

Kayin Peoples Party (KPP)



The Kayin Peoples’ Party was legally registered on 21 May, 2010 (registration number 9). A media

permit for news and for publishing literature also was registered on 9, June, 2010 (Code No. Na Tha-002). On

17 July, 2010, the location of the party Head Office was moved from H/No.51, Taw Win Street, No.3 Block,

Shwepyitha to the current new location of Party Office. At first, there were (16) Party Central Executive Com-

mittee Members. Daw Naw Tapa Lay (deceased) and U Aye Ko, Vice Chairman (resigned) and the other three

executive members resigned from the Executive Committee. As of 6 July, 2013, party records show that there

are 20 Central Executive Members. The Central Executive Committee meeting is typically held every month,

and party news is published every four months.

Kayin State Democracy and Development Party (KSDDP)



The Kayin State Democracy and Development Party believes that all of the peace building as well as

armed groups should participate in the political process. Development of Kayin Buddhist Association (DKBA)

also intends to reform as a political party as well as other Kayin youth who wish to transform as Border Guard

Army. For the development of Kayin nationals and for the Kayin State to gain democratic rights, peace and

National Unity Party



The National Unity Party was established on 24 September, 1988 base upon the transformation of

Burmese Socialist Party. At the beginning, U Thar Kyaw was selected as party Chairman, but U Tun Ye is currently

Ethnic National Development Party (ENDP)



Mara ethnic groups from the three townships of Htan Tlang, Paletwa, and Matupi, established the

Mara Peoples’ Party in 1990, and won a seat in Hluttaw. The party was abrogated on 11 March, 1992 by the

military government. The Mara Youth Conference which was held in the first week of December 2009 in Sa-

baung Pi village, where Mara Leaders decided to reestablish the party. On 10 April, 2010, they met once again

in Lailin Pi village and gave responsibilities to U Va Cing (Pu.VaChei) and his friend to register the party under

the name of Ethnic National Development Party (ENDP). On 16 June, 2010 the Ethnic National Development

Party was registered legally under the registration number (33).

Danu National Democracy Party



The intention to establish a Danu political party was planned far before 2010. The party was not able

to compete in the 2010 election but competed as an individual candidate. On 11 May, 2012 an organizing

committee was formed at the chairman’s residence, Ywarngan village. On 3 July, 2012 the party registered

legally with the registration number (52). On 18 October, 2012 the party opened its party head office.

Pa-O National Organization (PNO)



On 1 August 1950, Pa-O nationals temporarily organized the Union of Pa-O National Organization. On 1

March, 1951 the Union of Pa-O National Organization was recognized as a political party. In 1962, the activities

of Union of Pa-O National Organization were halted due to changes in the country’s political circumstances.

In 1988, the party was granted permission to partake in multi-party democracy system. On 24 March, 2010,

Union Solidarity and Development Party



In establishing a political party, it is most important to choose the right political system for the nation.

The Union Solidarity and Development Party (USDP) chooses the right political way for the context of develop-

ing Myanmar.

The Union Solidarity and Development association was established on 15 September, 1993 as and as-

sociation to organize the public and gain support. The party was mainly formed by youth without any political

bias, which was united under the purpose of national tranquility and development. The party supported and

assisted the government during its transition to a democracy and focused its efforts on managing the new

poltical system.

The Union Solidarity and Development association at every stage of the process towards democracy

and building a multiparty system. The party was also involved in developing the 2008 constitution. In 2010, the

Rakhine Nationalities Development Party (RNDP)



The party believes that the 2008 Constitution was not fully in compliance with international democrat-

ic norms and there are many weaknessess as it fails to consider the role of ethnic people and other members

of the public. The party was formed by active rakhine nationalists, social activists, and the old politicians had

Shan Nationalities Democratic Party



On 8 April, 2010 the Shan Nationalities Democratic Party was established at U Sai Ai Paung’s home

in Yangon. The party felt it necessary to establish a political party for Shan ethnic people as executives of the

former Shan political party, also called the Tiger’s head party (Shan National league for Democracy) were im-

prisoned. Although, the party did not agree with the principles of the 2008 constitution, the party felt it neces-

sary to have a space for promoting their political platform and partake in the reform process. The party feared

that another opportunity to gain political traction would not arise again and agreed amongst its members to

be involved in the elections to represent the Shan people and Shan State. The party was formed by the (15)

Wa Democratic Party



The Wa Democratic Party was founded to support the needs of the Wa people that had lived in

isolation. The Wa People had suffered greatly under the 30 years rule of the BAKAPA (Burmese Communist Party ).

The party believes that the 2008 constitution gives an opportunity to address the development, reconciliation,

peace for the Wa as well as the other ethnic groups in the Wa region. On 7 April, 2010 the party was founded

with (15) representatives representing ethnic people from Southern and Nothern parts of the Wa region.

U Khun Tun Lu, a native Wa and son of Pang Long Saw Bwar (Tribal Head) from Pang Long was elected as

Chairman,and U Sai Pao Nat was elected as General Secretary. On 2 June, 2010 the party was registered

(registration# 29).

New National Democracy Party



Old members from the National League for Democracy Party (NLD) reorganized and founded the

National Democratic Force (NDF) to enter in the 2010 election. In that election, the party won four seats in the

Thingangkyun constituency. On 4 July, 2011 these represents applied to form the New National Democracy

National Democratic Force (NDF)



The National Democratic Force (NDF) was founded on 25 May, 2010 and it received party registration

on 9 September, 2010 (registration number 38). The party was established by 19 founding members, and

formed two wings- the Political leading Committee and Central Executive Committee. U Khin Maung Swe has

been playing the role of party leader and Dr. Than Nyein has been leading the central executive committee.

The party entered the 2010 election competing for 161 seats in total for different Hluttaws in the 2010

elections. The party competed against the Union Solidarity and Development Party (USDP)and won 16 seats

in total-specifically 4 seats in Pyidaungsu Hluttaw and 8 seats in Pyithu Hluttaw, and 4 seats in the Regional

Hluttaw.

In the 2012 by-election, the party first entered in 13 constituencies, but later ended up with 11

constituencies since two constituencies- Phar Kant and Moe Kaung of Kachin State were removed from the list.

The party won no seats in the by-election.

On 10 January, 2011 Dr. Than Nyein retired from his role of party leader due to health conditions and

thus, U Khin Maung Swe became party leader. At the same time, the vacant seats of the Party CEC were filled

through internal elections.

In November 2010, U Thein Nyunt, then the second party leader, and the other four elected MPs set

up a separate party. The three other elected MPs resigned from the party and joined the National League for

Democracy (NLD).

On 1 January, 2013 one of the party members Dr. Tin Shwe was appointed as Deputy Minister at the

Ministry of Hotel and Tourism.

National League for Democracy



In 1988, the country revolted against the dictatorship but was oppressed by the army. After the 88 movement, various political groups united to oppose the dictatorship. The group lead by Daw Aung San Suu Kyi with technocrats, U Tin Oo with war veterans and the group led by U Aung Gyi (former General) were united to-gether as the “Aung Su Tin” group, and continuously fought for Democracy. When the government announced to hold elections, on 27, September, 1988 the National League for Democracy (NLD) vowed not to give up until they attained democracy. In the 1990 election, although the party had won most of the constituencies in a landslide the military government did not recognize the result of the election. U Tin Oo and Daw Aung San Suu Kyi were arrested and detained. In the 2010 election, the NLD did not compete believing that it was not transparent and unfair. Their participation in the election was also cancelled, because the party chairman, Daw Aung San Suu Kyi was under house arrest. In the 2012 By elections, the party competed for seats in 44 vacant constituencies and won 43 seats.

Kokang Democracy and Unity Party



In August 1988, the government had announced that it had opened the country to get on the pathway

to democracy. In response to this announcement, members of the Kokang ethnic group founded the party on

6 November, 1988 and registered it with the General Election Commission in Yangon. Since then members of

the Kokang Democracy and Unity Party have been actively involved in contributing democratic ideas for the

National Parliament conference.

Modern People's Party



The Modern People's Party has conducted research on the fall of global socialism during cold war. The

party believes that socialism is only able to transform peacefully to industrial-capitalism at its apex. Since the

1980s, the party has been researching as a “modern political science and economic” research group.

During the military regime, the party’s research was focused on finding the best ways to attain

democracy and offered ways to enhance cooperation between the Hluttaw, political parties and other major

players. The party’s intent is peace. The party has also conducted research on the policies of local and foreign

countries and shared results of their research to the government, public and other foreign countries.

Party for Unity and Peace



On 12 July, 2011 members of the party applied for registration to the Union Election Commission.

In cooperation with other democratic parties the party began undertaking political activities external to

Hluttaw affairs. In the 2012 by-election, the party competed for (3) seats in the Pyithu Hluttaw, and (1) seat in

the Amyotha Hluttaw. In cooperation with other democratic parties, the party is supporting peace building,

resolution of farm conflicts, and transformation of the federal union.

United Democratic Party (UDP)



The United Democratic Party was founded in 1992. Tha Khin Soe (Master Soe)was the first chairman.

In the 1990 election, the party was the only party which attempted to reconcile the differences between

politicians, the public, and the army. In February 1992, the party was abrogated. Despite this, the party

remained active by supporting efforts to improve technology in science, politics, economy, and research. The

party worked with the National League for Democracy (NLD) in their efforts for reconcilation. In the 2010

election, the party registered again as the United Democratic Party. The party aims to strive towards peace and

unity with all of the ethnic groups within the country.

Democracy and Peace Party



In May 2010, The Democracy and Peace Party registered at the Election Commission Nay Pyi Taw

(registration #14). The party’s history dates back well beyond this date. It inherits its name from the League

for Democracy and Peace Party which was formed by the country’s first Prime Minister U Nu (he was also the

Prime Minister during the 1962 military coup) at the height of the 88 mass protest (29.08.1998). The party was

initally formed as a“League”during the “era without democracy”(which lasted over 26 years after the 88 move-

ment) and was a collective of political forces joined under the singular goal of promoting democracy. The party

officially registered as a political party in 2010.

The party maintains belief in the Buddhist principles on which it was founded called “Bramasoe Dham-

ma”. (Pratice good deeds based upon good morale and morality). The party uses this principles to address po-

litical issues , believing that democratic principles alone are insufficient to change the country to a democratic

society after having been under a dictatorship for so long. The Party believes that the principle of “Bramasoe

Dhamma” will guide to the way of democracy based upon good morale and morality.

Union Democratic Party



The Union Democratic Party was organized before 2010 by (10) student group yet the party was not

ready to compete as on opposition group or party. In the 2010 elections, this group connected with the lawyer,

Mr. Ko Htay (Hlaing Thayar) from on ethnic politicians group. With his suggestion, they were ready to compete

in the 2010 election. Ko Phyo Min Thein, Ko Thein Tin Aung and Ko Thaung Win established the party. In March,

2010, the party was registered legally by the leading of ethnic friends, U Shwe Ohn and Kyaw Win Maung. The

chairman was Ko Phyo Min Thein, vice-chairman was Ko Htay, and the central executive officer was U Shwe

Ohn. The Party got much support from the young students. The party did not want to compete in the 2010 side

elections due to Union Solidarity and Development Party’s limitation upon the political parties’ campaigning.

The party did however, compete in Hlaing Thayar Township, Tamwe Township and Bago division. The party

could not recruit and work much under the limitation of Union of Solidarity Development Party (USDP). The

party still does not have the precise structural organization and planning for the 2015 elections.

The Union of Myanmar Federation of National Politics



The party was started by Ko Aye Lwin who was one of the student leaders that led the democratic

revolution at the Yangon Institute of Technology compound in March 1988. He had organized the students as-

Peace and Diversity Party



U Nay Myo Wai, U Aung Myo Oo, U Nyo Min Lwin and U Tin Maung Aye are the main players in the

party. Before the formation of the party, these members met informally to discuss politics. From an early age

U Aung Myo participated in boycotts and demonstrations. In 1996, he was arrested and sent to prison for a

political speech in Hledan, Kamayut Township. In 2005, U Aung Myo and U Nay Myo Wai joined together with

the intent of motivating the public. They have connections with Daw Cho Cho Kyaw Nyein. By hearing of U Thu

Wai who said to the media that the registration law would be strongly restricted, they established the party

immediately. Though there were weakness in the 2008 constitution laws, they anyhow accepted it. The party

was registered legally with the registration number 25. According to the registration law, there were two ways

in which a party could register which was registration through regional (division) level and state level. But,

our party could organize around the country. The people from Bogalay, Ayeyarwaddy were not allowed to be

member of the party head office in Yangon. If we want to be the member in two or three regions (division), the

member of the party central executive must be at least (15) persons and above.

Democratic Party for Myanmar New Society



The Democratic Party for Myanmar New Society is not created for personal gain and for obtaining

power. It aims to liberate the public from conditions created by living in 20 years without a constitution and the

party aims to build a consitution based on a foundation of democratic principles and human rights. The party’s

agenda is to provide support for national reconciliation, exoneration of exiles and release of political prisoners.

With these ambitions, the party was formed and registered in 2010. However, the party did not particpate in

the 2010 election as it did not have proper permission. In the 2012 by-election, the party reentered and com-

peted in three townships- Hlegu, Dagon Seikkan and Thone Khwa.

Myanmar National Congress



U Kaung Myat Htut, the chairman of the party focused on the release of political prisoners in 2008. He

had intended to help the public to comprehend the reasons behind the 2008 constitutional reform. With U Ye

Tun who, U Kaung Myat Htut had tried to re-establish the party. He led a Myanmar political analysis discussion

in September, 2009. The party did not enter in the 2010 election as three members of the party were unable

to compete. (Despite this, U Kaung Myat Htut entered as an individual in South Oakalar constituency)

In 2011, the party was established once again as Myanmar National Congress Party. In cooperation

Wa National Unity Party



On 31, January, 1989 The Wa National Development Party was established with the registraton No.187.

The party competed for seats in 4 constituencies in the 1990 election but did not win any seats. From 1993

to 2007, the (5) representatives from the Wa National Development Party regularly attended conferences for

tribal groups (Myanmar National Convention) held by the military government. The Wa National Development

Party tried to register in 2010 but was denied until the party reregistered under the new name “Wa National

Unity Party”. On 21 May, 2010 the party was registered with the registration No.10. The party has competed in

Pyithu Hluttaw Constituencies (3) such as Hopang, Tang yan, Kengtung, and Amyotha Hluttaw Constituencies

No(1) but did not win any seats.

On 27 August, 2010 the Wunthanu Democratic Party was founded and registered. In the 2010 election,

National Development and Peace Party (NDPP)



1. The purpose of establishing the party is to be a harmonious society during the country’s democrati-

zation, and to serve and participate as an integral part of transition.

National Democratic Party for Development (NDPD)



In the history of Union of Myanmar, the citizens resided together without any religious and political

conflict and fought together for freedom from British colonialim. After the independence, citizens strove to

become a full-fledged democratic country. The National Democratic Party for Development also vows to rep-

In 2011, the party applied for party registration which was signed by eighteen persons with a common

desire to set up the party. In January 2011, the party was granted the registration number 51. The party

Zomi Congress For Democracy



The Zomi Congress of Democracy Party was founded on 22 October, 1988. The party also had

competed in (4) constituencies of Toon Zang, Tiddim, Kale townships and had won in (2) constituencies

in the 1990 election. In 1992, all ethnic political parties were abrogated by the election committee.

Despite this, the party, on 16 September, 2013 joined with NLD, SNLD, ZNC, ALD and MNDF parties,

to form the Peoples Representing Parliament (Hluttaw representatives committee) demanding the

reinstatement of parliament. At the 22th anniversary of the party, Zomi National Congress (ZNC)

proclaims in the “Kalaymyo announcement” to call for the second Panglong Conference. This

conference was approved by (117) different parties. On 20 November, 2010 the document was

submitted to Daw Aung San Suu Kyi who agree to the second Panglong conference name as “21st

century Panglong”. The Zomi National Congress Party did not compete in both the 2010 election and

the by-election in 2012. The party was legally registered and approved on 17 August, 2012.

Democracy and Human Rights Party



The Democracy and Human Rights Party was led by party leaders, U Khin Zaw and U Kyaw

Min. The party applied for registration to the Union Election Commission on 26 April, 2012. The

Union Election Commission approved the registration on 12 March, 2013, registration number is 63.

The purpose of establishing the party is to promote democracy, human rights and to attain the seven

Mon Democracy Party



Mon National Democratic Front (MNDF) was founded on 11 October, 1988 and competed in

the 1990 General Elections, won 5 representative seats. On 19 March, 1992 the State Law and Order

Restoration Council terminated the party. The party, however, remained active through different

cadres such as Mon Literature and Culture Association, Association for Organizing Mon National Day,

Mon Youth Association. At the same time, U Naing Tun Thein, the party chair was active in CRPP,

UNLD, and UNA. In 2010, the party did not register as a political party since it chose not to accept 2008

Constitution. When the revision law addressing political party registration was passed on 4 November,

2011, the party accepted the law and decided to register. Since then the party has changed its name

to “Mon Democracy Party” and registered at the Union Election Commission registration number is

58.

Myanmar Farmers Development Party



The party emerged as the voice of farmers who make up 70 % of the population. On 6,

November, 2012, the party was formed with one thousand members. There are twenty one members

in the Central Executive Committee. On 4 January 2013, the sub-office was opened in Thingangyun

Township. There are now 500,000 members. The party leader was the former Secretary of National

Alliance in Salin, Magway Township. The party leader resigned from the National Alliance in order to

accomplish set up the party and assist his fellow farmers. The party aims to address the land grabbing

issue which is a persistent issues affecting farmers. The party believes that the state should have pri-

oritized farmers in order to develop the nation. Furthermore, the party believes that a nation’s leader

must find harmony between the central and state government by allowing the whole country to dis-

cuss issues. The party aims to enter the 2015 election by opening constituencies in 120 Townships.

Arakan League for Democracy



In 1988, the Arakan League for Democracy party was founded by Rakhine leaders who opposed the

government. After the fall of the dictatorship, the party was reorganized and established on 12 October, 1988

with support from the Rakhine Friends Association. In the 1990 election, the representatives from Arakan De-

mocracy Party competed from Rakhine State and won (11) seats, ranking third in the 1990 election. Although

the party was called off on 6 March, 1992 Party members and Executive members decided to continue unof-

ficially. On 23 February, 2013 the party applied for registration to the Union of Election Commission and was

registered legally on 23 May, 2013 no. (54).

Shan Nationalities League for Democracy



On 26, October, 1988 the Shan National League for Democracy registered as a political party. In the

1990 election, the party competed in 58 constituencies and won in 23 constituencies. The Party received the

second highest number of votes after the National League for Democracy (NLD) party. From 1993-1996, the

party had attended the National Convention which was led by the military government. Later, the party re-

signed from the National Convention.

On 18 May, 2002 the party established the Union of National Alliances (UNA). On 2 November, 2005

the leaders of Shan National League for Democracy (SNLD) were arrested and sent to prison for long term. On

12 June, 2012 the party was granted permission to register by the Union Election Commission (registration

#56). From 20-22, March, 2003 the party had held a trust building (Shan State/ Kayar State) meeting in Lashio.

Asho Chin National Party



The Asho Chin National Party was founded to organize and support the socio-economic development

for members of the Asho Chin tribal groups (known as “lowland Chins”) living outside Chin state in the

Magway, Pago, Mandalay, Ayeyarwaddy regions and Rakhine state. The party was registered on 5 June, 2012

(registration #55). As 200,000 members are dispersed in (26) townships outside of Chin State, the party will

only compete in townships with the greatest number of constituents. In the upcoming 2015 election, the party

will compete in ten townships and is expected to nominate 20 candidates for all three Parliaments.

National Unity Congress Party



The party applied for registration in 2012, and legally registered on 28, January, 2013 registration

number is 62. Within three months, the party’s membership increased to 1000 members, and the party was

able to organizeon an national level. Out of the party’s 10000 members, (707) members were from (11) town-

ships of upper Myanmar, and (553) members were from the (14) townships of lower Myanmar, totaling (1260)

members.The party’s members are all constituents from lower and upper Myanmar. The party reports that its

membership is still growing. The party aims to promote ethnic and national unity. The party’s policy is to build

a dignified country representing the unity of all its ethnic groups. The party believes that the inclusion of all

ethnic people is a key component of democracy and essential to rebuilding the country. It is through this belief

that the party motto “National Unity to Ethnic People Unity” was born.
